Arrive, the parking app group formerly called EasyPark Group, completed its purchase of Passport, which serves more than 800 North American cities and operators, on 1 October 2026, its release states, and Dubai’s Parkin managed 268,300 spaces at the end of June 2026, up 27%, The National reported from its results. The city smart parking service market covers digital parking payment platforms, sensor and guidance services, automated enforcement, permits and reservations software, and digitally run parking operations for cities and car park owners. Douglas Insights sizes it at USD 8.50 billion in 2025, about 34 million digitally managed spaces at an average service revenue of USD 250 a space, and at USD 19.35 billion in 2035, an 8.57% compound annual growth rate (CAGR). The study sits in our parking and mobility infrastructure coverage, beside the Automated Parking Systems Market, Automotive Parking System Market and Passenger Information System Market reports; every figure follows the Douglas Insights research methodology.

Which smart parking service earns the most: app payments, managed operations or enforcement?

Mobile and digital payment platforms earn the most, 34.0% of 2025 revenue or about USD 2.89 billion, Douglas Insights estimates. Sensor occupancy and guidance services grow fastest, 11.0% a year to USD 2.90 billion by 2035.

Service type Share 2025 Value 2025 CAGR 2026-2035 Value 2035
Mobile and digital parking payment platforms 34.0% USD 2.89 billion 9.2% USD 6.97 billion
Digitally managed parking operations 26.0% USD 2.21 billion 6.4% USD 4.11 billion
Automated enforcement and ANPR services 18.0% USD 1.53 billion 8.0% USD 3.30 billion
Sensor occupancy and guidance services 12.0% USD 1.02 billion 11.0% USD 2.90 billion
Permits, reservations and data analytics software 10.0% USD 850 million 10.0% USD 2.20 billion

Payment platforms lead because every on-street session paid by phone carries a convenience fee or a city service charge, and because a few platforms now cover thousands of cities. Arrive unites EasyPark, Flowbird, ParkMobile, Parkopedia, RingGo, Yellowbrick and YourParkingSpace in more than 90 countries and about 20,000 cities, its release of 12 June 2025 states. Payment revenue grows 9.2% a year to USD 6.97 billion, a Douglas Insights estimate, as cities retire coin meters.

Digitally managed operations, USD 2.21 billion, grow 6.4% because operators already run most garages and gain mainly from automation. Enforcement and automatic number plate recognition (ANPR), USD 1.53 billion, grows 8.0%; Parkin issued 754,300 fines in the first quarter of 2026, up 32%, its Dubai Financial Market filing of 6 May 2026 shows. Sensors and guidance, USD 1.02 billion, and permits and analytics software, USD 850 million, grow 11.0% and 10.0%. Service values for 2035 sum to USD 19.48 billion, 0.67% above the headline.

Where is smart parking used most: city streets, public car parks or private sites?

City streets use smart parking services the most, 46.0% of 2025 revenue or about USD 3.91 billion, Douglas Insights estimates. Private and developer sites grow fastest, 10.2% a year to USD 3.59 billion by 2035.

Site type Share 2025 Value 2025 CAGR 2026-2035 Value 2035
On-street municipal parking 46.0% USD 3.91 billion 8.0% USD 8.44 billion
Off-street public car parks and garages 38.0% USD 3.23 billion 8.6% USD 7.37 billion
Private, developer and campus sites 16.0% USD 1.36 billion 10.2% USD 3.59 billion

On-street parking leads because cities control the kerb, set tariffs and contract for payment, sensors and enforcement in one package. Chicago Parking Meters LLC, which runs the city’s meters under a 75-year lease, collected USD 160.9 million of parking revenue in 2024, up from USD 150.9 million, its audited statements dated 25 April 2025 show. Off-street car parks, USD 3.23 billion, grow 8.6% as gateless, camera-based entry replaces tickets and barriers.

Private and developer sites, USD 1.36 billion, grow 10.2% because new residential towers, offices and malls hand parking to digital operators from day one. Parkin’s developer parking reached 61,500 spaces in June 2026, and the company raised its 2026 developer parking revenue guidance to AED 130 million to AED 150 million, Gulf News reported from its second-quarter results. Site values for 2035 sum to USD 19.40 billion, 0.27% above the headline.

What drives city smart parking demand: app-only payment, camera enforcement or Gulf and Asian rollouts?

City smart parking revenue rises 8.57% a year in our base case: digitally managed spaces grow 7.5% a year to about 70 million and service revenue per space rises 1.0%. Four drivers add 8.50 points; restraints remove 1.00.

