## Key takeaways

- The passenger information system market is worth USD 5.84 billion in 2025 and USD 12.2 billion in 2035, a 7.62% revenue CAGR.
- About 412,000 installations at an average USD 14,180 form the 2025 base; installations grow 5.10% a year and price 2.40%.
- Display systems hold 38.0% of value; software and real-time platforms grow fastest at 10.1% a year.
- Asia Pacific is both largest, at 39.0%, and fastest growing, at 8.70% a year.
- British rules require older buses to give audible and visible next-stop information from 1 October 2026.

China's cities ran 11,710.3 km of urban rail on 343 lines at the end of 2025, after adding 764.7 km and 18 lines in the year, and passengers made 33.24 billion trips on them, the [Ministry of Transport reported on 29 January 2026](https://www.mot.gov.cn/xinwen/jiaotongyaowen/202601/t20260129_4199263.html); every new car and platform on those lines needs screens, speakers and the software that tells riders when the next train comes. The passenger information system (PIS) market covers the displays, public address and intercom equipment, real-time information software and integration services that tell passengers on trains, metros, buses, coaches, airports and ferries where they are, where they are going and when. Douglas Insights sizes it at USD 5.84 billion in 2025, about 412,000 vehicle and station installations at an average USD 14,180 each, and at USD 12.2 billion in 2035, a 7.62% compound annual growth rate (CAGR). The study sits in our [automotive and transportation coverage](https://www.douglasinsights.com/industry/automotive-transportation/), beside the [Rolling Stock Market](https://www.douglasinsights.com/rolling-stock-market/), [Interactive Kiosk Market](https://www.douglasinsights.com/interactive-kiosk-market/) and [E-Paper Display Market](https://www.douglasinsights.com/e-paper-display-market/) reports; every figure follows the Douglas Insights [research methodology](https://www.douglasinsights.com/research-methodology/).

## Which passenger information system component earns the most: displays, software or audio?

Display systems earn the most, 38.0% of 2025 passenger information system value or about USD 2.22 billion, Douglas Insights estimates. Software and real-time information platforms grow fastest, at 10.1% a year to USD 3.36 billion by 2035.

| Component | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Display systems | 38.0% | USD 2.22 billion | 7.20% | USD 4.45 billion |
| Integration, installation and services | 26.0% | USD 1.52 billion | 7.30% | USD 3.07 billion |
| Software and real-time information platforms | 22.0% | USD 1.29 billion | 10.1% | USD 3.36 billion |
| Audio, public address and intercom | 14.0% | USD 818 million | 5.60% | USD 1.41 billion |

Display systems lead because every installation needs at least one screen, and most need several: a metro car carries interior route maps and next-stop panels on each side, a station platform carries departure boards and a bus carries a front destination sign plus an interior next-stop display. LED destination signs, TFT-LCD interior screens and, increasingly, low-power e-paper boards at bus stops make up the category. At 7.20% a year it reaches USD 4.45 billion by 2035, a Douglas Insights estimate, as RGB LED boards replace monochrome ones at stations. Teleste won a four-year framework, with extension options, to supply RGB LED displays to Belgian infrastructure manager INFRABEL, its [release of 20 January 2026](https://www.teleste.com/news-and-insights/press-and-stock-releases/vsi/teleste-to-deliver-cutting-edge-rgb-led-displays-to-infrabel-for-belgian-railway-stations/) states.

Software and real-time information platforms, USD 1.29 billion, grow fastest at 10.1% because operators now buy content management, arrival prediction and disruption messaging as subscriptions that outlive the hardware. Teleste said in its 2025 statements that "software capabilities have become a key differentiator" in passenger information, its [financial statement release for 2025](https://mb.cision.com/Main/15775/4306838/3933563.pdf) shows. Integration, installation and services, USD 1.52 billion, grow 7.30% to USD 3.07 billion. Audio, public address and intercom, USD 818 million, grow slowest at 5.60% to USD 1.41 billion, because speakers last longer than screens. Component values for 2035 sum to USD 12.3 billion, 0.97% above the headline.

