Chipotle opened its first Saudi restaurant at Sidra in Riyadh after building 16 Middle East units in two years, its [announcement of 13 August 2026](https://www.placera.se/pressmeddelanden/chipotle-debuts-in-saudi-arabia-with-first-restaurant-in-riyadh-20260813) states, and Americana Restaurants signed to bring Taco Bell back to the UAE after 14 years, [Khaleej Times reported on 30 August 2026](https://www.khaleejtimes.com/uae/taco-bell-return-to-uae-gcc-expansion). The GCC tortilla market covers wheat flour tortillas and wraps, whole wheat and multigrain wraps, corn tortillas and taco shells and tortilla chips sold in Saudi Arabia, the United Arab Emirates (UAE), Kuwait, Qatar, Oman and Bahrain, valued at the price retailers and foodservice operators pay producers and importers. Arabic flatbread, pita, paratha and frozen ready meals that contain wraps are excluded. Because the market is defined by the Gulf Cooperation Council (GCC), the study is regional rather than global. Douglas Insights sizes it at USD 431 million in 2025, about 98,000 tonnes at an average USD 4,400 a tonne, and at USD 777 million in 2035, a 6.07% compound annual growth rate (CAGR). The study sits beside our [Alpha Amylase Baking Enzyme Market](https://www.douglasinsights.com/alpha-amylase-baking-enzyme-market/), [Food Additives Market](https://www.douglasinsights.com/food-additives-market/) and [Commercial Kitchen Automation Market](https://www.douglasinsights.com/commercial-kitchen-automation-market/) reports; every figure follows the Douglas Insights [research methodology](https://www.douglasinsights.com/research-methodology/).

## Which tortilla products earn the most in the GCC: flour wraps, chips, whole wheat wraps or corn tortillas?

Wheat flour tortillas and wraps earn the most, 58.0% of 2025 value or USD 250 million, Douglas Insights estimates. Tortilla chips take 24.0%, whole wheat and multigrain wraps 9.0% and corn tortillas and taco shells 9.0%.

| Product | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Wheat flour tortillas and wraps | 58.0% | USD 250 million | 5.4% | USD 422 million |
| Tortilla chips | 24.0% | USD 103 million | 6.4% | USD 192 million |
| Whole wheat and multigrain wraps | 9.0% | USD 38.8 million | 8.6% | USD 88.5 million |
| Corn tortillas and taco shells | 9.0% | USD 38.8 million | 7.0% | USD 76.3 million |

Flour wraps lead because the Gulf eats them as a sandwich carrier, not as Mexican food. Shawarma, chicken tawook and breakfast wraps sold by quick-service chains use a soft 10 to 12 inch wheat tortilla, and supermarkets stock six- and eight-packs beside Arabic bread. Douglas Insights estimates about 61,000 tonnes of flour wraps in 2025 at about USD 4,100 a tonne. Value grows 5.4% a year to USD 422 million by 2035, a Douglas Insights estimate, slower than the total because the category is already mature in UAE supermarkets and growth shifts toward whole wheat lines.

Tortilla chips, USD 103 million, earn the highest price per tonne, about USD 5,700 by our estimate, because they are fried, seasoned and often imported in branded bags. Gruma, maker of Mission tortillas and chips, says the brand is sold in more than 50 countries and that its expansion has reached the Middle East, its [brand page](https://gruma.com/en/our-brands/locate-a-brand/mission.aspx) states. Chips grow 6.4% to USD 192 million.

Whole wheat and multigrain wraps, USD 38.8 million, grow fastest at 8.6% to USD 88.5 million, a Douglas Insights estimate, as gyms, office canteens and school menus switch from white bread. Corn tortillas and taco shells, also USD 38.8 million, grow 7.0% to USD 76.3 million as Mexican chains open across the region. Product values for 2035 sum to USD 780 million, 0.36% above the headline.

## Where are tortillas bought in the GCC: restaurants and caterers or supermarkets?

Foodservice buys about 55% of 2025 value, Douglas Insights estimates, and retail about 45%. Quick-service restaurants, flight and contract caterers and hotels take most foodservice volume; hypermarkets, supermarkets and online grocers take most retail volume.

