## Key takeaways

- Agricultural fumigants are worth USD 2.55 billion in 2025 and USD 3.71 billion by 2035, growing 3.80% a year.
- Chloropicrin leads with 23.8% of 2025 revenue, worth USD 607.8 million.
- Phosphine grows fastest at 5.86% a year on grain storage in Asia and Africa.
- Methyl bromide falls 3.18% a year after rules such as Health Canada's 19 June 2025 decision.
- North America leads with USD 860.6 million, while Asia Pacific grows 5.34% a year.

California growers, fumigators and warehouse operators applied 32,360,449 pounds of fumigants in 2023, a counted stock of about 14,679 tonnes that the state publishes chemical by chemical in its [pesticide use report](https://www.cdpr.ca.gov/wp-content/uploads/2025/08/2023_fumigants_pounds_applied.pdf). Agricultural fumigants are volatile pesticides that penetrate soil, stored grain, nuts and export cargo to kill nematodes, pathogens, weeds and insects; the market covers chloropicrin, 1,3-dichloropropene, metam, phosphine, sulfuryl fluoride, methyl bromide and dimethyl disulfide. Scaling that Californian stock to a world base of 197,350 tonnes at an average USD 12,940 per tonne gives USD 2.55 billion in 2025, rising to USD 3.71 billion by 2035 at 3.80% a year. Health Canada closed its methyl bromide re-evaluation on 19 June 2025 and cancelled one product the same day, as its [decision notice](https://www.canada.ca/en/health-canada/services/publications/product-safety/changes-registration-methyl-bromide-pesticides.html) records. The study belongs to our [agricultural inputs coverage](https://www.douglasinsights.com/industry/chemicals-materials/agricultural-inputs/) and follows the [Douglas Insights research methodology](https://www.douglasinsights.com/research-methodology/).

## Which fumigant chemistry makes the money in agricultural fumigants: chloropicrin, 1,3-D or phosphine?

Chloropicrin leads agricultural fumigants with a 23.8% share worth USD 607.8 million in 2025, because strawberry, tomato and nursery growers pair it with almost every other soil fumigant. Phosphine grows fastest at 5.86% a year as stored-grain volumes rise across Asia and Africa.

| Fumigant segment | Share 2025 | Value 2025 | Growth 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Chloropicrin | 23.8% | USD 607.8 million | 3.62% | USD 867.3 million |
| 1,3-dichloropropene | 19.7% | USD 503.1 million | 2.94% | USD 672.2 million |
| Metam sodium and metam potassium | 17.6% | USD 449.5 million | 2.41% | USD 570.3 million |
| Phosphine | 18.3% | USD 467.3 million | 5.86% | USD 825.9 million |
| Sulfuryl fluoride | 9.4% | USD 240.0 million | 4.27% | USD 364.7 million |
| Methyl bromide | 6.9% | USD 176.2 million | -3.18% | USD 127.5 million |
| Dimethyl disulfide and other fumigants | 4.3% | USD 109.8 million | 9.86% | USD 281.3 million |

Chloropicrin earns USD 607.8 million because it is both a stand-alone soil fumigant and the partner chemical in most blends; California alone applied 8,515,832 pounds in 2023. 1,3-dichloropropene holds 19.7%, or USD 503.1 million, on nematode control in almonds, sweet potatoes and carrots, and Douglas Insights expects it to compound at only 2.94% as buffer rules cap tonnage per township. Metam sodium and metam potassium together take 17.6%, worth USD 449.5 million; they are cheap liquid fumigants sold by the drum to potato and vegetable growers, so their value share sits well below their tonnage share. Phosphine, delivered as aluminum phosphide and magnesium phosphide tablets, carries 18.3% and USD 467.3 million, and reaches USD 825.9 million by 2035 because silo bag and warehouse capacity keeps rising wherever grain is stored for months. Sulfuryl fluoride accounts for 9.4%, or USD 240.0 million, from mills, nut and dried-fruit processors that left methyl bromide. Methyl bromide shrinks from USD 176.2 million to USD 127.5 million, a 3.18% yearly decline, because quarantine and pre-shipment treatment is now nearly its only lawful use. Dimethyl disulfide and other fumigants are the smallest block at 4.3% and USD 109.8 million, yet grow 9.86% a year as growers test alternatives to the older soil fumigants.

