Southern California Edison asked the California Public Utilities Commission for USD 666.7 million of vegetation management O&M for 2025 in its [general rate case testimony](https://docs.cpuc.ca.gov/PublishedDocs/SupDoc/A2305010/6059/508571392.pdf), in 2022 dollars, 3.5 times the USD 190.5 million it recorded in 2018, across about 48,000 distribution and 12,000 transmission circuit miles. California's Office of Energy Infrastructure Safety then [approved PG&E's 2026-2028 Wildfire Mitigation Base Plan on 5 February 2026](https://energysafety.ca.gov/news/2026/02/05/energy-safety-issues-approval-of-pacific-gas-and-electrics-2026-2028-wildfire-mitigation-base-plan/), locking in yearly patrols of roughly 25,000 high-risk distribution miles and 135,000 tree mitigations by 2028. Douglas Insights sizes the Utility Vegetation Management Services market at USD 13.56 billion for 2025: 2.87 million overhead line-miles worked at an all-in USD 4,725 per line-mile. Distribution circuits supply 2.656 million of those line-miles at about USD 4,090 each; transmission corridors add 0.214 million at roughly USD 12,600. Spending reaches USD 23.55 billion in 2035, a 5.67% revenue CAGR from 2.2% more line-miles a year and 3.4% yearly cost escalation per line-mile. ## Where does a billable line-mile of utility vegetation management begin and end?

A billable line-mile is one mile of overhead conductor cleared to a specified distance, and Douglas Insights counts 2.87 million of them worked worldwide in 2025. Scope is overhead only: underground cable, gas pipeline, railway and highway rights of way are excluded, as are landscaping and line construction.

Five service lines fill the boundary: distribution cycle trimming, transmission right-of-way clearance, hazard tree removal, emergency and storm response, and inspection and analytics, which pays for patrols, LiDAR flights and satellite scoring.

Territory sets the price. High fire threat districts cost 3.05 times the global mean per line-mile, storm exposed corridors 1.76 times and standard wooded territory 1.51 times. Contracted crews perform 68.0% of the value, USD 9.22 billion, while utility in-house crews account for 32.0%, USD 4.34 billion, priced at equivalent cost.

## Why are wildfire mitigation plans and grid build-out adding vegetation line-miles every year?

Four forces add 2.2 points a year to line-miles worked, and wildfire mitigation plans supply 0.8 of them. PG&E's plan, approved on 5 February 2026, covers 25,100 overhead distribution miles in high fire-risk areas and adds a second patrol over all of them. It also commits to mitigating 25,000 legacy trees, 6,500 trees on fast-trip circuits and 135,000 trees from its remaining removal inventory, according to the [PG&E plan overview](https://www.pge.com/assets/pge/docs/outages-and-safety/outage-preparedness-and-support/2026-2028-wildfire-mitigation-plan-overview.pdf). Colorado regulators approved Xcel Energy's roughly USD 1.9 billion 2025-2027 wildfire plan on 6 June 2025 in a [PUC release](https://puc.colorado.gov/press-release/colorado-public-utilities-commission-approves-unanimous-settlement-agreement-for-xcel), carrying the same logic into the Rockies. Each approved plan converts vegetation work from a budget line into an enforceable commitment, so line-miles rise even where networks do not grow.

New overhead line adds 0.7 points. The [IEA](https://www.iea.org/) said on 17 October 2023 that the world must add or refurbish 80 million kilometres of power lines by 2040, equal to the entire existing grid, with grid investment above USD 600 billion a year by 2030. Douglas Insights expects only about 1.4% a year of that build to land as new overhead conductor in vegetated terrain inside the forecast window, yet every new span joins a trim cycle the year it is energised. India, Southeast Asia and Brazil carry most of the new feeder mileage, which is why the volume leg runs faster outside North America. Conductor demand from the same build shows up in the [Aluminum Wire Market](https://www.douglasinsights.com/aluminum-wire-market/).

Storm-driven cycle compression adds 0.5 points. Utilities in storm exposed corridors are moving average distribution trim cycles from about 5.5 years to 4.6 years, a 1.80% yearly lift in miles worked, applied to the 28% of global line-miles we place in hurricane, ice-storm and typhoon belts. Tree-caused outages also sell household generators, sized in the [Portable Inverter Generator Market](https://www.douglasinsights.com/portable-inverter-generator-market/), and post-storm reviews usually end with written commitments to wider clearance on the worst feeders.