Foodservice leads because wraps are a menu staple in the region's largest restaurant groups. Americana Restaurants, which runs KFC, Pizza Hut, Hardee's and other brands in the Gulf and North Africa, ended 2025 with 2,749 stores after 216 gross openings and grew revenue 14.2% to USD 2,508.8 million, its [full-year results of 8 February 2026](https://www.americanarestaurants.com/wp-content/uploads/2026/02/4.-AMR-FY-2025-Earnings-press-release-vF.pdf) show. Douglas Insights estimates that a GCC quick-service outlet with wraps on its menu uses about 2.5 tonnes of tortillas a year, so every 100 such openings add about 250 tonnes of demand.

Retail is the second channel and the one where brands compete. Almarai, the Saudi food group that sells packaged bread under L'usine and 7DAYS, grew its bakery segment 5% to SAR 2,789 million in 2025, its [fourth quarter 2025 earnings presentation of 20 January 2026](https://almmedia.almarai.com/CorpEarningsPresentation/Q4-2025-Earnings-Presentation120202682752AM.pdf) shows, a sign of how quickly packaged bakery is replacing loose bread in Saudi shopping baskets. UAE imports of bakery, cereal and pasta products reached USD 937 million in 2025, the US Department of Agriculture's [Food Processing Ingredients report TC2026-0009 of 4 August 2026](https://chilealimentos.com/wp-content/uploads/2026/08/Food-Processing-Ingredients-Annual_Dubai_United-Arab-Emirates_TC2026-0009.pdf) shows, and part of that flow is branded tortillas and chips.

## What drives GCC tortilla demand: restaurant openings, tourism and population, or packaged bakery?

Tortilla volume rises 4.50% a year in our base case, from about 98,000 tonnes in 2025 to 152,000 tonnes in 2035. Three drivers add 5.50 gross points; restraints remove 1.00.

### Restaurant openings and Mexican chains: 2.20 points

Foodservice expansion is the largest driver, worth 2.20 points. Americana plans 120 to 130 new restaurants by the end of 2026 after first-half revenue rose 12.1% to USD 1.36 billion and net profit 59.2% to USD 147.2 million, [Gulf News reported on 29 July 2026](https://gulfnews.com/business/retail/kfc-pizza-hut-owner-americana-to-open-up-to-130-more-restaurants-after-strong-h1-growth-1.500623791). Mexican chains add tortilla-heavy menus: Alshaya Group opened Chipotle at Yas Mall in Abu Dhabi on 3 September 2025, its sixth regional restaurant since April 2024, its [release](https://www.alshaya.com/en/media-centre/alshaya-news/chipotle-expands-in-uae-with-alshaya-group-opens-at-yas-mall-in-abu-dhabi) states, then reached Qatar at Villaggio Mall on 29 September 2025, its [release](https://www.alshaya.com/english/media-centre/alshaya-news/chipotle-s-first-restaurant-opens-in-qatar-with-alshaya-group) shows, and Saudi Arabia in August 2026. Tortilla, the UK burrito chain, had 12 Middle East franchise stores of 117 in total, its [trading update of 6 August 2025](https://www.tortillagroup.co.uk/wp-content/uploads/Tortilla-H1-FY25-Trading-Update.pdf) shows. Douglas Insights estimates that a burrito restaurant uses about 8 tonnes of tortillas a year, three times a general quick-service outlet.

### Tourism and population: 1.80 points

More mouths add 1.80 points. The GCC population reached about 62.8 million in 2025, the GCC Statistical Centre estimate reported by [Qatar News Agency on 19 July 2026](https://qna.org.qa/en/News-Area/News/2026-7/19/gcc-stat-gcc-population-estimated-at-628-million-in-2025) shows, which puts 2025 tortilla consumption at about 1.56 kg a person by our estimate. Saudi Arabia counted 122 million total visitors in 2025 against 116 million in 2024, about 30 million of them inbound, with spending above SAR 300 billion, the tourism minister told [Argaam on 20 January 2026](https://www.argaam.com/en/article/articledetail/id/1873995), and Dubai received 19.59 million international overnight visitors in 2025, up 5%, [The National reported on 9 February 2026](https://www.thenationalnews.com/business/2026/02/09/dubai-attracted-196-million-tourists-in-2025-with-city-boasting-more-hotel-rooms-than-new-york). Hotels, airlines and stadium caterers serve wraps because they are fast to assemble and easy to eat on the move.

