A gateway maker that swaps a USD 7.80 GPON optical network unit (ONU) system-on-chip (SoC) for a USD 18.40 10-gigabit symmetrical passive optical network (XGS-PON) part pays USD 10.60 more per box, and that single bill-of-materials call now decides most of this market. ## Why are operators still buying GPON chipsets while 10G PON ports multiply?

Volume adds 2.35% a year to the GPON chipset market to 2035. Every new fibre home, every replaced ONT and every fibre-to-the-room (FTTR) extender needs one PON chip, while XGS-PON and 50G-PON parts lift the blended price by 1.62% a year on top.

### China: upgrade cycles on a 1.21 billion port base

China supplies the largest volume block, worth 0.88 points of the 2.35-point volume leg. The Ministry of Industry and Information Technology (MIIT) [2025 communications statistics bulletin](https://www.miit.gov.cn/jgsj/yxj/xxfb/art/2026/art_bea806f4dd20457cb0158795cc210aa7.html) counts 691 million fixed broadband users, 20.99 million added in the year, and 1.21 billion fibre-to-the-home (FTTH) ports, 96.8% of all access ports. Gigabit tiers reach 238 million users, 34.5% of the base, and 10G PON ports rose by 3.419 million to 31.62 million. A home that moves to a gigabit plan usually gets a new ONT chipset, so the 65.5% of Chinese lines still below gigabit form a replacement queue of roughly 453 million boxes.

FTTR is the second Chinese engine, and our model gives it 0.24 points. MIIT counts 59.39 million FTTR users; each install adds a main gateway plus two or three room units, and every one of those units carries an optical chipset, so one household can need four PON-class parts instead of one.

### North America and Europe: new fibre footprints

North American fibre builds add 0.71 points, the second-largest contribution. Lumen picked Airoha EN7580 series silicon for its symmetrical 8 Gbps tier, and that single tier choice shows how fast US operators move straight to XGS-PON ONT chipsets. Douglas Insights estimates 47.4% of North American chipset revenue already sits on 10G-class and faster parts, against 36.2% in Latin America, so the US ONT chipset bill per home is already the highest outside premium Asian tiers.

Europe adds 0.52 points as copper switch-off and the Gigabit Infrastructure Act (GIA) lower the cost of laying fibre. The [GIA, Regulation (EU) 2024/1309](https://eur-lex.europa.eu/eli/reg/2024/1309/oj/eng), was adopted on 29 April 2024 to reduce the cost of deploying gigabit networks across the EU. [OECD](https://www.oecd.org/) statistics put fibre at 44.6% of fixed broadband connections across member countries, which leaves more than half the base still to convert to PON chipsets.

Together, 0.88 plus 0.71 plus 0.52 plus 0.24 equals the 2.35-point volume leg. Broadcom sampling a full 50G PON chipset family, OLT through gateway, is what keeps the price leg at 1.62% rather than flat.

## Which headwinds slow ONT chipset volumes between now and 2035?

Three headwinds remove 1.13 points a year from GPON chipset volume growth. They are fixed wireless access substitution, Chinese network saturation and longer ONT lifetimes; without them, the volume leg would run at 3.48% rather than 2.35%.

Fixed wireless access (FWA) removes 0.46 points. In rural North America and in Gulf suburbs a 5G receiver replaces the ONT entirely, so a home connected that way never buys an optical chipset. Douglas Insights counts about 4.1 million homes a year that pick FWA where fibre was the alternative, the single biggest volume leak.

Saturation in China removes 0.38 points. With 96.8% of Chinese access ports already FTTH, new-build demand for ONT chipsets is close to exhausted; 20.99 million net additions in 2025 compare with a replacement queue measured in hundreds of millions, so the Chinese chipset curve now depends on refresh timing, not footprint.

Longer ONT lifetimes remove 0.29 points. Operators that once swapped GPON boxes every 6 years now stretch them to 8, because a GPON ONU chipset still delivers 1 Gbps service; each extra year on the shelf delays roughly 12.5% of replacement volume.

GPON chipsets hold USD 1.13 billion and shrink 2.9% a year to USD 840.1 million by 2035, as unit prices for mature ONU SoCs keep falling and new builds shift to 10G parts. XGS-PON, the 10-gigabit symmetrical PON standard, is worth USD 985.4 million at a 40.9% share and grows 5.6% a year to USD 1.70 billion; it wins because it reuses GPON fibre and splitters and coexists on the same OLT card. Next-generation PON 2 (NG-PON2) and other ITU variants, a USD 207.2 million block at 8.6%, serve business and mobile backhaul links and grow 2.1% a year to USD 255.1 million.

