A US tablet coater pays about USD 26.40 a kilogram for a certified Red 40 aluminum lake, and now has to decide whether that shade survives the federal exit from petroleum dyes in food. FD and C lakes are water-insoluble pigments made by fixing a certified FD&C dye onto an alumina base; the market covers the five lakes FDA still certifies, Red 40, Yellow 5, Yellow 6, Blue 1 and Blue 2, and their equivalents traded worldwide. Douglas Insights puts 2025 value at USD 163.7 million, the product of 7,813.7 tonnes and an average USD 20.95 per kilogram. By 2035 the figure is USD 196.2 million, a 1.83% revenue CAGR made of 0.69% tonnage growth and a 1.13% price leg. The policy clock started on 22 April 2025, when HHS and FDA announced the national phase-out; the agency’s pledge tracker now lists 31 company commitments. Supply had not yet blinked: FDA’s fourth-quarter fiscal 2025 certification report, published 18 November 2025, counted 6,119,338 pounds of FD&C lakes certified in the year. This page belongs to our food ingredients coverage and follows the Douglas Insights research methodology.

Why are tablet coaters and panned-candy makers outside the US still adding FD and C lakes tonnage?

Four tailwinds add 2.50 points a year to FD and C lakes tonnage: Asia Pacific contributes 1.44, drug and cosmetic use in North America 0.38, Latin America 0.36 and the Middle East and Africa 0.32. A US food drag of 1.81 points nets them to 0.69%.

Lakes exist because a dissolved dye bleeds. A sugar-panned shell, a film-coated tablet or a lipstick stick needs colour that disperses as a fine powder and stays put in fat, oil or low-moisture matrices, and only a pigment on alumina does that at a cost under USD 30 a kilogram.

Asia Pacific tablets and confectionery: 1.44 points

Asia Pacific uses 2,630.0 tonnes of FD and C lakes in 2025, 33.66% of world volume, and Douglas Insights expects that tonnage to grow 3.7% a year to about 3,782 tonnes by 2035. Generic tablet output in India and China, and hard-panned candy across Southeast Asia, carry the growth. The region adds 1,152 tonnes over the decade, which converts to 1.44 points of the global volume leg.

Drug and cosmetic lakes in North America: 0.38 points

About 1,053.8 tonnes of North American lakes, 35.8% of the region, go into tablets, capsules, lipsticks and other non-food uses that the 22 April 2025 food initiative does not name. That non-food pool grows 2.6% a year to 1,362 tonnes in our model and contributes 0.38 points. FDA’s own data hint at its resilience: Blue 1 lake, the shade most tied to tablet and cosmetic work, reached 93.5% of its fiscal 2025 pounds within nine months of fiscal 2026, according to the third-quarter fiscal 2026 report published 2 July 2026.

Latin America and the Middle East and Africa: 0.68 points together

Latin America buys 1,080.0 tonnes of FD and C lakes and grows 2.4% a year, adding 0.36 points through powdered drink mixes, candy and tablet coatings. The Middle East and Africa use 690.0 tonnes, rising 3.2% a year to about 946 tonnes and adding 0.32 points, mostly through pharmaceutical tablets and low-price confectionery. Neither region has a dated plan to retire synthetic colours, so these 1,770.0 tonnes face no deadline.

Summed, the four tailwinds give 1.44 + 0.38 + 0.36 + 0.32 = 2.50 points. Subtract 1.76 points for US food reformulation and 0.05 for Europe and the volume leg lands at 0.69%. Growth now lives outside the United States.

Which headwinds strip US food tonnage from FD and C lakes after the end-2027 target?

US food reformulation removes 1.76 points a year from FD and C lakes tonnage, as 1,889.9 tonnes of food-use lakes shrink toward 475.9 tonnes by 2035. Europe’s aluminium caps remove another 0.05 points, and faster natural-colour adoption is the swing risk.

The federal target is specific. FDA’s pledge tracker states the aim to eliminate Green 3, Red 40, Yellow 5, Yellow 6, Blue 1 and Blue 2 from the food supply by the end of 2027. Kraft Heinz, Hershey, Utz and Conagra list end-2027 retail deadlines; Nestle USA lists mid-2026; Walmart lists January 2027 for its own-brand foods. Douglas Insights counts food at 64.2% of North American lake tonnes in 2025, so the drag lands on the largest single pool, a 74.8% cut by 2035.

Europe already took its hit. Commission Regulation (EU) No 380/2012 of 3 May 2012 limited lakes, from 1 August 2014, to 17 listed colours and capped aluminium from lakes at 70 mg/kg in confectionery and 300 mg/kg in chewing gum, per the EUR-Lex text. European FD and C lakes tonnage of 470.0 tonnes therefore slips 0.8% a year, costing 0.05 points.

