The printed circuit board (PCB) four-layer board market covers rigid boards built from two outer copper layers and two inner planes laminated on FR-4 glass-epoxy cores, sold as bare boards to device makers and electronics manufacturing services (EMS) assemblers. Douglas Insights sizes the PCB four-layer board market at USD 9.27 billion in 2025, which is 76.89 million square metres at an average USD 120.6 per square metre, and expects USD 11.89 billion in 2035, a revenue CAGR of 2.51%. Capital keeps moving toward new capacity: on 9 March 2026 Thailand’s Board of Investment approved more than THB 65 billion across four PCB projects in Prachin Buri that include multilayer boards. Which end-use segment leads PCB four-layer board revenue in 2025?
Automotive electronics leads four-layer board revenue with 27.4% of the 2025 total, or USD 2.54 billion. Body, lighting, battery management and infotainment modules use four layers as the cheapest stack that still gives a solid ground plane. Five end uses are modelled to 2035.

Automotive electronics reaches USD 3.63 billion by 2035 at 3.62% a year, the fastest rate of any segment, since electric drivetrains add control units faster than car output grows. Consumer electronics holds 22.8% and USD 2.11 billion; wearables, set-top boxes and smart-home hubs keep four-layer boards in volume, yet the segment grows only 1.38% because phones moved to HDI years ago. Computers and peripherals carry 18.6%, worth USD 1.72 billion, built on keyboards, monitors, docking stations and storage controller cards, and it adds 1.94% a year. Industrial control and medical boards take 16.9% and USD 1.57 billion; long product lives and qualification costs keep these four-layer designs in production for a decade, which supports 2.87% growth. Communications infrastructure is the smallest slice at 14.3% and USD 1.33 billion, mostly power, fan and line-card daughter boards, growing at 2.71%.
By laminate grade, standard FR-4 still carries most square metres, high-Tg FR-4 is specified for under-hood automotive work, and halogen-free FR-4 is chosen where brominated flame retardants are screened out. By surface finish, HASL remains the low-cost default, ENIG wins fine-pitch and press-fit parts, OSP serves high-volume consumer lines and immersion silver appears in some RF layouts.
Why are electric vehicles and factory controls still pulling four-layer board volume?
Square-metre volume of four-layer boards grows 1.62% a year in the base case, and four drivers explain all of it. They are automotive electronics, industrial and medical controls, communications hardware and new Southeast Asian capacity that pulls outsourced work. Each driver below carries its contribution in percentage points.
Automotive electronics adds 0.71 points. Prismark figures in the Bomin filing put automotive PCB output at USD 9.20 billion in 2024 and project 4.0% yearly growth to 2029, faster than consumer electronics at 3.0%. Four-layer boards take a large share of that automotive spend because door, seat, lighting and charger modules rarely need more layers. Douglas Insights models the automotive slice of four-layer revenue adding USD 1.08 billion between 2025 and 2035. The same filing projects automotive PCB output rising from USD 9.20 billion in 2024 to USD 11.21 billion in 2029, an extra USD 2.01 billion of board spend in five years.
Industrial control and medical equipment add 0.38 points. Industrial control PCB output reached USD 2.92 billion in 2024 and medical output USD 1.50 billion, with forecast growth of 4.0% and 3.8% a year respectively in the same filing. Programmable logic controllers, drives, meters and patient monitors favour four-layer stacks because certification makes redesigns expensive, so a qualified four-layer board can stay in production for 8 to 12 years. That long tail matters: a four-layer board approved for a drive in 2025 is still being reordered in 2033, which steadies volume through consumer downturns.
Communications hardware adds 0.33 points. Wired infrastructure PCB output stood at USD 6.15 billion in 2024 with 5.4% forecast growth, and server and data storage boards jumped 33.1% to USD 10.92 billion. Mainboards in those systems use high layer counts or HDI, but racks also ship power distribution, fan control and front-panel boards that are often four-layer designs. Kingboard’s chairman told shareholders in the 2024 annual report that AI servers and electric vehicles are lifting PCB demand.
New capacity in Southeast Asia adds 0.20 points. The four Thai projects approved on 9 March 2026 total more than THB 65 billion and will create over 5,600 jobs, according to the Thai government release. Shorter lead times outside China pull four-layer orders from EMS buyers diversifying supply, and Douglas Insights counts that relocation effect as fresh volume because some buyers add second-source inventory rather than only switching vendors.
Which headwinds hold four-layer boards to low single-digit growth?
Three headwinds remove 0.97 points from what four-layer board revenue growth would otherwise be: substitution by HDI, soft consumer electronics output and laminate cost pressure. Without them, the PCB four-layer board market would compound near 3.48% instead of 2.51%.
HDI substitution removes 0.42 points. HDI output grew 18.8% in 2024 against 2.0% for four-to-six-layer boards, a gap of 9.4 times, and HDI is projected at 6.4% a year to 2029 versus 2.3% for the mainstream band. Every module that shrinks to a phone-style footprint leaves the four-layer pool for good.
Consumer electronics softness removes 0.31 points. Consumer electronics PCB output slipped 0.2% in 2024 to USD 8.97 billion, and computers outside servers barely moved, at 0.4%. Those two end uses buy about 41.4% of four-layer boards, so flat device shipments cap volume.
Laminate and copper costs remove 0.24 points from the price leg. Kingboard’s laminate division revenue rose 10% in 2024 to HK$18.90 billion while its PCB division grew 4%, which shows input makers holding more pricing power than board fabricators. Four-layer boards use two cores and prepreg per stack, so a laminate increase passes straight into board cost, yet buyers of commodity four-layer work resist price rises.
How much do buyers pay per square metre of four-layer board?
Buyers pay about USD 120.6 per square metre for volume four-layer boards on Douglas Insights’ 2025 average. The band runs from roughly USD 95 to USD 400, depending on lot size, laminate grade and finish. Volume automotive work sits above the average and consumer panels below it.
The best disclosed anchor is Olympic Circuit Technology, a Guangdong maker of high-layer rigid, HDI, flexible, rigid-flex and metal-base boards. Its 2024 annual report lists 4.53 million square metres sold and RMB 4.72 billion of PCB revenue, an average of RMB 1043.3 or about USD 144.9 per square metre. Douglas Insights reads that as the upper edge of volume four-layer pricing, because Olympic’s mix includes higher layer counts and rigid-flex boards.
Small production lots cost far more. A 100 by 100 millimetre four-layer board in a 1,000-piece run is quoted at USD 2 to USD 4 by quick-turn fabricators, equal to USD 200 to USD 400 per square metre, roughly twice the volume price. High-volume consumer panels in China clear nearer USD 95 to USD 110. Douglas Insights expects the average to rise 0.88% a year to about USD 131.6 by 2035, because the automotive and industrial mix is growing and Douglas Insights assumes halogen-free and high-Tg laminates carry premiums of 8% to 15% over standard FR-4.
Which companies supply four-layer boards at volume, and on what footing?
The three largest suppliers we can anchor on disclosed revenue hold an estimated 10.3% of four-layer board revenue, so the PCB four-layer board market is highly fragmented among hundreds of Chinese and Taiwanese fabricators. Kingboard leads with about 5.8% share of value.

