What did Washington’s 17 February 2026 CTA-2045-B filing change for grid-ready tanks?
The filing let makers ship the February 2021 CTA-2045-B port in Washington from 20 March 2026, and Douglas Insights estimates about 94% of electric storage tanks sold in the state in 2025 already carried a CTA-2045 port. The rule requires no test method and no listing, only a marking on every unit. In its December 2025 proposal, Commerce said it needed to update the rules to avoid being out of step with other states and industry expectations.
For the AI water heater market the point is architecture. The port lets a utility send a shed or load-up command through a plug-in module, and the tank’s learning controller decides how to meet it without leaving a family short of hot water. A. O. Three sets of rules reach about 47.2% of 2025 AI water heater market value, the share sold in North America and Europe. The first is the US Department of Energy’s water heater standard, published in the Federal Register on 6 May 2024, with compliance required from 6 May 2029. The department puts equipment costs at USD 2.62 billion a year against USD 5.66 billion a year of operating savings, and the standard moves most electric storage tanks to heat pump efficiency, the technology most often sold with connected controls.

What drives AI water heater uptake from utility load programmes to leak insurance?
Four forces add about 12.3 points a year to AI water heater unit growth, while restraints remove about 1.0 point, leaving 11.3%. Utility load flexibility comes first. A 200-litre tank stores roughly 10 kilowatt-hours of heat, so utilities use tanks as thermal batteries that load up at midday solar peaks. Each enrolled tank can move 1 to 3 kilowatts of load for several hours. The shift to heat pumps is the second driver. The US standard applies from 6 May 2029, and European codes already favour heat pumps in new homes. Heat pump water heaters took USD 2.17 billion of 2025 AI water heater value and grow 16.36% a year, because a heat pump tank ships with a connected controller about twice as often as a resistance tank. Douglas Insights estimates the connected share of heat pump water heaters rises from about 31% in 2025 to about 60% by 2035, adding about 3.1 points a year to volume.
Leak and fault prevention is the third driver. A failed tank floods a floor, and insurers in the United States and the United Kingdom now discount premiums for automatic shut-off valves. Douglas Insights estimates Leak detection and predictive maintenance functions carried USD 1.23 billion of 2025 value, with a valve and sensor kit adding USD 60 to USD 150 to a tank’s price, and add about 2.2 points a year to units.
Chinese smart gas and electric heaters are the fourth driver. Haier, Midea and Vanward now fit usage learning, voice control and app scheduling to most mid-range heaters sold in China, and Douglas Insights estimates Asia Pacific shipped about 6.9 million AI water heaters in 2025. Replacement of older tanks in Chinese apartments adds about 3.6 points a year to global unit growth even as Chinese prices stay low.
What holds back learning controls in a tank that lasts 10 to 15 years?
Replacement timing is the first brake, removing about 0.6 points a year from AI water heater unit growth. A storage water heater lasts 10 to 15 years, and about 70% of US replacements are emergency purchases decided in a day, when an installer fits whatever is in the van. A connected model sells for USD 80 to USD 250 more than the basic tank beside it, so the upgrade often loses.
Connection drop-off is the second restraint, removing about 0.4 points a year. Douglas Insights estimates about 35% of Wi-Fi-capable water heaters shipped in 2025 were never connected to a home network, and a tank that never connects cannot follow grid signals. Consent rules and privacy concerns also slow programme enrolment.

The grid-port readiness ledger reads 1,136 current water heater models from 27 brands in 14 countries, and records for each whether it carries native Wi-Fi, a CTA-2045 port, a learning mode, a leak shut-off valve and enrolment in at least one utility programme. It shows that 41% of models carried native Wi-Fi, 23% a CTA-2045 port, 29% a learning mode and 12% a shut-off valve. Only 17% combined a learning mode with a grid signal path, the full AI water heater specification, and that share was 44% among heat pump tanks against 9% among gas storage tanks. Learning models listed a median 14% above their non-learning twins.
