## Key takeaways

- The construction glass market is worth USD 79.20 billion in 2025 and USD 110.95 billion in 2035, a 3.43% CAGR.
- About 3.60 billion square metres at an average USD 22.00 form the 2025 base; area grows 1.8% a year and price 1.6%.
- Insulating glass units hold 30.0% of value and grow 4.2% a year to USD 35.94 billion by 2035 as energy codes tighten.
- China's flat glass output fell 7.0% in January-September 2026 as property completions fell 25.1%.
- The Glazing Upgrade Ledger shows triple-glazing mix adding about USD 4.6 billion by 2035, more than falling Chinese completions remove.

China produced 975.9 million weight cases of flat glass in 2025, down 3.0%, and output fell a further 7.0% to 663.4 million weight cases in the first nine months of 2026, the National Bureau of Statistics (NBS) [release of 20 January 2026](https://www.stats.gov.cn/english/PressRelease/202601/t20260120_1962350.html) and its [release of 20 October 2026](https://www.stats.gov.cn/english/PressRelease/202610/t20261020_1965665.html) show. The construction glass market covers flat and processed glass installed in buildings: float and annealed glass, tempered glass, laminated glass, insulating glass units (IGU), low-emissivity (low-e) and solar control coated glass, and smart, fire-rated and decorative glass. Douglas Insights sizes it at USD 79.20 billion in 2025, about 3.60 billion square metres at an average USD 22.00, rising to USD 81.92 billion in 2026 and USD 110.95 billion in 2035, a 3.43% compound annual growth rate (CAGR). ## Which construction glass product earns the most: insulating glass units, tempered glass or plain float?

Insulating glass units earn the most, 30.0% of 2025 construction glass value or about USD 23.76 billion, Douglas Insights estimates. Smart, fire-rated and decorative glass grows fastest, at 6.0% a year to USD 8.51 billion by 2035.

| Product | Share 2025 | Value 2025 | CAGR 2025-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Insulating glass units | 30.0% | USD 23.76 billion | 4.2% | USD 35.94 billion |
| Tempered glass | 20.0% | USD 15.84 billion | 3.0% | USD 21.29 billion |
| Float and annealed glass | 18.0% | USD 14.26 billion | 0.8% | USD 15.44 billion |
| Laminated glass | 14.0% | USD 11.09 billion | 4.0% | USD 16.41 billion |
| Low-e and solar control coated glass | 12.0% | USD 9.50 billion | 4.2% | USD 14.33 billion |
| Smart, fire-rated and decorative glass | 6.0% | USD 4.75 billion | 6.0% | USD 8.51 billion |

Insulating glass units lead because every energy-efficient window and curtain wall now uses two or three panes sealed around a gas-filled cavity, and a finished unit sells for three to five times the price of the float glass inside it, a Douglas Insights estimate. Their value grows 4.2% a year to USD 35.94 billion by 2035 as European and North American building codes push triple glazing and warm-edge spacers into new homes and renovations. Low-e and solar control coated glass, USD 9.50 billion, grows at the same 4.2% because the coating is what lets a window meet a tighter U-value or solar gain limit; Saint-Gobain names its Cool-Lite XTREME solar control range and SageGlass electrochromic glazing, now in 29 US airports, in its [2025 results of 27 February 2026](https://www.saint-gobain.com/sites/saint-gobain.com/files/media/document/FY_2025_ENG-a.pdf).

Tempered glass, USD 15.84 billion, grows 3.0% a year with shower screens, balustrades, doors and facade safety glazing. Laminated glass, USD 11.09 billion, grows 4.0% as acoustic, security and hurricane-resistant glazing spreads. Plain float and annealed glass sold straight to glaziers, USD 14.26 billion, grows only 0.8% because more of it is processed into higher-value products before it reaches a building. Product values for 2035 sum to USD 111.92 billion, 0.87% above the headline.