## Which transport mode buys the most passenger information systems: rail, bus or airports?

Rail and metro buy about 52.0% of passenger information system value, roughly USD 3.04 billion in 2025, Douglas Insights estimates; bus and coach take 30.0%, airports 11.0% and ferries and other modes 7.0%.

Rail and metro lead because one train set needs on-board displays, public address, intercom and a control and audio unit, and each station adds platform boards and announcements. A Danish tender shows the scope: DSB's notice for a passenger information system on its fourth-generation S-trains in Copenhagen lists "a Control & Audio System (C&A) and Internal Route Displays (IRD)", according to the [procurement notice dispatched on 29 August 2025](https://eu.eu-supply.com/ctm/Supplier/PublicPurchase/435198/1/0). Rail and metro value grows 7.90% a year to USD 6.50 billion by 2035.

Bus and coach, USD 1.75 billion, grows 7.40% to USD 3.58 billion as operators fit audio-visual next-stop systems to meet accessibility rules and put real-time screens at stops. Airports, USD 643 million, grow 6.80% to USD 1.24 billion, mostly through flight information display renewals at terminals. Ferries and other modes, USD 409 million, grow 7.20% to USD 820 million. Mode values for 2035 sum to USD 12.1 billion, 0.34% below the headline.

## What drives passenger information system demand: new metro lines, accessibility rules or bus renewal?

Passenger information system installations rise 5.10% a year in our base case, from about 412,000 in 2025 to 678,000 in 2035. Four drivers add 6.30 points of gross volume growth before restraints remove 1.20 points.

### Urban rail build-out in Asia: 2.10 points

New urban rail is the largest driver, worth 2.10 points. China added 764.7 km of urban rail in 2025 and its fleet of urban rail cars rose by 4,600 to 76,900, the Ministry of Transport's [2025 statistical bulletin of 18 June 2026](https://xxgk.mot.gov.cn/jigou/zhghs/202606/t20260618_4207752.html) shows. India's operational metro network reached 1,090 km in 26 cities, about 85.62 km opened between January and 29 November 2025 and Rs 25,932 crore of projects covering 84.57 km were sanctioned in the year, the Ministry of Housing and Urban Affairs said in its [year-end review of 29 December 2025](https://www.pib.gov.in/PressReleasePage.aspx?PRID=2209583&reg=3&lang=1). Douglas Insights estimates each new kilometre of metro brings about 9 cars and 0.7 stations needing full passenger information fit-out.

### Accessibility mandates for audio and visual information: 1.60 points

Accessibility mandates add 1.60 points. Great Britain's Public Service Vehicles (Accessible Information) Regulations 2023 require local buses and coaches to give audible and visible route, direction and next-stop information, in force from 1 October 2024, the [Department for Transport announced](https://www.gov.uk/government/news/new-regulations-come-into-force-to-improve-accessibility-on-local-buses-and-coaches). Its [guidance](https://www.gov.uk/government/publications/providing-accessible-information-onboard-local-bus-and-coach-services/providing-accessible-information-onboard-local-bus-and-coach-services) phases older vehicles in: those first used from 1 October 2014 to 30 September 2019 had to comply from 1 October 2025, and those first used from 1 January 1973 to 30 September 2014 from 1 October 2026. Douglas Insights estimates these dates pull about 14,000 British retrofits into 2025 and 2026.

### Bus fleet renewal and zero-emission grants: 1.45 points

Bus renewal adds 1.45 points, because every new bus leaves the factory with a destination sign, interior displays and a public address system. The Federal Transit Administration awarded USD 1.63 billion to 103 projects under its fiscal 2025 Low or No Emission programme and USD 398 million to 62 projects under Buses and Bus Facilities, a [Federal Register notice of 15 January 2026](https://www.govinfo.gov/content/pkg/FR-2026-01-15/html/2026-00643.htm) shows. Douglas Insights estimates passenger information equipment takes about 1.5% of a new city bus price.

### Real-time data duties and cloud software: 1.15 points

Real-time data duties add the last 1.15 points. The European Union's multimodal travel information rule, as amended by [Delegated Regulation (EU) 2024/490](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32024R0490), set 1 December 2025 and 1 December 2026 as deadlines for dynamic data on the comprehensive trans-European network, and 1 December 2028 for the rest. Summed, 2.10 + 1.60 + 1.45 + 1.15 = 6.30 points, a Douglas Insights estimate; after restraints, the 5.10% volume leg multiplied by the 2.40% price leg gives the 7.62% revenue rate.

