Europe installs 44.9% of the world’s mineral wool steel sandwich panels, yet Asia Pacific adds square metres at 7.66% a year, almost twice the European pace. Mineral wool steel sandwich panels are factory-bonded building elements with two coated steel facings and a non-combustible stone or glass wool core; the market covers wall, roof, firewall and cold-room panels sold to industrial, commercial and energy buildings. Douglas Insights sizes the Mineral Wool Steel Sandwich Panel market at USD 1.08 billion in 2025: 31.6 million square metres at an average USD 34.2 per square metre. Our base case reaches USD 1.89 billion by 2035, a revenue CAGR of 5.77%, split into 4.10% square-metre growth and 1.60% price. The European Commission says the main part of the revised Construction Products Regulation became applicable on 8 January 2026, after entry into force on 7 January 2025, which resets how panel makers declare fire and thermal performance. The study belongs to our construction materials research, and every input is listed in the research methodology.
Which panel type leads mineral wool steel sandwich panel revenue: wall, roof, firewall or cold-room?
Wall panels lead with 52.7% of 2025 mineral wool steel sandwich panel revenue, or USD 569.5 million. Every industrial shed needs far more facade area than roof area once mineral wool is specified for fire. Firewall and partition panels grow fastest, at 7.38% a year.
| Panel type | Share 2025 | Value 2025 (USD million) | CAGR 2026-2035 | Value 2035 (USD million) |
|---|---|---|---|---|
| Wall panels | 52.7% | 569.5 | 5.31% | 955.4 |
| Roof panels | 27.4% | 296.1 | 5.62% | 511.6 |
| Firewall and partition panels | 11.6% | 125.4 | 7.38% | 255.6 |
| Cold-room and ceiling panels | 8.3% | 89.7 | 7.05% | 177.3 |
Wall panels hold USD 569.5 million because facade runs on a typical logistics hall are three to four times the roof area, and hidden-fix mineral wool wall panels double as the architectural finish. Roof panels take USD 296.1 million; buyers still pick lighter PIR on many roofs, which caps the mineral wool share of roof area. Firewall and partition panels, worth USD 125.4 million, carry the fastest rate at 7.38% because insurers and codes now ask for fire compartments inside large warehouses and battery stores. Cold-room and ceiling panels add USD 89.7 million and grow 7.05% a year, helped by food processors that want a non-combustible core around ammonia plant rooms.
By core, stone wool lamella dominates: the fibres are cut and turned on end so they run perpendicular to the steel faces, which gives the compressive and shear strength the panel needs. Glass wool is the lighter alternative, used mainly where weight on the purlins matters more than fire rating duration. Douglas Insights puts stone wool lamella at roughly 88% of 2025 square metres and glass wool at the remainder.
Why are fire codes, cold stores and data halls pushing mineral wool steel sandwich panel volumes higher?
Four forces add 4.10 points a year to mineral wool steel sandwich panel square metres: fire-code substitution away from foam cores, logistics and cold-chain building, energy and data centre facilities, and re-cladding of older envelopes. Fire codes contribute the largest share, 1.45 points.
Volume matters more than price here. Square metres explain about 71% of the 5.77% revenue CAGR, so a buyer of mineral wool steel sandwich panel capacity is really betting on floor area of fire-rated sheds, not on margin. Each of the four drivers below is quantified separately.
Fire-code substitution adds 1.45 points. England’s Approved Document B update of 1 June 2022 extended the combustible materials ban to hotels, hostels and boarding houses, banned metal composite panels with an unmodified polyethylene core on new buildings of any height, and added rules for residential blocks between 11 and 18 metres. Specifiers outside the ban zone copy the logic. Douglas Insights counts these regulatory shifts, together with insurer property rules, as the single biggest reason a contractor switches from a PIR panel to a mineral wool steel sandwich panel.
