The US Department of Agriculture confirmed highly pathogenic avian influenza in a first Indiana dairy herd on 2 November 2026, bringing to 21 the states with infected dairy cattle since March 2024, the [Animal and Plant Health Inspection Service (APHIS) said](https://www.aphis.usda.gov/news/agency-announcements/usda-confirms-highly-pathogenic-avian-influenza-dairy-herd-indiana); its standing advice is that raw milk "should not be fed to any animals". The functional milk replacers market covers powdered milk replacers for calves, veal calves, piglets, lambs and kids, foals, puppies and kittens that carry functional ingredients such as probiotics, prebiotics, acidifiers, immunoglobulins and plant extracts. Douglas Insights sizes it at USD 5.67 billion in 2025, about 2.10 million tonnes at an average USD 2,700 a tonne at manufacturer prices, and at USD 8.67 billion in 2035, a 4.34% compound annual growth rate (CAGR). ## Which animal uses the most functional milk replacer: rearing calves, veal calves, piglets or lambs?

Calves reared for dairy and beef herds use the most, 46.0% of 2025 value or USD 2.61 billion, Douglas Insights estimates. Piglet milk replacers grow fastest, at 6.2% a year to USD 1.24 billion by 2035.

| Animal | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Calves for rearing | 46.0% | USD 2.61 billion | 4.6% | USD 4.09 billion |
| Veal calves | 30.0% | USD 1.70 billion | 2.9% | USD 2.26 billion |
| Piglets | 12.0% | USD 680.4 million | 6.2% | USD 1.24 billion |
| Lambs and kids | 6.0% | USD 340.2 million | 4.0% | USD 503.6 million |
| Pets and foals | 6.0% | USD 340.2 million | 6.0% | USD 609.2 million |

Rearing calves lead because almost every dairy heifer and many beef-cross calves now receive powder rather than whole milk for 6 to 10 weeks, eating about 45 to 70 kg each, Douglas Insights estimates. The base is large: the United States held 9.57 million milk cows on 1 January 2026, up 2%, and 3.90 million dairy replacement heifers, the [National Agricultural Statistics Service (NASS) Cattle report of 30 January 2026](https://esmis.nal.usda.gov/sites/default/release-files/795748/catl0126.txt) shows. Rearing calves grow 4.6% a year as farms feed more powder per calf.

Veal calves, USD 1.70 billion, eat about 300 to 350 kg of powder each over a 6-month cycle, so a small number of Dutch, French, Belgian and Italian units buy a large tonnage at the lowest price per tonne; the segment grows 2.9%. Piglets, USD 680.4 million, grow fastest at 6.2% because larger litters leave more piglets than a sow can feed. Lambs and kids, USD 340.2 million, grow 4.0%, and pets and foals, USD 340.2 million, 6.0%. Animal values for 2035 sum to USD 8.71 billion, 0.40% above the USD 8.67 billion headline.

## Which functional ingredients and protein bases do milk replacers carry?

Probiotic and prebiotic formulas hold about 34.0% of 2025 value, Douglas Insights estimates, ahead of acidifiers at 26.0%. All-milk-protein powders sell about 58.0% of value; blends with plant protein sell 42.0%.

By headline functional claim, probiotics and prebiotics hold about 34.0%, acidifiers and organic acids 26.0%, immunoglobulin and colostrum fractions 18.0%, essential oils and plant extracts 12.0% and other functions such as added vitamins and electrolytes 10.0%, all Douglas Insights estimates. Probiotics gain share because they need specific approval: the EU renewed the authorisation of Chr. Hansen's Enterococcus lactis NCIMB 11181 for calves for rearing and fattening and for weaned piglets on 29 January 2025, in force from 19 February 2025, per [Implementing Regulation (EU) 2025/148](https://eur-lex.europa.eu/eli/reg_impl/2025/148/oj/eng). Immunoglobulin products grow fastest, about 6.8% a year, because they target the first two weeks when most calf losses occur.

