FDA order OTC000039 lets a US brand put up to 6% bemotrizinol into an over-the-counter (OTC) sunscreen without a new drug application, ending a 27-year freeze on new US UV filters and redrawing supplier order books. The sunscreen ingredients market covers the organic and inorganic UV filters sold to formulators: zinc oxide, titanium dioxide, avobenzone, octocrylene, homosalate, bemotrizinol and related actives, priced at the active-ingredient level. The order was issued on 10 June 2026 and took effect on 9 August 2026, per the FDA final administrative order. Douglas Insights sizes the sunscreen ingredients market at USD 1.09 billion in 2025, built as 46,200 tonnes of UV filter actives at an average USD 23.60 per kg, rising to USD 1.70 billion by 2035 at 4.54% a year. The model sits in our specialty chemicals coverage and follows the Douglas Insights research methodology.

Which UV filter suppliers hold the sunscreen ingredients business, and on what chemistry?

BASF, dsm-firmenich and Symrise lead sunscreen ingredients supply, and Douglas Insights estimates the top three suppliers hold about 46.8% of 2025 value, or roughly USD 510 million of the USD 1.09 billion total. Their edge is a patent-era portfolio of photostable organic filters; mineral specialists such as Croda and Kobo Products compete on zinc oxide and titanium dioxide dispersions.

None of these firms discloses UV filter revenue as a separate line, so the 46.8% figure is a Douglas Insights estimate built from product breadth, regulatory filings and the price bands in this study. Concentration is higher in triazine broad-spectrum filters, where two chemistries dominate, than in organic UVB filters, which many Indian and Chinese producers also make.

How each sunscreen ingredients supplier built its position

dsm-firmenich sells bemotrizinol as PARSOL Shield and was the requestor behind the US order: it filed the Tier 1 OTC monograph order request on 23 September 2024, and its 10 June 2026 release cites clinical studies with nearly 500 participants. Douglas Insights puts dsm-firmenich at about 17.9% of 2025 sunscreen ingredients value.

BASF markets the same molecule, bis-ethylhexyloxyphenol methoxyphenyl triazine, as Tinosorb S. Its 12 June 2026 release notes absorption peaks near 310 nm and 340 nm and says pairing with avobenzone or Z-COTE zinc oxide helps formulas pass a 370 nm critical wavelength. Our model gives BASF about 16.4%, the broadest triazine plus mineral range.

Symrise competes with the Neo Heliopan range; Neo Heliopan Fusion dissolves three crystalline filters in one liquid filter and reaches SPF 50+ at a 30% use level, a cold-process shortcut for contract fillers. Douglas Insights estimates Symrise at about 12.5%.

Croda sells Solaveil titanium dioxide and zinc oxide as powders and dispersions, including the Clarus, Harmony and SpeXtra grades and COSMOS-approved HTP1 powder. Ashland sells Escalol organic filters, among them Escalol HMS, a USP-grade homosalate UVB filter. Kobo Products makes non-nano titanium dioxide dispersions above 100 nm, rated at up to 5 SPF units per 1% of titanium dioxide.

Supplier Core sunscreen ingredients Est. 2025 share
dsm-firmenich PARSOL Shield (bemotrizinol), PARSOL organic filters 17.9%
BASF Tinosorb S, Z-COTE zinc oxide 16.4%

Kobo Products Mineral dispersions 2.3%

Which UV filter type earns the most sunscreen ingredient revenue?

Organic UVB filters earn the most, USD 342.4 million or 31.4% of 2025 sunscreen ingredients value, because homosalate, octisalate and octocrylene are cheap, oil-soluble SPF builders used in most chemical sunscreens. Triazine broad-spectrum filters grow fastest, at 8.6% a year, as bemotrizinol enters US formulas.