App-only payment and the retirement of meters: 3.20 points

App payment is the largest driver, worth 3.20 points. Metropolis, which bought SP+ in 2024, raised USD 1.6 billion in November 2025, a Series D of about USD 500 million plus a USD 1.1 billion term loan, at a valuation of about USD 5 billion, and reports nearly 20 million members and more than USD 5 billion of annual transaction volume, its release of 6 November 2025 states. Arrive announced its plan to buy Passport on 4 March 2026 and closed it seven months later. Douglas Insights estimates app and camera payment reached about 45% of paid parking sessions in Europe and North America in 2025, up from about 30% in 2020.

Camera enforcement and digital permits: 2.00 points

Enforcement adds 2.00 points. Parkin earned AED 408.7 million from enforcement in 2025, out of segment revenue of about AED 1.24 billion, the Dubai Media Office release of 25 February 2026 shows, and it guides AED 420 million to AED 460 million for 2026. Verra Mobility, which runs Parking Solutions alongside its photo-enforcement business, lifted 2025 revenue 11% to USD 979.1 million and guides USD 1.02 billion to USD 1.03 billion for 2026, its results of 24 February 2026 show. Douglas Insights estimates each ANPR scan car replaces three to five foot patrol officers.

Gulf and Asian smart city rollouts: 2.00 points

New cities add 2.00 points. Parkin’s managed spaces rose 23% to 258,000 in the first quarter of 2026 and its revenue rose 41% to AED 384.2 million, its 6 May 2026 filing shows. India’s Smart Cities Mission had completed 7,555 of its 8,067 projects, worth INR 1.64 lakh crore in total, by 9 May 2025, and all 100 cities run integrated command and control centres, the Press Information Bureau note of 24 June 2025 states. Douglas Insights estimates Asia Pacific adds about 12 million managed spaces by 2035.

Electric vehicle charging at parking bays: 1.30 points

Charging adds the last 1.30 points. The EU Alternative Fuels Infrastructure Regulation (AFIR) requires public charging of at least 1.3 kW for each registered battery electric car, and card or contactless payment at new charge points from 13 April 2024, Regulation (EU) 2023/1804 states. Parking apps that start and pay for a charge in the same session earn a second fee from the same bay. Summed, 3.20 + 2.00 + 2.00 + 1.30 = 8.50 points, a Douglas Insights estimate.

What holds city smart parking back: fewer car trips, fragmented apps or city procurement?

Two restraints remove 1.00 point a year from managed-space growth: fewer paid car trips take 0.60 points and fragmented procurement and app lock-in take 0.40 points; competition between platforms then caps the price leg at 1.0%.

Fewer trips are the heavier drag because many cities now price parking to push drivers onto transit, and remote work has cut weekday demand in office districts. Parkin’s public parking transactions fell to 27.2 million in the second quarter of 2026 from 29.2 million a year earlier, and it cut its 2026 public parking revenue guidance to AED 510 million to AED 550 million from AED 560 million to AED 610 million, Gulf News reported, as drivers moved to seasonal cards. Douglas Insights estimates paid on-street sessions per space fall about 1% a year in mature European cities.

Fragmentation is the second drag. Drivers in the United Kingdom have long needed a different app in each town, which is why the Department for Transport backs a National Parking Platform run by the British Parking Association with RingGo, JustPark and PayByPhone; it was live in 10 local authorities and handling more than 500,000 transactions a month, the government’s release of 21 May 2025 states. Shared platforms push fees down, and long city tenders slow new contracts, a Douglas Insights estimate.

Which region spends the most on city smart parking, and where does it grow fastest?

Europe spends the most on smart parking services, USD 2.89 billion or 34.0% of 2025 revenue, led by app payment in Scandinavia and Britain. The Middle East and Africa grow fastest, 11.5% a year to USD 1.51 billion by 2035.

Region Value 2025 Share 2025 Value 2026 CAGR 2026-2035 Value 2035
Europe USD 2.89 billion 34.0% USD 3.10 billion 7.4% USD 5.90 billion
North America USD 2.55 billion 30.0% USD 2.75 billion 8.0% USD 5.51 billion
Asia Pacific USD 2.21 billion 26.0% USD 2.43 billion 10.0% USD 5.73 billion
Middle East and Africa USD 510 million 6.0% USD 569 million 11.5% USD 1.51 billion
Latin America USD 340 million 4.0% USD 371 million 9.0% USD 805 million

Europe leads because app parking began there and because operators such as Indigo run large on-street contracts. Indigo Group earned EUR 1.02 billion of proportionate revenue in 2025, up 10.0%, across about 1.7 million spaces in 10 countries, and its on-street unit grew to EUR 90.7 million from EUR 34.1 million, its results filed on 26 March 2026 show. Europe grows 7.4% a year to USD 5.90 billion.

