Because [Commission Regulation (EU) 2024/1328](https://eur-lex.europa.eu/eli/reg/2024/1328/oj/eng) bars cyclopentasiloxane at 0.1% or more by weight in leave-on cosmetics after 6 June 2027, the 15,000 tonnes a year that the European Chemicals Agency (ECHA) counted in EU leave-on products must be reformulated out of every EU shelf product. Cyclopentasiloxane, also called decamethylcyclopentasiloxane or D5, is a volatile cyclic silicone fluid; the market covers merchant D5 sold as a carrier, emollient and solvent into antiperspirants, skin care, hair care, colour cosmetics and industrial and household uses, and excludes D5 converted captively into silicone polymers. ## Who supplies D5 cyclopentasiloxane now that Dow is closing its Barry siloxanes plant?

Dow leads cyclopentasiloxane supply with an estimated 21.4% of 2025 revenue, about USD 62.4 million, followed by Shin-Etsu at 14.7% and Wacker at 11.8%. The top three hold 47.9%, built on integrated methylchlorosilane units that make D5 as part of the siloxane chain rather than as a standalone chemical.

Douglas Insights estimates these D5 shares from capacity position and disclosed silicone revenue, because no producer reports cyclopentasiloxane as its own line. Dow sells the fluid as XIAMETER PMX-0245 Cyclopentasiloxane in 20 kg, 195 kg and 950 kg packs, positioned for antiperspirants, skin care, suncare and hair care. Dow said it will shut its basic siloxanes plant in Barry, U.K., with closure from mid-2026, a USD 180 million cash outlay and an expected USD 90 million operating EBITDA uplift at full run rate ([Dow, 7 July 2025](https://corporate.dow.com/en-us/news/press-releases/dow-will-shut-down-three-upstream-european-assets-in-response-to.html)). For European D5 buyers, one regional siloxane source goes in the same window as the leave-on deadline.

Wacker reported Silicones segment sales of EUR 2.73 billion in 2025, out of group sales of EUR 5.5 billion ([Wacker Annual Report 2025](https://reports.wacker.com/2025/annual-report/for-our-shareholders/wacker-at-a-glance.html)). Shin-Etsu posted silicones sales of JPY 110 billion in the April to June 2025 quarter, up 3%, while operating income fell 10% because a recovery in commodity silicone prices did not materialise, according to European Rubber Journal. Hoshine Silicon booked CNY 9.575 billion from silicones in 2025 at an 11.77% gross margin, its largest segment, according to pv magazine. Elkem agreed on 13 February 2026 to sell the majority of its Silicones division to Bluestar and completed the deal on 30 April 2026 ([Elkem news](https://www.elkem.com/media/news/)). Momentive markets SF 1257, a cyclopentasiloxane and cyclohexasiloxane blend sold to improve antiperspirant efficacy and wet combing.

Antiperspirants and deodorants reach USD 94.5 million by 2035 at 1.62% a year, the slowest rate, because European stick formats lose D5 first in June 2027. Skin care and sun care hold USD 72.6 million, a share built on primers, sprays and sunscreens where cyclopentasiloxane spreads actives and then evaporates; the segment climbs 2.18% a year. Hair care earns USD 57.4 million from serums and shine sprays and grows 2.47% as Asian salons add silicone finishing products. Colour cosmetics take USD 32.9 million, used in long-wear foundations, and rise 1.94%. ## Why is cyclopentasiloxane demand still rising outside the cosmetics reformulation wave?

Cyclopentasiloxane tonnage still rises 0.92% a year, from 71,640 tonnes in 2025 to 78,510 tonnes in 2035, because four drivers outside the EU leave-on ban add volume. Douglas Insights splits that leg into 0.43, 0.24, 0.15 and 0.10 percentage points.

Asia Pacific beauty growth adds 0.43 points. L'Oréal puts the 2025 world beauty market at EUR 290 billion, growing about 3.5%, with North Asia holding 27% and Europe 24% ([L'Oréal Annual Report 2025](https://www.loreal-finance.com/en/annual-report-2025/beauty-market/)). No REACH-style deadline binds Asian formulators yet, so skin care, sunscreen and hair serum volume there keeps its D5 carrier. Douglas Insights credits this single driver with 46.7% of the volume leg, the largest contribution in the model.

Industrial and household uses add 0.24 points. Steady demand. Cleaning fluids, dry-cleaning solvent, medical devices and merchant sales to silicone polymer makers grow with industrial output, and the EU regulation exempts industrial uses such as monomers, intermediates and polymerisation. Our model holds that segment at 3.13% a year, more than three times the 0.92% market volume leg, which is why its share rises from 16.5% in 2025. That is the safe harbour.

Premium skin and hair formats add 0.15 points. Skincare is 39% of world beauty sales and hair 21%, by the L'Oréal estimate, and both categories rely on volatile silicones for a dry, silky finish. Primers, sprays and leave-in serums use higher D5 loadings per pack than creams, so a shift in mix adds tonnes even when unit sales are flat.