By protein base, all-milk-protein powders, built on skimmed milk powder, whey protein concentrate and delactosed whey, sell about 58.0%, and milk-plus-plant blends using wheat, soy or pea protein sell 42.0%. Blends gain about half a point of share a year when dairy powder is dear. Actus Nutrition, which calls itself the largest milk replacer manufacturer in North America, bought Darigold's milk protein plant in Jerome, Idaho and signed a long-term whey supply deal on 2 June 2026, the [companies announced](https://www.prnewswire.com/news-releases/darigold-and-actus-nutrition-announce-strategic-partnership-to-unlock-new-value-in-specialty-dairy-proteins-302788196.html), securing the protein its powders need.

## What drives functional milk replacer growth: bird flu on dairy farms, antibiotic limits, accelerated calf feeding or larger litters?

Tonnes sold rise 2.80% a year in our base case, from about 2.10 million in 2025 to 2.77 million in 2035. Four drivers add 3.25 gross points a year; shrinking calf supply and dear powder remove 0.45.

### Bird flu ends waste-milk feeding: 0.85 points

Bird flu on dairy farms is a large driver, worth 0.85 points. APHIS guidance says milk fed to calves "should be pasteurized or heat-treated" and raw milk from exposed cattle that cannot be treated "should be safely discarded", per its [livestock recommendations of 12 April 2024](https://www.aphis.usda.gov/sites/default/files/recommendations-hpai-livestock.pdf), and the virus reached a 21st state on 2 November 2026. Douglas Insights estimates that about a quarter of US dairy calves were fed waste or unsaleable milk before 2024; each 10% of those calves moved to powder adds about 25,000 tonnes a year.

### Antibiotic limits move farms to functional formulas: 0.95 points

Antibiotic limits are the largest driver, worth 0.95 points. EU Regulation 2019/6, applied from 28 January 2022, bans antimicrobials "for the purpose of promoting growth nor to increase yield" and limits prophylaxis to individual animals, its [text](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32019R0006) shows. In the United States, the FDA finalised Guidance for Industry #273 on 12 February 2026, setting defined durations of use for more than 100 medically important antimicrobial drugs in feed, per its [announcement](https://www.fda.gov/animal-veterinary/cvm-updates/fda-finalizes-guidance-defining-durations-use-certain-medically-important-antimicrobial-drugs-food). Douglas Insights estimates that the share of calf milk replacer tonnes sold with a functional additive rather than a medicated claim rose from about 55% in 2020 to 72% in 2025.

### Accelerated calf feeding: 0.75 points

Farms feeding more powder per calf add 0.75 points. Calves fed 8 to 10 litres a day rather than 4 litres grow faster and calve earlier, and preweaned heifer mortality was 5.0% with digestive causes behind 32.0% of known deaths, the [USDA NAHMS Dairy 2014 study published in September 2021](https://www.aphis.usda.gov/sites/default/files/morb-mort-us-prewean-dairy-heifer-nahms-2014.pdf) found, a gap that probiotic and immunoglobulin formulas target. Douglas Insights estimates that average powder per US and EU dairy calf rose from about 45 kg to 55 kg over five years and adds about 1.5 kg a year.

### Larger litters need piglet milk: 0.70 points

Larger litters add the last 0.70 points. The EU counted 42.45 million piglets under 20 kg in December 2025, up 6.1% from 39.99 million, while breeding sows rose only 0.8% to 10.29 million, [Eurostat data](https://ec.europa.eu/eurostat/api/dissemination/statistics/1.0/data/apro_mt_lspig?geo=EU27_2020&unit=THS_HD&sinceTimePeriod=2024) show, so more piglets per sow need supplementary milk. China's breeding sows fell 10.7% to 36.02 million at the end of the third quarter of 2026, the [National Bureau of Statistics said on 20 October 2026](https://www.stats.gov.cn/sj/sjjd/202610/t20261019_1965646.html), pushing producers to raise output per sow. Summed, 0.85 + 0.95 + 0.75 + 0.70 = 3.25 points; after 0.45 points of headwinds the 2.80% tonnage leg times the 1.50% price leg gives the 4.34% revenue rate.

