## Key takeaways

- The cosplay costumes and wigs market is worth USD 5.64 billion in 2025 and USD 9.97 billion in 2035, a 5.87% CAGR.
- About 230 million pieces at an average USD 24.50 form the 2025 base; units grow 4.2% a year and price rises 1.6%.
- Full costumes hold 58.0% of value, but wigs grow 6.9% a year to USD 2.42 billion by 2035.
- Bilibili World counted more than 60,000 cosplayers in July 2026, double 2025, and US Halloween spending reached a planned USD 13.5 billion.
- Bilibili World ran about 150 cosplayers per 1,000 visits in 2026, the Cosplay Intensity Ratio shows, against about 35 at Comic Market 108.

Bilibili World drew about 400,000 visits to Shanghai in July 2026 and more than 60,000 cosplayers, double the 30,000 of a year earlier, [AFPBB reported on 21 July 2026](https://www.afpbb.com/articles/-/3644406), after [China Daily's count of 4 August 2025](https://www.chinadaily.com.cn/a/202508/04/WS688ffc4ca310c0209d01ac32.html). The cosplay costumes and wigs market covers character costumes, cosplay outfits, costume wigs, masks and wearable props sold to consumers for conventions, Halloween, photo shoots, streaming and stage, including licensed character costumes. Douglas Insights sizes it at USD 5.64 billion in 2025, about 230 million pieces at an average USD 24.50 each, and at USD 9.97 billion in 2035, a 5.87% compound annual growth rate (CAGR). The study sits in our [toys and hobby products coverage](https://www.douglasinsights.com/industry/toys-hobby-products/), beside the [Film Distribution Market](https://www.douglasinsights.com/film-distribution-market/), [Underwear Market](https://www.douglasinsights.com/underwear-market/) and [AI Robot Toy Market](https://www.douglasinsights.com/ai-robot-toy-market/) reports; every figure follows the Douglas Insights [research methodology](https://www.douglasinsights.com/research-methodology/).

## Which cosplay product earns the most: full costumes, wigs or props?

Full costumes earn the most, 58.0% of 2025 value or about USD 3.27 billion, Douglas Insights estimates. Costume wigs grow fastest, 6.9% a year from USD 1.24 billion to USD 2.42 billion by 2035, as anime styles demand coloured, heat-set fibre.

| Product | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Full costumes | 58.0% | USD 3.27 billion | 5.6% | USD 5.64 billion |
| Wigs | 22.0% | USD 1.24 billion | 6.9% | USD 2.42 billion |
| Props, masks and accessories | 20.0% | USD 1.13 billion | 5.6% | USD 1.94 billion |

Full costumes lead because almost every buyer starts with an outfit, from a children's superhero suit to a multi-layer anime uniform. Spider-Man was the top children's costume in the United States, chosen by 4.6 million children in 2026 against 2.3 million in 2025, the National Retail Federation (NRF) [survey of 22 September 2026](https://nrf.com/media-center/press-releases/nrf-halloween-survey-shows-consumer-spending-expected-to-reach-13-5-billion) and its [survey of 18 September 2025](https://nrf.com/media-center/press-releases/nrf-consumer-survey-finds-halloween-spending-to-reach-record-13-1-billion) show. Costume value grows 5.6% a year to USD 5.64 billion.

Wigs, USD 1.24 billion, grow fastest because anime and game characters need hair colours and shapes no natural style offers. About 60% of wigs sold worldwide come from Xuchang in Henan province, The Paper reported via [ifeng on 10 September 2026](https://news.ifeng.com/c/8wIVsV2ErSM). Props, masks and accessories, USD 1.13 billion, grow 5.6%; a goblin mask that sold for USD 4.99 rose to USD 9.99 or more in 2025, the Halloween and Costume Association told [The Washington Times on 22 October 2025](https://www.washingtontimes.com/news/2025/oct/22/trick-tariff-halloween-industry-predicts-record-revenues-trump-import/). Product values for 2035 sum to USD 10.00 billion, 0.30% above the headline.

