## Key takeaways

- The Germany insurance market is worth USD 285 billion in 2025 and USD 384 billion in 2035, a 3.00% revenue CAGR.
- 83.5 million residents at USD 3,418.6 of premium each make up the 2025 base; population falls 0.05% a year and premium per person rises 3.05%.
- Property and casualty leads with 39.3% of premium; private health grows fastest at 4.25% a year.
- North Rhine-Westphalia writes 21.2% of premium; Bavaria grows fastest at 3.25%.
- Private health holds 21.5% of 2025 premium but supplies 31.5% of premium added to 2035.

German primary insurers wrote EUR 254 billion of premiums in 2025, up 6.6%, the Gesamtverband der Deutschen Versicherungswirtschaft (GDV) said at its [annual media conference on 4 February 2026](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066), and it expects only 4.7% for 2026; seven weeks later, on 27 March 2026, the Bundestag passed the [Altersvorsorgereformgesetz](https://www.bundestag.de/dokumente/textarchiv/2026/kw13-de-altersvorsorge-1156798), which replaces Riester saving with a subsidised retirement depot from 2027. The Germany insurance market covers every premium that households, businesses and public bodies pay to life and pension, property and casualty (P&C) and private health insurers (private Krankenversicherung, PKV) for risks in Germany, before reinsurance. Douglas Insights sizes it at USD 285 billion in 2025, from 83.5 million residents x USD 3,418.6 of premium per resident, and at USD 384 billion in 2035, a revenue CAGR (compound annual growth rate) of 3.00%. The study is the Germany row of our [Europe Insurance Market](https://www.douglasinsights.com/europe-insurance-market/) report and of our worldwide [Insurance Market](https://www.douglasinsights.com/insurance-market/) model, sits in our [banking, financial services and insurance coverage](https://www.douglasinsights.com/industry/bfsi/), and every figure follows the Douglas Insights [research methodology](https://www.douglasinsights.com/research-methodology/).

## Which insurance line carries the most premium: life and pensions, property and casualty, or private health?

Property and casualty insurance carries the most premium, 39.3% of 2025 value or USD 112 billion, just ahead of life and pensions at 39.2%. Private health holds 21.5%, USD 61.4 billion, and grows fastest at 4.25% a year.

| Insurance line | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Property and casualty | 39.3% | USD 112 billion | 3.35% | USD 156 billion |
| Life and pensions | 39.2% | USD 112 billion | 2.05% | USD 137 billion |
| Private health (PKV) | 21.5% | USD 61.4 billion | 4.25% | USD 93.1 billion |

The split follows the [GDV's 2025 count](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066): P&C insurers wrote EUR 99.7 billion, up 7.7%, life insurers, Pensionskassen and Pensionsfonds EUR 99.4 billion, up 5.1%, and private health insurers (private Krankenversicherung, PKV) EUR 54.4 billion, up 7.3%. P&C overtook life in 2025 for a plain reason: motor premiums rose 13.4% in one year as insurers repriced repair costs, while regular life premiums grew just 0.1%. Single life premiums jumped 16.9%, so life still kept pace in total, but single premiums swing with interest rates and do not renew.

Life and pension insurance, USD 112 billion, grows only 2.05% a year to USD 137 billion, the slowest line, because the [GDV itself forecasts](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) life growth of 1.1% for 2026 and a 0.8% fall in regular premiums. P&C insurance, USD 112 billion, grows 3.35% a year to USD 156 billion as motor, residential building and commercial property cover follow claims costs. Private health insurance, USD 61.4 billion, grows 4.25% a year to USD 93.1 billion, the fastest line, because medical and nursing costs rise faster than wages and the GDV expects a 10.5% jump in PKV premium for 2026 alone. Line values for 2035 sum to USD 386 billion, 0.64% above the headline, a Douglas Insights estimate.

The ordering matters for insurers' mix. Allianz, R+V and Generali Deutschland are composites that write all three lines, while Debeka earns most of its premium in health and HUK-COBURG most of its premium in motor, so the shift of growth from life toward health and P&C rewards different business models, as the players section shows.