Logistics and cold-chain construction adds 1.30 points. Warehouses of 20,000 to 60,000 square metres need large internal fire walls, and Industrial and logistics buildings take an estimated 46.8% of mineral wool panel area in 2025. Cold storage and food processing plants add a further 14.9% of area: their freezer rooms run at minus 25 degrees Celsius, and owners want a core that will not feed a fire around refrigeration machinery.
Energy and data centre facilities add 0.80 points. Battery energy storage halls, substations and server buildings need two-hour separating walls, so a 150 to 200 millimetre stone wool panel replaces blockwork and saves weeks on site. Douglas Insights expects Energy and data centre facilities to lift their share of panel area from 11.2% in 2025 to about 15% by 2035.
Re-cladding and renovation add the final 0.55 points. Older industrial buildings from the 1980s and 1990s carry single-skin sheeting or foam panels with poor U-values, and a like-for-like overclad with 120 millimetre mineral wool panels improves heat loss and fire class in one step. Commercial and public buildings, including schools, sports halls and retail sheds, hold the remaining 27.1% of 2025 area.
The arithmetic is simple. Fire-code substitution, logistics, energy and renovation contribute 1.45, 1.30, 0.80 and 0.55 points, which add to the 4.10% volume leg.
Which hurdles keep mineral wool cores behind PIR in steel sandwich panel tonnage?
Three hurdles remove about 1.40 points from mineral wool steel sandwich panel growth: a thickness and weight penalty against PIR, steel coil price swings, and slow continental construction. Without them, square-metre growth would run near 5.50% a year rather than 4.10%.
The thickness penalty removes 0.60 points. Stone wool conducts heat at roughly 0.040 W/mK against about 0.022 W/mK for PIR, so a mineral wool panel needs to be nearly twice as thick for the same U-value and weighs two to three times more per square metre. Producers keep investing in PIR too: SSAB’s Ruukki says it inaugurated a new mineral wool sandwich panel line at Oborniki, Poland for about EUR 5 million on 22 June 2022, then committed EUR 15 million on 11 August 2022 to a PIR line at Borlänge, Sweden. That ratio says plenty.
Steel coil volatility removes 0.45 points. Coated steel facings of 0.50 to 0.70 millimetres account for about 38% of a panel’s ex-works cost, so a sharp coil price rise delays tenders while contractors re-price. Small projects slip first.
Slow continental building removes 0.35 points. Kingspan described Continental European construction as low but steady in its 2025 results, and that region carries close to half of global mineral wool panel demand. Douglas Insights reckons Europe’s mineral wool steel sandwich panel area grows only 2.9% a year in volume terms through 2030.
How much does a square metre of mineral wool steel sandwich panel cost a contractor in 2025?
Mineral wool steel sandwich panels averaged USD 34.2 per square metre ex-works in 2025. A 100 millimetre wall panel sells near USD 28 to 36 and a 200 millimetre firewall panel at USD 52 to 68. Core thickness and fire duration drive the spread.
| Panel | Typical core | Realised price band (USD per square metre) |
|---|---|---|
| Standard wall panel | 80 to 120 mm stone wool | 28 to 36 |
| Roof panel, trapezoidal | 100 to 150 mm stone wool | 33 to 44 |
| Firewall panel, EI 120 to EI 240 | 150 to 250 mm stone wool | 52 to 68 |
| Cold-room panel | 150 to 200 mm stone wool, food-safe coil | 45 to 58 |
| Acoustic perforated liner panel | 100 mm stone wool | 38 to 47 |
Price per square metre rises 1.60% a year in the base case, from USD 34.2 in 2025 to USD 40.1 in 2035. Three items push it: thicker cores as U-value targets fall, heavier 150 kg per cubic metre wool for firewalls, and higher-specification coatings. Local lists vary widely; a Russian marketplace listing shows an 80 millimetre mineral wool roof panel with 0.45 millimetre steel at 2,873 roubles per square metre, roughly USD 36 at mid-2025 exchange rates, which sits inside our roof panel band.
Which companies supply mineral wool steel sandwich panels, and what anchors each position?
