On 28 April 2026 BASF announced that its new world-scale menthol and linalool plants in Ludwigshafen had started commercial production, fed by a new citral plant in Zhanjiang, China, after a triple-digit million euro investment, according to BASF’s news release. The start-up adds synthetic supply to a molecule most of the world still distils from mint fields in northern India. Douglas Insights values the L menthol market at USD 695.5 million in 2025 and forecasts USD 1.15 billion by 2035, a compound growth rate of 5.15% a year. The receipt is tonnes times price: about 37,900 tonnes of L menthol sold in 2025 at an average USD 18.35 per kilogram. The volume leg adds 3.8% a year as toothpaste, cough and cooling products, gum and nicotine pouches reach more buyers, and the price leg adds 1.3% a year as pharmacopoeia grades, traceable crystals and synthetic supply take share. What did BASF’s 28 April 2026 Ludwigshafen start-up change for L menthol buyers?
The start-up lifts synthetic capacity to about 19,500 tonnes a year, Douglas Insights estimates, enough to cover roughly half of 2025 L menthol consumption if run full. BASF broke ground in June 2023, created 60 jobs, and describes menthol as an indispensable mint ingredient for oral and body care, confectionery flavours and pharmaceuticals.
The companion Asia Pacific release of 29 April 2026 says the Zhanjiang citral plant supplies the Chinese market and the expanded Ludwigshafen menthol and linalool units. For buyers, that means a second large citral-route source that does not depend on the monsoon in Uttar Pradesh. Oral care and gum makers can now contract multi-year synthetic volumes, and Douglas Insights expects the synthetic share of L menthol tonnage to rise from about 40% in 2025 to about 47% by 2030, narrowing the price swings that follow each Indian mint harvest.
What price does a kilogram of L menthol fetch when the Uttar Pradesh mint crop swings?
An average kilogram of L menthol sold for USD 18.35 in 2025, and Douglas Insights expects about USD 20.88 by 2035. Natural crystals from Mentha arvensis averaged about USD 15.40 per kilogram, trading between about USD 13 and USD 18 as the Indian crop moved, while synthetic L menthol averaged about USD 22.83 under annual contracts. Pharmacopoeia grades for medicines carry a premium of 5% to 10%.
Natural cost starts in the field. Farmers in Barabanki, Sambhal, Badaun and Rampur plant mint in spring, harvest from May, and distil the oil on the farm; the oil holds roughly 70% to 80% menthol, and crystallisers in Chandausi and Delhi freeze out the L menthol. A poor monsoon or a switch to other crops can move natural prices 30% in a season. Synthetic cost follows citral, m-cresol and energy, so it moves slowly. The 1.3% L menthol price leg reflects synthetic share gains and graded material, not a tighter crop.
Which rules on menthol cigarettes, flavours and medicines govern L menthol?
Rules on menthol cigarettes govern about 14.2% of 2025 L menthol value, the tobacco and nicotine share, and the most important rulemaking ended in 2025. The US Food and Drug Administration proposed a ban on menthol as a characterising flavour in cigarettes on 4 May 2022, and its regulatory impact analysis counted over 18.5 million menthol cigarette smokers aged 12 and older. The Unified Agenda records the proposal as withdrawn in 2025.
Europe went the other way: the Tobacco Products Directive 2014/40/EU banned menthol as a characterising flavour in cigarettes and roll-your-own tobacco from 20 May 2020. Outside tobacco, L menthol in medicines must meet pharmacopoeia monographs for levomenthol, and US topical analgesics may carry menthol at 1.25% to 16%. In food, menthol is used as a flavouring under national flavour lists.
What drives L menthol volumes in toothpaste, gum and cooling balms?
Four forces add about 5.0 points a year to L menthol tonnage, and restraints remove about 1.2 points, leaving 3.8%. Oral care comes first. Toothpaste use keeps rising in India, Indonesia, Nigeria and Egypt, and mint flavour dominates almost every tube and mouthwash. Douglas Insights estimates Oral care is worth USD 218 million in 2025, the largest application, and that per capita toothpaste growth in Asia and Africa, where many households still use far less paste per person than in Europe, adds about 1.8 points a year to L menthol volume through 2030, as multinational brands and local makers such as Dabur add cooling variants.
Self-care medicines are the second driver. Cough drops, vapour rubs, nasal inhalers and topical pain gels and patches rely on L menthol for the cooling sensation buyers read as working. Douglas Insights estimates Pharmaceuticals and OTC medicines grow 6.12% a year from USD 113 million in 2025, adding about 1.1 points a year to volume, helped by ageing populations with joint pain and by pharmacy chains launching private-label menthol gels in China and India.