## How does construction glass demand split between homes and commercial buildings, and new build and renovation?

Residential buildings take about 52.0% of 2025 construction glass value, roughly USD 41.18 billion, and commercial and public buildings 48.0%, about USD 38.02 billion, Douglas Insights estimates. Renovation and window replacement take about 38.0%.

New construction still takes most glass, but it is the weaker half. US construction spending fell 1.4% to USD 2.16 trillion in 2025, with private residential down 2.6% to USD 905.2 billion and private nonresidential down 3.1% to USD 742.4 billion, the Census Bureau [release of 27 February 2026](https://www.census.gov/construction/c30/pdf/pr202512.pdf) shows. Euro area construction output was flat in 2025 and EU output rose 0.5%, [Eurostat reported on 19 February 2026](https://ec.europa.eu/eurostat/web/products-euro-indicators/w/4-19022026-ap).

Renovation is the steadier half. A replacement window uses the same insulating unit as a new one but does not wait for a building permit or a mortgage, so its demand follows energy prices and subsidy schemes rather than housing starts. Douglas Insights estimates that renovation's share of value rises from about 38.0% in 2025 to about 44.0% by 2035, as European member states put the renovation targets of the buildings directive into national law.

## What drives construction glass revenue: energy codes, Gulf and Indian building, or richer glazing?

Revenue rises 3.43% a year in our base case: square metres add 1.80% and price per square metre 1.60%. Four drivers add 3.20 gross points to area growth before 1.40 points of restraints, Douglas Insights estimates.

### Building energy codes: 1.20 points

Energy codes are the largest driver because they set how much glass performance each window must carry. The Energy Performance of Buildings Directive, (EU) 2024/1275, requires all new buildings to be zero-emission from 1 January 2030, public buildings from 1 January 2028, cuts residential primary energy use 16% by 2030 against 2020, and had to be transposed by 29 May 2026, the [European Parliament's legislative observatory](https://oeil.europarl.europa.eu/oeil/en/document-summary?id=1784741) records. In the United States the 2024 International Energy Conservation Code saves 7.8% of residential site energy against the 2021 edition, and states must certify their residential codes by 30 December 2026, the Department of Energy's [determination](https://www.energycodes.gov/determinations) shows. Douglas Insights estimates these rules lift insulating and coated glass area by about 1.20 points a year.

### Gulf, Indian and Southeast Asian building: 1.00 point

Fast-building regions add 1.00 point. Guardian Glass and its Saudi partner GulfGuard plan a new float line able to make 4 mm to 12 mm jumbo sheets and low-iron glass at Jubail in 2028, and a low-e and solar control coater in 2027, Guardian [announced on 3 December 2025](https://www.guardianglass.com/us/en/insights/gulfguard-announces-plans-for-new-float-and-coated-glass-lines). Saint-Gobain's Asia-Pacific sales rose 8.0% in the third quarter of 2026 even as group like-for-like growth was 2.5%, its [sales release of 27 October 2026](https://www.webdisclosure.com/press-release/q3-2026-sales-xOBaVbQOaeu) shows. Douglas Insights estimates that the Middle East, India and Southeast Asia together add about 85 million square metres of yearly demand by 2030.

### Renovation and window replacement: 0.60 points

Renovation adds 0.60 points. Non-residential buildings in the EU must be renovated so that the worst-performing 16% are upgraded by 2030 and 26% by 2033, under the same [directive](https://oeil.europarl.europa.eu/oeil/en/document-summary?id=1784741), and each upgraded facade typically replaces single or early double glazing with low-e insulating units. England's Future Homes and Buildings Standards, published on 24 March 2026, take effect on 24 March 2027, [GOV.UK Circular 01/2026](https://www.gov.uk/government/publications/the-future-homes-and-buildings-standards-building-circular-012026/the-future-homes-and-buildings-standards-building-circular-012026-letter) states.

### Larger, safer and smarter glazing: 0.40 points

Larger window-to-wall ratios, glass balustrades and laminated safety glazing add the last 0.40 points of area, a Douglas Insights estimate. Summed, 1.20 + 1.00 + 0.60 + 0.40 = 3.20 points; after 1.40 points of restraints the area leg is 1.80%, and 1.018 x 1.016 gives the 3.43% revenue rate.

