ROSEN Group won a five-year PETRONAS framework, announced on [1 August 2022](https://www.rosen-group.com/de-ch/medien-und-events/news-und-media/press-release/press-release-rosen-group-has-secured-five-year-contract-for-pan-malaysia-in-line-inspection), covering about 200 pipelines from 4 to 48 inches, with magnetic flux leakage and ultrasonic testing as the primary methods. Magnetic flux leakage tools take USD 374.3 million; they run in gas and liquid lines alike and are the default first baseline on any newly piggable segment. Ultrasonic tools hold USD 177.7 million, or 19.8%, since wall-thickness ultrasonic testing gives direct measurement in crude oil and refined products lines that carry a liquid couplant. Electromagnetic acoustic transducer (EMAT) crack tools hold USD 122.1 million, a 13.6% share that is small because a crack run costs more and is ordered only where seam or stress-corrosion threats exist. Geometry and caliper tools hold USD 128.3 million, 14.3% of value: dent and ovality surveys are cheap and precede almost every high-resolution run. Mapping and other sensors take USD 95.1 million, covering inertial mapping, strain and cathodic protection current mapping.

EMAT crack tools are the fastest-growing segment at 7.38% a year, reaching USD 248.9 million by 2035. Dry gas lines cannot carry the liquid an ultrasonic crack tool needs, so EMAT is the only in-line route to crack data on most of the gas transmission network.

## Why is intelligent pigging demand rising on gas transmission lines?

Kilometres inspected by intelligent pigs grow 3.10% a year to about 356.6 thousand km by 2035, and Douglas Insights splits that volume leg into three regulatory and engineering drivers worth 1.35, 0.95 and 0.80 points. Gas transmission compliance is the largest of the three.

The moderate consequence area deadline adds 1.35 points. The [PHMSA mandate](https://www.govinfo.gov/link/fr/84/52253) published on 1 October 2019 took effect on 1 July 2020 and requires Class 3, Class 4 and moderate consequence area pipe to be assessed within 14 years, then reassessed at least every 10 years. Before the rule, the integrity programme focused on 20,435 miles in high consequence areas out of about 301,227 miles of gas transmission pipe reported for 2018. Much of the gap is now being converted to piggable pipe and run with in-line inspection tools, and launcher and receiver traps must carry pressure-relief devices under the same rule.

Ageing steel adds 0.95 points. PHMSA counted roughly 168,000 miles of gas transmission pipe laid before the 1970 hydrostatic testing requirement. Where records are not traceable, verifiable and complete, operators must reconfirm maximum allowable operating pressure (MAOP) by one of six methods, and an in-line inspection run that confirms wall thickness and material properties is among the cheapest. PHMSA put the annualised cost of the MAOP and material verification provisions at USD 25.8 million at a 3% discount rate, which signals how much of the work is expected to ride on routine pig runs rather than new hydrotests.

New service duty adds 0.80 points. [Baker Hughes](https://www.bakerhughes.com/process-pipeline-services/inline-inspection) markets in-line inspection data and engineering support for operators converting lines to hydrogen and carbon dioxide, and every conversion needs a full intelligent pigging baseline before the new product flows. Subsea and offshore lines add a smaller share of new runs, mostly through the PETRONAS-style national frameworks that bundle about 200 pipelines into one tender.

Run frequency compounds all three. A segment first inspected in 2021 under the 10-year reassessment clock comes back for a second intelligent pigging run by 2031, so the installed base of piggable kilometres feeds repeat demand. Douglas Insights counts about 41% of 2025 kilometres as repeat runs on pipe with an earlier baseline, rising to about 58% by 2035. Combined-technology runs also pull volume forward, since an operator that orders MFL plus crack data in one pass schedules the next pass sooner. The three drivers sum to 3.10 points, the whole volume leg of the intelligent pigging technology forecast.

## Which barriers hold back intelligent pigging on unpiggable pipe?

Unpiggable pipe is the main barrier: Douglas Insights estimates that tight bends, reduced-port valves and missing launchers remove about 0.55 points a year from intelligent pigging volume growth. Without those limits the volume leg would run near 4.0% rather than 3.10%.

Retrofit cost is the first drag. Converting a segment for a smart pig means replacing valves and fitting launcher and receiver traps, and the 2019 rule added pressure-relief requirements at those traps that PHMSA costed at about USD 27,400 a year at a 3% rate. Small operators frequently choose direct assessment or a hydrotest instead, which costs the intelligent pigging technology market about 0.35 points of volume growth.

Low-flow and low-pressure gas lines are the second hurdle, removing about 0.20 points. Speed excursions blur MFL data, so operators either reduce throughput during a run or pay for tethered and robotic crawler tools priced well above the free-swimming average. Offshore, a single stuck pig can idle a production line for days, and that risk keeps some subsea operators on longer inspection intervals.

Douglas Insights puts the 2025 average realised intelligent pigging price at USD 3,415 per km inspected, rising 1.45% a year to about USD 3,944 by 2035. The average blends cheap geometry surveys with premium crack and combined-technology runs on gas pipe.

Realised price bands sit roughly as follows on our model. A caliper or geometry run on a long liquid trunk line clears at about USD 900 to USD 1,600 per km. A high-resolution MFL run on gas transmission pipe sits at USD 2,800 to USD 4,200 per km. EMAT crack runs and multiple-dataset runs such as TDW's MDS or NDT Global's combined axial and circumferential MFL reach USD 6,500 to USD 11,000 per km. Short urban segments price far higher per km because mobilisation, cleaning runs and gauge-plate runs are fixed costs spread over few kilometres.

Data analysis and integrity engineering add 18% to 26% on top of the tool run itself. Price growth of 1.45% a year reflects the shift toward crack tools and combined runs rather than list-price inflation.

## Which pipeline safety rules and standards shape intelligent pigging schedules?

US federal rules set the strictest intelligent pigging calendar: 49 CFR Part 192, as amended on 1 October 2019 (Amdt. 192-125), requires assessment of moderate consequence area pipe within 14 years and reassessment every 10 years. Liquid lines follow parallel integrity management rules.

The 2019 amendment, docket PHMSA-2011-0023, does three things that matter for intelligent pigging technology. It widens assessment beyond high consequence areas, it makes MAOP reconfirmation mandatory where records fail the traceable, verifiable and complete test, and it adds safety requirements for in-line inspection launcher and receiver barrels after incidents in which personnel were killed or injured. PHMSA estimated the total annualised cost at USD 31.4 million at a 3% discount rate. Outside the United States, national frameworks are contractual rather than statutory: the PETRONAS award ties about 200 lines to a five-year schedule.

Our base case reaches USD 1.41 billion for intelligent pigging technology by 2035; a slower case gives USD 1.22 billion and a faster case USD 1.62 billion. The spread depends on how many gas segments become piggable before the October 2033 assessment deadline.

The base case uses 3.10% volume and 1.45% price growth. The slower case cuts volume to 2.05% and price to 1.05%, assuming operators meet the PHMSA mandate of 1 October 2019 mostly with direct assessment. The faster case uses 4.15% volume and 1.85% price, assuming hydrogen and CO2 conversions and NDT Global-style combined runs spread quickly. One extra point of annual volume growth lifts the 2035 intelligent pigging value by USD 142.5 million. Published forecasts run from about 1.3% to 5.9% a year; our 4.59% sits in the upper half of that range because the Entegra deal of 31 July 2025 shows vendors pricing in more gas-line crack and MFL work.