## How do tied agents, brokers, banks and direct channels split insurance premium?

Tied agents place the most insurance premium, about 41.0% of 2025 value or USD 117 billion, Douglas Insights estimates. Direct and digital sales grow fastest, 4.10% a year from USD 41.4 billion to USD 61.9 billion.

| Distribution channel | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Tied agents (Ausschließlichkeitsvertrieb) | 41.0% | USD 117 billion | 2.60% | USD 151 billion |
| Independent brokers and multi-tied agents | 27.5% | USD 78.5 billion | 3.20% | USD 108 billion |
| Bancassurance | 17.0% | USD 48.5 billion | 2.70% | USD 63.3 billion |
| Direct and digital | 14.5% | USD 41.4 billion | 4.10% | USD 61.9 billion |

Tied agents lead at USD 117 billion because Allianz, ERGO, Debeka and the public-sector insurers run large exclusive sales forces that sell life, health and home cover face to face. Brokers, USD 78.5 billion, dominate commercial and industrial insurance and much of private health, where tariff choice is complex. Bancassurance, USD 48.5 billion, rests on the cooperative banks that distribute R+V and on the savings banks that sell for Provinzial and Versicherungskammer Bayern. Direct and digital sales, USD 41.4 billion, are concentrated in motor: HUK-COBURG's HUK24 and comparison portals win switchers each autumn, and that channel grows 4.10% a year as younger buyers renew online. Channel values for 2035 sum to USD 384 billion, within 0.11% of the headline, a Douglas Insights estimate.

## What drives insurance premium per person up 3.05% a year in a shrinking population?

Premium per person drives all insurance growth: it rises 3.05% a year, from USD 3,418.6 in 2025 to about USD 4,617 in 2035, while the population shrinks 0.05% a year. Five drivers add 3.40 points before restraints.

The people leg is negative. The Federal Statistical Office (Destatis) counted 83.5 million residents at the end of 2025, 110,000 or 0.1% fewer than a year earlier, its [release of 16 June 2026](https://www.destatis.de/DE/Presse/Pressemitteilungen/2026/06/PD26_203_124.html) states. Douglas Insights sets the population leg at minus 0.05% a year, reaching about 83.1 million in 2035, so every euro of growth must come from what each resident, household and employer pays. Multiplying the two legs, 0.9995 x 1.0305, gives the 3.00% revenue rate, the same rate the Germany row of our Europe model carries.

### Private health premium adjustments: 1.05 points

Private health insurance adds 1.05 points. About 60% of PKV policyholders faced premium increases on 1 January 2026, averaging about 13%, the German Association of Actuaries (DAV) said in its [statement of 9 December 2025](https://aktuar.de/content/PDF/News/Pressemeldungen/2025_12_09_PM_DAV_steigende_Beitragskosten_PKV_und_noetige_Reformen.pdf), citing the PKV association; hospital costs, nursing costs and medical progress are the causes it names. The [GDV recorded](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) PKV benefit payments of EUR 42.1 billion in 2025, up 7.1%, and forecasts PKV premium growth of 10.5% in 2026. Because German law lets insurers adjust health premiums only when benefits drift past a trigger, increases arrive in jumps, which is why 2026 is so steep.

### Claims and repair inflation in motor and property: 0.95 points

Repair costs add 0.95 points. HUK-COBURG, the largest motor insurer, grew gross written premiums 10.2% to about EUR 11.0 billion in 2025 and its motor book 3.9% to 14.5 million vehicles, against market growth of 0.5%, its [results of 24 March 2026](https://www.huk.de/presse/nachrichten/aktuelles/bilanzmedienkonferenz-2026.html) show; it raised prices because spare parts still cost more than general inflation, and its motor combined ratio improved from 101.7% to 96.2%. The [GDV reported](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) that the motor line returned to an underwriting profit in 2025 for the first time in several years, on 13.4% premium growth.

### Retirement reform and occupational pensions: 0.55 points

Pension reform adds 0.55 points. The Altersvorsorgereformgesetz pays a basic subsidy of 50% on own contributions up to EUR 360 and 25% from EUR 360.01 to EUR 1,800, a maximum of EUR 540 a year, plus a child subsidy of 100% up to EUR 300, the [Bundestag record of 27 March 2026](https://www.bundestag.de/dokumente/textarchiv/2026/kw13-de-altersvorsorge-1156798) shows. The Bundesrat consented on 8 May 2026 and the depot starts on 1 January 2027, with products carrying an 80% or 100% capital guarantee still allowed, [ING notes](https://www.ing.de/wissen/altersvorsorgedepot/). Those guarantee products are where life insurers compete.