Inspection-found work adds the last 0.2 points. SCE's testimony prices remote sensing at about USD 625 per circuit mile for 2023-2024 and USD 811 from 2025, and AiDash reports deployment across more than 800,000 miles of lines at over 100 utilities. Sharper imagery finds encroachments that windshield patrols missed, and each finding becomes a scheduled vegetation job. Together the four forces sum to the 2.2% volume leg: 0.8 + 0.7 + 0.5 + 0.2.

## What limits vegetation management budgets when commissions disallow tree-work costs?

Rate-case disallowance is the sharpest brake: the CPUC approved USD 429 million of PG&E's USD 592 million 2020 vegetation claim on 19 December 2024, denying USD 163 million, or 27.5%. The [CPUC fact sheet](https://www.cpuc.ca.gov/-/media/cpuc-website/divisions/energy-division/documents/pge/wmce-fact-sheet-121724.pdf) shows regulators now audit tree-work spending line by line, and a utility facing a 27.5% haircut stretches cycles to fit approved budgets. Douglas Insights removes 0.5 points of volume growth for this restraint in the slower case.

Undergrounding removes 0.4 points. Burial is permanent. PG&E targets 360 underground miles in 2026, 307 in 2027 and 400 in 2028 on top of more than 725 miles completed since 2021, and Xcel's Colorado plan buries about 50 miles. Buried miles leave the vegetation base for good; PG&E's 2027 rate case already shows a USD 297 million cut in vegetation expense tied partly to undergrounding.

Crew scarcity removes 0.2 points. Crews, not cash, bind. Line-clearance arborists need certification to work within minimum approach distances of energised conductors, and Davey, with about 12,300 employees, and Asplundh, with about 36,000, compete for the same trainees. Stacking the three restraints cuts line-mile growth from 2.2% to 1.1% in the slower case.

## Which vegetation service line makes the money: trimming, hazard trees or storm crews?

Distribution cycle trimming makes the most money, 44.7% of 2025 utility vegetation management revenue, USD 6.06 billion, because it is the recurring work every overhead feeder needs.

| Service line | Share 2025 | Value 2025 | CAGR 2026-2035 | Value 2035 |
| --- | --- | --- | --- | --- |
| Distribution cycle trimming | 44.7% | USD 6.06 billion | 4.49% | USD 9.40 billion |
| Transmission right-of-way clearance | 17.2% | USD 2.33 billion | 5.08% | USD 3.83 billion |
| Hazard tree removal | 13.9% | USD 1.88 billion | 7.06% | USD 3.73 billion |
| Emergency and storm response | 12.8% | USD 1.74 billion | 5.36% | USD 2.93 billion |
| Inspection and analytics | 11.4% | USD 1.55 billion | 9.12% | USD 3.70 billion |

Distribution cycle trimming grows 4.49% a year to USD 9.40 billion in 2035, slowest of the five, as risk-based scheduling stretches cycles on low-risk spans. Transmission right-of-way clearance holds 17.2%, USD 2.33 billion, because NERC enforcement makes corridor work non-discretionary; it grows 5.08% as herbicide conversion lowers long-run cost per acre. Hazard tree removal takes 13.9%, USD 1.88 billion, and grows 7.06% a year because wildfire plans specify removal rather than pruning, as PG&E's 135,000-tree target shows.

Emergency and storm response earns 12.8%, USD 1.74 billion, at premium hourly rates with mobilisation charges; it grows 5.36% as storm frequency rises. Inspection and analytics is the fastest-growing line at 9.12% a year, from USD 1.55 billion to USD 3.70 billion, because utilities buy LiDAR and satellite evidence before regulators approve bigger field budgets.

## How do distribution circuits and transmission corridors split the vegetation clearance bill?

Distribution circuits carry 92.5% of line-miles worked but about 80.1% of vegetation spend, because a transmission corridor line-mile costs roughly 3.1 times a distribution line-mile.

Douglas Insights puts distribution at 2.656 million line-miles worked in 2025 at about USD 4,090 each, roughly USD 10.86 billion. Transmission corridors add 0.214 million line-miles at about USD 12,600, roughly USD 2.70 billion, or 19.9% of value. Remote access, tracked mowers, helicopter saws and FAC-003 paperwork explain the gap. SCE shows the blend at one utility: 60,000 circuit miles, 80% of them distribution, and USD 666.7 million of forecast O&M, which equals about USD 11,110 per network circuit mile per year before any capital work.

Distribution is the volatile half. Distribution circuits absorb most storm damage and hazard-tree removal, so their share of value edges up to 81.0% by 2035.