## Why are strawberry, almond and stored-grain growers still buying fumigants?

Agricultural fumigants add 2.35% a year in tonnage to 2035 because no non-chemical method yet matches their kill rate on nematodes, soil pathogens and stored-product insects. Four forces supply that volume leg: grain storage, orchard replanting, export quarantine and the shift away from methyl bromide.

### Stored-grain phosphine: 0.98 points

Grain that sits in silos, bags and sheds for months needs phosphine fumigants, and Douglas Insights models that need adding 0.98 points of the 2.35% volume leg. Phosphine is the single fumigant segment growing above 5%, at 5.86%, because storage capacity in India, Southeast Asia and Africa grows faster than harvests. Tablets and pellets cost little per tonne of grain protected, so even small cooperatives buy them. Storage is the anchor. India, Indonesia, Nigeria and Egypt all hold strategic grain reserves that need repeated phosphine fumigants treatments every season, and resistance management adds sealed-store upgrades rather than lowering tonnage.

### Orchard replant and nematode control: 0.61 points

Soil fumigants remain the default before replanting almonds, stone fruit and vines, which contributes 0.61 points. California treated 43,736 acres with 1,3-D in 2024 using 7,008,972 pounds, according to the state's [1,3-D annual report](https://www.cdpr.ca.gov/wp-content/uploads/2025/09/1-3d_2024_report_10_2025_draft.pdf). Almonds, strawberries, sweet potatoes and carrots topped that list, and the same crops drive chloropicrin and metam purchases in Spain, Morocco, Chile and Australia. Replant cycles of 20 to 25 years keep demand steady rather than cyclical. Short and steady.

### Export quarantine and fresh-produce trade: 0.47 points

Phytosanitary rules require fumigation of logs, grain and fresh produce at many borders, adding 0.47 points. Methyl bromide is shrinking, yet quarantine and pre-shipment treatment is the use Health Canada kept when it rewrote labels on 19 June 2025, and sulfuryl fluoride and phosphine pick up the commodity work that leaves methyl bromide, as the [Health Canada notice](https://www.canada.ca/en/health-canada/services/publications/product-safety/changes-registration-methyl-bromide-pesticides.html) shows. Each tonne of methyl bromide displaced in commodity treatment moves to an alternative fumigant rather than disappearing. Ports keep buying.

### Methyl bromide replacement blends: 0.29 points

Premixed blends such as Paladin PIC-21, which Arkema said on 18 July 2016 was the first EPA-approved label combining Paladin with chloropicrin, add 0.29 points as growers buy one product instead of two, per the [Arkema announcement](https://www.arkema.com/usa/en/media/news/non-global/products/thiochemicals/20160718-Arkema-soil-fumig). Together the four forces sum to 2.35 points: 0.98 plus 0.61 plus 0.47 plus 0.29. Grain storage alone supplies 41.7% of the volume leg.

## Which buffer-zone and ozone headwinds hold back fumigants tonnage?

Regulatory buffers and ozone rules remove about 1.4 points a year from fumigants tonnage growth that would otherwise run near 3.75%. Three headwinds matter: township caps on 1,3-D, the methyl bromide phase-down, and slower treated acreage in the largest soil fumigant market, California.

Township and emissions limits cut about 0.62 points. California's Regulation 22-005 took effect on 1 January 2024, and the [state report](https://www.cdpr.ca.gov/wp-content/uploads/2025/09/1-3d_2024_report_10_2025_draft.pdf) shows 2024 adjusted total pounds of 1,3-D fell 38% against 2023 while raw pounds barely moved. Lower emission factors mean growers must buy tarps and deeper injection, which raises the cost of using fumigants per acre.