Latin America and the Middle East add 0.10 points. Latin America is 9% of the beauty market and SAPMENA plus Sub-Saharan Africa 12%, and deodorant use in hot climates keeps stick and aerosol volume rising. Douglas Insights expects these two regions together to lift D5 use by about 750 tonnes over the decade.

Net result: the four drivers add 6,870 tonnes between 2025 and 2035, and about 660 tonnes in 2026 alone. Asia Pacific beauty supplies roughly 3,210 tonnes of that gain, industrial and household uses 1,790 tonnes, premium skin and hair formats 1,120 tonnes and Latin America with the Middle East 750 tonnes. The Barry closure, announced on 7 July 2025, does not cut global D5 use, but it moves European sourcing toward Asian and North American plants just as volume shifts there ([Dow](https://corporate.dow.com/en-us/news/press-releases/dow-will-shut-down-three-upstream-european-assets-in-response-to.html)).

## What headwinds cut cyclopentasiloxane tonnage as leave-on brands reformulate?

Two headwinds remove 1.29 points from cyclopentasiloxane volume growth: the EU leave-on restriction takes 0.86 points and voluntary reformulation by global brands outside Europe takes 0.43. Without them, Douglas Insights puts D5 tonnage growth at 2.21% a year rather than 0.92%.

The EU restriction costs 0.86 points. ECHA counted 15,000 tonnes of D5 in EU leave-on cosmetics, out of 16,260 tonnes of D5 across all EU uses, in its background document for the 2020 opinions ([ECHA background document](https://poisoncentres.echa.europa.eu/documents/10162/f148d6f2-4284-a3c1-fd08-8cdaddf73978)). From 6 June 2027 those products cannot carry 0.1% D5 or more, so European cosmetic D5 falls toward a residual tail of exempt and professional uses. That loss alone is about 20.9% of today's global tonnage in our model.

Brand reformulation removes 0.43 points. Multinationals that sell one antiperspirant or primer formula across regions rarely keep a D5 version for Asia and a D5-free version for Europe, so part of the reformulation spills into North America and Latin America. Douglas Insights assumes 1,950 tonnes of non-European D5 leaves formulas by 2030 for this reason. Spillover is real.

## Where does cyclopentasiloxane volume shift as Europe exits leave-on use?

Asia Pacific leads cyclopentasiloxane revenue with USD 107.3 million in 2025, 36.8% of the total, and also grows fastest at 3.42% a year, because no binding D5 limit applies to its formulators. Europe is the only shrinking region, at minus 1.12% a year. No other region declines.

Asia Pacific reaches USD 150.2 million by 2035, as North Asian skin care and hair care keep D5 carriers. North America holds USD 77.0 million in 2025, 26.4% of revenue, and grows 2.31% to USD 96.8 million, slowed by brand-led reformulation. Europe falls from USD 62.1 million to USD 55.5 million after June 2027, held up only by industrial, medical and dry-cleaning uses. Latin America earns USD 26.8 million and climbs 3.05% to USD 36.2 million on deodorant volume. The Middle East and Africa holds USD 18.4 million and grows 3.22% to USD 25.3 million.

The wildcard is the United Kingdom, and it is a small one. Dow's Barry siloxanes plant there closes from mid-2026, so British formulators lose a local source whether or not UK chemical rules follow the EU text, and our Europe rate would move about 0.3 points either way.

## How much do formulators pay per kilogram of cosmetic-grade cyclopentasiloxane?

Formulators pay an average USD 4.07 per kilogram for cyclopentasiloxane in 2025, rising 1.31% a year to about USD 4.12 in 2026. Douglas Insights price bands run from about USD 3.45 to USD 3.80 for bulk technical grade to USD 4.35 to USD 4.90 for cosmetic grade in 195 kg drums.

A fact sheet from INERIS, the French national institute for industrial environment and risks, quotes a D5 market price of EUR 4,000 per tonne, drawn from ECHA's earlier restriction proposal, and lists cyclomethicone offers from EUR 0.90 to EUR 62 per kg depending on quantity. Our USD 4.07 average sits close to that EUR 4.00 per kilogram benchmark, because Chinese monomer oversupply has kept commodity siloxane prices from recovering.

Small packs carry the premium: 20 kg jerrycans sold through distributors fetch about USD 5.60 to USD 6.40 per kilogram in our sample, while 950 kg IBC totes price close to drum rates. The 1.31% price leg reflects a slow shift toward cosmetic grade and toward medical-device grades kept under the 2031 deadline.