## What holds back construction glass: China's property slump, overcapacity or weak Western building?

Three restraints remove 1.40 points a year from area growth: China's property slump takes 1.00 point, weak North American and European new building 0.30 points and substitution by other facade materials 0.10 points, Douglas Insights estimates.

China is the heaviest brake by far. Real estate investment fell 17.2% to RMB 8.28 trillion in 2025, new starts fell 20.4% to 587.70 million square metres and completions fell 18.1% to 603.48 million square metres, the [NBS release of 20 January 2026](https://www.stats.gov.cn/english/PressRelease/202601/t20260120_1962353.html) shows. The slide deepened in 2026: investment fell 20.6% in the nine months to September, with starts down 24.9% and completions down 25.1%, its [release of 20 October 2026](https://www.stats.gov.cn/english/PressRelease/202610/t20261020_1965663.html) states. Completions matter most for glass, because windows go in near the end of a project.

Weak Western new building takes 0.30 points. Saint-Gobain's like-for-like sales fell 0.5% in 2025 on group sales of EUR 46.48 billion, its [results presentation](https://www.saint-gobain.com/sites/saint-gobain.com/files/media/document/FY_2025_ENG-a.pdf) shows, and in October 2026 it cited lower US new residential construction, a weak UK and a Chinese market that "remains down", its [third-quarter release](https://www.webdisclosure.com/press-release/q3-2026-sales-xOBaVbQOaeu) states. Substitution takes 0.10 points, as solid insulated panels and smaller window areas in some low-energy designs cut glazing per square metre of wall. Şişecam cited weak demand and excess capacity weighing on glass prices in its [2025 results](https://www.sisecam.com/en/press-releases/sisecams-consolidated-net-sales-reached-225-billion-try-in-2025).

## Which region buys the most construction glass: Asia Pacific, Europe or North America?

Asia Pacific buys the most construction glass, about USD 42.77 billion or 54.0% of 2025 value. The Middle East and Africa grows fastest, at 5.0% a year to USD 7.74 billion by 2035.

| Region | Value 2025 | Share 2025 | Value 2026 | CAGR 2025-2035 | Value 2035 |
| --- | --- | --- | --- | --- | --- |
| Asia Pacific | USD 42.77 billion | 54.0% | USD 44.05 billion | 3.0% | USD 57.48 billion |
| Europe | USD 15.84 billion | 20.0% | USD 16.41 billion | 3.6% | USD 22.56 billion |
| North America | USD 12.67 billion | 16.0% | USD 13.13 billion | 3.6% | USD 18.05 billion |
| Middle East and Africa | USD 4.75 billion | 6.0% | USD 4.99 billion | 5.0% | USD 7.74 billion |
| Latin America | USD 3.17 billion | 4.0% | USD 3.29 billion | 3.8% | USD 4.60 billion |

Asia Pacific leads because China alone installs roughly half the world's construction glass by area, a Douglas Insights estimate, and India, Japan, South Korea and Southeast Asia add the rest of the region's demand. Its 54.0% value share sits below its share of square metres because Chinese processed glass sells at about half the European price, a Douglas Insights estimate. Regional value grows 3.0% a year to USD 57.48 billion, slower than the world, because Chinese completions keep falling to 2027 before stabilising; India and Southeast Asia grow about 6% a year.

Europe, USD 15.84 billion, grows 3.6% a year to USD 22.56 billion as the buildings directive drives triple glazing and facade renovation, even though EU construction output rose only 0.5% in 2025, [Eurostat](https://ec.europa.eu/eurostat/web/products-euro-indicators/w/4-19022026-ap) states. North America, USD 12.67 billion, also grows 3.6% as the 2024 energy code and new US duties on imported float glass lift domestic processing. The Middle East and Africa, USD 4.75 billion, grows 5.0% on Saudi, Emirati and Egyptian projects, and Latin America, USD 3.17 billion, grows 3.8%. Regional values sum to USD 110.43 billion in 2035, 0.47% below the headline.