## When do people buy cosplay costumes: Halloween, conventions or content shoots?

Halloween and seasonal buying earns the most, 52.0% of 2025 value or about USD 2.93 billion, Douglas Insights estimates. Conventions and fan events grow fastest, 7.6% a year to USD 3.28 billion by 2035.

| Occasion | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Halloween and seasonal | 52.0% | USD 2.93 billion | 4.8% | USD 4.68 billion |
| Conventions and fan events | 28.0% | USD 1.58 billion | 7.6% | USD 3.28 billion |
| Content, theatre and other | 20.0% | USD 1.13 billion | 6.4% | USD 2.10 billion |

Halloween leads because it concentrates spending into a few weeks in North America and, increasingly, Europe and Latin America. US shoppers planned to spend USD 2.0 billion on adult costumes, USD 1.5 billion on children's and USD 0.92 billion on pet costumes in 2026, the [NRF survey of 22 September 2026](https://nrf.com/media-center/press-releases/nrf-halloween-survey-shows-consumer-spending-expected-to-reach-13-5-billion) shows, and 50% planned to dress up. Douglas Insights estimates about 40% of that spending goes on named characters, the part this study counts.

Conventions, USD 1.58 billion, grow fastest because fan events now run year-round on every continent. Comic Market 108 in Tokyo drew about 260,000 people and about 9,000 cosplay registrations in August 2026, [4Gamers reported on 17 August 2026](https://www.4gamers.com.tw/news/detail/81402/comic-market-108-c108-26man-2026-tokyo-big-sight). Content, theatre and other uses, USD 1.13 billion, grow 6.4% as streamers and photographers commission outfits. Occasion values for 2035 sum to USD 10.06 billion, 0.95% above the headline.

## What drives cosplay demand: anime's audience, conventions or Halloween characters?

Cosplay costume and wig unit sales rise 4.2% a year in our base case, from about 230 million pieces in 2025 to about 347 million in 2035. Four drivers add 5.40 points of gross growth; restraints remove 1.20 points.

### Anime's growing global audience: 1.60 points

Fandom is the largest driver, worth 1.60 points. Japan's anime industry reached a record JPY 3.84 trillion in 2024, up 14.8%, and overseas sales of about JPY 2.17 trillion made up 56.5%, the Association of Japanese Animations (AJA) report summarised by [Automaton on 6 February 2026](https://automaton-media.com/en/news/overseas-anime-market-growth-continues-to-outpace-domestic-market-gap-in-revenue-expected-to-grow-industry-research-shows/) shows; preliminary AJA figures put 2025 at JPY 4.45 trillion, about USD 28.2 billion, [Animehunch reported on 30 October 2026](https://animehunch.com/anime-industry-4-trillion-yen-overseas-market-over-50-percent/). Crunchyroll passed 21 million subscribers at the end of March 2026, Sony's [Form 6-K of 31 July 2026](https://www.sec.gov/Archives/edgar/data/0000313838/000110465926088922/tm2621477d2_6k.htm) shows. Douglas Insights estimates each 1 million new anime subscribers outside Japan adds about 0.9 million costume and wig pieces a year.

### Convention attendance and cosplay registrations: 1.40 points

Fan events add 1.40 points. Anime Expo 2025 in Los Angeles counted more than 410,000 turnstile entries from more than 65 countries, the Society for the Promotion of Japanese Animation (SPJA) [release of 14 July 2025](https://www.anime-expo.org/2025/07/14/anime-expo-2025-wraps-four-days-of-celebration-with-attendees-from-over-65-countries-1300-hours-of-programming-and-discussions-on-its-future/) states; New York Comic Con passed 250,000 attendees in October 2025, the organiser's [release of 16 October 2025](https://rxglobal.com/new-york-comic-con-wraps-2025-show-over-250000-attendance-weekend-celebrity-appearances-comic-icons) shows; and ChinaJoy logged 410,300 visits in August 2025, [Jiemian reported on 8 August 2025](https://www.jiemian.com/article/13149138.html). Douglas Insights estimates an active convention cosplayer buys 3 to 5 costume or wig pieces a year.