### Natural hazard cover spreading to uninsured homes: 0.45 points

Natural hazard cover adds 0.45 points. Only 59% of residential buildings were insured against natural hazards in June 2026, on GDV figures, and on 21 October 2026 the Federal Ministry of Justice and the Federal Ministry of Finance sent key points for opt-out cover to the Länder and associations, [ad-hoc-news reported](https://www.ad-hoc-news.de/wirtschaft/elementarschaden-pflicht-laender-und-verbaende-koennen-bis-2-dezember-stellung-nehmen/70402284). Each of the 41% of buildings that gains cover adds a recurring premium to the P&C line.

### Commercial, industrial and cyber cover: 0.40 points

Commercial lines add 0.40 points as Mittelstand firms buy cyber, liability and business interruption cover and industrial insurers reprice plant risks. The five contributions, 1.05 + 0.95 + 0.55 + 0.45 + 0.40, give 3.40 points of premium-per-person growth before restraints, a Douglas Insights estimate.

## What holds back insurance growth: stalled regular life premiums, a softer motor cycle or neobroker depots?

Three restraints remove 0.35 points from premium-per-person growth, leaving 3.05% a year: stalled regular life premiums take 0.20 points, a softer motor cycle 0.10 points and bank-run retirement depots 0.05 points.

Regular life premiums are the main drag. The [GDV counted](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) growth of only 0.1% in regular life premiums in 2025 and expects a 0.8% fall in 2026, while single premiums, which rose 16.9%, follow interest rates and do not renew. An ageing population moves money from paying in to drawing down, so Douglas Insights removes 0.20 points from life insurance premium per person.

Motor pricing will soften. With HUK-COBURG back at a 96.2% combined ratio and the line in underwriting profit, insurers have less reason to repeat 13.4% rises, and autumn switching season rewards price cuts; Douglas Insights removes 0.10 points. The last 0.05 points reflect competition for retirement money: banks and neobrokers may sell the standard depot, capped at 1% effective cost, without advice, while insurers may not, a gap the GDV criticised at the hearing, according to the [Bundestag record](https://www.bundestag.de/dokumente/textarchiv/2026/kw13-de-altersvorsorge-1156798). Guarantee-seeking savers still choose insurers, which keeps this restraint small.

## Where in Germany is insurance premium written: North Rhine-Westphalia, Bavaria or the east?

North Rhine-Westphalia writes the most insurance premium, USD 60.5 billion or 21.2% of 2025 value, Douglas Insights estimates. Bavaria grows fastest, 3.25% a year to USD 69.2 billion by 2035.

| State group | Value 2025 | Share 2025 | Value 2026 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- | --- |
| North Rhine-Westphalia | USD 60.5 billion | 21.2% | USD 62.2 billion | 2.85% | USD 80.2 billion |
| Bavaria | USD 50.2 billion | 17.6% | USD 51.9 billion | 3.25% | USD 69.2 billion |
| Eastern states and Berlin | USD 48.2 billion | 16.9% | USD 49.5 billion | 2.70% | USD 63.0 billion |
| Northern states | USD 44.5 billion | 15.6% | USD 45.8 billion | 2.95% | USD 59.6 billion |
| Baden-Württemberg | USD 41.7 billion | 14.6% | USD 43.0 billion | 3.20% | USD 57.1 billion |
| Hesse, Rhineland-Palatinate and Saarland | USD 40.2 billion | 14.1% | USD 41.5 billion | 3.05% | USD 54.4 billion |

North Rhine-Westphalia leads at USD 60.5 billion because it is the most populous state and the home of insurers such as ERGO in Düsseldorf, AXA Deutschland and Gothaer in Cologne and Provinzial in Münster; its 2.85% growth sits below the national rate, a Douglas Insights estimate, because household incomes trail the southern states. Bavaria, USD 50.2 billion, grows fastest at 3.25% on high household incomes and the Munich cluster of Allianz, Munich Re and Versicherungskammer Bayern, and it adds 19.3% of national premium growth to 2035.