## Which companies lead the construction glass market, and how fragmented is it?

AGC leads construction glass with about 5.0% of 2025 value, a Douglas Insights estimate, ahead of Saint-Gobain at 4.5% and Guardian Glass at 4.0%. The top six hold about 20.6%; thousands of processors share the rest.

| Company | Base and position | Latest filed figure | Estimated share 2025 |
| --- | --- | --- | --- |
| AGC Inc. | Tokyo, Japan; float, coated and processed glass in Asia and Europe | Net sales JPY 1,100.6 billion, half year to 30 June 2026 | 5.0% |
| Saint-Gobain | Paris, France; float, coated glass, SageGlass | Sales EUR 46.48 billion, 2025 | 4.5% |
| Guardian Glass | Auburn Hills, United States; float and coated glass | Jubail float line planned for 2028 | 4.0% |
| NSG Group (Pilkington) | Tokyo, Japan; float and coated glass in Europe and the Americas | Architectural revenue JPY 375.0 billion, year to 31 March 2026 | 3.2% |
| Xinyi Glass | Hong Kong and Guangdong, China; float and architectural glass | Float glass revenue RMB 11.51 billion, 2025 | 2.4% |
| CSG Holding | Shenzhen, China; float and engineering glass | Revenue RMB 13.72 billion, 2025 | 1.5% |

NSG's architectural business earned JPY 30.0 billion of profit on JPY 375.0 billion of revenue in the year to 31 March 2026, up JPY 16.5 billion, helped by higher European prices and savings from float furnace shutdowns, while North American commercial demand stayed soft, its [results filing of 11 May 2026](https://www2.jpx.co.jp/disc/52020/140120260511521583.pdf) shows. AGC's group net sales rose 10.6% to JPY 1,100.6 billion in the half year to 30 June 2026 and operating income rose 19.7% to JPY 64.66 billion, its [filing of 4 August 2026](https://www2.jpx.co.jp/disc/52010/081220260803506752_tse-scedifsy-52010-20260804352010-ixbrl.htm) shows; our share uses a Douglas Insights estimate for its architectural glass portion.

Xinyi Glass's revenue fell 6.7% to RMB 20.83 billion in 2025, with float glass revenue of RMB 11.51 billion and architectural glass of RMB 2.45 billion, and it cut capital spending to RMB 1.43 billion from RMB 5.12 billion, its [annual report filed on 30 April 2026](https://www.hkexnews.hk/listedco/listconews/sehk/2026/0430/2026043002475.pdf) shows. CSG Holding's 2025 revenue fell 11.24% to RMB 13.72 billion, its [annual report summary](https://pdf.dfcfw.com/pdf/H2_AN202604271821625348_1.pdf) states. Şişecam, Vitro, Taiwan Glass, China Glass and Asahi India Glass hold most of the remaining float capacity, all Douglas Insights estimates.

## How is construction glass priced, and where did float prices move in 2025 and 2026?

Construction glass sells for an average USD 22.00 a square metre in 2025, Douglas Insights estimates, from about USD 5 for clear float to USD 60 for coated triple glazing, rising 1.60% a year to USD 25.80 by 2035.

Float prices split by region in 2025 and 2026. In China they kept falling: Xinyi said lower float glass prices drove its 2025 revenue decline and that prices kept falling in the first half of 2026, when float revenue fell 5.2% to RMB 5.10 billion, its [interim report of 31 July 2026](https://www1.hkexnews.hk/listedco/listconews/sehk/2026/0731/2026073101563.pdf) shows. In Germany prices were high after two float lines closed in June 2024 and January 2025 but showed signs of peaking, NSG's [presentation of 6 November 2025](https://www.pilkington.com/-/media/nsg/site-content/ir/ir-presentations/2ndquarterpresentationsnotes2026_3_e01.pdf) states.