### Halloween character costumes: 1.30 points

Halloween adds 1.30 points. US Halloween spending was set to reach USD 13.5 billion in 2026, or USD 115.14 a person, after a record USD 13.1 billion in 2025, when costumes took USD 4.3 billion, the [NRF 2026 survey](https://nrf.com/media-center/press-releases/nrf-halloween-survey-shows-consumer-spending-expected-to-reach-13-5-billion) and its [2025 survey](https://nrf.com/media-center/press-releases/nrf-consumer-survey-finds-halloween-spending-to-reach-record-13-1-billion) show. Spirit Halloween opened 1,575 seasonal stores for 2026, its [release of 18 June 2026](https://www.streetinsider.com/PRNewswire/SPIRIT+CONJURES+A+NEW+COLLECTION+OF+ANIMATRONICS+FOR+2026/26665017.html) states. Jakks Pacific's Disguise costume sales rose 12.9% to USD 62.3 million in the July to September 2026 quarter, its [10-Q](https://www.sec.gov/Archives/edgar/data/0001009829/000143774926033558/jakk20260930_10q.htm) shows.

### Low-cost Chinese supply of wigs and outfits: 1.10 points

Supply adds the last 1.10 points. Jian'an district of Xuchang recorded RMB 8.27 billion of foreign trade in 2025, RMB 7.62 billion of it from hair-product firms, and 311 of its 406 trading companies make hair products, the [10 September 2026 report](https://news.ifeng.com/c/8wIVsV2ErSM) shows. Henan Rebecca Hair Products grew 2025 revenue 4.38% to RMB 1.29 billion, with RMB 872 million from overseas, its [2025 annual report](https://pdf.dfcfw.com/pdf/H2_AN202604281821697387_1.pdf) shows. Summed, 1.60 + 1.40 + 1.30 + 1.10 = 5.40 points, a Douglas Insights estimate.

## What holds cosplay costume sales back: tariffs or a shrinking store network?

Two restraints remove 1.20 points a year from cosplay unit growth: US import tariffs take 0.70 points, and the loss of party stores plus safety recalls take 0.50 points.

Tariffs are the heavier drag because most costumes and wigs are made in China. US duties on the category ranged from 30% to 145% during 2025, Rubie's licensing manager told [Licensing International on 19 January 2026](https://licensinginternational.org/?p=82862), and a bargain children's witch costume rose from USD 19.99 to USD 39.99, the [22 October 2025 Washington Times report](https://www.washingtontimes.com/news/2025/oct/22/trick-tariff-halloween-industry-predicts-record-revenues-trump-import/) shows. Jakks Pacific's costume sales fell 10% to USD 108.7 million in 2025, with the company citing tariff pressure, its [results of 19 February 2026](https://jakkspacificinc.gcs-web.com/node/17816) state. Douglas Insights estimates one in six US buyers reused an old costume rather than pay the higher price.

Store losses and recalls take 0.50 points. Party City closed all of its roughly 700 stores by 28 February 2025 after its second bankruptcy filing, [NPR reported on 21 December 2024](https://www.hawaiipublicradio.org/national-international/2024-12-21/party-city-files-for-bankruptcy-and-plans-to-shutter-nationwide), removing year-round shelf space. The UK Office for Product Safety and Standards recalled a children's reaper costume sold on Amazon for long neck cords and a mask that burned too long, its [notice of 14 November 2025](https://www.gov.uk/product-safety-alerts-reports-recalls/product-recall-spooktacular-creations-red-skull-reaper-costume-2510-0178) shows. Heat also bites: the World Cosplay Summit will move from August to November from 2027, [The Star reported on 8 August 2025](https://www.thestar.com.my/aseanplus/aseanplus-news/2025/08/08/world-cosplay-summit-cant-take-the-heat).