50G-PON is the fastest-growing chipset segment at 24.0% a year, from USD 89.1 million and a 3.7% share to USD 766.2 million in 2035. Merchant 50G silicon only reached samples in 2025 and 2026, so the base is tiny, while each 50G gateway SoC sells for 3 to 4 times an XGS-PON part. Across devices, ONT and ONU SoCs carry about 71.3% of revenue, OLT MAC and PHY chipsets 18.9% and PON transceiver and laser driver ICs 9.8%. By application, residential FTTH absorbs 78.6%, FTTR in-home fibre 9.7% and enterprise and mobile backhaul 11.7%.

Asia Pacific grows only 3.07% a year to USD 1.78 billion, held back by Chinese saturation but helped by India, Indonesia and Vietnam fibre builds. North America climbs 5.21% a year from USD 440.9 million to USD 732.7 million, the highest value gain of any region outside Asia, as XGS-PON ONT chipsets dominate new passings. Europe, at USD 407.2 million in 2025, compounds at 4.62% to USD 639.7 million as copper retirement accelerates under the GIA.

The Middle East and Africa is the fastest-growing chipset region at 6.17% a year, from USD 103.7 million to USD 188.7 million, because Gulf operators deploy XGS-PON from day one and African fibre starts from a low base. Latin America is the wildcard: USD 139.7 million today, growing 4.88% a year to USD 225.0 million, but its 63.8% GPON chipset mix leaves room for a sudden jump if Brazilian regional ISPs move to 10G ONTs together.

The top three GPON chipset vendors, Broadcom, Realtek and Airoha, hold about 47.3% of 2025 revenue on Douglas Insights estimates. The estimate is built from published product disclosures and operator selections; Chinese in-house silicon and a long tail make up the rest.

Broadcom leads with an estimated 21.6% share, built on gateway SoCs that bundle PON, Wi-Fi and network processing; its [BCM68850 gateway and BCM55050 ONT chips support 50G ITU-PON](https://investors.broadcom.com/news-releases/news-release-details/broadcom-accelerates-ai-era-industrys-first-end-end-50g-pon-edge) alongside XGS-PON and NG-PON2. Realtek is second at an estimated 13.9%, competing on cost: its RTL9615C ONU platform covers GPON, XGS-PON, XG-PON1 and NG-PON2 on dual Cortex-A53 cores. Airoha, a MediaTek subsidiary, holds an estimated 11.8% and won Lumen with an XGS-PON chipset that supports 8 Gbps service and latency below 3 milliseconds.

MaxLinear, at an estimated 6.4%, sells the PRX321 10G PON SoC for business single-family units, multi-dwelling units and SFP+ sticks. Nokia designs its own Quillion OLT chipset; Nokia reported on 24 May 2022 that it had [shipped 1.5 million Quillion-powered PON ports](https://www.nokia.com/newsroom/nokia-announces-shipment-of-15-millionth-quillion-powered-pon-port-for-broadband-fiber-nodes/) to more than 160 operator customers, about 500,000 of them 25G PON-ready. Semtech supplies the optical front end, not the MAC: on 25 March 2025 it launched the [GN7161, GN7153BW and GN25L80B asymmetric 50G PON OLT chipset](https://www.semtech.com/company/press/semtech-breakthrough-unlocks-mass-deployment-of-50g-fiber-networks), built to coexist with GPON and XGS-PON. ## How much does an ONU system-on-chip cost per gateway, and what do OLT port chips fetch?

A GPON ONU SoC sells for USD 6 to USD 9, an XGS-PON ONU SoC for USD 14 to USD 22 and an early 50G-PON gateway SoC for USD 38 to USD 55. The mix gives a blended 2025 chipset price of USD 14.62 on Douglas Insights estimates.

OLT silicon is priced per port. A GPON OLT MAC and PHY set works out at USD 18 to USD 30 per port, an XGS-PON OLT port at USD 45 to USD 70, and a combo port that runs GPON and XGS-PON together at about USD 60 to USD 85. Optical front-end chips, the transimpedance amplifiers and laser drivers, add USD 2 to USD 5 per ONT and USD 8 to USD 15 per OLT port.