### Packaged bakery and retail formats: 1.50 points

Packaged bakery adds the last 1.50 points. Almarai's bakery segment grew from SAR 2,662 million to SAR 2,789 million in 2025, its [earnings presentation](https://almmedia.almarai.com/CorpEarningsPresentation/Q4-2025-Earnings-Presentation120202682752AM.pdf) shows, and the UAE food processing sector was worth about USD 39.8 billion with more than 570 facilities, the [USDA report of 4 August 2026](https://chilealimentos.com/wp-content/uploads/2026/08/Food-Processing-Ingredients-Annual_Dubai_United-Arab-Emirates_TC2026-0009.pdf) states. Summed, 2.20 + 1.80 + 1.50 = 5.50 points; after 1.00 point of restraints the 4.50% volume leg combined with the 1.50% price leg gives the 6.07% revenue rate.

## What holds back GCC tortilla demand: cheap Arabic bread, import dependence or a shifting expatriate base?

Three restraints remove 1.00 point a year from volume growth: competition from low-priced Arabic bread takes 0.50 points, dependence on imported chips and corn products 0.30 points and changes in the expatriate population 0.20 points.

Arabic bread is the main brake. Saudi millers sold flour at SAR 22 for a 45 kg bag and SAR 2.5 a kilogram, and First Mills alone sold about 900,000 tonnes of flour a year, its chief executive told [Argaam in March 2022](https://www.argaam.com/en/article/articledetail/id/1544467), so a bakery round of khubz costs far less than a branded wrap. Douglas Insights estimates that tortillas replace less than 2% of the flatbread eaten in Saudi homes, and that most retail shoppers still choose Arabic bread for daily meals.

Import dependence is the second brake. Corn tortillas, taco shells and most tortilla chips are imported, which exposes them to freight costs and to retailer shelf cuts when a currency or supplier changes; Gruma's Asia and Oceania division, its nearest supply base with plants including Malaysia, sold USD 281.4 million and 104,000 tonnes in 2025, its [fourth quarter 2025 report](https://gruma.com/media/731217/4q25-gruma.pdf) shows. The third brake is demographic: Saudi Arabia counted 15.7 million non-Saudi residents of 35.3 million at mid-2024, the General Authority for Statistics (GASTAT) [population estimates](https://www.stats.gov.sa/documents/20117/2435273/Population+Estimates+Statistics+2024+EN.pdf/9b71e303-5fd9-19cb-9913-850a9d521639) show, and expatriate workers, who eat many of the region's wraps, move with construction cycles.

## Which GCC country buys the most tortillas, and where does demand grow fastest?

Saudi Arabia buys the most, about USD 224 million or 52.0% of 2025 value, and also grows fastest at 6.5% a year to USD 421 million by 2035. The UAE takes 27.0% and Kuwait 8.0%.

| Country | Value 2025 | Share 2025 | Value 2026 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- | --- |
| Saudi Arabia | USD 224 million | 52.0% | USD 239 million | 6.5% | USD 421 million |
| UAE | USD 116 million | 27.0% | USD 123 million | 5.8% | USD 205 million |
| Kuwait | USD 34.5 million | 8.0% | USD 36.2 million | 5.0% | USD 56.2 million |
| Qatar | USD 25.9 million | 6.0% | USD 27.3 million | 5.6% | USD 44.6 million |
| Oman | USD 19.4 million | 4.5% | USD 20.5 million | 5.8% | USD 34.1 million |
| Bahrain | USD 10.8 million | 2.5% | USD 11.3 million | 5.0% | USD 17.6 million |

Saudi Arabia leads because it holds more than half of the GCC's 62.8 million people and most of its new restaurant openings. Its 35.3 million residents at mid-2024, from the [GASTAT estimates](https://www.stats.gov.sa/documents/20117/2435273/Population+Estimates+Statistics+2024+EN.pdf/9b71e303-5fd9-19cb-9913-850a9d521639), eat about 1.4 kg of tortillas a person a year by our estimate. Tourism, mega-project canteens and Chipotle's 2026 arrival in Riyadh support the 6.5% growth rate.