## Which region buys the most cosplay costumes and wigs, and where does demand grow fastest?

North America buys the most cosplay costumes and wigs, USD 2.03 billion or 36.0% of 2025 value, on Halloween and large conventions. Asia Pacific grows fastest, 7.4% a year to USD 3.91 billion by 2035.

| Region | Value 2025 | Share 2025 | Value 2026 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- | --- |
| North America | USD 2.03 billion | 36.0% | USD 2.12 billion | 4.6% | USD 3.18 billion |
| Asia Pacific | USD 1.92 billion | 34.0% | USD 2.06 billion | 7.4% | USD 3.91 billion |
| Europe | USD 1.13 billion | 20.0% | USD 1.18 billion | 5.0% | USD 1.84 billion |
| Latin America | USD 338 million | 6.0% | USD 360 million | 6.4% | USD 629 million |
| Middle East and Africa | USD 225 million | 4.0% | USD 241 million | 6.8% | USD 435 million |

North America leads because Halloween is a mass occasion there and the convention circuit is the largest outside Japan. US shoppers buying costumes planned to use discount stores (39%), Halloween and costume stores (32%) and online (27%), the [NRF 2026 survey](https://nrf.com/media-center/press-releases/nrf-halloween-survey-shows-consumer-spending-expected-to-reach-13-5-billion) shows, and San Diego Comic-Con planned for 135,000 attendees in July 2025, its [hotel planning document](https://connect.sandiego.org/wp-content/uploads/2025/06/2025_07_CCI_JS.pdf) shows. Regional value grows 4.6% a year to USD 3.18 billion.

Asia Pacific, USD 1.92 billion, grows fastest on Chinese and Japanese events: Comic Market 106 drew about 250,000 people in August 2025, [MANTANWEB reported on 17 August 2025](https://en.mantan-web.jp/article/20250817dog00m200028000c.html), and the World Cosplay Summit in Nagoya drew 247,200, [The Star reported](https://www.thestar.com.my/aseanplus/aseanplus-news/2025/08/08/world-cosplay-summit-cant-take-the-heat). Europe, USD 1.13 billion, grows 5.0% as Halloween spreads and conventions grow. Latin America, USD 338 million, grows 6.4%. The Middle East and Africa, USD 225 million, grow 6.8% from a small base. Regional values sum to USD 5.96 billion in 2026 and USD 9.99 billion in 2035, 0.27% above the headline.

## Which companies lead the cosplay costumes and wigs market?

No supplier holds more than about 6% of cosplay costume and wig value, Douglas Insights estimates. Rubie's leads at about 6%, ahead of Jakks Pacific's Disguise at about 2%; the top five hold about 15%, and Chinese online sellers supply most of the rest.

| Company | Cosplay position | Latest reported figure | Source date |
| --- | --- | --- | --- |
| Rubie's | Licensed and replica costumes | Growth in affordable and cosplay-level lines | 19 January 2026 |
| Jakks Pacific (Disguise) | Licensed character costumes | Q3 2026 costume sales USD 62.3 million, up 12.9% | Q3 2026 10-Q |
| Spirit Halloween | Seasonal costume retailer and private label | 1,575 seasonal stores in 2026 | 18 June 2026 |
| Henan Rebecca Hair Products | Wigs and hair products | 2025 revenue RMB 1.29 billion, up 4.38% | 2025 annual report |
| Cospa, Taobao and Xuchang workshops | Anime costumes and wigs | No 2025-26 figures disclosed | Douglas Insights estimate |

Rubie's is the largest dedicated costume maker. It reported growth in affordable costumes and in replica and cosplay-level products at the Halloween and Party Expo, which had 237 exhibitors, [Licensing International reported on 19 January 2026](https://licensinginternational.org/?p=82862); it is private and files no accounts. Jakks Pacific's costume sales reached USD 110.6 million in the first nine months of 2026, up 11.0%, its [10-Q for the period to 30 September 2026](https://www.sec.gov/Archives/edgar/data/0001009829/000143774926033558/jakk20260930_10q.htm) shows, about 2% of global value on our sizing.

Spirit Halloween, owned by Spencer Gifts, is the largest seasonal retailer, and Henan Rebecca, which sold 72.84% of its regional revenue outside China in 2025, its [annual report](https://pdf.dfcfw.com/pdf/H2_AN202604281821697387_1.pdf) shows, is the largest listed wig maker. Cospa, Taobao stores and thousands of Xuchang and Yiwu workshops share the remaining 85%, a Douglas Insights estimate.