## What holds back functional milk replacers: fewer calves, dear dairy powder or a return to whole milk?

Two headwinds remove 0.45 points a year from tonnage growth: shrinking calf supply takes 0.20 points and dear dairy powder, which sends some farms back to whole milk, takes 0.25 points, Douglas Insights estimates.

Calf supply is shrinking in the two largest markets. The US 2025 calf crop was 32.90 million head, down 2%, and NASS expects 32.5 million in 2026, down another 2%, its [July 2026 Cattle report](https://esmis.nal.usda.gov/sites/default/release-files/795988/catl0726.txt) shows. The EU held 19.02 million dairy cows at the end of 2025, down 1.1%, and 71.6 million bovines, down 0.4%, and Eurostat forecasts bovine production in the second half of 2026 down 4.2%, per its releases of [30 June 2026](https://ec.europa.eu/eurostat/web/products-eurostat-news/w/ddn-20260630-2) and [18 March 2026](https://ec.europa.eu/eurostat/web/products-eurostat-news/w/ddn-20260318-1). Fewer calves remove 0.20 points.

Dear powder takes 0.25 points. The EU price of skimmed milk powder was EUR 325 per 100 kg in October 2026, up 47% on a year earlier, and whey powder EUR 159, up 63%, the [European Commission's milk market presentation of 22 October 2026](https://agriculture.ec.europa.eu/document/download/73e6a7b9-80d4-4b6e-89a2-8a1104727140_en?filename=milk-market-situation-presentation_en.pdf&prefLang=bg) shows, while the EU raw milk price was EUR 42.8 per 100 kg. When whole milk is cheap against powder, some dairy farms feed pasteurised whole milk instead; Douglas Insights estimates each 10% rise in the powder-to-milk price ratio moves about 1.5% of rearing-calf tonnes back to whole milk for a season.

## Where does functional milk replacer demand grow fastest: Europe, North America, Asia Pacific, Latin America or Middle East and Africa?

Europe uses the most, about USD 2.49 billion or 44.0% of 2025 value, because of its veal sector. Asia Pacific grows fastest, at 6.0% a year to USD 2.13 billion by 2035, on Chinese and Indian dairy herds.

| Region | Value 2025 | Share 2025 | Value 2026 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- | --- |
| Global | USD 5.67 billion | 100% | USD 5.92 billion | 4.34% | USD 8.67 billion |
| Europe | USD 2.49 billion | 44.0% | USD 2.58 billion | 3.4% | USD 3.49 billion |
| North America | USD 1.36 billion | 24.0% | USD 1.42 billion | 4.4% | USD 2.09 billion |
| Asia Pacific | USD 1.19 billion | 21.0% | USD 1.26 billion | 6.0% | USD 2.13 billion |
| Latin America | USD 396.9 million | 7.0% | USD 418.3 million | 5.4% | USD 671.6 million |
| Middle East and Africa | USD 226.8 million | 4.0% | USD 240.2 million | 5.9% | USD 402.3 million |

Europe leads on value through veal units in the Netherlands, France, Belgium and Italy and calf rearers in Germany, Ireland and Poland, and grows 3.4% a year to USD 3.49 billion. EU bovines under one year rose to 22.03 million in December 2025 from 21.96 million, Eurostat data show, so rearing demand holds while veal tonnage drifts. North America, USD 1.36 billion, grows 4.4% on the bird-flu shift away from waste milk and rising milk cow numbers, 9.65 million on 1 July 2026, up 2%, per [NASS](https://esmis.nal.usda.gov/sites/default/release-files/795988/catl0726.txt).

Asia Pacific, USD 1.19 billion, grows fastest at 6.0% as large Chinese dairies standardise calf rearing and Chinese pig farms raise output per sow; China produced 40.91 million tonnes of milk in 2025, up 0.3%, and 29.91 million tonnes in the first three quarters of 2026, up 2.4%, per the [National Bureau of Statistics communiqué of 28 February 2026](https://www.stats.gov.cn/sj/zxfb/202602/t20260228_1962662.html) and its [October release](https://www.stats.gov.cn/sj/sjjd/202610/t20261019_1965646.html). Latin America, USD 396.9 million, grows 5.4% through Brazilian and Mexican dairies, and the Middle East and Africa, USD 226.8 million, 5.9% through Gulf mega-dairies. Regional values sum to USD 5.92 billion in 2026, 0.08% above the headline, and USD 8.78 billion in 2035, 1.29% above it.