The UAE, USD 116 million, eats the most tortillas per person, about 2.3 kg by our estimate, because its population of about 11.3 million at the end of 2024 is mostly expatriate, the Federal Competitiveness and Statistics Centre figure reported by [Gulf Today on 8 September 2025](https://www.gulftoday.ae/news/2025/09/08/uae-population-reaches-113-million-in-2024-with-64-males-and-36-females) shows, and its hotels and airlines serve wraps in volume. It grows 5.8% as Taco Bell returns. Kuwait, USD 34.5 million, and Bahrain, USD 10.8 million, grow 5.0% from mature quick-service markets, while Qatar and Oman grow 5.6% and 5.8%. Country values sum to USD 457 million in 2026, in line with the headline, and USD 778 million in 2035, 0.10% above it.

## Which companies supply GCC tortillas, from local bakers to Mission and the flour millers?

No single producer dominates. Douglas Insights estimates that local bakeries and in-house restaurant supply make about 70% of tonnage and imports about 30%, with Gruma's Mission the best-known imported brand and Almarai the largest listed bakery.

| Company | Base and role | Latest filed figure | Position in tortillas |
| --- | --- | --- | --- |
| Gruma (Mission) | Monterrey; tortillas and chips | Net sales USD 6,374.6 million, 2025 | Leading imported brand (estimate) |
| Almarai (L'usine, 7DAYS) | Riyadh; packaged bakery | Bakery sales SAR 2,789 million, 2025 | Largest listed GCC bakery |
| Americana Restaurants | Dubai and Riyadh; KFC, Hardee's, Taco Bell | Revenue USD 2,508.8 million, 2025 | Largest foodservice buyer (estimate) |
| Alshaya Group | Kuwait; Chipotle franchise | 16 Middle East Chipotle units, 2026 | Burrito and taco buyer |
| Agthia | Abu Dhabi; flour, bakery, snacks | Net revenue AED 4.8 billion, 2025 | Flour and bakery supplier |
| First Mills and Arabian Mills | Saudi flour millers | Revenue SAR 1,146.4 million and SAR 997.66 million, 2025 | Flour suppliers to wrap bakers |

Gruma's net sales fell 2% to USD 6,374.6 million in 2025 on flat volume of 4.34 million tonnes, while Asia and Oceania grew 5% to USD 281.4 million, its [fourth quarter 2025 report](https://gruma.com/media/731217/4q25-gruma.pdf) shows, and first-half 2026 sales reached USD 3,274.7 million with a "recovery in Malaysia", its [second quarter 2026 report of 22 July 2026](https://www.gruma.com/media/751184/2q26-gruma-e.pdf) states. Agthia, the Abu Dhabi food group with flour milling and bakery units, posted net revenue of AED 4.8 billion, down 1.4%, its [release of 13 February 2026](https://agthia.com/en/media-hub/agthia-delivers-resilient-fy-2025-performance-builds-momentum-stepping-2026) shows.

The millers sit one step back in the chain. First Mills grew 2025 revenue 9.3% to SAR 1,146.4 million and net profit 10.6% to SAR 277.4 million, [Argaam's company report](https://www.argaam.com/en/financial-reports/company-report/15705/2025/1) shows, and Arabian Mills grew revenue 2.4% to SAR 997.66 million and net profit 10.95% to SAR 237.04 million, its [Saudi Exchange filing](https://www.saudiexchange.sa/Resources/fsPdf/30193_6326_2026-04-26_22-19-06_en.pdf) shows. Douglas Insights estimates that wrap bakeries buy less than 3% of Saudi flour, so tortilla makers are price takers on their main input.

## What does a tonne of tortillas cost in the GCC, and why does the average price rise?

GCC tortillas sell at an average USD 4,400 a tonne at producer and importer prices in 2025, Douglas Insights estimates: about USD 4,100 for flour wraps, USD 4,800 for whole wheat wraps, USD 3,600 for corn tortillas and taco shells and USD 5,700 for tortilla chips.