Mix, not list price, moves the average. Like-for-like GPON chipset prices fall about 4.2% a year, but each point of shipments moving from GPON to XGS-PON adds roughly USD 0.11 to the blended price, which is how the average climbs from USD 14.62 in 2025 to USD 17.17 by 2035 at 1.62% a year.

## What does China's 1.21 billion FTTH port base mean for chipset replacement cycles?

About 86.4 million Chinese ONT chipsets a year come from replacement rather than new lines on Douglas Insights estimates. The reason: 691 million fixed broadband users on an 8-year refresh dwarf the 20.99 million net additions MIIT counted for 2025.

China is now a refresh market. The gap between 238 million gigabit users and 691 million total users is the upgrade pool. Each Chinese operator that moves a customer to a gigabit plan ships an XGS-PON or a high-end GPON ONT, so the upgrade pool converts at roughly 4.9% of the base a year in our model. The network itself is passive: unpowered optical splitters, with no chipset and no power supply, sit between each OLT port and the homes it feeds. China's 31.62 million 10G PON ports cover far more than 31.62 million homes, since one OLT port serves up to 64 or 128 ONTs through splitters; the OLT chipset count therefore grows slower than the ONT chipset count by a factor of about 40.

## Is fixed wireless access a substitute for an ONT chipset in rural builds?

Fixed wireless access replaces about 4.1 million potential ONT chipset sales a year, worth roughly USD 60 million at the blended price. It does not displace fibre where homes sit densely; the GPON chipset still wins any street above about 40 homes per kilometre.

FWA is a leak, not a flood. FWA receivers carry a 5G modem instead of a PON chipset and cost operators nothing in trenching. Where fibre passes a home, though, take-up of FWA drops sharply, so the substitution concentrates in low-density areas that would otherwise need long drop cables. Our scenarios treat FWA as a 0.46-point drag in the base case.

## How does a 50G-PON OLT line card change the optical chipset bill of materials?

A 50G-PON OLT line card roughly triples chipset content per port to about USD 150 to USD 190. The MAC, the burst-mode receiver and the 50G laser driver all step up, and the card must still carry GPON and XGS-PON wavelengths for legacy ONTs.

Combo optics win by default. ZTE's 8-port combo card shows the design pattern: one port carries GPON, 10G PON and 50G PON together, so every 50G port also carries a GPON chipset function. Semtech says its 50G OLT chipset works with GPON and XGS-PON, which is why Douglas Insights expects combo cards to make up 83.0% of 50G OLT ports shipped through 2030.

## Which ITU-T standards and broadband rules shape GPON chipset design wins?

Four ITU-T recommendation families govern the chipset: G.984 for GPON, G.9807.1 for XGS-PON, G.989 for NG-PON2 and the newer 50G-PON series. Any chipset that misses full compliance loses carrier certification, which removes it from 100% of operator tenders.

Compliance is binary. Policy shapes where those chipsets ship. The EU GIA lowers civil-works cost for gigabit builders, and civil works, not the USD 14.62 chipset, dominate the cost of a fibre home. In China, operator gigabit plans pull 10G PON ports forward, and the 3.419 million 10G ports MIIT counted as added in 2025 show the pace. Security rules add cost: Broadcom lists post-quantum cryptography support on its BCM68850 gateway chip, and operators increasingly ask for secure boot on every ONT chipset.

## How fast does the 50G-PON transition move, and what if 2035 volumes undershoot?

The base case reaches USD 3.57 billion in 2035 at 4.01% a year; a slower path ends at USD 2.98 billion and a faster one at USD 4.11 billion. The spread is set mostly by how quickly 50G-PON chipsets displace GPON in China and Europe.

The base case combines 2.35% volume growth with 1.62% price growth. The slower case, 1.25% volume and 0.90% price, assumes FWA wins more rural homes and Chinese operators stretch ONT life to 10 years, giving USD 2.98 billion at 2.16% a year. The faster case, 3.48% volume and 1.95% price, lifts all three headwinds and lets Broadcom's 50G sampling turn into volume shipments by 2028, giving USD 4.11 billion at 5.50% a year.

Units matter most. Volume is the sensitive leg: one extra point of yearly unit growth adds about USD 364.5 million to the 2035 chipset figure, while one point less removes about USD 333.8 million. Published forecasts for PON chipsets and GPON chipsets run from 5.1% to 12.03% a year; our 4.01% sits below that band because we price GPON erosion explicitly and exclude OLT systems and optics modules.