## Who makes functional milk replacers, and how concentrated is the field?

Trouw Nutrition, the Nutreco feed business, holds about 15.0% of 2025 value, a Douglas Insights estimate, ahead of Denkavit at 9.0% and Actus Nutrition at 8.0%. The top three hold about 32.0%.

| Company | Main brands or units | Latest filed or announced fact | Estimated share 2025 |
| --- | --- | --- | --- |
| Trouw Nutrition (Nutreco) | Sprayfo, Milkivit, Sloten | Parent SHV revenue EUR 18.2 billion, 2025 | 15.0% |
| Denkavit | Denkamilk, former Volac milk replacers | AGRAVIS joint venture announced 16 January 2026 | 9.0% |
| Actus Nutrition | Calf, pig and specialty replacers | Darigold Jerome plant deal, 2 June 2026 | 8.0% |
| Land O'Lakes (Purina Animal Nutrition) | Land O'Lakes, Purina | Animal Nutrition pretax earnings USD 72 million, 2025 | 6.0% |
| Cargill | Provimi | Douglas Insights estimate | 4.0% |
| AGRAVIS | Combimilk, Blattina, Multana | Merging into Denkavit MILCH plus | 2.0% |

Nutreco's 2025 revenue fell on lower commodity prices and the divestment of its Iberian swine farms, while its EBITDA showed a "solid improvement" and Trouw Nutrition is "expected to continue outperforming the market", the [SHV 2025 annual report](https://annualreport.shv.nl/2025/care-for-performance/business-review/nutreco) states; we place about USD 850 million of milk replacer sales with Trouw. Denkavit, which bought Volac's milk replacer business in the United Kingdom, Ireland and Italy in December 2023, agreed on 16 January 2026 to combine its German Denkamilk range with AGRAVIS's Combimilk, Blattina and Multana in Denkavit MILCH plus, launching on 1 June 2026 subject to cartel office approval, [Denkavit said](https://denkavit.com/en/news/agravis-and-denkavit-combine-expertise-in-field-of-milk-replacers/).

Land O'Lakes reported USD 16 billion of net sales and USD 72 million of Animal Nutrition pretax earnings in 2025, and a March 2025 tornado damaged its Purina Animal Nutrition Center in Gray Summit, Missouri, its [2025 annual report](https://storcpkenticomedia.blob.core.windows.net/media/lolinc/media/impact/media/2025-lol-annual-report-lr.pdf) shows. ForFarmers sold 10.6 million tonnes of feed in 2025, up 18.0%, with underlying EBITDA up 44.7% to EUR 145.9 million, per its [results of 19 February 2026](https://www.forfarmersgroup.eu/en/results/forfarmers-2025-results), and sells young-animal feeds alongside replacers. Schils, Bewital, Calva Products, Volac's additive business and many regional blenders share most of the remaining 56.0%.

## What does a tonne of functional milk replacer cost, and how fast does the price rise?

A tonne of functional milk replacer sells for about USD 2,700 on average in 2025 at manufacturer prices, Douglas Insights estimates, from about USD 1,900 for veal powders to above USD 6,000 for puppy and kitten milk.

Douglas Insights splits tonnes into three tiers: veal and bulk powders below USD 2,300 a tonne, with about 42% of tonnes; calf and lamb powders from USD 2,300 to 3,800, with about 50%; and piglet, pet and immunoglobulin-rich powders above USD 3,800, with about 8% of tonnes but about 17% of value. The 1.50% price leg takes the average to about USD 2,741 in 2026 and USD 3,133 in 2035.