## How much does a cosplay costume cost, from a party-store outfit to a commissioned build?

A cosplay costume or wig sells for an average USD 24.50 in 2025, Douglas Insights estimates, from about USD 10 for a mask or basic wig to USD 1,000 or more for a commissioned convention build.

The price ladder follows craft and licence. Licensed children's costumes in US mass retail sell for USD 20 to USD 40 after the 2025 tariff rises, the [Washington Times report](https://www.washingtontimes.com/news/2025/oct/22/trick-tariff-halloween-industry-predicts-record-revenues-trump-import/) shows; Douglas Insights puts online anime costumes at USD 30 to USD 80, styled heat-resistant wigs at USD 15 to USD 60 and commissioned or competition builds at USD 200 to USD 1,500. Event fees sit alongside: Comic Market charges JPY 500 for cosplay registration and JPY 3,000 for an early-entry changing room ticket, its [official C107 ticket page](https://comiket.co.jp/info-a/TAFO/C107TAFO/ticket.html) shows.

Average price rises 1.6% a year in the base case, to about USD 28.70 in 2035, because convention buyers trade up to better fabric and wig fibre while Chinese online prices stay flat. US Halloween spending per person rose only 0.6% to USD 115.14 in 2026 from USD 114.45, the [NRF 2026 survey](https://nrf.com/media-center/press-releases/nrf-halloween-survey-shows-consumer-spending-expected-to-reach-13-5-billion) and [2025 survey](https://nrf.com/media-center/press-releases/nrf-consumer-survey-finds-halloween-spending-to-reach-record-13-1-billion) show, a sign that mass-market prices have little room to climb.

## What if tariffs return or fan events keep booming: how large is the cosplay market in 2035?

The cosplay costumes and wigs market ends 2035 between USD 7.73 billion and USD 12.32 billion across our three cases, around a base of USD 9.97 billion. US tariffs and convention growth set most of the spread.

| Case | Unit leg | Price leg | Revenue rate | 2035 value |
| --- | --- | --- | --- | --- |
| Slower | 2.60% | 0.60% | 3.22% | USD 7.73 billion |
| Base case | 4.20% | 1.60% | 5.87% | USD 9.97 billion |
| Faster | 5.60% | 2.40% | 8.13% | USD 12.32 billion |

In the slower case new US duties replace the struck-down emergency tariffs, Halloween stays flat and conventions plateau, taking 1.6 points off units and 1.0 point off price. In the faster case anime streaming keeps growing above 15% a year and Chinese and Southeast Asian events keep doubling their cosplayer counts, adding 1.4 points of units and 0.8 points of price. One extra point of yearly revenue growth adds about USD 985 million to 2035 value, a Douglas Insights estimate.

Live signals sit near the base case. Bilibili World's doubled cosplayer count, record US Halloween spending and Jakks Pacific's 12.9% third-quarter costume growth point up. Flat spending per person and the 10% Section 122 tariff point down. The signal to watch is US trade policy: the 150-day Section 122 duty that took effect on 24 February 2026 was capped at 15%, [Ropes & Gray noted](https://www.ropesgray.com/en/insights/alerts/2026/02/supreme-court-strikes-down-ieepa-tariffs-key-takeaways-and-implications-for-importers), and a Section 301 increase on Chinese costumes above 25% would push the slower case. A second signal is Comiket: if cosplay registrations pass 12,000 per event by 2028, the faster case gains weight, Douglas Insights estimates.

## Which rules shape cosplay costumes, from flammability law to the EU toy regulation?

Three rule sets shape cosplay costumes: clothing flammability standards such as US 16 CFR Part 1610, toy safety law for children's dress-up costumes in the EU and UK, and US trade law on imports.