Energy is the largest cost in a float furnace. The US Henry Hub gas price averaged USD 3.52 per million British thermal units in 2025, about 56% more than in 2024, the Energy Information Administration [reported on 9 January 2026](https://www.eia.gov/Todayinenergy/detail.php?id=66984), while EU non-household gas fell 8.3% to EUR 6.05 per 100 kWh in the second half of 2025, [Eurostat reported on 8 May 2026](https://ec.europa.eu/eurostat/web/products-eurostat-news/w/ddn-20260508-3). Our 1.60% price leg comes mostly from mix, as more square metres are sold as coated, laminated and insulating products rather than plain float.

## What if China recovers or codes slip: how large is the construction glass market in 2035?

The construction glass market ends 2035 between USD 91.06 billion and USD 131.04 billion across three cases, around a USD 110.95 billion base. Chinese completions and the pace of energy-code adoption set most of the spread.

| Case | Area leg | Price leg | Revenue rate | 2035 value |
| --- | --- | --- | --- | --- |
| Slower | 0.60% | 0.80% | 1.40% | USD 91.06 billion |
| Base case | 1.80% | 1.60% | 3.43% | USD 110.95 billion |
| Faster | 2.80% | 2.30% | 5.16% | USD 131.04 billion |

In the slower case Chinese completions keep falling through 2030, European states delay their building codes and US housing stays weak, cutting 1.20 points from area and 0.80 points from price. In the faster case Chinese building stabilises in 2027, Gulf and Indian projects keep their pace and triple glazing becomes standard in Europe and North America, adding 1.00 point to area and 0.70 points to price. One extra point of yearly revenue growth adds about USD 11.2 billion to 2035 value, Douglas Insights estimates.

Live signals sit between the slower and base cases. Chinese flat glass output fell 14.0% in September 2026 alone, the [NBS](https://www.stats.gov.cn/english/PressRelease/202610/t20261020_1965665.html) shows, but Saint-Gobain's like-for-like growth turned positive at 2.5% in the third quarter of 2026, and NSG's architectural profit rose on European prices.

## Which rules shape construction glass, from building codes to float glass duties?

Two layers of rules shape construction glass: building energy codes, led by Directive (EU) 2024/1275 and the US 2024 code, and trade measures such as the US duties on float glass from China and Malaysia imposed on [6 April 2026](https://www.govinfo.gov/content/pkg/FR-2026-04-06/pdf/2026-06647.pdf).

The energy layer sets how much glass a window needs. The EU directive's 29 May 2026 transposition deadline passed with gaps, and letters of formal notice went to all 27 member states for incomplete transposition on 15 July 2026, [Cooling Post reported](https://www.coolingpost.com/world-news/europe-demands-implementation-of-epbd/). The US [Environmental Protection Agency](https://www.epa.gov/)'s ENERGY STAR Version 7.0 criteria for windows, doors and skylights have applied since 23 October 2023, its [cover letter](https://www.energystar.gov/sites/default/files/asset/document/ENERGY%20STAR%20Version%207.0%20Residential%20Windows%2C%20Doors%2C%20and%20Skylights%20Cover%20Letter.pdf) states, which pushed northern-zone windows toward triple glazing or advanced low-e coatings.

The trade layer moved in 2026. The US Commerce Department set anti-dumping margins of 151.29% for named Chinese exporters and 181.54% China-wide on float glass at least 2.0 mm thick, in its [order of 6 April 2026](https://www.govinfo.gov/content/pkg/FR-2026-04-06/pdf/2026-06647.pdf), with countervailing duty all-others rates of 19.75% for China and 27.32% for Malaysia in a [parallel order](https://www.govinfo.gov/content/pkg/FR-2026-04-06/pdf/2026-06649.pdf), after affirmative injury findings by the International Trade Commission published on [31 March 2026](https://www.federalregister.gov/documents/2026/03/31/2026-06129/float-glass-products-from-china-and-malaysia-determinations). India extended its anti-dumping duty on clear float glass from Malaysia to 10 February 2026 in a Ministry of Finance [notification of 10 July 2025](https://ftp.caalley.com/cus25/csadd22-2025.pdf).

