## Key takeaways

- L menthol is worth USD 471.7 million in 2025, from 35,600 tonnes at USD 13.25 per kilogram, and USD 696.6 million in 2035.
- Revenue grows 3.98% a year: 3.10% from tonnage and only 0.85% from price, because synthetic supply now undercuts natural crystal.
- Oral care takes 33.7% of value, USD 159.1 million; cosmetics and personal care grow fastest at 5.73% a year.
- Asia Pacific holds 44.4% of value, USD 209.4 million, and grows fastest at 4.97% a year.
- Mentha arvensis still supplies 53.1% of tonnage, but BASF's 28 April 2026 Ludwigshafen start-up adds a second large citral-route source.

A hectare of Mentha arvensis in western Uttar Pradesh gives 100 to 250 kilograms of farm-distilled oil holding 75% to 80% menthol, and chilling that oil until crystals drop out is still how most of the world's cooling molecule is made. L menthol is the levorotatory menthol isomer that triggers the cold sensation of mint; the L menthol market covers its crystals, flakes, pellets and melts, sold by crystallisers and chemical plants to makers of toothpaste, gum, cough remedies, nicotine products, cosmetics and foods. Douglas Insights sizes it at USD 471.7 million in 2025, the product of 35,600 tonnes and an average USD 13.25 per kilogram, and sees USD 696.6 million in 2035 as revenue grows 3.98% a year. The second supply chain is chemical: a [BASF release dated 28 April 2026](https://www.basf.com/global/en/media/news-releases/2026/04/p-26-080) reports commercial production at new menthol and linalool plants in Ludwigshafen, fed by a new citral plant in Zhanjiang, China. The work belongs to our [specialty chemicals](https://www.douglasinsights.com/industry/chemicals-materials/specialty-chemicals/) coverage, and its arithmetic follows the [Douglas Insights research methodology](https://www.douglasinsights.com/research-methodology/).

## Which crystals, flakes and melts count as L menthol here, and which mint oils stay out?

Douglas Insights counts 35,600 tonnes of L menthol sold in 2025 as crystals, flakes, pellets and liquid melts, valued at the producer's selling price. Natural crystals frozen out of Mentha arvensis oil and synthetic L menthol made by chemical routes are both inside; mint oils, dementholised oil and racemic DL menthol are left out.

The study splits L menthol three ways by origin: Natural L menthol from Mentha arvensis, Synthetic L menthol from citral, and Synthetic L menthol from thymol and myrcene routes. By end use it tracks six buyers: Oral care, Confectionery and chewing gum, Pharmaceuticals and OTC medicines, Tobacco and nicotine products, Cosmetics and personal care, and Food and beverages. Cooling esters and carboxamide coolants are excluded even where they replace L menthol, because they are different molecules with their own price lists. Mint-flavoured floss sits in the [Interdental Cleaning Products Market](https://www.douglasinsights.com/interdental-cleaning-products-market/) study, and mint shisha in the [Hookah Tobacco Market](https://www.douglasinsights.com/hookah-tobacco-market/) study; only the L menthol inside them is counted here.

## Why are toothpaste tubes, cough lozenges and nicotine pouches pulling more L menthol each year?

Four end uses add about 3.90 points a year to L menthol tonnage, and two restraints take back 0.80, leaving volume growth of 3.10% a year to 2035. Oral care contributes most, 1.45 points, ahead of over-the-counter (OTC) medicines, nicotine pouches and cooling personal care, with most new tonnes landing in Asia Pacific and Latin America.

Toothpaste is the base load. Douglas Insights puts oral care at USD 159.1 million of 2025 L menthol value, roughly 12,000 tonnes, because almost every mint paste and mouthwash builds its flavour on the molecule. Per-person paste use in India, Indonesia, Nigeria and Egypt still sits well below European levels, so each added tube in those markets is new tonnage rather than switching. Indian crystallisers already sell into this chain; Swati Menthol and Allied Chemicals lists Dabur India, Reckitt Benckiser, Henkel and Wrigley among its customers. The oral care pull is worth 1.45 points of volume growth a year.

