The receipt is about 184,000 organisations paying for business process management platforms in 2025 at an average USD 96,500 of annual spend each. The adoption leg adds 7.4% a year as mid-sized firms and public bodies automate approval-heavy processes, and the spend leg adds 4.6% a year as buyers add process mining, AI agents and more automated cases per account. What did ServiceNow’s USD 2.85 billion Moveworks deal change for business process management?
The Moveworks deal moved the entry point of business process management from the form to the conversation, and ServiceNow paid USD 2.85 billion to own it. Announced on 10 March 2025 and priced in cash and stock, the purchase brought an assistant that nearly 90% of Moveworks customers had rolled out to all their employees. ServiceNow says its AI agents now resolve 90% of IT requests and 89% of customer support requests without a person.
For business process management buyers the lesson is that the platform that captures the request also controls the process behind it. Douglas Insights estimates about 38% of new business process management contracts signed in 2025 included an AI assistant or agent module, against under 10% in 2023. What drives business process management platform adoption?
Four forces lift the number of organisations paying for business process management by 7.4% a year, and agentic AI is the largest. AI agents can read a document, check a policy and draft a decision, but they need a governed process to work inside, with approvals, limits and an audit trail. Douglas Insights estimates that agentic AI projects bring about 2.6 points a year of new business process management adopters, mostly firms that had never bought a process platform before 2024. A single agent project usually needs 5 to 15 governed workflows around it, which is why agent pilots turn into platform contracts.
Cloud migration of legacy workflow is the second driver. Banks, insurers and governments still run thousands of processes on ageing mainframe, Lotus Notes and custom Java systems, and moving them to cloud platforms is the main project type in financial services. Pegasystems reported 2025 annual contract value growth of 17% and Pega Cloud ACV growth of 33%, according to its 10 February 2026 results. Douglas Insights estimates legacy migration adds about 1.9 points a year to adopter growth, with the mainframe side sized in the Mainframe Modernization Services Market report.
Low-code development is the third driver. Business analysts now build process applications on Microsoft Power Platform, Appian, OutSystems and Mendix without waiting for IT, and many mid-sized firms buy their first business process management licence this way, often starting with 3 to 5 approval apps before moving to full case management. Douglas Insights counts about 61,000 small and mid-sized organisations paying for low-code process tools in 2025 and estimates that low-code adds about 1.7 points a year to adopter growth.
Process mining is the fourth driver. Tools from Celonis, SAP Signavio, IBM and Microsoft read event logs from ERP systems to show where orders, invoices and claims stall, and the findings create a business case for automation. A typical order-to-cash analysis finds 10% to 20% of cases taking a rework loop. Douglas Insights estimates process mining adds about 1.2 points a year to adopter growth. Together the four drivers take paying business process management organisations from about 184,000 in 2025 to about 376,000 in 2035.
What holds back business process management rollouts?
Three restraints hold business process management growth to 12.34% a year, and implementation effort is the first. A large case management rollout at a bank can take 12 to 24 months and cost two to three times the first-year licence in services, so many projects stop at one department. Douglas Insights removes about 0.8 points a year from the adoption leg for stalled rollouts.
AI governance is the second restraint. Risk and compliance teams in banks, insurers and hospitals slow the use of AI agents in decisions until they can explain and audit them, and the EU AI Act adds duties for high-risk uses such as credit scoring and benefits decisions. Douglas Insights removes about 0.6 points a year from the spend leg for AI projects held in pilot.
Platform bundling is the third restraint. Microsoft, SAP, Oracle and Salesforce include workflow and low-code tools in suites that customers already pay for, which caps what specialist business process management vendors can charge. Douglas Insights estimates bundled tools hold the average spend per organisation about 0.5 points a year below its unbundled path.

Two EU laws shape business process management design most, and the AI Act is the newer: its rules for general-purpose AI applied from 2 August 2025 and most remaining provisions are scheduled from 2 August 2026.
