About 4.6 million residential heat pump water heaters were sold in 2025, and Douglas Insights expects about 10.9 million by 2035. China is the largest market by units, at about 1.9 million, where air-source water heaters compete with gas and solar thermal heaters in apartments. Japan sells about 700,000 EcoCute units a year, and its utilities have promoted them for two decades because they heat water at night on cheap power. Europe buys about 800,000 units, led by France, Germany, Italy and the UK, and North America about 450,000. Douglas Insights estimates heat pump water heaters are still under 5% of water heaters sold worldwide each year, so replacement demand is large: a storage water heater lasts about 10 to 15 years, and each failure is a chance to switch.
What drives residential heat pump water heater demand?
Efficiency regulation drives the largest share of residential heat pump water heater demand. The US DOE standard from 2029, Europe’s ecodesign and energy label rules, which give heat pump water heaters an A+ or better rating, and Japan’s Top Runner programme all push buyers toward heat pumps. Douglas Insights estimates regulation-led purchases, where a standard or building code rules out the cheaper option, made up about 35% of 2025 units and rise to about 60% by 2035 as the US rule takes effect and European building codes tighten. In Europe, heat pump water heaters count toward the renewable energy share that national building codes require in new homes, so builders in France and Italy often fit them as the cheapest way to comply.
Running-cost savings are the second driver. A heat pump water heater uses about 1,000 to 1,300 kilowatt hours a year for a typical family, against 3,500 to 4,500 for an electric resistance heater, saving USD 300 to USD 500 a year at US electricity prices. Douglas Insights estimates simple payback on the price premium over a resistance heater is about 3 to 5 years without incentives, and faster where utilities offer rebates, which is why electric-heated homes switch first.
Building electrification is the third driver. New homes in the EU must be zero-emission from 2030 under the recast Energy Performance of Buildings Directive, and many US states and cities have all-electric building codes for new homes, so builders choose heat pump water heaters when gas is not connected. Douglas Insights estimates new homes took about 25% of 2025 units, and all-electric new homes grow about 12% a year to 2035.
Solar and grid flexibility are the fourth driver. A heat pump water heater stores energy as hot water, so it can run when rooftop solar or cheap night power is available, and utilities in Japan, Australia and the United States pay households to let them schedule heating. Douglas Insights estimates about 30% of heat pump water heaters sold in 2025 were connected to a smart controller or utility programme, rising to about 60% by 2035, and connected units command a price premium of about USD 100 to USD 150.