Self-medication is the second engine, worth 0.95 points. The United States OTC cough monograph allows a lozenge to carry 5 to 10 milligrams of menthol, so a single tonne of L menthol doses 100 to 200 million lozenges. Add vapour rubs, nasal inhalers, cooling gels and pain patches, and Pharmaceuticals and OTC medicines grow 4.87% a year from USD 87.7 million. Chronic cough is one reason pharmacies keep menthol lozenges on the shelf; the [Cough Hypersensitivity Syndrome Market](https://www.douglasinsights.com/cough-hypersensitivity-syndrome-market/) study sizes that patient pool.

Nicotine pouches are the third engine, adding 0.80 points. The US Food and Drug Administration ([FDA](https://www.fda.gov/)) has authorised 20 ZYN pouch products in ten flavours, four of them Cool Mint, Menthol, Peppermint and Spearmint. A pouch delivers cooling straight to the gum line rather than through smoke, so it carries more flavour per dose than a cigarette, and that keeps the tobacco channel from shrinking faster.

Cooling personal care is the fourth, at 0.70 points. Menthol shampoos, after-sun gels, shaving foams and body sprays sell hardest in hot, humid markets. Douglas Insights expects Cosmetics and personal care to compound at 5.73% a year, from USD 48.1 million to USD 84.0 million, the quickest of the six L menthol end uses.

Taken together, the four pulls lift L menthol consumption from 35,600 tonnes in 2025 to about 48,300 tonnes in 2035, Douglas Insights calculates after restraints. Oral care and medicines supply 2.40 of the 3.90 gross points, about 62%, so the outlook rests on everyday hygiene and self-care rather than on smoking.

## What slows L menthol tonnage as cigarette packs disappear and carboxamide coolants spread?

Shrinking menthol cigarette volumes remove about 0.50 points a year from L menthol tonnage, and carboxamide coolants take another 0.30 points, Douglas Insights estimates. A third brake works on price rather than tonnes: cheaper synthetic supply keeps pressing natural crystal realisations down, which trims about 0.35 points from the price leg.

Cigarettes first. Directive 2014/40/EU, the [Tobacco Products Directive (TPD)](https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32014L0040), bans characterising flavours, and Article 7(14) applied that ban to menthol products with sales volumes of 3% or more from 20 May 2020. Douglas Insights estimates combustible cigarettes now take less than half of the tobacco channel's L menthol, and that slice loses tonnage every year.

Coolants are the quieter threat. Carboxamide coolants and menthyl esters cool without mint odour or bitterness, so gum, beverage and e-liquid formulators blend them in and cut the L menthol dose. Douglas Insights models a steady 0.30-point annual loss, concentrated in confectionery and drinks rather than toothpaste.

On the natural side, the squeeze shows up in Indian accounts. A [CRISIL rating rationale of 27 February 2025](https://www.crisil.com/mnt/winshare/Ratings/RatingList/RatingDocs/NSMintProductsPrivateLimited_February%2027_%202025_RR_363037.html) says N S Mint Products of Sambhal processed about 2,223 tonnes in fiscal 2024, down 24%, on revenue of Rs 237.18 crore, and that menthol demand had fallen for three years as export buyers preferred synthetic menthol on cost.

## Which application leads L menthol value: toothpaste, gum or cough medicine?

Oral care leads with 33.7% of 2025 L menthol value, USD 159.1 million, because nearly every toothpaste and mouthwash builds its mint note on the molecule. Cosmetics and personal care is the fastest application at 5.73% a year, while Tobacco and nicotine products trail at 1.92% as cigarette tonnage erodes.

| Application | Share of 2025 value | 2025 value | Annual growth | 2035 value |
| --- | --- | --- | --- | --- |
| Oral care | 33.7% | USD 159.1 million | 4.21% | USD 240.3 million |
| Pharmaceuticals and OTC medicines | 18.6% | USD 87.7 million | 4.87% | USD 141.1 million |
| Confectionery and chewing gum | 17.9% | USD 84.4 million | 2.64% | USD 109.5 million |
| Tobacco and nicotine products | 13.3% | USD 62.7 million | 1.92% | USD 75.8 million |
| Cosmetics and personal care | 10.2% | USD 48.1 million | 5.73% | USD 84.0 million |
| Food and beverages | 6.3% | USD 29.7 million | 3.66% | USD 42.5 million |

Oral care, at USD 159.1 million, holds first place on dosing frequency: most users brush twice a day, every day.