## Which grid regions spend most per overhead line-mile, and where is tree work growing fastest?

North America spends the most, 66.1% of 2025 vegetation management services value, USD 8.97 billion, at about USD 8,620 per line-mile worked; it grows 5.47% a year to USD 15.27 billion by 2035.

| Region | 2025 | 2026 | 2035 | CAGR |
| --- | --- | --- | --- | --- |
| Global | USD 13.56 billion | USD 14.33 billion | USD 23.55 billion | 5.67% |
| North America | USD 8.97 billion | USD 9.46 billion | USD 15.27 billion | 5.47% |
| Europe | USD 2.15 billion | USD 2.25 billion | USD 3.38 billion | 4.63% |
| Asia Pacific | USD 1.67 billion | USD 1.80 billion | USD 3.48 billion | 7.61% |
| Latin America | USD 545.2 million | USD 579.4 million | USD 1.00 billion | 6.27% |
| Middle East | USD 105.8 million | USD 111.1 million | USD 173.0 million | 5.04% |
| Africa | USD 119.5 million | USD 128.0 million | USD 238.2 million | 7.14% |

North America leads on long, wooded, wildfire-exposed overhead feeders. Europe holds USD 2.15 billion at 4.63% a year, the slowest pace, as more low-voltage distribution runs underground and cost per line-mile averages about USD 3,710. Asia Pacific is the fastest-growing region at 7.61% a year, from USD 1.67 billion to USD 3.48 billion, driven by Australian bushfire clearance rules and new overhead feeders in India and Southeast Asia.

Latin America reaches USD 545.2 million in 2025 and grows 6.27% as distributors formalise tree-trimming contracts. The Middle East totals USD 105.8 million at 5.04%, small because arid corridors grow little vegetation. Africa is the wildcard: USD 119.5 million in 2025, growing 7.14% a year to USD 238.2 million, if new rural feeders get cycle contracts.

## Which line-clearance companies win utility vegetation contracts, and how concentrated are they?

Asplundh wins the most, and Douglas Insights estimates it holds a 31.4% share of the USD 9.22 billion contracted vegetation management services pool, scaled from its 36,000 employees against Davey's disclosed revenue per head.

| Company | Footprint | What the position is built on |
| --- | --- | --- |
| Asplundh Tree Expert | US, Canada, Australia, New Zealand | About 36,000 employees; bought Fitzwater Outdoor Maintenance on 6 October 2025 |
| Davey Tree Expert | US and Canada, 12,300 employees | SEC-reporting; USD 1.95 billion 2025 revenue, utility segment about USD 1.06 billion; PG&E alone USD 167 million |
| Wright Tree Service | West Des Moines, Iowa base | Employee-owned, operating since 1933; manual, mechanical and chemical right-of-way work |
| Lewis Services | 30-state US footprint, 4,000+ staff | 100% employee-owned; distribution, transmission and emergency storm response crews |
| Townsend Company | 30-plus states, Muncie, Indiana base | Pairs power line clearance with electric line construction subsidiaries |
| AiDash | 48 US states and five continents | Satellite span scoring deployed over 800,000 line miles at more than 100 utilities |

Davey's [2025 Form 10-K](https://www.sec.gov/Archives/edgar/data/277638/000162828026015920/davey-20251231.htm) is the only full public receipt: utility services made up about 55% of USD 1.95 billion revenue, and PG&E alone paid USD 167 million, 9% of the total. Its 2025 annual report shows utility revenue up 5.4%, with western utility revenue up 14.8% as wildfire plans, including the one approved on 5 February 2026, pulled crews west. Davey therefore holds an estimated 11.5% of contracted vegetation spend.

Douglas Insights tallies the top three contractors, Asplundh, Davey and Wright Tree, at 48.0% of contracted value, a moderately concentrated field. Asplundh keeps buying capacity, adding [Fitzwater Outdoor Maintenance](https://asplundh.com/asplundh-acquires-fitzwater-outdoor-maintenance/) in October 2025. Safety records gate entry to master service agreements, which favours incumbents.

## How much does a cleared line-mile cost for trimming, removal and right-of-way herbicide?

A line-mile of vegetation clearance averaged USD 4,725 in 2025, inside realised bands from about USD 1,150 in Indian distribution to USD 15,800 on North American transmission corridors.

Distribution trimming in standard wooded territory realises about USD 7,150 per line-mile in the United States and USD 3,450 in Europe. Removal-heavy work in high fire threat districts climbs to about USD 14,400. Transmission herbicide programmes cost less per acre after conversion to low-growing cover, but access and mobilisation keep the corridor average near USD 12,600.