The eastern states and Berlin, USD 48.2 billion, hold 16.9% of premium against about a fifth of residents, because incomes and home ownership are lower; they grow 2.70%, the slowest rate, as Thuringia lost 1.0% of its population in 2025 and Saxony-Anhalt 0.7%, [Destatis reports](https://www.destatis.de/DE/Presse/Pressemitteilungen/2026/06/PD26_203_124.html). The northern states, Lower Saxony, Hamburg, Bremen and Schleswig-Holstein, write USD 44.5 billion and carry the most storm-surge exposure; Baden-Württemberg, USD 41.7 billion, grows 3.20% on engineering employers buying company pensions; and Hesse, Rhineland-Palatinate and Saarland, USD 40.2 billion, include Wiesbaden, the seat of R+V, and the Ahr valley, where the 2021 flood still shapes building cover. State values for 2035 sum to USD 383 billion, 0.08% below the headline; in the data table the row labelled Global holds the national total.

## Who dominates insurance premium: Allianz, R+V, Generali or the mutuals?

Allianz dominates, with about 17.3% of 2025 insurance premium, USD 49.4 billion, Douglas Insights estimates. With R+V and Generali Deutschland, the top three hold about 30.3%, and mutuals such as Debeka and HUK-COBURG follow closely.

| Insurer | What the position rests on | Estimated share 2025 | Estimated value 2025 |
| --- | --- | --- | --- |
| Allianz | Composite: life, P&C and health through a nationwide tied-agent network | 17.3% | USD 49.4 billion |
| R+V | Cooperative banks' insurer: life, P&C and health | 6.9% | USD 19.7 billion |
| Generali Deutschland | Composite led by unit-linked life and Deutsche Vermögensberatung sales | 6.1% | USD 17.4 billion |
| Debeka | Mutual for civil servants; largest private health book | 5.9% | USD 16.8 billion |
| ERGO | Munich Re's primary insurer: health (DKV), life and P&C | 5.7% | USD 16.3 billion |
| HUK-COBURG | Mutual and motor leader with 14.5 million vehicles | 4.3% | USD 12.3 billion |
| Other insurers | AXA Deutschland, Versicherungskammer Bayern, Signal Iduna, Provinzial, Talanx's HDI, Gothaer, Continentale and others | 53.8% | USD 154 billion |

All shares are Douglas Insights estimates set against the GDV's EUR 254 billion. Allianz Deutschland reported 2024 premium income of about EUR 24.4 billion in life, EUR 13.1 billion in P&C and EUR 4.3 billion in health, roughly EUR 41.9 billion, on its [facts page](https://www.allianz.de/unternehmen/zahlen-daten-fakten/); growing that at the market rate gives about EUR 44 billion for 2025. R+V's German primary insurers wrote EUR 17.5 billion in 2025, up 9.3%, with EUR 8.5 billion in life, EUR 8.0 billion in P&C and more than EUR 1.0 billion in health, its [release of 25 February 2026](https://www.ruv.de/newsroom/pressemitteilungen/2026-02-25-wachstumskurs-wird-fortgesetzt) states; group premium of EUR 22.8 billion also includes Italy's Assimoco and reinsurance.

Debeka wrote almost EUR 15 billion in 2025, up 13.2%, including EUR 9.7 billion of health premium, up 17.8%, for about 7.6 million members, and [became the fourth-largest primary insurer for the first time](https://www.debeka.de/ueberuns/pressemeldungen/2026/debeka-erstmals-viertgroesster-erstversicherer-in-deutschland.html), overtaking ERGO, its press office says. HUK-COBURG's EUR 11.0 billion rests on direct motor sales at low cost. The pattern is clear: the two insurers that grew fastest in 2025, Debeka at 13.2% and HUK-COBURG at 10.2%, are mutuals concentrated in the lines with the steepest repricing, health and motor.