Kingboard Holdings reported PCB division revenue of HK$12.11 billion for 2024, up 4%, and owns a laminate division four-fifths larger, so its four-layer boards rest on in-house copper-clad laminate. Douglas Insights puts about 34.5% of Kingboard’s board revenue in four-layer work, worth USD 535.5 million. Olympic Circuit Technology sold 4.53 million square metres of boards for RMB 4.72 billion, almost all from rigid boards; we place USD 215.2 million of that in four-layer boards. Shennan Circuits booked RMB 10.49 billion of PCB revenue in 2024, up 29.99%, though its mix leans to higher layer counts, so only about 14.2% of its board revenue, near USD 207.0 million, falls in this market.
Zhen Ding Technology reported revenue of NT$78.29 billion in the first half of 2025, up 20.6%, built mainly on flexible and HDI boards; its four-layer exposure is small, though its new Thailand fab adds regional multilayer capacity. TTM Technologies opened a 215,000 square foot Ultra-HDI plant in Syracuse, New York on 22 June 2026, a USD 130 million investment described in its company release; its Penang plant serves networking, data centre, medical and industrial customers, some of them four-layer buyers. Bomin Electronics, with 2024 revenue of RMB 3.27 billion, up 12.11%, is a mid-sized Chinese fabricator competing for the same multilayer orders. The four-layer board buyer list overlaps the Electronic Manufacturing Services Market, where assemblers source bare boards from these fabricators.
Where are four-layer board lines located, by region?
China makes 58.6% of four-layer board value in 2025, worth USD 5.43 billion, while Southeast Asia is the fastest-growing region at 6.84% a year as Thai and Vietnamese lines ramp. Six production regions are modelled.