Douglas Insights estimates the top three suppliers, Kingspan, ArcelorMittal Construction and Tata Steel, hold about 31.4% of 2025 mineral wool steel sandwich panel revenue, with Kingspan alone near a 14.2% share. Regional makers in Poland, Italy, Finland and the United States split the remaining revenue.
Kingspan reported group revenue of EUR 9.20 billion for 2025, up 7%, and said its global insulated panel backlog volume was 8% ahead at year end. ArcelorMittal Construction sells the Promirock and Ondastyl T mineral wool panels, with an XCarb version made from recycled and renewably produced steel. Tata Steel lists steel-faced sandwich panels with a mineral wool core under its Trimapanel and Trimpanel names in the Netherlands and the UK.
Nucor entered insulated metal panels at scale when Cornerstone Building Brands agreed on 9 August 2021, in an 8-K filing, to sell its insulated metal panels business to Nucor for USD 1 billion in cash; that gives Nucor a North American base it can extend into mineral wool fire panels. Ruukki, part of SSAB, runs mineral wool and PIR lines in Poland. Balex Metal, from Bolszewo in Poland, makes MW Standard, MW Plus and MW Defender wall panels with 0.50 to 0.70 millimetre S250GD facings and wool densities of 90 to 150 kg per cubic metre. Isopan of the Manni Group and Metecno complete the European field.
| Company | Base | Position built on | Douglas Insights share estimate 2025 |
|---|---|---|---|
| Kingspan | Ireland | Global panel plant network, 8% backlog volume growth | 14.2% |
| ArcelorMittal Construction | Luxembourg | Own coil, Promirock and Ondarock ranges | 9.6% |
| Tata Steel | UK and Netherlands | Own coil, Trimapanel range | 7.6% |
| Ruukki (SSAB) | Finland and Poland | Oborniki mineral wool line | 5.3% |
| Balex Metal | Poland | Dense 150 kg wool Defender panels | 3.9% |
| Nucor Insulated Panel Group | United States | USD 1 billion IMP purchase | 3.4% |
Where do mineral wool steel sandwich panels sell, and which region grows fastest after Europe?
Europe leads mineral wool steel sandwich panel revenue with USD 485.2 million in 2025, 44.9% of the world, while Asia Pacific grows fastest at 7.66% a year to USD 628.4 million by 2035. Fire rules and warehouse building explain both figures.
Europe grows 4.48% a year to USD 752.1 million, held back by slow building but supported by the new product regulation and insurer rules. Asia Pacific starts at USD 300.4 million; China, India and Southeast Asian logistics parks are adopting stone wool firewalls in cold chains and electronics plants, which explains the 7.66% rate. North America holds USD 147.0 million and grows 5.14%, a market long dominated by foam cores where mineral wool wins mainly on fire walls. The Middle East and Africa start at USD 88.6 million and grow 6.37%, driven by Gulf logistics hubs and civil defence codes. Latin America is the wildcard: USD 59.5 million today, 5.89% a year, with Mexican nearshoring warehouses as the upside.
Who buys stone wool core panels for logistics sheds, cold stores and battery halls?
Industrial and logistics buildings buy 46.8% of 2025 mineral wool steel sandwich panel area, about 14.8 million square metres, because large distribution sheds need fire compartments that foam cores struggle to certify. Commercial and public buildings follow at 27.1% of the area.
Cold storage and food processing owners take 14.9% of area, roughly 4.7 million square metres, and pay the highest prices for hygienic coil coatings. Commercial and public buildings, at 27.1%, include schools, sports halls and retail parks where acoustic liner panels earn a premium. Energy and data centre facilities take 11.2% today, about 3.5 million square metres, and add share fastest. Our model places 2035 total panel area at 47.2 million square metres.
How does a mineral wool steel sandwich panel compare with a PIR panel on fire, weight and U-value?
A mineral wool steel sandwich panel weighs about 2.4 times a PIR panel of equal U-value and costs about 20% more per square metre, but it can reach fire resistance of 120 minutes or longer. Owners trade weight for fire.