Pharmaceuticals and OTC medicines take USD 87.7 million and grow 4.87%, because monograph-grade L menthol has no cheap substitute in lozenges and rubs.

Confectionery and chewing gum hold USD 84.4 million but grow only 2.64%, the result of flat Western gum sales and coolant blending.

Tobacco and nicotine products are worth USD 62.7 million; pouch growth offsets most of the cigarette loss, leaving 1.92% a year.

Cosmetics and personal care, at USD 48.1 million, grow fastest at 5.73% as cooling scalp and body care spreads through hot climates.

Food and beverages take USD 29.7 million, rising 3.66% a year on mint teas, liqueurs and dairy flavours.

## What share of L menthol tonnage still starts in a Mentha arvensis field?

About 53.1% of 2025 L menthol tonnage, 18,900 tonnes, still starts in a Mentha arvensis field, Douglas Insights estimates, earning 54.3% of value at USD 256.1 million. The other 16,700 tonnes come from three synthetic chemistries that now sell slightly below natural crystal per kilogram, which is why their tonnage share keeps rising.

| Source | 2025 tonnes | Average USD per kg | 2025 value | Share of value |
| --- | --- | --- | --- | --- |
| Natural L menthol from Mentha arvensis | 18,900 | 13.55 | USD 256.1 million | 54.3% |
| Synthetic L menthol from citral | 6,300 | 13.20 | USD 83.2 million | 17.6% |
| Synthetic L menthol from thymol and myrcene routes | 10,400 | 12.73 | USD 132.4 million | 28.1% |

The natural route is a farm economy. The Central Institute of Medicinal and Aromatic Plants (CSIR-CIMAP), part of India's Council of Scientific and Industrial Research, credits its mint varieties with more than 300,000 hectares of cultivation and nearly 600,000 farming families. Monsoon timing and rival crops decide each year's oil, so natural L menthol carries crop risk that synthetic buyers avoid.

The chemical routes differ in feedstock. Symrise makes racemic menthol from m-cresol via thymol and resolves it at Holzminden and Bushy Park, South Carolina. Takasago runs an asymmetric isomerisation from myrcene, built on a rhodium catalyst from Ryoji Noyori's group, which makes L menthol directly without separating a racemic mixture. BASF builds L menthol from citral, tying its cost to its own Verbund chemistry rather than to rainfall.

## What did BASF's Ludwigshafen start-up add to citral-route L menthol supply?

BASF's [28 April 2026 release](https://www.basf.com/global/en/media/news-releases/2026/04/p-26-080) reports commercial production at a new world-scale menthol plant in Ludwigshafen, and Douglas Insights expects citral-route L menthol to climb from 17.6% of 2025 value to about 22% by 2030. The release gives no tonnage, so that share is our estimate, not a company figure.

The [same BASF release](https://www.basf.com/global/en/media/news-releases/2026/04/p-26-080) names a triple-digit million euro investment in Ludwigshafen, 60 new jobs, groundbreaking by June 2023 and a new citral plant in Zhanjiang, China, feeding the chain. BASF calls menthol an indispensable mint ingredient for oral and body care, confectionery flavours and pharmaceuticals. For buyers, the start-up means a second large source whose cost follows citral and energy, not the Uttar Pradesh monsoon.

## Where in each region does L menthol end up, from Asia Pacific toothpaste lines to North American lozenges?

Asia Pacific takes USD 209.4 million, 44.4% of 2025 L menthol value, and grows fastest at 4.97% a year because India and China are both the largest crystallisers and the largest buyers. Europe follows at USD 101.4 million and North America at USD 91.5 million, with Latin America and the Middle East and Africa well back.

Trade flows confirm the Asian weight. The [World Bank](https://www.worldbank.org/)'s [World Integrated Trade Solution (WITS)](https://wits.worldbank.org/trade/comtrade/en/country/ALL/year/2023/tradeflow/Imports/partner/WLD/product/290611) shows China importing 10,313 tonnes of menthol in 2023, India 8,995 tonnes and the United States 6,461 tonnes, with Thailand at 1,831 tonnes and Indonesia at 1,576 tonnes. Much of the Indian and Chinese intake is reprocessed and re-exported, so trade overstates use, but the ranking matches our regional model.