## How much does a resident pay for insurance each year, from motor cover to private health?

A German resident paid USD 3,418.6 of insurance premium in 2025, about EUR 3,025 at USD 1.13 per euro, Douglas Insights estimates: USD 1,343 for P&C, USD 1,340 for life and pensions and USD 735 for private health.

| Premium measure | 2025 value | Basis |
| --- | --- | --- |
| All insurance lines, per resident | USD 3,418.6 (about EUR 3,025) | USD 285 billion over 83.5 million residents |
| P&C, per resident | USD 1,343 | Motor, home, building, liability, commercial |
| Life and pensions, per resident | USD 1,340 | Regular and single premiums |
| Private health, per resident | USD 735 | Full-cover and supplementary PKV |
| PKV increase, 1 January 2026 | About 13% on average | About 60% of policyholders affected |
| Natural hazard deductible, proposed standard cover | Up to 10% of the claim or EUR 20,000 | Key points of 21 October 2026 |

Premium per person rises to about USD 3,523 in 2026 and USD 4,617 in 2035 in the base case. Health premium per head is concentrated: full-cover PKV is open only to the self-employed, civil servants and employees above the compulsory insurance threshold, which rose to EUR 77,400 a year in 2026, the [Deutsche Rentenversicherung reported](https://www.deutsche-rentenversicherung.de/DRV/DE/Ueber-uns-und-Presse/Presse/Meldungen/2025/25-10-08-bundeskabinett-sv-rechengroessen-vo-2026.html) after the cabinet decision of 8 October 2025. A rising threshold keeps more employees in statutory cover, so PKV premium grows through price, not through new full-cover customers.

P&C insurance premium per head follows repair and rebuild costs. The proposed natural hazard rules set the standard deductible at no more than 10% of the claim or EUR 20,000, and a minimum variant at up to 50% and at most EUR 100,000, so premium levels for flood-exposed homes will depend on which variant owners pick. Drug spending that private health insurers reimburse is sized in our [Germany Pharmaceutical Drug Market](https://www.douglasinsights.com/germany-pharmaceutical-drug-market/) report.

## Which rules reshape insurance: the Altersvorsorgedepot, opt-out natural hazard cover and Solvency II?

Three rule sets reshape insurance most: the Altersvorsorgereformgesetz passed on 27 March 2026 and starting on 1 January 2027, the natural hazard key points of 21 October 2026, and the Solvency II amendments applying from 30 January 2027.

The pension law moves subsidised private saving from Riester contracts, which were often sold by insurers, into a depot that banks, brokers and insurers can all offer, with a state-run standard depot whose effective costs are capped at 1%, against 1.5% in the government draft, according to the [Bundestag record](https://www.bundestag.de/dokumente/textarchiv/2026/kw13-de-altersvorsorge-1156798). Guarantee products remain, so insurers keep a lane for savers who want 80% or 100% of their contributions back. The federal cabinet also approved key points for a Frühstart-Rente on 17 December 2025, paying EUR 10 a month for each child from the year it turns six, with a possible start from 1 January 2027, [KPMG summarises](https://kpmg.com/de/de/themen/2025/12/fruehstartrente.html).

The natural hazard key points make building insurance include natural hazard cover by default for new policies and extend existing policies after one year unless owners object; associations and Länder may comment until 2 December 2026, and a draft bill is expected no earlier than the first quarter of 2027, [ad-hoc-news reported](https://www.ad-hoc-news.de/wirtschaft/elementarschaden-pflicht-laender-und-verbaende-koennen-bis-2-dezember-stellung-nehmen/70402284). The GDV proposes an Elementar Re pool in which the state steps in only above EUR 30 billion of losses. At EU level, [Directive (EU) 2025/2](https://eur-lex.europa.eu/eli/dir/2025/2/oj) amends Solvency II, and with the recovery and resolution directive it applies from 30 January 2027, adding recovery planning that weighs more on small mutuals than on Allianz, whose group Solvency II ratio stood at 218% at the end of 2025, its [results of 26 February 2026](https://www.allianz.com/en/mediacenter/news/media-releases/financials/260226-4q-2025-earnings-release.html) show.