North America, USD 2.55 billion, grows 8.0% as Metropolis, Arrive and Passport replace meters and gates. Asia Pacific, USD 2.21 billion, grows 10.0%; Park24, Japan’s largest operator, had net sales of JPY 406.2 billion in the year to October 2025, up 9.5%, its results of 15 December 2025 show. The Middle East and Africa, USD 510 million, grow 11.5% on Dubai, Abu Dhabi and Riyadh, and Latin America, USD 340 million, grows 9.0%. Regional values sum to USD 9.23 billion in 2026 and USD 19.46 billion in 2035, 0.55% above the headline.

Which companies lead city smart parking services?

Arrive leads city smart parking services with about 10% of 2025 revenue, Douglas Insights estimates, and the five largest, Arrive, Metropolis, Indigo, Park24 and Parkin, hold about 30% together; hundreds of local operators and vendors share the rest.

Company Latest reported figure Period and source date
Arrive Passport acquisition completed 1 October 2026
Metropolis Technologies USD 1.6 billion raised, about USD 5 billion valuation 6 November 2025
Parkin Revenue AED 364.1 million, up 14% Quarter to June 2026; 13 August 2026
Park24 Operating profit JPY 28.9 billion, up 16.2% Nine months to July 2026; 31 August 2026
Indigo Group Proportionate revenue EUR 1.02 billion, up 10.0% Year 2025; 26 March 2026
Verra Mobility Revenue USD 979.1 million, up 11% Year 2025; 24 February 2026
Towne Park Frogparking acquisition 29 September 2025

Arrive’s scale rests on roll-ups: it took its name under licence from Flash in June 2025 and then added Passport, whose software runs parking payment, permits and citations for cities, its 1 October 2026 release states. Metropolis competes with computer-vision checkout at garages, and Douglas Insights counts only its service and technology revenue, not the parking fees it collects for owners.

Operators are digitising their own estates. Park24’s nine-month sales reached JPY 304.0 billion, up 2.7%, and it now forecasts operating profit of JPY 42.5 billion for the year to October 2026, up 13.1%, its filing of 31 August 2026 shows. Parkin’s quarterly earnings before interest, tax, depreciation and amortisation (EBITDA) rose 15% to AED 217.2 million in the second quarter, The National reported.

Ownership is also shifting. Corpay completed the sale of PayByPhone to Lightyear Capital, removing about USD 75 million of revenue from its remaining 2026 results, its release of 6 April 2026 states, and Towne Park bought New Zealand sensor maker Frogparking, which holds more than 30 patents, on 29 September 2025. Flowbird, now inside Arrive, supplies pay stations and back-office software to cities across Europe.

How much does a city pay per smart parking space, from app fees to sensor contracts?

City smart parking services earn an average USD 250 per digitally managed space a year in 2025, Douglas Insights estimates, from about USD 60 for app payment on a quiet street to over USD 1,000 for a managed garage bay.

The average blends very different contracts. Douglas Insights puts the yearly service ladder at about USD 60 to USD 200 a space for payment platform fees, USD 80 to USD 150 for an in-ground occupancy sensor and its data service, USD 150 to USD 400 for ANPR enforcement services, and USD 600 to USD 1,500 for a digitally managed off-street bay including staff. Driver convenience fees on app sessions typically run USD 0.15 to USD 0.50 a transaction, a Douglas Insights estimate, and many European cities pay the platform instead of charging drivers.

Service revenue per space rises 1.0% a year in the base case. Dynamic tariffs lift it: San Francisco’s transport agency adjusted meter rates under demand-responsive pricing in January, April and October 2025, with a citywide change on 20 May 2025, its rate adjustment page shows, and each adjustment needs live occupancy data. Competition pulls it down, because shared national platforms and city tenders force app fees towards zero.

Seasonal and subscription products change the mix. Parkin raised its 2026 seasonal card guidance to AED 280 million to AED 300 million while cutting hourly parking, Gulf News reported, a shift that lowers per-session fees but raises predictable revenue per space, a Douglas Insights estimate.

What if car use falls faster or kerbside automation speeds up: how large is city smart parking in 2035?

The city smart parking service market ends 2035 between USD 15.69 billion and USD 23.82 billion across our three cases, around a base of USD 19.35 billion. The pace of meter retirement and car-trip decline set most of the spread.

Case Volume leg Price leg Revenue rate 2035 value
Slower 6.00% 0.30% 6.32% USD 15.69 billion
Base case 7.50% 1.00% 8.57% USD 19.35 billion
Faster 9.00% 1.70% 10.85% USD 23.82 billion

In the slower case cities keep coin meters longer, remote work and transit cut paid sessions faster, and national platforms push fees down, taking 1.5 points off managed-space growth and 0.7 points off revenue per space. In the faster case Gulf, Indian and Chinese cities digitise kerbs at Dubai’s pace and charging sessions run through parking apps, adding 1.5 points of volume. One extra point of yearly revenue growth adds about USD 1.9 billion to 2035 revenue, a Douglas Insights estimate.