## Which REACH Annex XVII rules must cyclopentasiloxane sellers comply with, and by when?

Cyclopentasiloxane sellers must follow Annex XVII of the EU chemicals law REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) as amended in 2024. It sets a 0.1% by weight limit for octamethylcyclotetrasiloxane (D4), D5 and dodecamethylcyclohexasiloxane (D6), with leave-on cosmetics bound after 6 June 2027. The limit applies to general products from 6 June 2026. Wash-off cosmetics have carried a D5 limit since 31 January 2020 ([EUR-Lex](https://eur-lex.europa.eu/eli/reg/2024/1328/oj/eng)).

ECHA's Member State Committee identified D4, D5 and D6 as substances of very high concern with very persistent and very bioaccumulative properties on 13 June 2018 ([Regulation (EU) 2024/1328](https://eur-lex.europa.eu/eli/reg/2024/1328/oj/eng)). ECHA submitted the Annex XV dossier on 20 March 2019, the Committee for Risk Assessment (RAC) adopted its opinion on 28 November 2019 and the Committee for Socio-economic Analysis (SEAC) on 12 March 2020. Commission Regulation (EU) 2018/35, adopted on 10 January 2018, had already restricted D4 and D5 in wash-off cosmetics. The 2024 regulation entered into force on 6 June 2024.

Derogations matter for the residual European market: industrial uses as monomers, intermediates and in polymerisation remain allowed, as do laboratory reagents under controlled conditions and D5 used by professionals to clean and restore art and antiques.

## How many tonnes of decamethylcyclopentasiloxane must leave-on formulators replace by June 2027?

About 15,000 tonnes of decamethylcyclopentasiloxane a year must leave EU leave-on cosmetics by June 2027, by ECHA's count, roughly 20.9% of global D5 tonnage in our model. In 2016 the RAC opinion had split EU cosmetic use into 14,250 tonnes in leave-on products and 750 tonnes in wash-off products, the share removed in 2020 ([ECHA](https://poisoncentres.echa.europa.eu/documents/10162/f148d6f2-4284-a3c1-fd08-8cdaddf73978)).

ECHA estimated the cosmetic restriction would cost EUR 703 million over 20 years in net present value, assuming a 5-year transition, and put cost-effectiveness at EUR 4 per kg of release prevented when all compartments count ([ECHA](https://poisoncentres.echa.europa.eu/documents/10162/f148d6f2-4284-a3c1-fd08-8cdaddf73978)). Cosmetics produce 91% to 94% of all D5, D4 and D6 releases in that analysis. Our European tonnage of 15,259 for 2025 sits 6.2% below the ECHA total of 16,260, consistent with partial reformulation since 2020.

## Why do wound-care devices and dry-cleaning solvent keep D5 until 2031 and 2034?

Medical devices, in vitro diagnostics and medicinal products keep cyclopentasiloxane until 6 June 2031, and D5 dry-cleaning solvent until 6 June 2034, because the EU regulation gave these uses longer transitions. ECHA counted 250 tonnes of D5 in medicines and medical devices and 50 tonnes in dry cleaning.

D5 and D6 in medical devices for wound and scar care and stoma management have a further derogation ([Regulation (EU) 2024/1328](https://eur-lex.europa.eu/eli/reg/2024/1328/oj/eng)). Detergents, household and vehicle care used 60 tonnes of D5, and 645 tonnes arrived as an impurity in silicone polymers. Together these uses are small. Still, they hold the European industrial and household segment at a positive rate after 2027.

## What if non-EU regulators copy the cyclopentasiloxane leave-on ban before 2035?

In the base case, cyclopentasiloxane revenue lands at USD 364.0 million in 2035, on 0.92% volume and 1.31% price. A slower path ends at USD 298.8 million if other regulators copy the 6 June 2027 leave-on rule, and a faster path at USD 414.5 million if Asia keeps D5.

The slower case uses minus 0.60% volume and 0.85% price: North American and Asian brands follow the EU text and tonnage falls. The faster case uses 1.85% volume and 1.70% price, the outcome if Asian beauty sales outgrow the L'Oréal 3.5% market rate and European derogations hold. One extra point of volume growth lifts our 2035 cyclopentasiloxane value by USD 37.7 million. At 2.24%, our rate sits below published forecasts, which run from about 3.7% to 7.3% a year, because those forecasts treat the 2027 deadline as a reformulation detail rather than a tonnage loss.

Europe scores 89.1: of its 15,259 tonnes, 13,180 tonnes sit in leave-on cosmetics and 410 tonnes in household and professional products, all bound by June 2027. A further 240 tonnes in medical uses join in 2031 and 46 tonnes of dry-cleaning solvent in 2034, leaving 1,383 tonnes under the industrial derogation. Asia Pacific, North America, Latin America and the Middle East and Africa all score 0 today.

The finding: only 19.0% of global D5 tonnage, 13,590 tonnes worth USD 55.3 million, is exposed by June 2027, and the share reaches 19.4% by 2034. Four fifths of the cyclopentasiloxane market sits outside any binding limit, which is why our base case still grows. Each region that adopts the EU text would move the index, so licence holders can rescore it as rules change.