Filter type 2025 share 2025 value Growth 2026-2035 2035 value
Organic UVB filters 31.4% USD 342.4 million 2.3% USD 429.8 million
Organic UVA filters 18.7% USD 203.9 million 4.1% USD 304.7 million
Triazine broad-spectrum filters 16.8% USD 183.2 million 8.6% USD 418.0 million
Zinc oxide 17.6% USD 191.9 million 4.8% USD 306.7 million
Titanium dioxide 15.5% USD 169.0 million 3.0% USD 227.1 million

Organic UVB filters hold USD 342.4 million but grow only 2.3% a year, held back by EU limits on octocrylene and the unresolved US data call on legacy actives. Organic UVA filters, led by avobenzone, carry USD 203.9 million at 18.7% share and grow 4.1% a year as UVA labelling tightens. Triazine broad-spectrum filters start at USD 183.2 million and reach USD 418.0 million by 2035, the fastest line at 8.6% a year, because one triazine replaces two or three older filters in a broad-spectrum formula. Zinc oxide carries USD 191.9 million, a 17.6% share, growing 4.8% on mineral and reef-safe claims. Titanium dioxide holds USD 169.0 million at 15.5% share and grows 3.0%, slower than zinc oxide because it covers UVB better than long UVA.

Why are bemotrizinol and zinc oxide orders lifting sunscreen ingredients volume?

Volume of sunscreen ingredients grows 3.4% a year to 2035, from 46,200 tonnes to 64.5 thousand tonnes, and three drivers add it up: the US bemotrizinol opening, the mineral switch and daily-wear SPF. Price adds a further 1.1 points, for 4.54% in value.

The US order is the largest single lever and adds an estimated 1.3 points of volume growth. The FDA order took effect on 9 August 2026, so US brands can file broad-spectrum formulas at up to 6% bemotrizinol from the 2027 season. Bemotrizinol absorbs both UVB and UVA, so a SPF 50 formula needs fewer total filter percent points, yet the US starts from zero tonnes. Douglas Insights expects US bemotrizinol use to pass 1,100 tonnes by 2030 if half of new broad-spectrum launches adopt it at 3% to 4%.

The mineral switch adds about 1.1 points. In its 21 February 2019 proposed rule, the FDA found only zinc oxide and titanium dioxide generally recognised as safe and effective (GRASE) out of 16 monograph actives, judged PABA and trolamine salicylate not GRASE and asked for more data on the other 12; the same monograph later took bemotrizinol through the 2026 FDA order. That data call has steered brands toward mineral sunscreen ingredients for baby, sport and sensitive-skin lines; our sibling Mineral Sunscreen Market report tracks the finished products. Mineral loading is heavy: a Kobo SPF 50 test formula used 20% zinc oxide dispersion, 10% titanium dioxide dispersion and 2% titanium dioxide powder, about 32% by weight, against 15% to 25% for an organic formula.

Daily-wear SPF adds the last 1.0 point. Facial moisturisers, primers and tinted products now carry SPF 15 to SPF 50 claims, and each tonne of such cream holds 3% to 10% UV filters. Croda frames its sun care work around 2 to 3 million skin cancer cases a year worldwide and cites UV exposure as the source of up to 80% of visible skin ageing, the anti-ageing argument that sells daily SPF outside summer. The drivers sum to 3.4 points: 1.3 for bemotrizinol, 1.1 for mineral switching and 1.0 for daily-wear SPF.

Price adds 1.1 points a year, driven by mix rather than list price. Triazine filters sell at two to four times the per-kg price of homosalate, so every tonne that shifts from legacy UVB filters to triazines lifts the average. Douglas Insights calculates the blended price rising from USD 23.60 per kg in 2025 to USD 26.33 per kg in 2035.

What limits sunscreen ingredient growth as octocrylene and oxybenzone caps tighten?

Regulatory caps on legacy organic filters remove about 0.9 points a year from sunscreen ingredients volume growth, before the 3.4-point net figure. EU limits on oxybenzone (benzophenone-3) and octocrylene, plus a French proposal to cut octocrylene further, shrink the largest UVB tonnage pool.

Commission Regulation (EU) 2022/1176, adopted on 7 July 2022, capped benzophenone-3 at 6% in face, hand and lip products and 2.2% in body products, and set octocrylene at 9% in propellant sprays and 10% elsewhere. Non-compliant products could not be placed on the EU market from 28 January 2023. Douglas Insights counts this cap and its knock-on reformulation as a 0.3-point drag on volume through 2030.