## What holds back passenger information system spending: budgets, cyber risk or shrinking bus fleets?

Three restraints remove 1.20 points a year from passenger information system volume growth: transit budget and procurement delays take 0.50 points, cybersecurity and integration risk 0.40 points, and China's shrinking bus fleet 0.30 points.

Budget delays are the heaviest drag. Transit agencies buy passenger information in multi-year frameworks, and award decisions slip when fare revenue or grants fall short; DSB dispatched its S-train notice in August 2025 and its award notice only on 27 March 2026, seven months later, the [EU-Supply record](https://eu.eu-supply.com/ctm/Supplier/PublicPurchase/435198/1/0) shows. Douglas Insights estimates about 1 in 6 tenders in 2025 slipped by more than a year.

Cybersecurity is the second drag, worth 0.40 points. Passenger information networks now connect to train control, CCTV and cloud servers, so operators demand security testing that lengthens projects and raises integration cost. The third drag is bus fleet shrinkage in China: the country's buses and trolleybuses fell by 27,900 to 630,100 in 2025, the [Ministry of Transport bulletin](https://xxgk.mot.gov.cn/jigou/zhghs/202606/t20260618_4207752.html) shows, as metro lines replace bus routes. Fewer buses mean fewer replacement displays, a 0.30-point drag, a Douglas Insights estimate.

## Where is the passenger information system market largest, and where does it grow fastest?

Asia Pacific is the largest passenger information system region, USD 2.28 billion or 39.0% of 2025 value, and the fastest growing, at 8.70% a year to USD 5.25 billion by 2035, on Chinese and Indian metro building.

| Region | Value 2025 | Share 2025 | Value 2026 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- | --- |
| Asia Pacific | USD 2.28 billion | 39.0% | USD 2.48 billion | 8.70% | USD 5.25 billion |
| Europe | USD 1.69 billion | 29.0% | USD 1.81 billion | 6.60% | USD 3.21 billion |
| North America | USD 1.23 billion | 21.0% | USD 1.31 billion | 6.90% | USD 2.39 billion |
| Latin America | USD 351 million | 6.0% | USD 377 million | 7.40% | USD 716 million |
| Middle East and Africa | USD 292 million | 5.0% | USD 316 million | 8.30% | USD 648 million |

Asia Pacific leads because China and India together added about 850 km of urban rail in 2025, and India's daily metro ridership climbed from 28 lakh in 2013-14 to more than 1.12 crore, about 11.2 million, the government said in a [note of 9 August 2025](https://www.pib.gov.in/PressNoteDetails.aspx?NoteId=155002&ModuleId=3&reg=3&lang=1). Europe, USD 1.69 billion, grows 6.60% to USD 3.21 billion; people in the European Union took 8.7 billion rail trips in 2024, [Eurostat said on 14 May 2026](https://ec.europa.eu/eurostat/web/products-eurostat-news/w/ddn-20260514-1), and most of its value is renewal of an already equipped network.

North America, USD 1.23 billion, grows 6.90% to USD 2.39 billion. United States transit riders made 8.07 billion unlinked trips in 2025, up 5.81%, with heavy rail up 12.7% to 3.02 billion, the American Public Transportation Association's [fourth-quarter 2025 ridership report](https://www.apta.com/wp-content/uploads/2025-Q4-Ridership-APTA.pdf) shows. Latin America, USD 351 million, grows 7.40%, and the Middle East and Africa, USD 292 million, grows 8.30% to USD 648 million on Gulf metro and airport projects. Regional values sum to USD 6.29 billion in 2026 and USD 12.2 billion in 2035, 0.28% above the headline.

