USD 2.94 per square metre is the 2025 global ex-works average for geomembrane in our model, while installed US landfill bids run from USD 5.92 to USD 10.76 per square metre. Installation, welding, testing and contractor margin roughly double the sheet price, so buyers should compare both figures.

Two public bid tabulations give the installed geomembrane benchmark. In Deschutes County's [Knott Landfill Cell 9 tender](https://www.deschutescounty.gov/sites/default/files/fileattachments/solid_waste/page/26854/knott_landfill_-_cell_9_project_-_bid_tabulation_-_10-4-23.pdf), opened on 4 October 2023, seven contractors priced 570,000 square feet of geomembrane at USD 0.82 to USD 1.00 per square foot, or USD 8.83 to USD 10.76 per square metre. The median bid was USD 0.85 per square foot, equal to USD 9.15 per square metre. The same tender priced geosynthetic clay liner at USD 0.90 to USD 1.15 per square foot, which is USD 9.69 to USD 12.38 per square metre.

Thicker 60-mil sheet, textured faces and conductive layers sit at the top of each band. Thin agricultural and aquaculture liners sit at the bottom. The geomembrane price leg grows 1.75% a year, taking the global average to USD 3.50 per square metre by 2035.

## What does the geomembrane market include, from heap leach pads to canal linings?

Geomembranes are continuous polymer sheets, usually 0.5 mm to 3.0 mm thick, installed as a hydraulic barrier; the market totals 1.06 billion square metres in 2025. Sheet sold for mining, landfills, water storage, agriculture and coal ash is counted; roofing membranes and woven geotextiles are not.

Five polymer families are in scope: high-density polyethylene (HDPE), linear low-density polyethylene (LLDPE), polyvinyl chloride (PVC), ethylene propylene diene monomer (EPDM) and other rubber, and reinforced polypropylene and other coated fabrics. HDPE geomembrane is worth USD 1.48 billion and climbs to USD 2.57 billion by 2035, since its chemical resistance suits cyanide and sulphuric acid leach solutions. LLDPE geomembrane, at USD 580.6 million, takes 18.6% because its higher elongation tolerates settlement in landfill caps and coal ash closures. Douglas Insights expects LLDPE to reach USD 1.14 billion in 2035 as closure-in-place work under the CCR rules lifts cap area. PVC geomembrane holds 15.9%, or USD 496.3 million, because prefabricated panels cut field seaming on ponds and decorative water features; its 4.21% growth is the slowest. Reinforced polypropylene and other coated sheets carry USD 337.1 million, a 10.8% share, owing to floating covers and redeployable tanks; they grow 6.38%. EPDM and other rubber geomembranes, at USD 231.0 million or 7.4%, win exposed reservoir and fish-farm work where UV life matters.

By process, extrusion produces about 71.2% of geomembrane area in our model, calendering 16.4% and coating 12.4%. By application, mining heap leach and tailings take USD 1.05 billion, landfill and waste containment USD 777.2 million, water storage and canals USD 599.3 million, agriculture and aquaculture USD 362.1 million, and coal ash and energy USD 330.9 million.

## Why are mine heap leach pads and landfill cells lifting geomembrane demand?

Four end uses add 3.90 points a year of geomembrane volume growth: mining 1.37 points, landfill and coal ash 1.08, water storage 0.91 and agriculture 0.54. Together they lift area from 1.06 billion square metres in 2025 to 1.56 billion in 2035.

### Mining: 1.37 points

Heap leach pads and tailings storage facilities are the largest geomembrane users, at USD 1.05 billion or 33.7% of 2025 value. A single copper or gold leach pad can need several million square metres of HDPE or LLDPE, laid in phases as the pad grows. Lithium brine evaporation ponds add another lined surface, a theme traced in our [Lithium Mining Market](https://www.douglasinsights.com/lithium-mining-market/) study. Mining supplies 35.1% of the volume leg, the largest single contribution. Douglas Insights tallies about 174 million square metres of extra geomembrane area from mining between 2025 and 2035, more than any other end use. Copper, gold and lithium projects in Latin America and the Middle East and Africa explain why those two regions grow at 6.08% and 6.41%.

