Blue light protection ingredients are the 9,640 tonnes of actives and pigments sold in 2025 to shield eyes or skin from light between 400 and 500 nanometres, worth USD 1.23 billion. The blue light protection ingredients market counts six ingredient groups: Lutein and zeaxanthin ingredients, Astaxanthin ingredients, Topical botanical and peptide HEV actives, HEV-filtering mineral pigments, Bilberry and anthocyanin extracts, and Saffron and botanical eye actives. Value is also split by application into Eye-health supplements, Functional foods and beverages, Infant and medical nutrition, Sun care and daily skin care, and Colour cosmetics, and by source into Marigold extraction, Algal and microbial fermentation, Chemical synthesis, Mineral processing, and Fruit and flower extraction.

Oral ingredients such as lutein, zeaxanthin and meso-zeaxanthin collect in the macula and absorb blue light; topical ingredients scatter it with iron oxides and coated zinc oxide or titanium dioxide, or quench its oxidative stress with plant extracts, topical lutein and peptides. Only tonnage sold with an eye or skin light-protection position is counted; lutein used as a yellow food colour, astaxanthin fed to salmon and pigments sold for plain make-up shade sit outside. What did the 1 August 2025 titanium dioxide judgment settle for blue light protection ingredients?

The judgment settled the legal status of about 1,580 tonnes of titanium dioxide grades that Douglas Insights estimates cosmetic formulators bought in 2025 for tinted sunscreens and daily creams with visible-light claims, part of the HEV-filtering mineral pigments group in the blue light protection ingredients market. The Commission had classified titanium dioxide powder containing 1% or more of particles of 10 micrometres or less as a suspected carcinogen by inhalation in Delegated Regulation (EU) 2020/217 of 4 October 2019. The General Court annulled that classification on 23 November 2022 in cases T-279/20, T-288/20 and T-283/20, and the Court of Justice upheld the annulment in joined cases C-71/23 P and C-82/23 P.

The ruling does not revive titanium dioxide as a food additive. Commission Regulation (EU) 2022/63 of 14 January 2022, published on EUR-Lex, removed E 171 from the list of authorised food additives from 7 February 2022, with a transition to 7 August 2022, so European lutein tablets and coated softgels had to find other opacifiers. Douglas Insights therefore treats the 2025 judgment as a stabiliser for cosmetic mineral pigments, not a growth trigger: brands that swapped titanium dioxide for iron oxides between 2020 and 2025 are unlikely to switch back, which is why HEV-filtering mineral pigments grow slowest.

Which rules and laws decide what a lutein capsule or HEV cream may claim?

Three rulebooks govern about 91% of blue light protection ingredients market value, covering food safety, supplement claims and cosmetic claims in the United States, the European Union and China. In the United States, ingredients enter foods through the generally recognised as safe route, and on 4 June 2025 OmniActive Health Technologies announced that the Food and Drug Administration had acknowledged its Lutemax Free Lutein for use in infant formula. Supplement labels may make structure and function claims without FDA pre-approval.

In the European Union, no authorised health claim currently links lutein to vision, so labels lean on the authorised claims for zinc and vitamin A that most eye formulas also carry. Cosmetic HEV claims fall under the EU Cosmetics Regulation’s common criteria for claims, which demand evidence but set no standard test for visible light protection, unlike the SPF method for ultraviolet. China treats sunscreen as a special-use cosmetic, adding 9 to 14 months to mineral HEV launches, Douglas Insights estimates.

What price does a kilogram of lutein, astaxanthin or HEV pigment fetch?

An average kilogram of blue light protection ingredients sold for USD 127.35 in 2025, and Douglas Insights expects about USD 152 per kilogram by 2035. The average hides a range of more than 60 times. HEV-filtering mineral pigments sell for about USD 29.2 per kilogram because iron oxides and coated oxides are made at scale, while lutein beadlets and 20% powders average about USD 192, bilberry extracts standardised to anthocyanins about USD 214, topical actives about USD 146 as supplied in solution, astaxanthin oleoresins and beadlets about USD 540, and saffron extracts about USD 1,780.

Mix moves the price leg of the blue light protection ingredients market. Zeaxanthin isomer blends, free lutein for infant formula and algal astaxanthin carry premiums of 20% to 60% over commodity marigold extracts from China, and each point of share they gain lifts the average.

What drives formulators to buy blue light protection ingredients?

Four forces add about 8.1 points a year to blue light protection ingredients market tonnage, while restraints take away about 1.8 points, leaving 6.3%. Ageing eyes come first. The National Eye Institute reported on 2 June 2022 that ten-year data from its AREDS2 follow-up confirmed that a formula with 10 mg of lutein and 2 mg of zeaxanthin in place of beta-carotene was safer and better at slowing age-related macular degeneration, with a further 20% lower risk of progression after ten years. Most eye formulas now copy that dose, and Douglas Insights estimates Eye-health supplements used USD 683 million of ingredients in 2025, adding about 3.4 points a year to tonnage.