China remains the leader and reaches USD 6.58 billion by 2035, growing 1.93% a year; mainland China produced USD 41.21 billion of all PCBs in 2024, 56% of world output. Southeast Asia rises from USD 899.5 million to USD 1.74 billion, because Thailand’s Board of Investment logged THB 100.86 billion of PCB applications in 2023 alone. Taiwan, Japan and South Korea hold USD 1.70 billion and grow 1.71%, as their fabricators shift spare capacity toward HDI and substrates. North America accounts for USD 667.6 million at 1.48% growth, held up by defence and medical four-layer boards that must be made domestically. Europe is the slowest at 0.62% from USD 361.6 million, after European PCB output fell 5.3% in 2024. India and rest of world is the wildcard: USD 213.4 million today, rising 6.39% a year as phone and automotive assembly in India pulls local four-layer board supply.
What would move the 2035 four-layer board forecast up or down?
The base case reaches USD 11.89 billion in 2035 on 1.62% square-metre growth and 0.88% price growth; a slower case gives USD 10.62 billion and a faster case USD 13.22 billion. Four-layer board volume is the swing factor, not price.
The slower case uses 0.84% volume and 0.52% price growth. It assumes HDI takes over automotive camera and radar boards faster and that consumer electronics shrinks through 2028. The faster case uses 2.37% volume and 1.21% price growth, with electric vehicle output beating plans and the Thai projects approved on 9 March 2026 running near full load by 2029, as the Board of Investment release anticipates for export-led production.
Sensitivity is modest. One added point of yearly square-metre growth lifts 2035 four-layer board revenue by about USD 1.22 billion. Our 2.51% sits just above the 2.3% that Prismark assigns to four-to-six-layer boards through 2029, and below the 4.51% to 5.5% that outside forecasts give broader multilayer and FR-4 board revenue, which include HDI-heavy server growth.
Which RoHS limits and IPC rules govern four-layer board laminates and finishes?
Four-layer boards sold into Europe must meet RoHS limits of 0.1% by weight for lead and 0.01% for cadmium in each homogeneous material. Those limits sit in Commission Delegated Directive (EU) 2015/863, which also restricted four phthalates from 22 July 2019.
The rules shape finishes more than layer count. Lead-free HASL, ENIG, OSP and immersion silver all comply, so the 0.1% lead cap moved four-layer finishing away from tin-lead solder rather than changing stack-ups. PBB and PBDE flame retardants are also capped at 0.1%; halogen-free FR-4 goes further and answers customer screening of brominated chemistry. Qualification of rigid boards follows IPC-6012, the qualification and performance specification for rigid printed boards, which in its F revision covers single-sided, double-sided, multilayer and metal core boards, their finishes and acceptance testing, so one document governs every four-layer board audit.

The register counts announced capacity and rates each entry for four-layer relevance. Kingboard’s two 2026 sites add 2.3 million square feet a month, equal to 2.56 million square metres a year, or 3.3% of 2025 four-layer board volume if every panel ran four layers. If one third does, the addition is 0.85 million square metres, about 1.1% of volume. The finding: only 3 of the 7 entries are aimed squarely at mainstream multilayer work, so new four-layer capacity arrives slower than headline PCB investment suggests, and that supports our 0.88% price leg.

76.89 million square metres of four-layer board multiplied by USD 120.6 per square metre gives USD 9.27 billion for 2025. The square-metre figure starts from USD 15.74 billion of four-to-six-layer output in 2024.
We grow that USD 15.74 billion by 2.3% to USD 16.10 billion for 2025, then assign 57.6% of the band to four-layer boards, based on layer-count mix in automotive, industrial and consumer programmes. Dividing by the USD 120.6 average gives the square metres. How exposed is four-layer board output to copper foil and glass-cloth laminate costs?
Copper-clad laminate and prepreg make up roughly 30% to 40% of a four-layer board’s factory cost on Douglas Insights’ cost model, so a 10% laminate rise lifts board cost by 3% to 4%. Copper foil and glass cloth are the two inputs that move laminate prices.
Laminate makers have recently held the stronger hand. Kingboard’s laminate revenue grew 10% in 2024, more than twice its board revenue growth of 4%. Glass cloth sits upstream of every four-layer core, and the Fiberglass Cloth Market report tracks that supply. Fabricators without in-house laminate absorb part of each rise, which is why we hold the four-layer price leg to 0.88% a year.
What share of four-layer board volume moves into Southeast Asia by 2035?
Southeast Asia’s share of four-layer board value rises from 9.7% in 2025 to 14.7% in 2035 on our model, as USD 843.7 million of new regional revenue arrives.
China’s share slips from 58.6% to 55.3% over the same decade. Thailand leads the move: it attracted THB 15.6 billion of PCB applications in 2021 and THB 15.9 billion in 2022 before the 2023 jump, a sixfold rise. Vietnam follows through Kingboard’s 2026 lines.