The methyl bromide phase-down removes 0.51 points. Douglas Insights puts methyl bromide revenue at USD 176.2 million in 2025, declining 3.18% a year, and only part of that tonnage is replaced one for one by other fumigants.

Fumigant-free soil methods remove the last 0.27 points. Anaerobic soil disinfestation, grafted transplants and substrate growing take roughly 0.3% of treated acres a year from soil fumigants in high-value berries and greenhouse vegetables.

## How much do growers pay per tonne for chloropicrin, metam or phosphine fumigants?

Growers pay a blended average of USD 12,940 per tonne for agricultural fumigants in 2025, ranging from about USD 3,900 per tonne for metam liquids to above USD 21,000 for phosphine tablets. The price leg adds 1.42% a year as blends and tarped systems carry more value per tonne.

| Fumigant | Realised price band, USD per tonne | Main buyer |
| --- | --- | --- |
| Metam sodium and metam potassium | 3,900 to 5,600 | Potato and vegetable growers |
| 1,3-dichloropropene | 10,800 to 13,900 | Orchard and root-crop growers |
| Chloropicrin | 14,200 to 18,600 | Berry, tomato and nursery growers |
| Sulfuryl fluoride | 15,500 to 19,800 | Mills, nut and dried-fruit processors |
| Phosphine products | 21,000 to 27,500 | Grain stores and exporters |

Douglas Insights estimates these bands from the 2025 segment values divided by modelled tonnage, so they are realised prices, not list prices. Metam fumigants sell at the bottom because a field rate runs to hundreds of pounds per acre. Phosphine sits at the top per tonne of product, yet the cost per tonne of grain treated is only a few cents. Blends cost more. Price rises to USD 13,124 per tonne in 2026 in the base case, with blends and totally impermeable film adding most of that gain.

## Who supplies agricultural fumigants, from Paladin blends to metam liquids?

The top three suppliers of agricultural fumigants hold about 38.6% of 2025 revenue on Douglas Insights estimates, built from portfolio breadth rather than disclosed fumigant sales, which no major company reports separately. Supply is fragmented because each chemistry has its own producers and regional formulators. No one dominates.

| Company | Fumigant position built on |
| --- | --- |
| Corteva | Soil fumigant heritage and global distribution to row-crop and orchard growers |
| AMVAC Chemical Corporation | Metam liquids sold as K-Pam HL and Vapam HL |
| Arkema | Paladin dimethyl disulfide and the Paladin PIC-21 premix |
| UPL | Phosphine and generic crop-protection reach across Asia and Latin America |
| BASF | Dazomet soil fumigant and broad crop-protection channels |
| FMC | Crop-protection distribution in the Americas and Asia |
| Nufarm | Generic soil fumigants in Australia, Europe and the Americas |
| ADAMA | Off-patent fumigant and crop-protection registrations |

Arkema's position rests on dimethyl disulfide: its [release](https://www.arkema.com/usa/en/media/news/non-global/products/thiochemicals/20160718-Arkema-soil-fumig) of 18 July 2016 described Paladin PIC-21 as a single-label blend that, with a topical herbicide, works as a methyl bromide replacement. AMVAC competes on metam, the cheapest soil fumigant by tonne, and on application know-how in potatoes. Corteva, UPL and BASF bring fumigants to growers through the same dealers that sell their herbicides and fungicides. Douglas Insights estimates the leader alone holds 14.2% of fumigant revenue, with the next two near 12.9% and 11.5%. Regional formulators of aluminum phosphide in India and China supply most of the phosphine tonnage at lower prices.

## Where are fumigants applied, from California's Central Valley to Asian grain silos?

North America leads agricultural fumigants with USD 860.6 million in 2025, because California and Florida berry, nut and vegetable growers use the most soil fumigant per acre. Asia Pacific grows fastest at 5.34% a year on grain storage and protected vegetables.

