## Key takeaways

- Algae biofuel is worth USD 1.37 billion in 2025 and USD 2.85 billion by 2035, a 7.60% revenue CAGR.
- Renewable diesel (HVO) leads with 31.6% of 2025 revenue, worth USD 432.9 million.
- Bio-jet fuel (SAF) grows fastest at 14.2% a year, reaching USD 759.8 million by 2035.
- Asia Pacific grows 9.2% a year and overtakes North America by 2035 at USD 948.1 million.
- The Algae Fuel Pathway Register counts 8 EPA algae entries, 75.0% of them diesel-type fuels.

Two figures frame the algae biofuel market: a USD 10 million federal call for algae yield research, and a 650,000-tonne-a-year Malaysian biorefinery that lists microalgae oil only as a mid-term feedstock. The algae biofuel market covers liquid and gaseous fuels refined from microalgae, macroalgae (seaweed) and cyanobacteria, sold as renewable diesel, biodiesel, jet fuel, ethanol, biomethane and biocrude. Douglas Insights sizes it at USD 1.37 billion in 2025, from 384,600 tonnes of algae-derived fuel at an average USD 3,562 per tonne, and expects USD 2.85 billion by 2035, a revenue CAGR of 7.60%. The US Department of Energy (DOE) opened its [Maximizing Algal System Yield (MASY) funding notice](https://www.energy.gov/eere/bioenergy/articles/department-energy-announces-10-million-algal-systems-research-and), announced 16 January 2025, with full applications due 15 May 2025. ## Which algae biofuel segment leads in 2025: renewable diesel, biodiesel or jet fuel?

Renewable diesel (HVO, hydrotreated vegetable oil) leads algae biofuel with 31.6% of 2025 revenue, or USD 432.9 million, because algal oil drops into existing hydrotreaters without new engines. Jet fuel grows fastest at 14.2% a year. Scope is fuel sold, not algae grown for feed or nutraceuticals.

| Segment | Share 2025 | Value 2025 | Growth 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Renewable diesel (HVO) | 31.6% | USD 432.9 million | 8.05% | USD 938.9 million |
| Biodiesel (FAME) | 22.4% | USD 306.9 million | 3.1% | USD 416.5 million |
| Bio-jet fuel (SAF) | 14.7% | USD 201.4 million | 14.2% | USD 759.8 million |
| Biogas and biomethane | 13.3% | USD 182.2 million | 6.6% | USD 345.2 million |
| Bioethanol | 9.8% | USD 134.3 million | 4.3% | USD 204.6 million |
| Biocrude and other fuels | 8.2% | USD 112.3 million | 5.9% | USD 199.2 million |

Renewable diesel (HVO) holds USD 432.9 million because refiners already run hydrotreating units for waste oils and accept algal lipids as one more triglyceride. Biodiesel (FAME) brings USD 306.9 million, a 22.4% share earned in older transesterification plants, but its 3.1% growth trails every other fuel. Bio-jet fuel (SAF) is worth USD 201.4 million today and climbs to USD 759.8 million by 2035 at 14.2% a year, the fastest rate, since airlines need certified drop-in kerosene and algae oil meets the ASTM D7566 route. Biogas and biomethane add USD 182.2 million from digesting seaweed and spent algal cake. Bioethanol contributes USD 134.3 million, mostly from cyanobacteria that excrete ethanol directly. Biocrude and other fuels make up USD 112.3 million, the hydrothermal liquefaction slice.

By source, in our estimate, microalgae supply about 71.4% of tonnage, macroalgae (seaweed) 17.9% and cyanobacteria 10.7%. By cultivation, open ponds still grow most biomass, photobioreactors grow the high-value strains, and fermenters (heterotrophic) feed sugar to algae in the dark. By end use, road transport takes the largest share, aviation the fastest growing one, then marine and power and heat. Short version: diesel pays the bills.

## Why are refiners and airlines adding algal oil to their fuel demand plans?

Algae biofuel tonnage grows 6.35% a year to 2035 because three forces add volume: low-carbon fuel mandates add 2.65 points, aviation decarbonisation adds 2.2 points and public yield research adds 1.5 points. Douglas Insights models these three legs separately before summing them.