Cooling personal care is the third driver. Shampoos, body washes, after-sun gels, shaving foams and deodorants for hot climates use L menthol at 0.1% to 1%. Douglas Insights estimates Cosmetics and personal care grow 7.36% a year, the fastest application, from USD 80.7 million in 2025 to USD 164 million by 2035, adding about 1.0 point a year to L menthol tonnage as cooling scalp care spreads in Southeast Asia, the Gulf and Brazil.
Nicotine pouches are the fourth driver. Mint and menthol flavours lead pouch sales in the United States and Scandinavia, and each pouch carries more flavour per gram of nicotine than a cigarette. Heated tobacco sticks and menthol capsule filters in China and Japan add further grams per smoker, so tobacco makers now buy more cooling per user even as cigarette counts fall. Douglas Insights estimates pouches and heated tobacco add about 1.1 points a year to L menthol volume, enough to keep Tobacco and nicotine products growing at 1.68% a year despite falling cigarette volumes, a balance the 2025 withdrawal of the US proposal helped preserve.
What holds back L menthol as menthol cigarettes lose shelf space?
Cigarette decline removes about 0.8 points a year from L menthol volume. Global cigarette sales fall by about 1% to 2% a year, menthol cigarettes have been banned in the European Union since 20 May 2020 and in Canada, Massachusetts and California, and Douglas Insights estimates menthol for combustible cigarettes fell from about 5,900 tonnes in 2019 to about 4,700 tonnes in 2025.
Substitute coolants are the second restraint, removing about 0.4 points a year. Carboxamide coolants such as WS-3 and WS-23 and esters such as menthyl lactate give cooling without mint odour or bitterness, and gum, beverage and e-liquid makers use them to cut L menthol loadings. Crop risk adds a third brake: when natural prices spike, as they do after poor Indian harvests, confectionery buyers reformulate and do not always switch back.

Synthetic L menthol from citral takes 30.2% of value, USD 210 million, led by BASF and Takasago, and Synthetic L menthol from m-cresol and other routes takes 19.2%, USD 134 million, led by Symrise’s thymol route. Synthetic tonnage, about 15,000 tonnes, sells at a higher price because buyers pay for steady quality and no crop risk. Natural crystals keep a place in brands that claim natural flavour, and the L menthol market needs both: India’s mint belt cannot grow fast enough alone, and synthesis cannot yet cover all buyers.

Advantage in the L menthol market rests on either chemistry scale or crop sourcing. Takasago built its route on asymmetric catalysis, Symrise resolves racemic menthol made from thymol, and BASF’s April 2026 start-up gives it the largest single citral-to-menthol chain. Indian natural producers compete on price and the natural claim that buyers such as Colgate-Palmolive and Mondelez value in some brands.
What does a cooling molecule do that peppermint oil and synthetic coolants cannot?
L menthol triggers the TRPM8 cold receptor at concentrations as low as 0.01% in a finished product, Douglas Insights notes, while giving the familiar mint smell that consumers expect from toothpaste and cough drops. Peppermint oil brings more flavour but less cooling and costs more per unit of menthol. Carboxamide coolants cool longer without smell, but cannot deliver the mint signal alone, so formulators blend them, typically two to four parts L menthol to one part coolant in gum and mouthwash. Douglas Insights estimates that about 1,900 tonnes of L menthol use were replaced by coolant blends between 2020 and 2025, mostly in gum and beverages, while oral care and medicines kept L menthol as the base.
How large could the L menthol market be in 2035 under each crop and chemistry path?
The base case takes the L menthol market to USD 1.15 billion by 2035, inside a range of USD 891 million to USD 1.46 billion. The slower path assumes new menthol cigarette bans in Asia, faster coolant substitution and synthetic oversupply after the April 2026 start-up, with legs of 2.1% volume and 0.4% price. The faster path assumes toothpaste penetration in Africa and South Asia climbs quickly, pouch sales keep rising and poor mint crops lift natural prices, with legs of 5.4% and 2.2%. Each 1-point change in the volume leg moves the 2035 figure by about USD 116 million. Douglas Exclusive: the L menthol mint crop and citral capacity ledger
The mint crop and capacity ledger tracks Mentha arvensis acreage in 11 Uttar Pradesh and Punjab districts, mint oil arrivals at Chandausi and Barabanki trading centres, and 14 announced synthetic menthol and citral projects from 2019 to 2026. It shows Indian mint acreage swinging between about 230,000 and 310,000 hectares across the period, and natural crystal prices rising about 8% for each 10% fall in acreage. On the synthetic side, capacity rose from about 13,000 tonnes in 2019 to about 19,500 tonnes after the 28 April 2026 BASF start-up. The ledger shows synthetic material took about 34% of L menthol tonnage in 2019 and about 40% in 2025, and that contract prices for synthetic crystals moved less than a third as much as Chandausi spot prices over the same years. Douglas Insights uses the ledger to set the source mix and the price leg: each 5-point shift from natural to synthetic tonnage adds about 0.3 points a year to base case L menthol price growth.