North America reaches USD 1.12 billion by 2035, growing 2.71% a year as buffer rules hold tonnage steady. Asia Pacific starts at USD 796.8 million and overtakes North America to reach USD 1.34 billion, driven by phosphine fumigants in India, China and Southeast Asia. Asia wins on growth. Europe holds USD 475.0 million and grows 2.06% a year, the slowest pace, because the EU approves few soil fumigants and member states grant limited emergency uses. Latin America moves from USD 278.4 million to USD 431.5 million at 4.48% on export fruit, berries and grain in Brazil, Chile, Mexico and Argentina. The Middle East and Africa is the wildcard at USD 142.9 million in 2025, compounding 4.89% a year as Morocco, Egypt and Kenya expand export horticulture and grain reserves.

## What do Montreal Protocol and Health Canada rules mean for methyl bromide fumigants?

Methyl bromide fumigants survive mainly for quarantine and pre-shipment work, worth an estimated USD 176.2 million in 2025. Regulators in North America also enforce buffer zones, fumigant management plans and applicator training for every major soil fumigant.

Health Canada's re-evaluation decision of 19 June 2025 limits methyl bromide pest control to quarantine and pre-shipment treatment, bans use in residential structures and public food-service sites, and phases in new labels by 19 June 2027, per the [decision summary](https://www.canada.ca/en/health-canada/services/publications/product-safety/changes-registration-methyl-bromide-pesticides.html). In the United States, the EPA lists chloropicrin, dazomet, 1,3-dichloropropene, dimethyl disulfide, metam sodium, metam potassium and methyl bromide as soil fumigants under fumigant management plan rules, on its [soil fumigant chemicals page](https://19january2025snapshot.epa.gov/soil-fumigants/soil-fumigant-chemicals). For sulfuryl fluoride, the EPA set five mitigation measures announced on 30 June 2023, including tent warning signs and longer aeration, as the [EPA mitigation notice](https://www.epa.gov/node/283696) states.

California layers its own limits on top: Regulation 22-005 on 1,3-D took effect on 1 January 2024, as the [DPR report](https://www.cdpr.ca.gov/wp-content/uploads/2025/09/1-3d_2024_report_10_2025_draft.pdf) confirms. Compliance adds tarps, monitoring and paperwork, which is one reason the price leg of fumigants runs at 1.42% a year.

## How do soil fumigation and stored-grain fumigation split fumigants revenue by crop?

Soil fumigation accounts for about 64.7% of agricultural fumigants revenue in 2025, with stored-grain and commodity fumigation at 26.9% and quarantine and pre-shipment treatment at 8.4%. Douglas Insights counts revenue by application from the chemistry mix in the segment table.

Soil fumigation is chloropicrin, 1,3-D, metam and dimethyl disulfide, mostly for fruits and vegetables and for nuts and orchards. Stored-grain and commodity fumigation is phosphine and sulfuryl fluoride, mostly for cereals and grains, nuts and dried fruit. Quarantine and pre-shipment treatment uses methyl bromide, phosphine and sulfuryl fluoride on logs, grain and fresh produce at ports. By crop, Douglas Insights puts fruits and vegetables at 41.3% of fumigants value, cereals and grains at 27.6% and nuts and orchards at 18.8%, with the remainder in nursery and other crops.

## How far can fumigants revenue climb by 2035 in slower and faster tonnage cases?

Agricultural fumigants reach USD 3.71 billion by 2035 in the base case, on 2.35% volume and 1.42% price growth. A slower case lands at USD 3.16 billion and a faster case at USD 4.26 billion; volume growth is the swing factor.

The slower case assumes 1.10% tonnage growth and a 1.05% price leg, which follows if more states copy township caps and the EU withdraws further fumigants. The faster case assumes 3.40% tonnage and 1.80% price, which needs phosphine storage demand in Asia to accelerate and quarantine rules to keep the Health Canada pattern of 19 June 2025, where methyl bromide keeps only quarantine and pre-shipment work. Adding one point to annual tonnage growth lifts the 2035 value by USD 378.8 million. Published forecasts run from about 3.39% to 9.1% a year; our 3.80% sits in the lower half because methyl bromide decline and buffer rules offset grain-storage gains. Tonnage reaches about 248,952 tonnes of fumigants by 2035 in the base case.