## Which companies lead the passenger information system market, and how concentrated is it?

Siemens Mobility leads the passenger information system market with about 7.5% of 2025 value, a Douglas Insights estimate, ahead of Alstom at 7.0% and Hitachi Rail at 5.5%. The top three hold about 20.0%.

| Company | Passenger information position | Latest filed figure | Estimated share 2025 |
| --- | --- | --- | --- |
| Siemens Mobility | Rail on-board and station information within rolling stock and rail infrastructure | Revenue EUR 12.4 billion, year to 30 September 2025 | 7.5% |
| Alstom | On-board and station information within signalling and services | Signalling sales EUR 2.70 billion, year to 31 March 2026 | 7.0% |
| Hitachi Rail | APIS station information platform; on-board systems | Mobility revenue JPY 1,321.5 billion, year to 31 March 2026 | 5.5% |
| Wabtec | Transit on-board information and audio | Transit sales USD 3.13 billion, 2025 | 4.0% |
| INIT | Bus real-time information and intelligent transport software | Revenue EUR 329.7 million, 2025 | 1.5% |
| Indra | Mobility systems including traveller information | Mobility revenue EUR 398 million, 2025 | 1.5% |
| Teleste | On-board and station displays and software | Public Safety and Mobility net sales EUR 55.9 million, 2025 | 1.1% |

Siemens Mobility booked EUR 17.0 billion of orders, up 8%, and EUR 12.4 billion of revenue, up 9%, in its year to 30 September 2025, Siemens' [earnings release of 13 November 2025](https://assets.new.siemens.com/siemens/assets/api/uuid:3948cdd4-35e0-4c1d-8412-9aed4097b3d0/HQCOPR202511117277EN.pdf) shows; Douglas Insights puts about 3% of that revenue in passenger information. Alstom booked a record EUR 27.6 billion of orders and EUR 19.2 billion of sales in its year to 31 March 2026, with a backlog of EUR 104 billion, its [results of 13 May 2026](https://www.alstom.com/press-releases-news/2026/5/alstoms-fiscal-year-202526-results) state. Hitachi's Mobility segment revenue rose 13% to JPY 1,321.5 billion, its [results of 27 April 2026](https://www.hitachi.com/content/dam/hitachi/global/en/press/files/2026/04/260427/2025_Anpre.pdf) show, and Hitachi Rail is rebuilding Lisbon Metro's central information systems with new displays at 10 stations and public address at every station using its [APIS product](https://news.hitachirail.com/hitachi-rail-to-deliver-new-passenger-information-system-for-lisbon-metro-3346544).

Wabtec's Transit segment sold USD 3.13 billion in 2025 out of group sales of USD 11.2 billion, its [results of 11 February 2026](https://ir.wabteccorp.com/news-releases/news-release-details/wabtec-delivers-strong-fourth-quarter-2025-results-announces) show. INIT earned EUR 329.7 million in 2025, then EUR 200.9 million in the first half of 2026 with an order backlog of EUR 408.4 million on 30 June 2026, its [half-year report](https://www.initse.com/fileadmin/user_upload/Content/8_IR/5_Financial_reports/EN/2026/init_SE_Half-Year_Financial_Report_2026s.pdf) states. Indra's Mobility revenue rose 10% to EUR 398 million in 2025, its [results of 25 February 2026](https://www.indragroup.com/cms-content/2026/02/260225-PR-Indra-Group-Results-2025-1.pdf) show. Teleste's Public Safety and Mobility segment, which holds its passenger information business, grew 2.9% to EUR 55.9 million in 2025, about USD 63 million at a Douglas Insights rate of USD 1.13 per euro. None of the seven discloses passenger information revenue on its own, so every share is a Douglas Insights estimate.

## How much does a passenger information installation cost, and how fast do prices rise?

A passenger information installation averages USD 14,180 in 2025, Douglas Insights estimates, against public awards of about USD 6,100 for an e-paper bus-stop display and about GBP 8,800 for a British stop display. The price leg rises 2.40% a year.

| Public award | Date | Value | Implied unit price |
| --- | --- | --- | --- |
| LA Metro, 100 e-paper bus-stop displays | 19 February 2026 | Up to USD 611,230 | About USD 6,100 each |
| North East Combined Authority, 398 stop displays | 6 March 2025 | GBP 3.5 million programme | About GBP 8,800 each |
| Intercity Transit, e-paper real-time signs | 18 February 2026 | USD 509,167 with 10% contingency | Not stated |