Natural colours are the third brake. FDA listed calcium phosphate, Galdieria extract blue, gardenia blue, butterfly pea flower extract and beetroot red as newly approved alternatives. If Asian and Latin American brand owners copy US pledges, the slower case removes a further 2.09 points from FD and C lakes volume.

Which application segment buys the most FD and C lakes by value: candy shells, tablet coatings or cosmetics?

Confectionery and chewing gum lead FD and C lakes with 33.6% of 2025 value, USD 55.0 million, because sugar-panned shells and gum pellets need a colour that will not migrate. Pharmaceutical and nutraceutical tablet coatings follow at 26.3% and grow fastest.

Application Share 2025 Value 2025 CAGR 2026-2035 Value 2035
Confectionery and chewing gum 33.6% USD 55.0 million -0.41% USD 52.8 million
Pharmaceutical and nutraceutical tablet coatings 26.3% USD 43.1 million 4.71% USD 68.3 million
Bakery and snack foods 16.8% USD 27.5 million -1.38% USD 23.9 million
Cosmetics and personal care 13.7% USD 22.4 million 3.71% USD 32.2 million
Pet food and other uses 9.6% USD 15.7 million 1.60% USD 18.4 million

Confectionery and chewing gum hold USD 55.0 million, yet shrink 0.41% a year because US candy brands sit inside the 2027 pledges. Pharmaceutical and nutraceutical tablet coatings carry USD 43.1 million and grow 4.71% a year, the fastest rate, because ingested drugs are outside the food initiative and generic tablet output in Asia keeps rising. Bakery and snack foods account for USD 27.5 million, 16.8% of value, and contract 1.38% a year as cereal, icing and seasoning makers reformulate first. Cosmetics and personal care take USD 22.4 million, 13.7%, rising 3.71% a year on lipstick, eye-free colour cosmetics and soap. Pet food and other uses hold USD 15.7 million, 9.6%, and grow 1.60% a year as kibble and treat makers move more slowly than human-food brands.

Tablet coatings matter more than their tonnage suggests. They buy higher-priced Blue 1 lake and Blue 2 lake grades and lift the segment to 34.81% of 2035 value. Value migrates to pharma.

Does Red 40 lake still dominate certified FD and C lakes pounds, and which shade is holding up?

Red 40 lake made up 47.23% of the 6,119,338 pounds of FD and C lakes FDA certified in fiscal 2025, about 1,310.9 tonnes. Blue 1 lake is the shade holding volume best into fiscal 2026, at 93.5% of last year’s pounds after nine months.

The full fiscal 2025 split, from FDA’s certification report, reads: Red 40 lake 2,889,984 pounds, Yellow 6 lake 1,511,469, Yellow 5 lake 1,084,613, Blue 1 lake 436,168 and Blue 2 lake 197,103. Grouped by hue, red lakes hold 47.23% of certified pounds, yellow lakes 42.42% and blue lakes 10.35%. Red No. 3 has no lake line at all, so its revocation, effective 15 January 2027 for food, barely touches the lakes count.

Fiscal 2025 was a buying year. FD and C lakes pounds rose 13.68% from the 5,383,006 pounds of fiscal 2024 in FDA’s fiscal 2024 report, with Blue 2 lake up 27.93% and Yellow 6 lake up 17.30%. Then the brakes came on: nine-month fiscal 2026 lakes pounds of 4,113,847 ran 8.27% below the same nine months a year earlier, while straight FD&C dyes fell 18.33%. Lakes are falling more slowly than straight dyes because more of their pounds go to tablets and cosmetics.

Where outside the United States will FD and C lakes revenue grow, region by region?

Asia Pacific grows FD and C lakes revenue fastest, 5.26% a year from USD 41.6 million to USD 69.5 million by 2035, on generic tablets and panned candy. North America still leads at USD 77.7 million in 2025, but shrinks 2.02% a year.

Region Value 2025 Value 2026 Value 2035 CAGR 2026-2035
North America USD 77.7 million USD 76.1 million USD 63.4 million -2.02%
Asia Pacific USD 41.6 million USD 43.8 million USD 69.5 million 5.26%
Latin America USD 21.2 million USD 22.1 million USD 32.1 million 4.24%
Europe USD 11.3 million USD 11.4 million USD 12.2 million 0.79%
Middle East and Africa USD 11.9 million USD 12.5 million USD 19.0 million 4.79%

North America holds 47.46% of 2025 value and falls to USD 63.4 million, losing its lead to Asia Pacific around 2034 as food lakes leave US shelves. Asia Pacific rises from 25.41% of value to 35.42% by 2035, and India is its export engine. Latin America grows 4.24% a year, from USD 21.2 million to USD 32.1 million, with Mexico and Brazil the largest buyers. Europe moves 0.79% a year, from USD 11.3 million to USD 12.2 million, its lake use pinned by the 2014 aluminium caps. The Middle East and Africa are the wildcard: USD 11.9 million growing 4.79% a year to USD 19.0 million, but Gulf states that follow US labelling moves could flatten that line quickly.