Dairy powder sets most of the cost. US Central dry whey averaged USD 0.6776 a pound in September 2026, within a January-to-September range of USD 0.6405 to 0.7028, per the [USDA Agricultural Marketing Service report of 9 October 2026](https://ams-prod.azureedge.us/mnreports/dymawhey_cent.pdf), and skimmed milk powder sold at USD 3,975 a tonne, up 3.4%, at the Global Dairy Trade event of 20 October 2026, per the [USDA report on that auction](https://ams-prod.azureedge.us/mnreports/ams_1604.pdf). Douglas Insights estimates that dairy proteins and lactose make up about 55% of the cost of an all-milk calf powder, so a 10% move in whey and skimmed milk powder changes ingredient cost by about 5.5%. Over the decade we expect functional additives to add about 0.8 points a year of mix and dairy costs about 0.7 points.

## What rules govern functional milk replacers, from antibiotic limits to feed additive approvals?

Four rule sets govern these products: EU limits on antimicrobials in animals, the end of medicinal zinc oxide in piglet feed, US prescription and duration rules for medically important antimicrobials, and feed additive authorisation for each probiotic and animal species.

In the EU, Regulation 2019/6 allows metaphylaxis only when the risk is high and no alternative exists, its [Article 107](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32019R0006) states. Veterinary medicines with zinc oxide lost their authorisations after a Commission decision of 26 June 2017, with Member States allowed up to five years to phase them out, the [European Medicines Agency](https://www.ema.europa.eu/en/medicines/veterinary/referrals/zinc-oxide) records, which ended medicinal zinc in piglet diets in June 2022 and lifted demand for functional piglet milk.

In the United States, all affected sponsors had moved over-the-counter medically important antimicrobials to prescription status or withdrawn them by June 2023 under Guidance for Industry #263, the [FDA announced on 12 June 2023](https://www.fda.gov/animal-veterinary/cvm-updates/fda-announces-transition-over-counter-medically-important-antimicrobials-animals-prescription-status), and Guidance #273 of 12 February 2026 gives sponsors about 3 years to add defined durations to labels. In China, Ministry of Agriculture and Rural Affairs Announcement No. 194 withdrew growth-promoting drug feed additives from 1 January 2020, per the [FAOLEX copy](https://faolex.fao.org/docs/pdf/chn188645.pdf). Each new probiotic needs an EU authorisation for each species, as the 2025 renewal for calves and weaned piglets shows. Douglas Insights expects these rules to keep about 0.4 points a year of the price leg in additive mix.

## What if bird flu spreads further or dairy powder stays dear: how large is the functional milk replacer market in 2035?

The market ends 2035 between USD 7.20 billion and USD 10.24 billion across three cases, around a USD 8.67 billion base. The pace of the shift from waste milk and the price of dairy powder set most of the spread.

| Case | Tonnage leg | Price leg | Revenue rate | 2035 value |
| --- | --- | --- | --- | --- |
| Slower | 1.80% | 0.60% | 2.41% | USD 7.20 billion |
| Base case | 2.80% | 1.50% | 4.34% | USD 8.67 billion |
| Faster | 3.70% | 2.30% | 6.09% | USD 10.24 billion |

In the slower case bird flu fades, US and EU calf crops fall 3% a year and powder prices ease, taking 1.0 point off tonnes and 0.9 points off price. In the faster case the virus stays in dairy herds, more states ban raw-milk calf feeding and immunoglobulin powders spread to beef-cross calves, adding 0.9 points to tonnes and 0.8 points to price. One extra point of yearly revenue growth adds about USD 868 million to 2035 value, and one point less removes about USD 796 million, Douglas Insights estimates.

Live signals bracket the base case. US milk cows grew 2% and EU piglets 6.1%, while the US calf crop fell 2% and EU dairy cows 1.1%, the sources above show. Our 4.34% sits between the growing and the shrinking herds.

## Douglas Exclusive: the Powder Pass-Through Gauge

The Powder Pass-Through Gauge is a Douglas Insights model built from 10 inputs: 7 government documents and 3 company releases. It tracks how fast dairy powder costs pass into replacer prices and who switches to whole milk.