Mandate pull is the largest lever, at 2.65 points of the 6.35% volume leg. The US Renewable Fuel Standard already treats oil from algae grown photosynthetically as biomass-based diesel under D-code 4, or as an advanced fuel under D-code 5 when co-processed with petroleum, per the [EPA approved pathways table](https://www.epa.gov/renewable-fuel-standard-program/approved-pathways-renewable-fuel). A refinery buying algal oil therefore earns compliance credits on day one without a new petition. In Europe, Directive (EU) 2023/2413, adopted on 18 October 2023, sets a combined energy-based target for advanced biofuels, biogas and renewable fuels of non-biological origin, published in the [Official Journal of the European Union](https://eur-lex.europa.eu/eli/dir/2023/2413/oj). North America and Europe together take 60.3% of 2025 algae biofuel revenue in our model.

Aviation contributes 2.2 points. Euglena flew its SUSTEO fuel, made from used cooking oil and Euglena microalgae lipids, on a HondaJet Elite from Kagoshima to Haneda on 29 June 2021, after the fuel passed ASTM D7566 Annex 6 testing, according to the [Euglena company release](https://www.euglena.jp/en/news/20210629-1/). On 26 July 2024, PETRONAS, Enilive and Euglena took a final investment decision on a Malaysian biorefinery to process about 650,000 tonnes a year of feedstock into SAF, HVO and bio-naphtha, with operations targeted for the second half of 2028, per the [Eni press release](https://eni.com/content/dam/enicom/documents/press-release/migrated/2024-en/07/PR_Enilive_Malaysia.pdf). Microalgae oil is named there as a mid-term feedstock. One plant of that size taking even 2.4% algal oil would add about 15,600 tonnes of algae biofuel demand.

Research money adds the last 1.5 points. The DOE MASY notice offers up to USD 10 million for algae cultivation and preprocessing, with cooperative agreements of 18 months to three years, per the [DOE announcement](https://www.energy.gov/eere/bioenergy/articles/department-energy-announces-10-million-algal-systems-research-and). Its target is the pinch points that keep yields low. Douglas Insights expects each 10% gain in areal productivity to cut algae biofuel production cost by about 6.8%, which converts directly into new offtake tonnage. Yield is the whole game.

The three algae biofuel driver legs compound differently. Mandate pull is front-loaded: Douglas Insights models it at 3.1 points a year to 2029, easing to 2.2 points after 2030 as blend walls bind. Aviation pull is back-loaded, from 1.4 points before the 2028 Malaysian start-up to 2.9 points afterwards. Research pull stays near 1.5 points, but its effect lands with a lag of roughly 4 years between a funded pond trial and commercial tonnage.

## Which cost hurdles keep algae biofuel output at demonstration scale?

Algae biofuel output is held back by production costs near USD 3,562 per tonne on average, against roughly USD 1,900 for waste-oil diesel feedstock, and the gap removes 0.85 points from volume growth. Dewatering and lipid extraction absorb much of that premium.

Harvesting is the first hurdle. In our cost model, pond cultures hold about 0.5 grams of biomass per litre, so a plant must move some 2,000 litres of water for each kilogram of dry algae. Douglas Insights puts dewatering at 22.6% of total algae biofuel cost, and that share removes 0.85 points from the volume leg in our base case.

Capital flight is the second. Corporate and venture money in our tracking now favours higher-margin algal nutrition over fuel. The funding drought subtracts 0.6 points, which is already netted out of the 6.35% volume figure. Without it, algae biofuel tonnage would grow near 7.8% a year.

## How much does a tonne of algae biofuel cost buyers in 2025?

Algae biofuel sells at an average USD 3,562 per tonne in 2025 in our model, rising 1.18% a year to about USD 4,005 by 2035. Blended road fuels price low, while certified jet fuel commands a premium of roughly 1.9 times.

Realised bands differ sharply by product. Algae-based renewable diesel (HVO) and biodiesel (FAME) clear at about USD 2,650 to USD 3,300 per tonne, close to waste-oil diesel plus a credit premium. Bio-jet fuel (SAF) from algal oil runs USD 5,400 to USD 7,100 per tonne in offtake deals we model. Biomethane from seaweed digestion sells at about USD 1,150 to USD 1,600 per tonne of fuel equivalent. Bioethanol from cyanobacteria sits near USD 1,050 per tonne.

Mix explains the 1.18% price drift. Every point of share that moves from road fuels to jet fuel lifts the average algae biofuel price by about USD 31 per tonne. Credits matter too: a D-code 4 credit value flows straight into what blenders pay for algal diesel.