Screen time is the second driver, and it is the newest. Adults in the United States, China, Japan and Korea typically spend six to eight hours a day on screens, and supplement brands aimed at gamers, students and office workers sell lutein and astaxanthin for eye fatigue rather than disease. Douglas Insights estimates these screen-comfort launches took about 22% of lutein and astaxanthin tonnage in 2025, up from about 9% in 2018, and add about 1.9 points a year to blue light protection ingredients market volume.

Skin care claims are the third driver, led by sun care. Research on visible light and pigmentation in darker skin types pushed sun care and day creams to add iron oxides and antioxidant actives, and Sun care and daily skin care used USD 255 million of ingredients in 2025. Topical botanical and peptide HEV actives grow 11.63% a year, adding about 1.6 points a year as brands in Korea, Japan, France and the United States print visible-light protection on moisturisers and tinted sunscreens.

New food and infant uses are the fourth driver. The FDA acknowledgement of Lutemax Free Lutein for infant formula on 4 June 2025 opens a category where lutein is added at every feed, and gummies, eye-health drinks and fortified milks in Asia widen the base beyond capsules. Douglas Insights estimates Infant and medical nutrition used USD 52.8 million and Functional foods and beverages USD 109 million in 2025, together adding about 1.2 points a year.

What holds back blue light protection ingredients once the claim is tested?

Evidence gaps are the first brake, removing about 0.8 points a year from blue light protection ingredients market tonnage growth. Screen light is far weaker than daylight, and the strongest clinical data link lutein and zeaxanthin to macular degeneration in older adults rather than to eye strain in young screen users. Brands that cannot point to macular pigment or glare studies face delisting risk.

Claim ceilings are the second restraint. Without an authorised EU vision claim for lutein and without a standard HEV test for creams, marketers depend on softer wording, which caps the premium buyers pay and holds European growth to 6.48% a year. Douglas Insights removes about 0.6 points a year for this.

Crop and feedstock risk is the third restraint. Marigold flowers from China and India supply most of the world’s lutein, and a poor season or a tariff swing can push buyers to delay stock. Some European brands still avoid titanium dioxide despite the 1 August 2025 judgment, removing about 0.4 points a year.

Which blue light protection ingredient segment carries the value in 2025?

Lutein and zeaxanthin ingredients carry 41.8% of 2025 blue light protection ingredients market value, USD 513 million, because the AREDS2 dose made them the default in eye formulas. Lutein and zeaxanthin ingredients are worth USD 513 million in 2025 and grow 7.46% a year to USD 1.05 billion by 2035, as meso-zeaxanthin and infant formula grades lift the price. Astaxanthin ingredients are worth USD 216 million, growing 9.84% a year to USD 552 million, because algal astaxanthin now sells for eye fatigue and skin as well as sport. Topical botanical and peptide HEV actives are worth USD 168 million and are the fastest group at 11.63% a year, reaching USD 505 million, because each active is dosed at low levels but sells at a high price per kilogram.

HEV-filtering mineral pigments are worth USD 140 million and grow only 2.76% a year to USD 184 million, because iron oxides are cheap and the titanium dioxide share is flat after years of reformulation. Bilberry and anthocyanin extracts are worth USD 127 million and grow 6.12% a year to USD 229 million, held back by adulteration and a mature base. Saffron and botanical eye actives are worth USD 63.8 million and grow 10.87% a year to USD 179 million, as saffron gains trial support for macular function and joins lutein in premium blends.

Topical uses exceed the two topical ingredient groups by 6.1 points because some astaxanthin and lutein goes into creams. Published growth rates for related ingredients run from 5.8% to 11.2% a year, and the 8.21% base case sits inside that range.

Douglas Exclusive: the blue light protection ingredients dose-cost ledger

The ledger converts 2025 ingredient prices into the cost of one daily dose, using 10 mg of lutein and 2 mg of zeaxanthin at AREDS2 levels, 6 mg of astaxanthin, 160 mg of bilberry extract and 20 mg of saffron extract. A day of lutein costs a brand about 0.96 US cents and a year about USD 3.50; zeaxanthin adds about 1.04 cents a day. Astaxanthin is the most expensive oral active at about 6.48 cents a day, or USD 23.65 a year. Bilberry costs about 3.42 cents and saffron about 3.56 cents a day.

A full AREDS2-style lutein and zeaxanthin dose therefore costs about 2 cents a day, less than 3% of the shelf price of a typical USD 20 to USD 30 monthly bottle. That low share is why brands add zeaxanthin isomers, saffron or astaxanthin to justify premium pricing, and why the blue light protection ingredients market can raise its average price 1.8% a year without losing volume. On the topical side, a sun cream with 3% iron oxide at USD 29.2 per kilogram carries less than 0.1 cents of pigment per gram of product.