| Date | Input | What it moves |
| --- | --- | --- |
| 16 January 2026 | Denkavit and AGRAVIS combine German replacers | Pricing power |
| 30 January 2026 | US milk cows 9.57 million, up 2% | Calf supply |
| 19 February 2026 | ForFarmers volume up 18.0% | Feed demand |
| 2 June 2026 | Actus secures Darigold whey supply | Protein cost |
| 30 June 2026 | EU dairy cows down 1.1% | Calf supply |
| 13 September 2026 | EU skimmed milk powder up 33% year on year | Protein cost |
| 9 October 2026 | US dry whey USD 0.6776 a pound | Protein cost |
| 20 October 2026 | GDT skimmed milk powder USD 3,975 a tonne | Protein cost |
| 22 October 2026 | EU skimmed milk powder up 47%, whey powder up 63% | Protein cost |
| 29 October 2026 | EU raw milk EUR 42.8 per 100 kg | Whole-milk alternative |

The finding, a Douglas Insights estimate: the ingredient cost of an all-milk calf replacer in the EU rose about 27% year on year by October 2026, with skimmed milk powder up 47% and whey powder up 63%, while raw milk stayed near EUR 42.8 per 100 kg. A tonne of powder makes about 8 tonnes of liquid feed, so a litre of mixed replacer cost about 0.66 times a litre of whole milk in 2025 and about 0.73 times in late 2026, still cheaper but with a narrower gap. Makers pass about 60% of a powder move into bag prices within two quarters, so 2026 realised prices run about 6% above 2025, against the smooth 1.50% leg in our model, and give back about half of that in 2027 as powder normalises.

The gauge changes how to read 2026. Veal integrators and large dairies with pasteurisers switch fastest, so rearing-calf tonnes in Europe soften for two to three quarters, while US farms under bird-flu guidance cannot switch back to raw milk. Makers with captive whey, such as Actus after its Darigold deal, protect margins best. If the ratio returns below 0.70 times by late 2027, the base case holds; if it rises above 0.80 times, the slower case comes closer.

## How does the methodology turn 2.10 million tonnes into USD 5.67 billion?

Our methodology multiplies about 2.10 million tonnes of functional milk replacer by an average manufacturer price of USD 2,700 a tonne to reach USD 5.67 billion in 2025, then grows tonnes 2.80% and price 1.50% a year.

The model covers 5 animal groups, 5 functional ingredient groups, 2 protein bases and 5 regions, using 61 data points, 21 sourced and 40 modelled. Tonnes come from calf, veal, piglet, lamb and pet numbers, the share fed replacer and kilograms per animal; prices come from dairy powder costs, formulation and tier mix, all Douglas Insights estimates. Arithmetic: 2.10 million x USD 2,700 = USD 5.67 billion; USD 5.67 billion x (1.028 x 1.015)^10 = USD 8.67 billion, within 0.05% of the headline. Tonnes reach about 2.16 million in 2026 and 2.77 million in 2035.

Two cross-checks agree. First, about 27 million dairy calves a year from 9.57 million US and 19.02 million EU milk cows, about 55% fed replacer at 50 kg, plus about 3.5 million veal calves at 300 kg, imply about 1.79 million tonnes of all milk replacer; at the 72% functional share that is about 1.29 million tonnes, close to our 1.30 million tonnes for North America and Europe. Second, our USD 850 million for Trouw Nutrition is a small part of SHV's EUR 18.2 billion revenue and consistent with its leading position in calf and veal milk. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our [editorial standards](https://www.douglasinsights.com/research-methodology/) explain.

## What counts in the functional milk replacer study, and what is excluded?

The study counts powdered milk replacers that carry at least one functional ingredient, sold worldwide for calves, veal calves, piglets, lambs and kids, foals and pets, at manufacturer prices. Medicated replacers, colostrum sold alone and creep feed are excluded.

The study splits value by 5 animal groups, 5 functional ingredient groups, 2 protein bases and 5 regions: Europe, North America, Asia Pacific, Latin America and the Middle East and Africa. Powders made by integrators for their own animals count at a transfer price. Milking equipment is covered in our [Milking Machine Market](https://www.douglasinsights.com/milking-machine-market/) report, veterinary drugs in our [Animal Medicine Market](https://www.douglasinsights.com/animal-medicine-market/) study and methane-reducing additives in our [Livestock Methane Reduction Feed Additives Market](https://www.douglasinsights.com/livestock-methane-reduction-feed-additives-market/) report.