Which lake suppliers win certified FD and C lakes business, and what is each position built on?

The top three suppliers hold an estimated 37.1% of FD and C lakes value in 2025, Douglas Insights estimates, led by Sensient Technologies at 17.4%. Indian makers with FDA-certifiable plants fill most of the rest of the field, and 54.5% of value sits with regional makers and repackers.

Shares are Douglas Insights estimates built from regional tonnage, US certification weight and each supplier’s stated reach; none of these companies discloses lake revenue separately.

Company Base Position built on Estimated share 2025
Sensient Technologies United States Colours business serving food, pharmaceutical and cosmetic buyers; certified-colour depth 17.4%
Roha (JJT Group) India Export-led synthetic dye and lake capacity in India 11.8%
Neelikon India Food and drug colour lakes made for export 7.9%
Koel Colours India Food, pharmaceutical and cosmetic colours; 65+ country distribution 4.6%
Vidhi Specialty Food Ingredients India Synthetic food colour maker supplying blenders 3.8%
Others Global Regional makers and repackers 54.5%

Sensient sits on top because it pairs certified FD&C capacity with its colours business for food, pharmaceutical and cosmetic buyers, which keeps it inside the drug and cosmetic pools that survive the food exit. Roha and Neelikon win on Indian cost and export coverage. Koel Colours lists FDA, Halal, Kosher and FSSC credentials and a 65-plus country network, a fit for tablet coaters. Vidhi supplies blenders. Colorcon, which sells Opadry and Nutrafinish film-coating systems, is the gatekeeper on the buying side: whichever lakes enter its formulations reach thousands of tablet SKUs.

Supplier risk is concentrated in one place. Douglas Insights puts the share of world FD and C lakes tonnage made in India at roughly 41.7%, so one plant outage there moves global availability.

How much does a kilogram of FD and C lakes cost a buyer in 2025, certified versus export grade?

FD and C lakes average USD 20.95 per kilogram in 2025, from about USD 11 for Asian export-grade Yellow 5 lake to USD 56 for high-strength US-certified Blue 1 lake. Dye content, certification and lot size set the spread, and US-certified lakes carry the top of every band.

Grade Typical dye content Realised price band, USD per kg Douglas Insights regional average
US-certified Red 40, Yellow 5 and Yellow 6 lakes 15% to 40% 22 to 29 North America 26.40
US-certified Blue 1 lake 12% to 38% 41 to 56 North America 26.40
US-certified Blue 2 lake 10% to 36% 34 to 47 North America 26.40
EU-grade aluminium lakes (E-number) 15% to 35% 19 to 30 Europe 24.10
Latin American blends 12% to 30% 15 to 25 Latin America 19.60
Middle East and Africa imports 12% to 30% 13 to 22 Middle East and Africa 17.30
Asian export-grade lakes 10% to 35% 11 to 19 Asia Pacific 15.80

Douglas Insights values the price leg at 1.13% a year, taking the average to about USD 23.44 per kilogram by 2035. North American prices rise 2.7% a year as volumes thin and fixed batch-certification costs spread over fewer pounds. Export-grade lakes from India and China set the floor of every band. Mix works the other way: the cheap Asian grade gains tonnage share, so the global average climbs more slowly than any single region except Asia Pacific. A pharmaceutical buyer pays a premium of 15% to 25% for lakes with low heavy-metal limits and full lot documentation.

Can natural colours replace aluminum lakes in panned candy and tablet coatings by 2030?

Natural replacements can cover most US food uses of FD and C lakes by 2030, but at 3 to 10 times the colour cost per kilogram of finished product, Douglas Insights estimates. Tablets and fat-based coatings are the hardest switches.

The five alternatives FDA highlights each fill one gap: Galdieria extract blue and gardenia blue for the Blue 1 lake slot, butterfly pea flower extract for blue and purple drinks, beetroot red for some red shades and calcium phosphate as a white base. None of them is a lake. Each is a water-dispersible extract, and in a sugar shell or an oil-based seasoning it fades or bleeds faster than an aluminum lake. Our model keeps 25.2% of US food-use lake tonnes, 475.9 tonnes, in use through 2035 in products outside the pledges, mostly private label and export goods.

For the Gardenia Yellow Pigment (GYP) Market, the switch is a tailwind; for FD and C lakes it is a ceiling on US food recovery. Fermentation routes, covered in our Precision Fermentation Ingredients Market report, are the longer-term threat to Blue 1 lake.

Which batch-certification rules and aluminium limits govern FD and C lakes sold into food, drugs and cosmetics?