## What if PKV increases fade or life savings revive: how large is insurance in 2035?

Insurance premium ends 2035 between USD 339 billion and USD 425 billion across our three cases, around a base of USD 384 billion. Health repricing and life savings set most of the spread.

| Case | Population leg | Premium per person leg | 2035 value |
| --- | --- | --- | --- |
| Slower | -0.25% | 2.00% | USD 339 billion |
| Base case | -0.05% | 3.05% | USD 384 billion |
| Faster | 0.10% | 3.95% | USD 425 billion |

In the slower case net migration falls, PKV increases fade after 2026, motor rates fall back and the Altersvorsorgedepot draws retirement money to bank-run funds rather than insurance wrappers. In the faster case medical inflation stays high, opt-out natural hazard cover lifts building premium from 2028, and guarantee products win a large share of depot savers. One extra point of yearly growth in the population leg adds about USD 40.1 billion to 2035 insurance value.

The base case is conservative for 2026: the [GDV expects](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) 4.7% growth this year, while our 2026 value of USD 294 billion, inherited from the Europe model, grows 3.00%. Douglas Insights reads the GDV figure as one strong PKV repricing year, not a new trend, and keeps the decade rate at 3.00%.

The finding, a Douglas Insights estimate: private health holds 21.5% of 2025 insurance premium but supplies 31.5% of the premium added to 2035, while life and pensions, at 39.2% of today's pool, supply only 25.0% of growth. The [GDV's own 2026 forecast](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) shows the shift already: PKV's 10.5% rise on EUR 54.4 billion adds about EUR 5.71 billion, five times the EUR 1.09 billion that life's 1.1% adds on EUR 99.4 billion, and close to half of the EUR 11.9 billion the market adds in 2026.

Natural hazard losses explain why property growth is not a catastrophe story. The GDV put 2025 property losses from natural hazards at about EUR 1.4 billion, with storm and hail about EUR 1 billion across some 479,000 claims and flood and heavy rain about EUR 400 million, against an elementary-loss average of about EUR 2 billion a year since 2002, [Cash.Online reported](https://www.cash-online.de/a/naturgefahren-bei-14-milliarden-euro-warum-ein-ruhiges-schadenjahr-truegerisch-sein-kann-717416/). Premium growth in 2025 came from repricing and rebuild costs in a quiet loss year, so insurers enter the opt-out debate with margins rebuilt.

## How does the methodology turn 83.5 million residents into USD 285 billion of insurance premium?

Our methodology multiplies 83.5 million residents in 2025 by USD 3,418.6 of insurance premium per resident to reach USD 285 billion. Premium per resident is built from three lines, four channels and six state groups.

The model covers 6 state groups, 3 insurance lines and 4 distribution channels, and uses 64 data points, 21 sourced and 43 modelled. Arithmetic: 83.5 million x USD 3,418.56 = USD 285 billion; USD 285 billion x (0.9995 x 1.0305)^10 = USD 384 billion. Residents fall to about 83.5 million in 2026 and 83.1 million in 2035, and the 2026 value is USD 294 billion.

Two cross-checks agree. First, the [GDV's EUR 254 billion](https://www.gdv.de/gdv/medien/medieninformationen/versicherungswirtschaft-waechst-2025-deutlich-gedaempfter-ausblick-auf-2026-196066) at USD 1.13 per euro, the rate our Europe and worldwide insurance reports use, gives about USD 287 billion, 0.54% above our USD 285 billion; the gap reflects rounding in the Europe model. Second, USD 285 billion, USD 294 billion and USD 384 billion equal the Germany row of our Europe model, which puts the country at 16.5% of European premium. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our [editorial standards](https://www.douglasinsights.com/research-methodology/) explain.

## What counts in the insurance study, and what is excluded?

This study counts gross premiums written by primary insurers for risks in Germany across life and pensions, P&C and private health. Statutory health and nursing funds, reinsurance premiums and investment income are excluded.

The by-line split covers life and pensions, including Pensionskassen and Pensionsfonds, property and casualty, and private health; the by-channel split covers tied agents, independent brokers and multi-tied agents, bancassurance, and direct and digital sales; the by-region split covers North Rhine-Westphalia, Bavaria, the eastern states and Berlin, the northern states, Baden-Württemberg, and Hesse, Rhineland-Palatinate and Saarland. Premium is counted where the risk sits, so R+V's Italian business and Allianz's foreign units stay out. Statutory sickness funds (GKV), the statutory accident insurers, captive insurance and the Altersvorsorgedepot's pure fund products outside insurance wrappers are excluded.