### Landfill and coal ash: 1.08 points

US federal rules write the geomembrane into every new municipal landfill cell. [40 CFR 258.40](https://www.ecfr.gov/current/title-40/chapter-I/subchapter-I/part-258/subpart-D/section-258.40) requires a composite liner with a flexible membrane liner (FML) of at least 30 mil, or 60 mil if the sheet is HDPE, over two feet of compacted soil with hydraulic conductivity no higher than 1 x 10-7 cm per second. The EPA counted 146.1 million tons of municipal solid waste (MSW) landfilled in 2018, 50% of the 292.4 million tons generated, and each ton needs lined airspace. Coal ash adds a second wave: the [legacy CCR rule](https://www.federalregister.gov/documents/2024/05/08/2024-09157/hazardous-and-solid-waste-management-system-disposal-of-coal-combustion-residuals-from-electric-utilities-legacy-ccr), effective 4 November 2024, brings inactive ponds at closed power plants into the closure and monitoring regime, with an EPA estimate of USD 123 million to USD 135 million a year for legacy impoundments alone.

### Water storage and agriculture: 0.91 and 0.54 points

Reservoirs, canal linings, stormwater basins and potable water tanks grow geomembrane use by 0.91 points, as utilities line earth canals to cut seepage losses. Seaman Corporation, for example, sells an NSF 61 approved potable water geomembrane, XR-PW. Agriculture and aquaculture, worth USD 362.1 million, add 0.54 points through manure lagoons, irrigation ponds and shrimp farms that use thin LLDPE and PVC geomembrane rolls. These liners are short-lived, often 0.5 mm to 1.0 mm thick, so replacement cycles add repeat orders. Water storage alone is a USD 599.3 million geomembrane application in 2025.

## What slows geomembrane growth: resin swings, welding crews or coal ash delays?

Three drags remove 0.92 points a year from a gross geomembrane volume rate of 4.82%: resin cost swings take 0.42 points, installer and welding crew capacity 0.31, and coal ash deadline extensions 0.19. The 3.90% net leg already reflects them.

Polyethylene resin is the largest cost in an HDPE or LLDPE geomembrane roll, so resin spikes push owners to defer cells or thin specifications. Douglas Insights models that drag at 0.42 points a year, worth about 4.5 million square metres of 2026 geomembrane volume.

Field crews are the second bottleneck. Every geomembrane seam is fusion or extrusion welded and tested, so a shortage of certified welders caps how many square metres a season can install. We remove 0.31 points for that limit.

Regulatory timing is the third. On 22 July 2025 the EPA [proposed a 12-month extension](https://public-inspection.federalregister.gov/2025-13697.pdf) of CCR management unit deadlines, letting facilities finish Facility Evaluation Report Part 2 by 8 February 2028. Later evaluations slip coal ash closure geomembrane orders, a 0.19-point drag on the forecast.

## Who supplies the world's HDPE liner rolls, and how concentrated are geomembrane manufacturers?

Solmax holds an estimated 13.8% share of 2025 geomembrane revenue, and the top three suppliers hold 31.6%, by Douglas Insights estimates based on plant footprint and product breadth. None of the leaders discloses geomembrane revenue, so these shares are modelled.

Solmax, headquartered in Longueuil, Quebec, is the scale leader in polyethylene geomembrane. Its [25 September 2025 release](https://www.solmax.com/uk/en/news/strategic-facility-consolidation-and-leadership-momentum-drive) announced a facility consolidation; trade press reported the next day that its Kingstree, South Carolina plant would close by the end of 2025, with output moved to Spearfish, South Dakota and Ringgold, Georgia, cutting its American plants from 7 to 6. AGRU, the Austrian parent of AGRU America, runs US geomembrane production in South Carolina and Fernley, Nevada. Atarfil of Granada, Spain, makes HDPE, LLDPE, VLDPE and polypropylene geomembrane on machines of its own design and sells in more than 60 countries. Naue sells Carbofol geomembranes alongside Bentofix geosynthetic clay liners, so it can supply a full composite liner. Seaman Corporation of Wooster, Ohio, founded in 1949, makes XR coated-fabric geomembranes for industrial containment and potable water. Viaflex of Sioux Falls, South Dakota, sells Dura-Skrim reinforced geomembranes and installs through its Colorado Lining International subsidiary. Plastika Kritis, listed in Athens since May 1999, brings agricultural film scale and a distribution network in more than 50 countries.

That single sentence explains why HDPE dominates US landfill work: the 60-mil minimum favours the polymer with the most installed history. The legacy CCR rule, published on 8 May 2024 in the [Federal Register](https://www.federalregister.gov/documents/2024/05/08/2024-09157/hazardous-and-solid-waste-management-system-disposal-of-coal-combustion-residuals-from-electric-utilities-legacy-ccr), applies to utilities generating power on or after 19 October 2015 and puts annualised costs for CCR management units at USD 79 million to USD 92 million.