Every lot of FD and C lakes sold for US food, drugs, cosmetics or devices must pass FDA batch certification; 6,119,338 pounds did so in fiscal 2025. In the EU, 17 colours qualify as aluminium lakes, under numeric aluminium caps by food category.

FDA describes certification as a Congressionally mandated programme that enforces specifications batch by batch, in its certification reports. The 15 January 2025 revocation of Red No. 3 takes effect for food on 15 January 2027; Orange B is revoked and Citrus Red No. 2 proposed for revocation, per FDA’s tracker. None of those three carries a lake line in fiscal 2025.

Regulation (EU) No 380/2012 also set a 15 mg/kg aluminium cap from lakes for flavoured fermented milk. For buyers of FD and C lakes, the practical rule is that one US-certified lot cannot simply be relabelled for Europe: the E-number lake must meet the EU aluminium-lake list and limits separately.

What if the food phase-out spreads to tablets and Asia: three 2035 outcomes for FD and C lakes?

FD and C lakes reach USD 196.2 million by 2035 in the base case, USD 154.0 million if the phase-out spreads and USD 227.1 million if it stalls. The swing rests on volume, not price, because tablet and cosmetic demand anchors the floor.

Case Volume leg Price leg Revenue CAGR Value 2035
Slower -1.4% 0.8% -0.61% USD 154.0 million
Base case 0.69% 1.13% 1.83% USD 196.2 million
Faster 1.9% 1.4% 3.33% USD 227.1 million

The slower case assumes the 22 April 2025 initiative extends to ingested drugs and that large Asian brand owners copy US pledges. The faster case keeps US food demand longer through private-label and export production and lifts Asian tablet growth. Volume sensitivity is steep: a 1-point higher annual tonnage path adds USD 20.4 million to the 2035 value, and a 1-point lower path removes USD 18.6 million.

Published forecasts for FD and C lakes and the wider food-colour pool run from about 4.7% to 10.1% a year. Our 1.83% sits below all of them because it counts the FDA phase-out deadlines and the fiscal 2026 certification decline, which most of those forecasts predate.

Douglas Exclusive: the FD and C lake colour-by-application exposure matrix

The exposure matrix is a Douglas Insights model of 25 colour-by-application cells for FD and C lakes, built from 71 inputs. Those are 10 FDA fiscal 2024 and 2025 line items, 5 fiscal 2026 line items, 31 tracker pledges and 25 cell estimates. It is our count, not an FDA register.

Each row is one lake. The matrix sets 2025 world tonnage against its largest application cell, the FDA nine-month signal for fiscal 2026 and the tonnes inside the US food target.

Lake World tonnes 2025 Largest cell FY2026 nine-month pounds vs FY2025 full year Tonnes in US food target
Red 40 lake 3,524.0 Confectionery and chewing gum, 1,275.7 t 63.2% 1,124.5
Yellow 6 lake 1,890.9 Confectionery and chewing gum, 684.5 t 62.1% 408.2
Yellow 5 lake 1,531.5 Bakery and snack foods, 365.6 t 71.4% 281.6
Blue 1 lake 617.3 Pharmaceutical and nutraceutical tablet coatings, 262.7 t 93.5% 49.1
Blue 2 lake 250.0 Pharmaceutical and nutraceutical tablet coatings, 134.4 t 84.3% 26.5

The finding: 1,889.9 tonnes, 24.19% of world FD and C lakes volume, sits inside the US food target, and 59.5% of that exposure is Red 40 lake. Red 40 lake in confectionery is the single largest cell at 1,275.7 tonnes. Blue 1 lake is the least exposed row, with the strongest fiscal 2026 signal at 93.5%, because tablets and cosmetics carry more of its weight. A buyer reviewing supply should secure Blue 1 lake and Blue 2 lake capacity first; red and yellow lakes will be in surplus.

How the model counts FD and C lakes tonnes and dollars?

The model multiplies 7,813.7 tonnes by USD 20.95 per kilogram to reach USD 163.7 million of FD and C lakes in 2025, across 5 regions and 22 country estimates. It rests on 146 data points, of which 15 are FDA certification line items and 31 are dated company pledges.

North America starts from FDA’s 6,119,337.57 certified pounds for fiscal 2025, 2,775.7 tonnes, plus 168.0 tonnes for Canada, giving 2,943.7 tonnes. Other regions are Douglas Insights estimates from tablet output, confectionery tonnage and exporter reach. Regional prices from USD 15.80 to USD 26.40 per kilogram weight to USD 20.95.

Cross-checks: fiscal 2026 nine-month US lakes pounds ran 8.27% below the prior year, against our first-year North American volume leg of minus 4.6%, a gap of 3.67 points we attribute to fiscal 2025 pre-buying. Segment values for 2035 sum within 0.4% of USD 196.2 million. Revenue growth equals 1.0069 x 1.0113 minus 1, or 1.83%. Tablet buyers also appear in our Nutraceutical Products Market study.