France goes further. ANSES proposed on 1 October 2025 to lower the octocrylene limit so far that it would no longer work as a UV filter or photostabiliser; more than 1,500 tonnes of octocrylene enter EU cosmetics every year, and ECHA committee opinions were due in September 2026. Our model removes 0.4 points for this risk, weighted at roughly 60% odds of adoption by 2029.

Mineral texture is the third hurdle, worth about 0.2 points. Zinc oxide and titanium dioxide whiten darker skin tones at the 20% to 30% loadings an SPF 50 claim needs, which caps mineral share in Asia Pacific and Latin America face care. Non-nano grades above 100 nm help EU labelling, but they scatter more visible light.

Where do sunscreen ingredient buyers sit, and which region adds the most UV filter tonnage?

Asia Pacific leads sunscreen ingredients demand with USD 353.3 million in 2025 and grows fastest, at 5.4% a year. Daily facial SPF use in China, Japan and Korea keeps UV filter loadings high in every season, not only summer, so the region also adds the most tonnage to 2035.

North America follows at USD 311.8 million and grows 4.9% a year to USD 503.1 million, the region that gains most from the bemotrizinol order. Europe holds USD 304.2 million but grows only 3.0%, held back by octocrylene and oxybenzone caps. Latin America is worth USD 74.1 million and grows 4.6%, as SPF claims spread into face care. Middle East and Africa is the wildcard at USD 46.9 million, growing 4.58% a year from a small base. Asia Pacific adds USD 244.5 million of the USD 609.0 million global gain.

How much do sunscreen ingredient buyers pay per kg for avobenzone, triazines and zinc oxide?

Sunscreen ingredients averaged USD 23.60 per kg in 2025, but realised prices span from about USD 9 per kg for commodity homosalate to USD 80 per kg for patented triazine filters. Douglas Insights estimates these bands from supplier positioning and filter mix, not from list prices.

UV filter group Realised price band, USD per kg (Douglas Insights estimate)
Homosalate, octisalate, octocrylene 9 to 16
Avobenzone 18 to 28
Bemotrizinol and other triazines 45 to 80
Cosmetic zinc oxide, coated or dispersed 14 to 30
Cosmetic titanium dioxide, coated or dispersed 25 to 45

Cosmetic titanium dioxide sells at a large premium to pigment grade: the USGS Mineral Commodity Summaries 2026 puts titanium dioxide pigment at USD 3,170 per tonne in 2024 and USD 3,200 per tonne in 2025, about USD 3.20 per kg. Surface coating, particle control and dispersion in carrier oil add the rest. Bemotrizinol is the price swing factor: US launch volume in 2027 and 2028 will be bought on contract at the top of the band.

Which FDA monograph and EU Annex VI rules decide what sunscreen ingredients can be sold?

Two rule books decide which sunscreen ingredients sell: US OTC Monograph M020 and Annex VI of the EU Cosmetics Regulation. M020 gained bemotrizinol in June 2026; Annex VI lists permitted UV filters with maximum concentrations, and a filter missing from either list loses that market.

In the US, sunscreens are drugs. The FDA order amended Monograph M020 and was the first ingredient added through the administrative order process created by the CARES Act; dsm-firmenich filed the request on 23 September 2024 and the order followed in under two years. In the EU, sunscreen ingredients are cosmetic UV filters reviewed by the Scientific Committee on Consumer Safety (SCCS) and capped in Annex VI, with Regulation (EU) 2022/1176 the latest large change. The gap matters: dsm-firmenich says PARSOL Shield was already approved across multiple global regions before the US, so non-US formulators set the reference dose.

Which end uses take sunscreen ingredient tonnage beyond beach sunscreens?

Beach and sport sunscreens take about 58.6% of sunscreen ingredients tonnage, Douglas Insights estimates. The remaining 41.4% goes into daily-wear facial moisturisers, colour cosmetics, lip care and hair care, where UV filters protect skin or protect the product itself from light damage.