The average rises 1.50% a year to about USD 5,100 a tonne by 2035, a Douglas Insights estimate, because mix moves toward whole wheat wraps and branded chips even though grain costs eased. The FAO Food Price Index averaged 127.2 points in 2025, 4.3% above 2024, while its cereal index was 4.9% lower and at its weakest annual average since 2020, the [FAO release of 9 January 2026](https://www.fao.org/newsroom/detail/fao-food-price-index-dips-in-december-despite-higher-world-cereal-quotations/en) shows. Flour is about 35% of a flour wrap's cost by our estimate, so a 5% fall in grain prices trims about 1.8% from the wrap price, less than packaging, labour and cold-chain costs add.

Price differs most between channels. Douglas Insights estimates that restaurant chains buying 12-inch wraps by the pallet pay about 20% below the average, while retail packs of whole wheat or low-carb wraps sell to supermarkets at 25% above it. Saudi flour pricing keeps local wraps cheap: millers' controlled bag prices, set out by First Mills in its [2022 interview](https://www.argaam.com/en/article/articledetail/id/1544467), put local wrap bakers well below imported wraps from Europe or the Americas.

## Which food rules shape GCC tortillas, from salt limits to front-of-pack grades?

Three kinds of rules shape the market: Saudi limits on salt and trans fat in bread, front-of-pack nutrition grading in Abu Dhabi, and the privatisation of Saudi flour milling that sets the cost of the main input.

Salt and fat limits come first. The Saudi Food and Drug Authority (SFDA) capped salt in bread at 1 g per 100 g under standard SFDA.FD 2362/2018, with compliance by 30 April 2019, its [notice of 29 January 2019](https://www.sfda.gov.sa/en/news/sfda-sets-limit-levels-salt-bread-and-obliged-manufacturers-and-importers-abide-such-limit) states, and banned partially hydrogenated oils in all foods from January 2020, with the GCC Standardization Organization (GSO) adopting the trans fat standards in July 2020, its [notice](https://www.sfda.gov.sa/en/node/87597) shows. Wrap and chip makers reformulated around both limits.

Labelling is the second layer. Abu Dhabi's Nutri-Mark, an A to E nutrition grade, became mandatory from 1 June 2025 for baked goods, oils, dairy and children's foods, [Khaleej Times reported on 28 November 2024](https://khaleejtimes.com/uae/abu-dhabi-launches-new-mandatory-nutrition-grading-system-for-some-foods-from-june-1-2025?amp=1), which rewards whole wheat wraps over white flour lines. The third layer is milling: Saudi Arabia sold First Mills for USD 540.5 million and Third Mills for USD 200.0 million on 8 July 2020, [Miller Magazine](https://millermagazine.com/en/blog/saudi-arabia-partly-privatizes-its-flour-mills-3673) reported, and Second and Fourth Milling for SAR 2.14 billion and SAR 859 million, [Arab News reported on 14 July 2021](https://www.arabnews.com/business/saudi-arabia-marks-privatization-milestone-with-800m-flour-mill-deals-1893941); Arabian Mills listed in September 2024 at SAR 66 a share, [Argaam](https://www.argaam.com/en/article/articledetail/id/1755344) shows.

## What if restaurant openings slow or Mexican chains scale faster: how large is the GCC tortilla market in 2035?

The GCC tortilla market ends 2035 between USD 609 million and USD 988 million across three cases, around a USD 777 million base. The pace of restaurant openings and the shift to premium wraps set most of the spread.

| Case | Volume leg | Price leg | Revenue rate | 2035 value |
| --- | --- | --- | --- | --- |
| Slower | 3.00% | 0.50% | 3.52% | USD 609 million |
| Base case | 4.50% | 1.50% | 6.07% | USD 777 million |
| Faster | 6.00% | 2.50% | 8.65% | USD 988 million |

In the slower case oil revenue falls, restaurant groups cut openings and expatriate numbers shrink, taking 1.5 points off volume, while cheaper grain takes 1.0 point off price. In the faster case Taco Bell and Chipotle scale across Saudi Arabia, tourism targets are met and whole wheat wraps gain retail share, adding 1.5 points to volume and 1.0 point to price. One extra point of yearly revenue growth adds about USD 76 million to 2035 value, Douglas Insights estimates.