## Douglas Exclusive: the Fumigant Active Ingredient Scorecard

The Fumigant Active Ingredient Scorecard is a Douglas Insights model built from 16 sourced inputs. Its inputs are nine California pounds-applied lines for 2023, the 2024 California 1,3-D report, the Health Canada methyl bromide decision, the EPA soil fumigant and sulfuryl fluoride pages, and four published growth rates. It is not an official register.

| Active ingredient | California pounds 2023 | Regulatory pressure, 1 to 5 | Growth 2026-2035 | Score out of 20 |
| --- | --- | --- | --- | --- |
| Phosphine and phosphides | 99,076 | 2 | 5.86% | 16 |
| Sulfuryl fluoride | 3,071,223 | 3 | 4.27% | 13 |
| Chloropicrin | 8,515,832 | 3 | 3.62% | 13 |
| 1,3-dichloropropene | 7,023,406 | 4 | 2.94% | 10 |
| Metam sodium and potassium | 11,434,056 | 3 | 2.41% | 10 |
| Methyl bromide | 1,676,651 | 5 | -3.18% | 3 |

The scorecard rates each fumigant on four 5-point scales: tonnage trend, regulatory pressure, replacement demand and price per tonne. Phosphine fumigants score 16 of 20, the highest, because regulatory pressure is light and grain storage keeps growing. Methyl bromide scores 3, and its California use of 1,676,651 pounds in 2023 is the base we expect to fall fastest. Metam is the largest Californian fumigant by weight at 11,434,056 pounds, yet it ranks mid-table because its price per tonne is the lowest. The finding: 51.5% of fumigants revenue in 2025 sits in actives scoring 13 or more, rising to 55.5% by 2035.

## How we built the fumigants model from 32,360,449 California pounds?

The fumigants model multiplies 197,350 tonnes by USD 12,940 per tonne to reach USD 2.55 billion in 2025. California's 32,360,449 pounds, or 14,679 tonnes, anchor the tonnage as an assumed 7.4% of world use.

We counted 5 regions and 23 countries, and used 41 data points: 9 California chemical lines, 4 lines from the 1,3-D report, 7 segment prices, 5 regional shares, 4 published growth rates, 3 regulatory notices and 9 crop and application splits. The arithmetic: 197,350 tonnes times USD 12,940 equals USD 2.55 billion; 1.0235 times 1.0142 gives 3.80% revenue growth and USD 3.71 billion by 2035. Cross-check one: segment values sum to USD 2.55 billion exactly and their 2035 values sum to USD 3.71 billion within 0.1%. Cross-check two: published 2025 estimates of USD 2.54 billion and USD 2.6 billion sit within 2.0% of our figure. Cross-check three: the 2024 California 1,3-D total of 7,008,972 pounds sits within 0.2% of the 2023 line of 7,023,406 pounds, which supports a flat Californian base.

## Which fumigants buyers gain most from the 2035 shift to phosphine and blends?

Grain stores and exporters gain most, because phosphine fumigants rise from USD 467.3 million to USD 825.9 million by 2035 while methyl bromide shrinks. Berry and orchard growers face higher costs per acre as tarps and buffers spread.

Readers tracking adjacent inputs can compare this view with our [Specialty Fertiliser Coatings Market](https://www.douglasinsights.com/specialty-fertiliser-coatings-market/) study, which follows the same growers' nutrient budgets. Field robots and drones change how fumigated beds are managed after treatment, as our [Agricultural Robots Market](https://www.douglasinsights.com/agricultural-robots-market/) and [Precision Agriculture Drones Market](https://www.douglasinsights.com/precision-agriculture-drones-market/) reports show. Douglas Insights tracks 7 fumigant chemistries and 5 regions in this edition. Short verdict: phosphine wins. Over the decade, fumigants spending per tonne of stored grain stays below 0.5% of grain value, which keeps that buyer insensitive to price.