## Which companies hold algae biofuel pathways, plants and offtake positions?

Douglas Insights estimates the top three algae biofuel suppliers hold 41.7% of 2025 revenue, a concentration built on refinery access rather than algae biology. Euglena, the PETRONAS and Enilive joint venture, and US pathway holders lead, with at least 7 named companies holding a dated, verifiable position.

| Company | Position in algae biofuel | Basis (dated) |
| --- | --- | --- |
| Euglena Co. | Microalgae oil and SUSTEO jet fuel | First commercial flight 29 June 2021 |
| Enilive (Eni) | Refining partner in Malaysian biorefinery | FID 26 July 2024 |
| PETRONAS | Lead shareholder with Enilive in the Malaysian venture | FID 26 July 2024 |
| Algenol Biofuels | Cyanobacteria ethanol, D-code 5 pathway | EPA approval 2 December 2014 |
| Joule Unlimited Technologies | Algae ethanol, D-code 5 pathway | EPA approval 29 March 2016 |
| Triton Energy | Renewable diesel with algal oil, D-code 4 | EPA approval 10 December 2010 |
| Endicott Biofuels | Biodiesel with algal oil, D-code 4 | EPA approval 6 April 2011 |

Euglena's position rests on its own strain, a certified fuel and a refinery partner, as its [2021 flight release](https://www.euglena.jp/en/news/20210629-1/) and the [Eni FID release](https://eni.com/content/dam/enicom/documents/press-release/migrated/2024-en/07/PR_Enilive_Malaysia.pdf) of 26 July 2024 show; we put its algae biofuel share near 17.3%. Enilive and PETRONAS are the largest shareholders in that joint venture. Algenol and Joule Unlimited hold EPA ethanol pathways approved on 2 December 2014 and 29 March 2016, listed in the [EPA pathway table](https://www.epa.gov/renewable-fuel-standard-program/approved-pathways-renewable-fuel). Triton Energy, Global Energy Resources, Endicott Biofuels and Viesel Fuel hold diesel pathways naming algal oil as a feedstock. Douglas Insights counts 8 algae entries in that table. Competition is thin; access to a hydrotreater decides who sells.

## Where is algae biofuel revenue concentrated: North America, Asia Pacific or Europe?

North America leads algae biofuel with USD 464.4 million in 2025, because RFS D-code credits reward algal oil directly. Asia Pacific grows fastest at 9.2% a year to USD 948.1 million by 2035 as the Malaysian biorefinery nears its 2028 start.

North America is worth USD 464.4 million today and USD 867.7 million in 2035, growing 6.45% a year on the strength of compliance credits and federal research. Europe holds USD 361.7 million, rising 6.85% a year to USD 701.6 million under the RED III transport target. Asia Pacific starts at USD 393.2 million and becomes the largest algae biofuel region by 2035, since Japan and Malaysia host the most visible algae jet fuel projects. Latin America adds USD 84.9 million in 2025, growing 7.95% from sugarcane-linked fermenters (heterotrophic) and coastal ponds. The Middle East and Africa is the wildcard at USD 65.7 million, but 8.7% growth to USD 151.3 million reflects abundant sun, flat desert land and saline water that suits open ponds.

## How do RFS D-codes and EU RED III rules treat algae biofuel?

Algae biofuel sold in the US earns D4 or D5 RFS credits under 2 generally applicable EPA pathways, while the EU counts it toward a combined advanced-fuel target set by Directive (EU) 2023/2413. Policy, not price, sets most demand for algal fuels in both blocs.

The US rules are specific. Row F of the [EPA pathways table](https://www.epa.gov/renewable-fuel-standard-program/approved-pathways-renewable-fuel) covers biodiesel, renewable diesel, renewable jet fuel and heating oil from oil from algae grown photosynthetically, D-code 4, when the process does not co-process petroleum. Row H covers the same fuels co-processed with petroleum, D-code 5. Ethanol from algae used company-specific petitions instead.

European rules are broader. Directive (EU) 2023/2413 entered into force on 20 November 2023, according to the [Official Journal record](https://eur-lex.europa.eu/eli/dir/2023/2413/oj), and groups advanced biofuels with biogas and renewable fuels of non-biological origin in one transport target. Algae biofuel suppliers in Europe compete with waste-residue fuels for the same compliance slot, which caps premiums at about 14.5% over HVO in our model.

## What if algae biofuel yields double before 2035?

Doubling algae biofuel yields is our faster scenario, taking 2035 revenue to USD 3.88 billion. The slower case reaches USD 2.17 billion and the base case USD 2.85 billion, with 8.9% volume and 1.9% price growth driving the faster path.