The Los Angeles County Metropolitan Transportation Authority approved up to USD 611,230 for 100 e-paper bus-stop displays, its [board report of 19 February 2026](https://datamade-metro-pdf-merger.s3.amazonaws.com/2025-1056.pdf) shows, about USD 6,100 a sign. The North East Combined Authority set a GBP 3.5 million programme to deliver and replace 398 stop displays, its [decision report of 6 March 2025](https://www.northeast-ca.gov.uk/downloads/3505/250307-delegated-decision-report-bsip-passenger-information-display-programme.pdf) states, about GBP 8,800 each before relocations. Intercity Transit in Washington state awarded USD 509,167, including a 10% contingency, for e-paper signs, its [board papers of 18 February 2026](https://www.intercitytransit.com/sites/default/files/2026-05/2026-02-18-ITA.pdf) show.

The average sits well above a single stop sign because a metro car fit-out, with several screens, speakers, intercoms and a control unit, costs several times more, a Douglas Insights estimate. The price leg reaches about USD 14,520 in 2026 and USD 17,975 in 2035. Gross price growth is 3.10%: more screens per car, larger RGB boards and software subscriptions push it up, while cheaper e-paper and LCD panels pull 0.70 points back.

## How do EU rail passenger rights and real-time data duties change passenger information spending?

European Union rail passenger rights make real-time information a legal duty, not an option, adding about USD 120 million a year of European passenger information spending from 2025 to 2030, a Douglas Insights estimate.

Regulation (EU) 2021/782 has applied since 7 June 2023 and requires that "infrastructure managers shall distribute real-time data relating to the arrival and the departure of trains", while passengers facing a delay "shall be kept informed of the situation and of the estimated departure time", the [text on EUR-Lex](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32021R0782) states. Member states may exempt services from the real-time data article only until 7 June 2030 where it is technically infeasible, so that date works as the final deadline for stations and trains still relying on printed timetables.

The 2025 and 2026 multimodal deadlines add to this. Under [Delegated Regulation (EU) 2024/490](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32024R0490), operators on the comprehensive network must share dynamic data from 1 December 2025 and 1 December 2026. Douglas Insights reads this as software and integration spending first, because the screens already exist at most large stations; we put about 60% of the extra European spending in software and integration and 40% in new displays at smaller stations.

## Which rules govern passenger information systems, from the EU TSI PRM to US ADA standards?

Passenger information systems are governed mostly by accessibility law: the European Union's technical specification for persons with reduced mobility (TSI PRM), the United States' Americans with Disabilities Act (ADA) vehicle standards and Great Britain's 2023 accessible information rules.

The European rule is the most specific. [Regulation (EU) No 1300/2014](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32014R1300) requires the next stop to be displayed at least two minutes before arrival, readable from at least 51% of seats, a public address system announcing destination and next stop, and departure information at a height of 160 cm maximum in at least one place in each station. [Implementing Regulation (EU) 2023/1694](https://eur-lex.europa.eu/legal-content/EN/TXT/HTML/?uri=CELEX:32023R1694) amended it, in force from 28 September 2023.

In the United States, [49 CFR 38.35](https://www.law.cornell.edu/cfr/text/49/38.35) requires fixed-route buses longer than 22 feet to carry a public address system for stop announcements. In Great Britain, the 2023 regulations phase in older buses through 1 October 2026 and partially compliant vehicles by 1 October 2031, the [Department for Transport guidance](https://www.gov.uk/government/publications/providing-accessible-information-onboard-local-bus-and-coach-services/providing-accessible-information-onboard-local-bus-and-coach-services) states. Douglas Insights treats these rules as a floor on demand: an operator can delay a screen upgrade but not the legal minimum.