Daily-wear facial moisturisers are the fastest end use, growing at about 6.1% a year in tonnage, because SPF has become a standard claim on day creams in Asia Pacific. Colour cosmetics such as tinted foundation use titanium dioxide and zinc oxide twice, as UV filters and as opacity. Lip care and hair care use small doses, often 0.5% to 2%, mainly to protect fragrance and colour. Our model counts only material sold as a UV filter; titanium dioxide bought as pigment for whitening is excluded, which keeps the titanium dioxide line well below pigment-grade tonnage.

What if bemotrizinol uptake stalls: how wide is the 2035 sunscreen ingredients forecast?

The 2035 sunscreen ingredients value lands between USD 1.42 billion and USD 1.98 billion across our three cases, with the USD 1.70 billion base case driven by 3.4% volume and 1.1% price growth a year. Bemotrizinol adoption in the US is the single largest swing.

The slower case assumes US brands treat bemotrizinol as a niche premium filter and the octocrylene restriction passes early: volume grows 2.1% and price 0.6%, giving USD 1.42 billion. The faster case assumes mass US adoption after the 9 August 2026 effective date of the FDA order and quick mineral gains: volume grows 4.6% and price 1.5%, giving USD 1.98 billion. A one-point lift in annual tonnage growth adds about USD 171.7 million to the 2035 sunscreen ingredients total. Rival published forecasts span 3.1% to 7.3% a year; our 4.54% sits in the middle, above the personal care UV filter view at 3.1% because it counts mineral actives and the US triazine opening.

Douglas Exclusive: the UV Filter Regulatory Pressure Index

The UV Filter Regulatory Pressure Index is a Douglas Insights model that scores each sunscreen ingredients group from 0 (no pending restriction) to 100 (likely loss of a major market). It is built from 11 inputs: six dated regulatory actions read for this study (the 2019 FDA proposed rule, the June 2026 bemotrizinol order, the 2022 EU benzophenone-3 and octocrylene caps, the October 2025 ANSES proposal and the September 2026 ECHA opinion timetable) and the five segment values in our 2025 model.

Filter group Index score 2025 value exposed
Organic UVB filters (octocrylene, homosalate, oxybenzone) 72 USD 342.4 million
Organic UVA filters (avobenzone) 41 USD 203.9 million
Titanium dioxide 23 USD 169.0 million
Zinc oxide 17 USD 191.9 million
Triazine broad-spectrum filters 9 USD 183.2 million

The finding: about 31.4% of 2025 sunscreen ingredients value, the organic UVB block, scores above 70, while the two filter groups with the cleanest regulatory record, triazines and zinc oxide, hold 34.4% today and take 42.6% of value by 2035 in our base case. Scores are our weighting of pending actions, not an official ranking by any regulator.

What should brand owners do about sunscreen ingredient sourcing before the 2027 US season?

Brand owners should qualify a second bemotrizinol source before 2027, because two suppliers, dsm-firmenich and BASF, hold most announced capacity for a filter that US demand starts from zero. Douglas Insights reckons US bemotrizinol orders could take 4% to 6% of global triazine output in the first season.

Formulators reworking EU products should plan octocrylene-free versions now rather than after the ECHA opinion, since the restriction would remove its photostabiliser role for avobenzone too. Brands that sell in both regions gain most from one global broad-spectrum base built on triazines plus zinc oxide; the sibling Blue Light Protection Ingredients Market report covers the adjacent visible-light actives, and the Cosmetics Market report sizes the finished-goods pull.

How the model turns 46,200 tonnes of UV filters into USD 1.09 billion?

The sunscreen ingredients model multiplies 46,200 tonnes of UV filter actives by USD 23.60 per kg to reach USD 1.09 billion. Volume then grows 3.4% and price 1.1% a year, giving USD 1.70 billion in 2035, with every step computed in one spreadsheet chain.

Tonnage starts from one hard anchor: more than 1,500 tonnes of octocrylene used each year in EU cosmetics, per ANSES. We scale it with filter mix shares across 5 filter groups and 5 regions, giving 25 regional segment cells and 38 data points in all. Cross-checks: published personal care UV filter estimates near USD 0.91 billion for 2024 sit 16% below our figure, which also counts mineral actives; the 2035 segment sum of USD 1.69 billion agrees with the top-down USD 1.70 billion within 0.8%. The five regional rows sum exactly to the global total in 2025 and 2035.