Europe, at USD 101.4 million and 2.93% a year, rests on gum, oral care and German and Swiss pharmaceutical makers. North America, at USD 91.5 million, is the slowest at 2.61%, because menthol cigarette tonnage keeps falling even without a federal ban. Latin America holds USD 42.9 million and grows 4.38%, led by Brazilian and Mexican toothpaste. The wildcard is the Middle East and Africa: USD 26.5 million in 2025 and 3.37% a year in the base case, with Nigerian and Egyptian paste use as the upside.

## Who supplies L menthol crystals, from Holzminden reactors to Rampur crystallisers?

Douglas Insights estimates the top three, Symrise, BASF and Takasago, hold about 38.9% of 2025 L menthol value, all of it synthetic. The other 61.1% splits between natural crystallisers, mostly a fragmented field in Uttar Pradesh and Delhi with 54.3%, and Chinese and other synthetic plants with 6.8%.

| Company | Base | What its L menthol position rests on | Est. share of 2025 value |
| --- | --- | --- | --- |
| Symrise | Holzminden, Germany | Thymol route from m-cresol; plants in Holzminden and Bushy Park, United States | 17.2% |
| BASF | Ludwigshafen, Germany | Citral route; new world-scale Ludwigshafen plant with Zhanjiang citral | 12.4% |
| Takasago International | Tokyo, Japan | Asymmetric isomerisation from myrcene with a rhodium catalyst | 9.3% |
| Swati Menthol and Allied Chemicals | Rampur, India | Three units making menthol crystals, mint oils and 50-plus aroma lines; export-led | Within natural share |
| Arora Aromatics | Delhi, India | Natural mint ingredients, menthol crystals and spearmint oil | Within natural share |
| N S Mint Products | Sambhal, India | Menthol and allied mint lines for export | Within natural share |

Symrise leads on synthetic scale and describes itself as the leading synthetic l-menthol producer. BASF's new Ludwigshafen plant makes it the main challenger. Takasago's catalytic route skips the resolution step that the thymol route needs. Among natural suppliers, Swati Menthol and Allied Chemicals exports about 61% of its sales from Rampur, and crop access, not chemistry, is what holds the natural group's 54.3% together.

## How much does a kilogram of L menthol crystal fetch, natural against synthetic?

L menthol averaged USD 13.25 per kilogram at the producer gate in 2025, Douglas Insights estimates, with natural crystal near USD 13.55 and synthetic grades near USD 12.91. Synthetic plants now undercut the Indian crop slightly, which is why the price leg adds only 0.85% a year and reaches about USD 14.42 by 2035.

India's export books show the slide. [Spices Board India data](https://indianspices.com/indianspices/sites/default/files/major%20itemwise%20export%202025%20web.pdf) put mint product exports, which include menthol, menthol crystals and mint oils, at 27,283 tonnes worth USD 417.80 million in 2024-25, then 23,944 tonnes worth USD 354.67 million in 2025-26. The unit value fell from about USD 15.31 to USD 14.81 per kilogram, a 3.3% drop.

Realised bands are narrow. Natural crystal sells between roughly USD 12.8 and USD 14.7 per kilogram; the low end matches the Rs 1,067 per kilogram implied by the N S Mint figures above, about USD 12.9 at 83 rupees to the dollar. Synthetic L menthol trades at USD 12.5 to USD 13.3 under annual contracts, and pharmacopoeia grades earn a 6% to 9% premium, Douglas Insights estimates.

## Which menthol cigarette laws and pharmacopoeia rules shape L menthol buying?

Tobacco and nicotine products take 13.3% of 2025 L menthol value, USD 62.7 million, and that slice answers to the strictest rules. The European Union bans menthol as a characterising cigarette flavour, while the United States has dropped its proposed ban. Medicines follow pharmacopoeia monographs, and foods follow national flavouring lists.

The US rulemaking ran for years before it ended. The FDA published its [proposed menthol cigarette standard on 4 May 2022](https://www.federalregister.gov/documents/2022/05/04/2022-08994/tobacco-product-standard-for-menthol-in-cigarettes), and the [2025 Unified Agenda entry](https://www.reginfo.gov/public/do/eAgendaViewRule?pubId=202504&RIN=0910-AI60) for Regulation Identifier Number (RIN) 0910-AI60 lists the rule as withdrawn. The European ban under Directive 2014/40/EU has applied since 20 May 2020, as the [EUR-Lex text](https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:32014L0040) of Article 7(14) shows.