Cost per line-mile rises 3.4% a year in the base case, from USD 4,725 to about USD 6,601 by 2035. Wages add 2.1 points, because labour is roughly two-thirds of contract value; insurance and stricter energised-line protocols add 0.7; and the shift from trim to removal specifications adds 0.6.

## Which wildfire plan and NERC FAC-003 rules dictate vegetation clearance cycles?

Two rulebooks set most of the 2.87 million line-miles: NERC FAC-003 for transmission and state wildfire mitigation plans for distribution in fire-prone territory.

[FERC](https://www.ferc.gov/) approved FAC-003-5 by delegated letter order on 4 March 2022, with an effective date of 1 April 2023 according to a [Federal Register notice](https://www.govinfo.gov/content/pkg/FR-2023-02-06/html/2023-02412.htm); the standard applies a defence-in-depth approach to vegetation on transmission rights of way and carries per-violation, per-day penalties. California's Office of Energy Infrastructure Safety approves multi-year plans, as on 5 February 2026 for PG&E, and Colorado added its own approval for Xcel on 6 June 2025. Herbicide crews also need licensed applicators.

## Can satellite and LiDAR span scoring cut the vegetation line-miles crews must visit?

Span scoring trims wasted visits rather than total work: National Grid's AiDash trial in Massachusetts stretched one trim cycle from 5 years to nearly 6 years on low-risk spans.

Risk-based vegetation management ranks each span by species, growth rate, clearance, fire threat and outage history, then sends crews where contact risk is highest. Douglas Insights models a mix shift, not a volume cut: line-miles in standard wooded territory grow about 1.3% a year, while high fire threat districts grow about 4.6%. Evidence must survive rate-case audits, so utilities buy data first.

## What if wildfire mandates spread or rate cases tighten before 2035?

The base case lands at USD 23.55 billion in 2035; a slower case reaches USD 19.56 billion and a faster case USD 28.31 billion.

The slower case pairs 1.1% line-mile growth with 2.6% cost escalation, a 3.73% revenue CAGR, as disallowances like the CPUC's 27.5% cut spread and undergrounding accelerates. The faster case pairs 3.2% with 4.3%, a 7.64% CAGR, if plans like the one Energy Safety approved on 5 February 2026 become the template across the western US and Australia. Adding one point to yearly line-mile growth lifts the 2035 figure by USD 2.41 billion; subtracting one point removes USD 2.21 billion.

Outside forecasts we reviewed span 5.0% to 7.1% a year, mostly on wider scopes. Our 5.67% vegetation management services CAGR sits in the lower half of that band because we count overhead power lines only.

## Douglas Exclusive: the line-mile clearance cost index

The line-mile clearance cost index ranks seven territory classes by realised vegetation management cost per line-mile worked, indexed to the 2025 global mean of USD 4,725 = 100.

| Territory class | USD per line-mile, 2025 | Index (global = 100) |
| --- | --- | --- |
| Transmission corridors, North America | 15,800 | 334 |
| California high fire threat district distribution | 14,400 | 305 |
| Storm exposed corridors, US Southeast | 8,300 | 176 |
| Standard wooded territory, US distribution | 7,150 | 151 |
| Australian bushfire-zone distribution | 6,900 | 146 |
| European distribution circuits | 3,450 | 73 |
| India and Southeast Asia distribution | 1,150 | 24 |

The finding: the dearest class costs 13.7 times the cheapest, and transmission corridors, 7.5% of line-miles, absorb 19.9% of value. Moving one line-mile from standard wooded territory into a high fire threat district roughly doubles its cost, from index 151 to 305, so district boundaries matter more than network length.

## How was the line-mile model built, and which receipts reconcile it?

The model multiplies 2.87 million line-miles by USD 4,725 per line-mile to reach USD 13.56 billion, built from 6 regional models anchored on 14 primary filings and company releases.

Line-miles come from overhead network length by region multiplied by the share cleared each year, set by cycle length: about 4.6 years in North America and 5 to 6 years in Europe. Cross-check one: SCE's USD 666.7 million over 60,000 circuit miles implies USD 11,110 per network mile, within 23% of our California district class at USD 14,400 per worked mile once the inspection-only miles are stripped out. Cross-check two: Davey's disclosed USD 1.06 billion utility revenue plus Asplundh scaled by headcount covers 42.9% of our USD 9.22 billion contracted pool; regional firms hold the rest. Volume grows 2.2% and cost 3.4%, compounding to 5.67%.