Company signals bracket the base. Americana grew revenue 14.2% in 2025 and 12.1% in the first half of 2026, Almarai's bakery grew 5% and Gruma's Asia and Oceania 5%, while Agthia's revenue fell 1.4%; our 6.07% rate sits between the restaurant operators and the bakers because restaurants grow by adding stores while each store's tortilla use stays steady.

## Douglas Exclusive: the GCC Wrap Footprint Index

The GCC Wrap Footprint Index is a Douglas Insights model built from 10 inputs: 5 restaurant network disclosures, 1 restaurant signing, 2 visitor counts and 2 population statistics. It counts the outlets and visitors that drive foodservice tortilla demand.

| Date | Input | What it moves |
| --- | --- | --- |
| 6 August 2025 | Tortilla: 12 Middle East stores | Burrito outlets |
| 3 September 2025 | Chipotle: 6 regional restaurants | Burrito outlets |
| 8 September 2025 | UAE population 11.3 million, end-2024 | Per capita base |
| 29 September 2025 | Chipotle opens in Qatar | Burrito outlets |
| 20 January 2026 | Saudi Arabia: 122 million visitors, 2025 | Tourist meals |
| 8 February 2026 | Americana: 2,749 stores, 216 openings | Quick-service outlets |
| 9 February 2026 | Dubai: 19.59 million overnight visitors | Tourist meals |
| 19 July 2026 | GCC population 62.8 million, 2025 | Per capita base |
| 13 August 2026 | Chipotle opens in Riyadh after 16 units | Burrito outlets |
| 30 August 2026 | Americana signs Taco Bell for the UAE | Taco outlets |

The finding, a Douglas Insights estimate: Mexican-format restaurants, burrito and taco chains, numbered fewer than 40 across the GCC in 2025 but used only about 0.6% of foodservice tortilla volume, and each new one uses about three times the tortillas of a general quick-service outlet. If Taco Bell and Chipotle together reach 150 GCC outlets by 2030, they add about 1,200 tonnes of demand, roughly 1.2% of today's market.

The index changes how to read the next three years. Mexican chains are small but visible, so they lift retail curiosity about corn tortillas and taco shells, and Douglas Insights expects supermarkets in Riyadh and Dubai to widen Mexican sections as those chains open.

## How does the methodology turn 98,000 tonnes of tortillas into USD 431 million?

Our methodology multiplies about 98,000 tonnes of tortillas, wraps and tortilla chips sold in the GCC in 2025 by an average USD 4,400 a tonne to reach USD 431 million, then grows volume 4.50% and price 1.50% a year.

The model covers 4 product types, 2 channels and 6 countries, using 46 data points, 18 sourced and 28 modelled. Volume comes from population, per capita consumption by nationality group, restaurant outlet counts and visitor numbers; price from product mix and grain costs; the splits are Douglas Insights estimates. Arithmetic: 61,000 tonnes of flour wraps x USD 4,100 + 18,100 tonnes of chips x USD 5,700 + 8,100 tonnes of whole wheat wraps x USD 4,800 + 10,800 tonnes of corn products x USD 3,600 = about USD 431 million; USD 431 million x (1.0450 x 1.0150)^10 = USD 777 million. Volume reaches about 102,400 tonnes in 2026 and 152,000 tonnes in 2035.

Two cross-checks agree. First, 1.56 kg a person on 62.8 million residents gives 98,000 tonnes, between the levels we model for Southern Europe and Southeast Asia. Second, our estimated foodservice share of 55% implies about 54,000 tonnes through restaurants, caterers and hotels, consistent with about 2.5 tonnes a year across roughly 21,000 GCC outlets serving wraps. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our [editorial standards](https://www.douglasinsights.com/research-methodology/) explain.

## What counts in the GCC tortilla study, and what is excluded?

The study counts wheat flour tortillas and wraps, whole wheat and multigrain wraps, corn tortillas, taco shells and tortilla chips sold in the six GCC states. Arabic bread, pita, paratha, frozen meals containing wraps and tortillas made and eaten at home are excluded.

The study splits value by 4 product types, 2 channels and 6 countries: Saudi Arabia, the UAE, Kuwait, Qatar, Oman and Bahrain. Values are in US dollars at 2025 average exchange rates, counted at the price retailers and foodservice operators pay producers and importers.