Outside tobacco, the US OTC cough monograph in Title 21 of the Code of Federal Regulations (CFR), section 341.74, sets 5 to 10 milligrams of menthol per lozenge and 2.6% to 2.8% in a chest rub. Pharmaceutical buyers therefore pay for monograph-grade L menthol with batch certificates, one reason the medicines channel resists coolant substitution.

## What could L menthol revenue reach by 2035 under slower and faster mint-and-citral paths?

Base-case L menthol revenue reaches USD 696.6 million in 2035, against USD 575.1 million on a slower path and USD 842.3 million on a faster one. Tonnage explains most of the spread: how quickly toothpaste and pouch use climbs, and how hard coolants and cigarette decline pull the other way.

The slower path runs 1.90% volume and 0.10% price, a 2.00% revenue rate: extra Asian menthol cigarette curbs, quicker coolant blending, and a price war as BASF's new Ludwigshafen tonnage and Chinese synthetic plants chase the same contracts. The faster path runs 4.30% volume and 1.60% price, 5.97% revenue: rapid African and South Asian toothpaste gains, sustained pouch growth and a weak mint crop that lifts natural crystal.

Tonnage growth is the lever to watch. Add one point a year to L menthol volume and 2035 revenue rises by about USD 70.6 million; take one away and it falls by about USD 64.7 million. Outside estimates we reviewed sit between about 2.3% and 5.6% a year, and our 3.98% lands just below their middle because synthetic supply caps the price leg.

## Douglas Exclusive: the L menthol supply-risk scorecard

The scorecard is a Douglas Insights model, not an official register. It is built from 29 inputs: 5 annual Spices Board export series values, 15 country trade flows from WITS, 6 company disclosures and 3 regulatory records. Each L menthol application is scored 1 to 5 on four risks, for a maximum of 20.

| Application | Crop exposure | Regulatory exposure | Coolant substitution | Weak cost pass-through | Total of 20 |
| --- | --- | --- | --- | --- | --- |
| Tobacco and nicotine products | 4 | 5 | 3 | 1 | 13 |
| Food and beverages | 4 | 1 | 4 | 3 | 12 |
| Confectionery and chewing gum | 3 | 1 | 4 | 3 | 11 |
| Cosmetics and personal care | 3 | 2 | 3 | 1 | 9 |
| Oral care | 3 | 1 | 2 | 2 | 8 |
| Pharmaceuticals and OTC medicines | 2 | 3 | 1 | 1 | 7 |

Crop exposure scores the share of natural crystal in each channel's purchases. Regulatory exposure reflects the TPD and the US record. Coolant substitution scores how freely formulators can swap in carboxamides, and pass-through scores how much of the shelf price L menthol represents.

The finding: the two riskiest channels, tobacco at 13 and food at 12, hold USD 92.4 million, or 19.6% of 2025 L menthol value. The two safest, medicines at 7 and oral care at 8, hold USD 246.8 million, 52.3%. Supply risk in L menthol therefore sits mostly in its smaller channels, while the bulk of tonnage goes to buyers who are locked in.

## What methodology turns 35,600 tonnes of L menthol crystal into USD 471.7 million?

Our model multiplies 35,600 tonnes of 2025 L menthol by an average USD 13.25 per kilogram, giving USD 471.7 million. Tonnage combines 18,900 tonnes of natural crystal and 16,700 tonnes of synthetic; the price weights USD 13.55 natural and USD 12.91 synthetic. Growth compounds 3.10% volume and 0.85% price to 2035.

The global figure equals the sum of five regional builds and, separately, of six application builds, informed by trade data for 142 importing countries in WITS. Three cross-checks hold. Natural tonnage built from 300,000 hectares, about 115 kilograms of oil per hectare, 75% menthol content and 70% crystal recovery gives 18,100 tonnes, 4.2% below our 18,900. An academic estimate of 34,000 tonnes of annual menthol output sits 4.5% under our 35,600. Our USD 13.55 natural price sits 8.5% below the USD 14.81 unit value of all [Spices Board mint exports](https://indianspices.com/indianspices/sites/default/files/major%20itemwise%20export%202025%20web.pdf) for 2025-26, and that basket also holds mint oils, so an exact match is not expected. Projected 2035 tonnage is 48,300 at USD 14.42 per kilogram.