## What if metro building slows or software scales: how large is the passenger information system market in 2035?

The passenger information system market ends 2035 between USD 9.47 billion and USD 15.2 billion across our three forecast cases, around a base of USD 12.2 billion. Metro construction pace and software pricing set most of the spread.

| Case | Volume leg | Price leg | Revenue rate | 2035 value |
| --- | --- | --- | --- | --- |
| Slower | 3.40% | 1.50% | 4.95% | USD 9.47 billion |
| Base case | 5.10% | 2.40% | 7.62% | USD 12.2 billion |
| Faster | 6.60% | 3.20% | 10.0% | USD 15.2 billion |

In the slower forecast, Chinese urban rail additions halve from the 764.7 km of 2025, Indian sanctions stall and transit budgets tighten, taking 1.70 points off the volume leg. In the faster forecast, cloud information platforms win subscription pricing across mid-sized operators and Gulf, Southeast Asian and Latin American metros open on schedule, adding 1.50 points. One extra point of yearly revenue growth adds about USD 1.18 billion to 2035 value, a Douglas Insights estimate.

Company signals bracket the 2035 base case. Alstom's book-to-bill ratio of 1.4 and INIT's 2026 revenue guidance of EUR 380 million to 410 million, its [release of 21 May 2026](https://live.deutsche-boerse.com/news/EQS-News-In-celebration-of-its-25th-year-on-the-stock-market-init-keeps-reaching-new-record-levels-9014c58f-3453-443c-aa15-ff1e6a8fc184) states, point above trend, while Teleste's 2.9% segment growth points below. Our 7.62% rate sits between them.

The finding, a Douglas Insights estimate: about 18% of 2025 passenger information installations, roughly 74,000 of 412,000, were driven by a legal deadline rather than a new line or a fleet renewal, falling to about 11% by 2030 as the British and European deadlines pass. The International Association of Public Transport (UITP) counted 14,865 metro stations in 202 cities at the end of 2023, its [statistics brief of May 2025](https://cms.uitp.org/wp/wp-content/uploads/2025/05/20250506_Global-Metro-Figures_Statistics-Brief_WEB-1.pdf) shows, and we estimate about a quarter of them still lack full audio-visual real-time information.

The clock also explains why software grows fastest. Once the legal hardware is installed, the later EU deadlines ask for data, not screens, so suppliers that sell content management and arrival prediction keep earning after the retrofit wave ends; Douglas Insights therefore keeps software at 10.1% a year while audio slows to 5.60%.

## How does the methodology turn 412,000 installations into USD 5.84 billion?

Our methodology multiplies about 412,000 passenger information installations by an average USD 14,180 each to reach USD 5.84 billion in 2025, then grows volume 5.10% and price 2.40% a year.

The model covers 4 components, 4 transport modes and 5 regions, using 64 data points, 22 sourced and 42 modelled. Installations combine about 96,000 rail and metro cars, 238,000 buses and coaches, 64,000 station platforms and stops and 14,000 airport and ferry sites fitted or upgraded in 2025, all Douglas Insights estimates anchored on the Chinese, Indian, American and European counts cited above. Arithmetic: 412,000 x USD 14,180 = USD 5.842 billion; USD 5.842 billion x (1.051 x 1.024)^10 = USD 12.2 billion. Volume reaches about 433,000 installations in 2026 and 678,000 in 2035.

Two cross-checks agree. First, Siemens Mobility, Alstom and Hitachi Rail together reported about EUR 40 billion of mobility revenue in their latest years; our estimated 20.0% combined share, about USD 1.17 billion, equals under 3% of that revenue, consistent with passenger information being a small add-on to trains and signalling. Second, the public award prices of USD 6,100 to GBP 8,800 per stop display, scaled up for multi-screen rail cars, support the USD 14,180 average. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our [editorial standards](https://www.douglasinsights.com/research-methodology/) explain.

## What counts in the passenger information system study, and what is excluded?

The passenger information system study counts displays, public address and intercom, real-time information software and integration sold for public transport vehicles, stations, stops and terminals, valued at supplier prices. Ticketing, signalling, CCTV and advertising screens are excluded.

The study splits value by 4 components, 4 transport modes and 5 regions: Asia Pacific, Europe, North America, Latin America, and the Middle East and Africa. Vehicles appear in our [Rolling Stock Market](https://www.douglasinsights.com/rolling-stock-market/) report and stop-side display panels in the [E-Paper Display Market](https://www.douglasinsights.com/e-paper-display-market/) study.