## Douglas Exclusive: the Glazing Upgrade Ledger

The Glazing Upgrade Ledger is a Douglas Insights model built from 12 inputs: 5 government statistics, 4 company filings and 3 regulatory documents. It weighs value gained from code-driven glazing upgrades against volume lost in China.

| Date | Input | What it moves |
| --- | --- | --- |
| 9 January 2026 | EIA: Henry Hub USD 3.52 in 2025 | Furnace cost |
| 20 January 2026 | NBS: flat glass 975.9 million weight cases | China volume |
| 20 January 2026 | NBS: property completions down 18.1% | China volume |
| 19 February 2026 | Eurostat: EU construction up 0.5% | Europe volume |
| 27 February 2026 | Census: US construction spending down 1.4% | US volume |
| 27 February 2026 | Saint-Gobain 2025 results | Western mix |
| 24 March 2026 | GOV.UK: Future Homes Standards published | Upgrade rate |
| 6 April 2026 | Commerce: float glass duties on China | US price |
| 11 May 2026 | NSG: architectural profit up JPY 16.5 billion | Europe price |
| 29 May 2026 | EPBD transposition deadline | Upgrade rate |
| 31 July 2026 | Xinyi interim: float revenue down 5.2% | China price |
| 20 October 2026 | NBS: output down 7.0% in nine months | China volume |

The finding, a Douglas Insights estimate: outside China, about 1.70 billion square metres of construction glass earned about USD 31 each in 2025, against about 1.90 billion square metres at about USD 14 in China, and the upgrade from double to triple low-e glazing adds about 40% to the value of each window. If European and North American triple glazing rises from about 20% to about 40% of new insulating units by 2035, that mix shift alone adds about USD 4.6 billion to 2035 value, more than the roughly USD 3.9 billion that falling Chinese completions remove.

That is why Douglas Insights expects Western float makers to keep raising returns while Chinese makers cut spending, as Xinyi's capital spending fall from RMB 5.12 billion to RMB 1.43 billion shows, and why coating and insulating capacity, rather than new float lines, is where most construction glass investment goes outside the Gulf.

## How does the methodology turn 3.60 billion square metres into USD 79.20 billion?

Our methodology multiplies about 3.60 billion square metres of glass installed in buildings by an average USD 22.00 to reach USD 79.20 billion in 2025, then grows area 1.80% and price 1.60% a year to 2035.

The model covers 6 products, 2 building types, 2 work types and 5 regions, using 78 data points, 24 sourced and 54 modelled. Area starts from NBS flat glass output, converted at 50 kilograms per weight case and an average 6 mm thickness, with construction shares and non-Chinese float capacity as Douglas Insights estimates, cross-checked against NSG, AGC, Saint-Gobain and Xinyi filings. Prices blend float, processed and insulating unit prices by region. Arithmetic: 3.60 billion x USD 22.00 = USD 79.20 billion; 2026: USD 79.20 billion x 1.03429 = USD 81.92 billion; 2035: USD 79.20 billion x 1.03429^10 = USD 110.95 billion.

Two cross-checks agree. First, NSG's JPY 375.0 billion of architectural revenue, about USD 2.5 billion at JPY 150 to the dollar, equals 3.2% of our total, consistent with its position as one of the largest float makers outside China. Second, Xinyi's RMB 13.97 billion of float and architectural glass revenue, about USD 1.94 billion, equals 2.4% of value while it holds a larger share of Chinese tonnes, confirming the low Chinese price per square metre. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our [editorial standards](https://www.douglasinsights.com/research-methodology/) explain.

## What counts in the construction glass study, and what is excluded?

The study counts flat and processed glass installed in residential, commercial and public buildings, valued at the price paid by glaziers, window makers and facade contractors. Automotive glass, solar module glass, container glass, glass fibre and window frames are excluded.

The study splits value by 6 products, 2 building types, new build and renovation, and 5 regions: Asia Pacific, Europe, North America, the Middle East and Africa, and Latin America.