Live signals sit near the base case. Parkin’s 27% rise in managed spaces and Arrive’s Passport deal point up, while Parkin’s fall in hourly transactions and Park24’s lower sales forecast point down. Our 8.57% rate reflects fast digitisation of a slowly shrinking pool of paid trips.

Which rules shape city smart parking, from the UK parking code to EU charging and building law?

Three rule sets shape city smart parking: Britain’s private parking code and national parking platform, the EU AFIR and buildings directive for charging and solar at car parks, and local tariff and enforcement law in each city.

The UK rules are the most detailed. The government’s response to its private parking code consultation, published on 20 October 2026 after 4,526 responses, freezes the parking charge cap at GBP 100, keeps the 40% early-payment discount and holds the GBP 70 debt-recovery fee cap pending a further consultation, the Ministry of Housing, Communities and Local Government states. Those caps set the ceiling on enforcement revenue for private operators using ANPR.

The EU rules add equipment duties. AFIR requires charging pools every 60 km on the core trans-European transport network by 31 December 2025, and ad hoc payment on existing 50 kW and faster points at safe and secure parking areas from 1 January 2027, Regulation (EU) 2023/1804 states. The Energy Performance of Buildings Directive requires solar installations on new roofed car parks next to buildings by 31 December 2029, Directive (EU) 2024/1275 states. In Dubai, enforcement and tariffs follow the Roads and Transport Authority, which awarded Parkin its concession.

Douglas Exclusive: the Kerbside Digitisation Ledger

The Kerbside Digitisation Ledger is a Douglas Insights model built from 12 inputs: 9 company filings and releases and 3 government or regulatory texts, listed below. It tracks how fast paid parking moves from meters to digital services.

Date Input What it moves
25 April 2025 Chicago Parking Meters: USD 160.9 million revenue in 2024 US on-street base
21 May 2025 UK National Parking Platform in 10 authorities App fragmentation
12 June 2025 EasyPark Group becomes Arrive, 20,000 cities Platform scale
29 September 2025 Towne Park buys Frogparking Sensor services
6 November 2025 Metropolis raises USD 1.6 billion Gateless garages
15 December 2025 Park24: net sales JPY 406.2 billion Japan operations
24 February 2026 Verra Mobility: revenue USD 979.1 million Enforcement services
25 February 2026 Parkin: enforcement AED 408.7 million in 2025 Gulf enforcement
26 March 2026 Indigo: on-street revenue EUR 90.7 million Europe on-street
6 April 2026 Corpay sells PayByPhone Platform ownership
1 October 2026 Arrive completes Passport purchase US city software
20 October 2026 UK private parking code response Enforcement caps

The finding, a Douglas Insights estimate: digitally managed spaces rise from about 34 million in 2025, roughly 22% of paid parking spaces worldwide, to about 70 million in 2035, roughly 42%. Each point of digitisation adds about USD 390 million of service revenue at 2025 rates.

The ledger changes how to read operator results. Falling hourly transactions at Parkin or flat sales at Park24 do not mean smart parking is slowing; they mean revenue is shifting from sessions to subscriptions, enforcement and software. Douglas Insights therefore weights managed spaces as heavily as session counts in the forecast.

How does the methodology turn 34 million managed spaces into USD 8.50 billion?

How this report is built

  • Every figure carries a confidence grade in the fact sheet above, and the working model ships with every licence.
  • Five regional models sum to the global figure, with country tables in the Excel model.
  • The next scheduled review of this study is May 2027.
  • Licence holders receive it as a maintained tab in the Excel model.

Our methodology multiplies about 34 million digitally managed parking spaces by an average service revenue of USD 250 a space a year to reach USD 8.50 billion, then grows spaces 7.5% and revenue per space 1.0% a year.

The model covers 5 service types, 3 site types and 5 regions, using 62 data points, 23 sourced and 39 modelled. The space base comes from operator and platform disclosures, such as Parkin’s 229,000 spaces at the end of 2025 and Indigo’s 1.7 million, scaled by city counts; revenue per space comes from company filings and a Douglas Insights price ladder. Arithmetic: 34 million x USD 250 = USD 8.50 billion; USD 8.50 billion x (1.075 x 1.010)^10 = USD 19.35 billion. Managed spaces reach about 70 million in 2035.

Two cross-checks agree. First, the estimated smart parking service revenue of Arrive, Metropolis, Indigo, Park24 and Parkin sums to about USD 2.6 billion, about 30% of our total, matching our top-five share. Second, Verra Mobility’s Parking Solutions revenue of USD 20.6 million in the fourth quarter of 2025, its 24 February 2026 results show, annualises to under 1% of our total, consistent with a fragmented vendor field. AI tools help draft the text and automated checks test the arithmetic and links; the Douglas Insights research desk chooses the sources, builds the model and approves publication, as our editorial standards explain.