A 150 millimetre stone wool wall panel reaches a U-value near 0.27 W/m2K, against about 0.15 for a PIR panel of the same thickness. Short answer: PIR wins on heat, mineral wool on fire. Because the wool core does not burn, the panel can hold a fire wall for 60 to 240 minutes depending on thickness and fixings, which no foam core panel offers. See our Extruded Polystyrene Insulation Materials Market report for the foam side of this trade-off.
How do the CPR, Approved Document B and fire classes shape mineral wool panel specification?
Two rule sets drive about 1.45 points of mineral wool steel sandwich panel growth: the European Construction Products Regulation, applied from 8 January 2026, and England’s combustible materials ban widened on 1 June 2022. Both reward a non-combustible stone wool core over foam.
Under the revised regulation, panel makers issue declarations of performance with fire reaction classes under EN 13501-1 and must add digital product information over the transition, while the older 2011 regulation is not fully repealed until 2039. The Douglas Insights estimate is that 7 of every 10 European fire-rated panel tenders now name a mineral wool core. In England, metal composite panels with an unmodified polyethylene core are banned on new buildings of any height, a rule that sent facade designers toward mineral wool and solid metal systems; our Facade Market study tracks the wider shift.
What if fire rules tighten or steel spikes: where does the mineral wool steel sandwich panel market land by 2035?
The base case gives the mineral wool steel sandwich panel market USD 1.89 billion by 2035, while a slower path ends at USD 1.54 billion and a faster path at USD 2.29 billion. Volume, not price, decides which one arrives.
| Case | Volume leg | Price leg | Revenue CAGR | 2035 value |
|---|---|---|---|---|
| Slower | 2.60% | 1.00% | 3.63% | USD 1.54 billion |
| Base case | 4.10% | 1.60% | 5.77% | USD 1.89 billion |
| Faster | 5.50% | 2.20% | 7.82% | USD 2.29 billion |
The slower case assumes European building stays flat and PIR keeps its roof share. The faster case assumes more countries copy fire compartment rules for warehouses and battery storage. Add one point to square-metre growth and 2035 lands at USD 2.08 billion, about USD 190 million above base. Douglas Insights models the January 2026 application of the Construction Products Regulation as worth 0.3 points of volume in the base case. Outside forecasts we read for mineral wool and sandwich panel markets sit between 3.57% and 7.24% a year; our 5.77% lands near the middle, closer to the specialist mineral wool estimates.
Douglas Exclusive: the Non-Combustible Panel Line Register
The Non-Combustible Panel Line Register is a Douglas Insights model built from 11 sourced inputs: 6 company documents, 2 regulatory pages, 1 product certification, 1 environmental product declaration and 1 price listing. It records which capacity, product and deal moves in mineral wool steel sandwich panels are public, and what each signals.
| Entry | Year | Figure | Core | Signal |
|---|---|---|---|---|
| Nucor buys Cornerstone IMP business | 2021 | USD 1 billion | Mixed | Scale in North America |
| Ruukki Oborniki line | 2022 | EUR 5 million | Mineral wool | Central Europe capacity |
| Ruukki Borlänge line | 2022 | EUR 15 million | PIR | Foam still gets bigger cheques |
| Balex Metal Defender panel | EPD 2020 | 150 kg per cubic metre core | Mineral wool | Denser fire cores |
| ArcelorMittal Promirock, Ondarock | C2C to 2026 | Bronze certificate | Mineral wool | Low-carbon steel facings |
| Kingspan panel backlog | 2025 | 8% volume ahead | Mixed | Order books rising |
| Rockwool stone wool sales | 2025 | 3% local-currency growth | Core material | Steady wool supply |
The register finds that 3 of its 7 entries point at mineral wool capacity or products, but the 2 largest cheques, USD 1 billion and EUR 15 million, went to mixed or PIR portfolios. Our reading: mineral wool steel sandwich panel makers win share through code changes, not through new greenfield plants. Licence holders get the register with every row’s source and date.