The base case pairs 6.35% volume with 1.18% price for a 7.60% revenue CAGR. The slower case uses 4.1% volume and 0.6% price, which happens if the Malaysian biorefinery that reached FID on 26 July 2024, per the [Eni release](https://eni.com/content/dam/enicom/documents/press-release/migrated/2024-en/07/PR_Enilive_Malaysia.pdf), keeps algal oil out of its feed slate beyond 2030. The faster case needs MASY-style yield gains to land in commercial ponds.

Sensitivity is steep. A single extra point of annual tonnage growth adds USD 279.7 million to the 2035 algae biofuel total. Outside forecasts we reviewed span 2.15% to 11.4% a year, with a midpoint of 6.78%; our 7.60% sits 0.82 points above that midpoint because we weight the faster jet fuel slice more heavily.

## Douglas Exclusive: the Algae Fuel Pathway Register

The Algae Fuel Pathway Register is a Douglas Insights model built from 12 primary-source inputs. Its rows are 8 algae entries in the EPA approved pathways table, plus the DOE MASY notice, the Eni FID release, the Euglena SUSTEO release and the EU directive record. It is our own compilation, not an official register.

| Entry | Fuel | D-code | Date |
| --- | --- | --- | --- |
| Generally applicable Row F | Diesel, jet, heating oil | 4 | Standing rule |
| Generally applicable Row H | Diesel, jet, heating oil (co-processed) | 5 | Standing rule |
| Triton Energy | Renewable diesel | 4 | 10 December 2010 |
| Global Energy Resources | Renewable diesel | 4 | 6 April 2011 |
| Endicott Biofuels | Biodiesel | 4 | 6 April 2011 |
| Viesel Fuel | Renewable diesel | 4 | 29 September 2011 |
| Algenol Biofuels | Ethanol | 5 | 2 December 2014 |
| Joule Unlimited Technologies | Ethanol | 5 | 29 March 2016 |

The register counts which algae biofuel routes already carry a US compliance credit. Six of the 8 entries, or 75.0%, are diesel-type fuels, and none of the company-specific algae pathways we read in the [EPA table](https://www.epa.gov/renewable-fuel-standard-program/approved-pathways-renewable-fuel) is dated after 29 March 2016. The finding: new algae biofuel tonnage will ride the standing Row F and Row H rules, so growth depends on oil cost, not on fresh approvals.

## Which end users burn algae biofuel today, and which will by 2035?

Road transport burns about 61.2% of algae biofuel in 2025, aviation 19.6%, marine 11.8% and power and heat 7.4%, in our estimate; by 2035 aviation passes 29% as jet fuel grows 14.2% a year. Road buyers want price; airlines want certified carbon cuts.

Road fleets take algae-derived renewable diesel and biodiesel through ordinary blending terminals. Aviation buys certified jet fuel through offtake contracts, often at small volumes on single routes, as the 2021 Kagoshima flight in the [Euglena release](https://www.euglena.jp/en/news/20210629-1/) showed. Marine operators test biocrude and biodiesel blends. Power and heat users digest seaweed into biomethane for local grids.

## Methodology check: how many tonnes sit behind the algae biofuel estimate?

Our algae biofuel estimate rests on 384,600 tonnes multiplied by USD 3,562 per tonne, giving USD 1.37 billion for 2025, cross-checked against 5 published forecasts and 12 primary records across 5 regions and 14 countries. Volume and price were modelled separately, then multiplied.

Volume came from fuel-equivalent tonnes by product and region; price came from product bands weighted by tonnage. Volume grows 6.35% and price 1.18%, so 1.0635 times 1.0118 gives 7.60% revenue growth to USD 2.85 billion. Regional sums match the global row within USD 0.1 million in 2025 and 2035. Segment 2035 values sum within 0.4% of the total. The published forecasts sit between 2.15% and 11.4% a year; our figure falls inside that band.

## Which related energy reports put algae biofuel in context?

Three sibling studies frame algae biofuel's USD 1.37 billion 2025 base: the wider [Bioenergy Market](https://www.douglasinsights.com/bioenergy-market/), the [Anaerobic Digestion Biogas Plants Market](https://www.douglasinsights.com/anaerobic-digestion-biogas-plants-market/) for seaweed biomethane, and the [Hydrogen Market](https://www.douglasinsights.com/hydrogen-market/) that supplies hydrotreaters. Each one shares feedstock or credits with algal fuel.

Hydrogen matters because renewable diesel and jet fuel from algal oil need about 3.4% hydrogen by mass during hydrotreating in our model. Biogas plants matter because 13.3% of algae biofuel revenue already comes from digestion. Read together, the three reports show where algae competes for feedstock, hydrogen and credits.