Flammability rules apply to every costume worn as clothing. The US [Standard for the Flammability of Clothing Textiles, 16 CFR Part 1610](https://www.law.cornell.edu/cfr/text/16/part-1610), set under the Flammable Fabrics Act, bars fabrics that burn too fast, and the Consumer Product Safety Commission recalled about 5,700 Halloween witch hats sold by Claire's and Icing for breaching it, its [recall of 11 July 2024](https://www.cpsc.gov/Recalls/2024/Claires-and-Icing-Stores-Recalls-Halloween-Witch-Hats-Due-to-Burn-Hazard-and-Violation-of-Federal-Flammability-Requirement) shows. Children's costumes in the UK fall under the Toys (Safety) Regulations 2011, the basis of the [14 November 2025 recall](https://www.gov.uk/product-safety-alerts-reports-recalls/product-recall-spooktacular-creations-red-skull-reaper-costume-2510-0178).

The EU rewrote toy law. [Regulation (EU) 2025/2509](https://eur-lex.europa.eu/eli/reg/2025/2509) on toy safety, adopted on 26 November 2025, repeals Directive 2009/48/EC and applies from 1 August 2030 with a digital product passport, [Bureau Veritas noted](https://www.cps.bureauveritas.com/newsroom/eu-toy-safety-regulation-20252509-published); Douglas Insights reads it as covering children's dress-up costumes sold as toys. On trade, the US Supreme Court ruled 6-3 on 20 February 2026 that the International Emergency Economic Powers Act does not authorise tariffs, the [Ropes & Gray alert](https://www.ropesgray.com/en/insights/alerts/2026/02/supreme-court-strikes-down-ieepa-tariffs-key-takeaways-and-implications-for-importers) states, while Section 301 duties on Chinese goods remain.

| 22 September 2026 | NRF: USD 13.5 billion Halloween spend | Halloween base |

The finding, a Douglas Insights estimate: Bilibili World ran about 150 cosplayers per 1,000 visits in 2026, up from about 75 in 2025, while Comic Market 108 ran about 35 registered cosplayers per 1,000 visitors. Chinese events now turn a far larger share of visitors into costume wearers, and China's two largest summer shows alone counted more than 810,000 visits in 2025.

The ratio changes how to read the market. Halloween supplies more value today, but convention cosplayers buy several pieces a year and trade up to better wigs and fabrics, so the ratio drives most of the growth in the fan-event segment. Douglas Insights therefore forecasts that segment from event visits and the ratio, not from Halloween surveys alone.

## How does the methodology turn 230 million pieces into USD 5.64 billion?

Our methodology multiplies about 230 million cosplay costumes, wigs and props sold in 2025 by an average USD 24.50 each to reach USD 5.64 billion, then grows units 4.2% a year and price 1.6% a year.

The model covers 3 product types, 3 occasions and 5 regions, using 48 data points, 20 sourced and 28 modelled. Units come from a regional build: about 70 million pieces in North America, 95 million in Asia Pacific, 42 million in Europe, 14 million in Latin America and 9 million in the Middle East and Africa, Douglas Insights estimates drawn from Halloween surveys, event attendance and wig export data. Arithmetic: 230 million x USD 24.50 = USD 5.64 billion; USD 5.64 billion x (1.042 x 1.016)^10 = USD 9.97 billion. Units reach about 240 million in 2026 and 347 million in 2035.

Two cross-checks agree. First, about 40% of the USD 4.3 billion US costume spend reported by the [NRF for 2025](https://nrf.com/media-center/press-releases/nrf-consumer-survey-finds-halloween-spending-to-reach-record-13-1-billion) is USD 1.72 billion, which with Canadian demand, convention buying and wigs sits close to our USD 2.03 billion North American value. Second, Jakks Pacific's USD 108.7 million of 2025 costume sales equals about 1.9% of our global total, matching its estimated 2% share. Currency conversions use Douglas Insights rates of JPY 150 and RMB 7.18 per US dollar. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our [editorial standards](https://www.douglasinsights.com/research-methodology/) explain.

## What counts in the cosplay costumes and wigs study, and what is excluded?

The cosplay costumes and wigs study counts new character costumes, cosplay outfits, costume wigs, masks and wearable props sold to consumers, including licensed Halloween character costumes. Generic non-character costumes, human-hair and medical wigs, rentals and theatre wardrobe hire are excluded.

The study splits value by 3 product types, 3 occasions and 5 regions: North America, Asia Pacific, Europe, Latin America, and the Middle East and Africa.
