BASF closed the sale of its coatings business to Carlyle and the Qatar Investment Authority on 30 June 2026, receiving pre-tax cash of about EUR 5.8 billion and keeping 40% of the new company, Surventis, according to BASF; seven months earlier AkzoNobel had agreed to merge with Axalta. Europe’s industrial paint makers are being reshuffled while their customers stand still. The Europe industrial liquid coatings market covers solvent-borne, waterborne, high-solids and liquid ultraviolet (UV) curable coatings applied in factories and workshops to cars, machinery, steel structures, ships, wood, coil and cans, excluding decorative paint and powder coatings. Douglas Insights sizes it at USD 15.5 billion in 2025, from 2.42 million tonnes at USD 6.40 per kilogram, and at USD 21.3 billion in 2035, a revenue CAGR (compound annual growth rate) of 3.22%. The study sits in our specialty chemicals coverage and every figure follows the Douglas Insights research methodology.

Which Europe industrial liquid coatings segment carries the value, from general industrial to cans?

General industrial coatings carry the most value in Europe industrial liquid coatings: USD 3.56 billion, 23.0% of 2025, because machinery, appliances and metal fabrication are painted in thousands of plants. Protective and marine coatings grow fastest, 4.40% a year.

End-use segment Share 2025 Value 2025 CAGR 2026-2035 Value 2035
General industrial 23.0% USD 3.56 billion 3.40% USD 4.98 billion
Automotive OEM and parts 17.0% USD 2.63 billion 1.70% USD 3.12 billion
Protective and marine 16.0% USD 2.48 billion 4.40% USD 3.81 billion
Automotive refinish 15.0% USD 2.32 billion 3.10% USD 3.15 billion
Wood coatings 13.0% USD 2.01 billion 2.70% USD 2.63 billion
Coil coatings 8.0% USD 1.24 billion 3.30% USD 1.71 billion
Packaging coatings 8.0% USD 1.24 billion 3.70% USD 1.78 billion

General industrial, USD 3.56 billion, leads because it is the most fragmented end use: agricultural and construction equipment, heat pumps, battery housings and steel furniture each need their own colour and corrosion specification, so many small batches sell at good prices. Automotive OEM and parts, USD 2.63 billion, hold 17.0% but grow only 1.70% a year because European car output is flat and each new body needs fewer coats. Protective and marine, USD 2.48 billion, grow fastest, 4.40% a year to USD 3.81 billion, on offshore wind, grid steel, naval shipbuilding and dry-dock maintenance.

Automotive refinish, USD 2.32 billion, grows 3.10% a year because Europe’s ageing car fleet needs collision repair whatever new-car sales do. Wood coatings, USD 2.01 billion, grow 2.70% as Italian and Polish furniture makers move to waterborne and UV-cured lines; UV monomers are sized in our 1,9-Nonanediol Diacrylate Market report. Coil coatings, USD 1.24 billion, follow steel sandwich panels and roofing at 3.30% a year, while packaging coatings, USD 1.24 billion, grow 3.70% as can makers replace bisphenol A (BPA) epoxy linings with higher-priced alternatives. Segment values for 2035 sum to USD 21.2 billion, 0.40% below the headline.

By technology, Douglas Insights puts solvent-borne coatings at 52.0% of 2025 value, USD 8.05 billion, waterborne at 38.0%, USD 5.89 billion, and high-solids, liquid UV and other chemistries at 10.0%, USD 1.55 billion; waterborne and UV gain about 8 points of share by 2035.

Why are wind farms, warships and repair shops driving Europe industrial liquid coatings demand?

Europe industrial liquid coatings volume grows 1.00% a year, from 2.42 million tonnes in 2025 to 2.67 million tonnes in 2035. Five drivers add 1.55 points; energy infrastructure and defence supply 0.80 of them.

Offshore wind and energy infrastructure: 0.45 points

Energy steel adds 0.45 points. Monopiles, transition pieces, transmission towers and substations need multi-coat epoxy and polyurethane systems built for 25 years at sea, and each square metre carries several hundred microns of dry film. Hempel’s Marine sales grew 9.8% organically to EUR 750 million in 2025 and Energy and Infrastructure sales reached EUR 775 million, up 0.1%, as infrastructure growth offset weaker energy sales, according to its annual report of 4 March 2026.

Defence, shipbuilding and dry docks: 0.35 points

Naval and merchant work adds 0.35 points. European navies are ordering frigates, submarines and support ships, and every hull, deck and ballast tank is coated at the yard and again at each dry-docking; Hempel’s record marine year shows how strongly maintenance demand ran in 2025.

Bridges, steel structures and electrification: 0.50 points

Infrastructure steel adds 0.30 points as bridges, rail and industrial buildings are refurbished, and electrification equipment adds 0.20 points: heat pumps, chargers, transformers and battery enclosures are all painted metal. Fire-protective enclosure coatings are covered in our Battery Flame Retardant Powder Coating Market report.

Collision repair: 0.25 points

Refinish adds 0.25 points. Older cars stay on European roads longer, and modern bumpers and panels carry sensors that need factory-matched colour after every repair, so body shops buy more premium basecoat and clearcoat per job.

The five drivers total 0.45 + 0.35 + 0.30 + 0.20 + 0.25 = 1.55 points of volume growth before restraints. Spend per kilogram adds a separate 2.20 points a year as waterborne, BPA-free and high-performance systems replace cheaper solvent-borne grades.

Douglas Insights splits that 2.20-point price leg into 1.30 points of mix, as buyers move to waterborne, UV and long-life protective systems, 0.60 points of raw material pass-through on resins, pigments and solvents, and 0.30 points of compliance cost from BPA substitution and solvent abatement. Protective and marine plus general industrial supply 0.95 of the 1.55 volume points, which is why those two segments add the most value to 2035.

What holds back Europe industrial liquid coatings as car output stalls and powder gains?

Three restraints remove 0.55 points from Europe industrial liquid coatings volume growth, leaving 1.00% a year. Flat car production takes 0.25 points, weak furniture and construction 0.15, and thinner, higher-solids films 0.15.

Car production is the largest brake. Global car output grew 4.2% to 78.7 million in 2025, but the European Union produced only 14.6% of it, about 11.5 million cars, and its output “remained relatively stable,” according to the ACEA report of 2 April 2026. EU van production fell 6.5% and truck production 0.8%. Without more bodies, automotive OEM coating volume stays flat in Europe.

Weak furniture and construction output takes 0.15 points from wood and coil coatings, and PPG said on 27 January 2026 that it expected demand “in Europe and in global industrial end-use markets” to “remain challenged,” in its fourth-quarter results. Higher-solids and UV formulas take another 0.15 points: they deliver the same film with fewer kilograms, raising price per kilogram while reducing tonnes. Powder coatings, excluded from this market, keep taking simple metal parts from liquid lines.

Imports are a quieter restraint. Every car, machine or appliance assembled in Asia and sold in Europe arrives already painted, so its coating demand is booked outside this market. Douglas Insights estimates that each 1% of European car demand shifted to imported vehicles removes about USD 26 million of automotive OEM coating value a year.

Which country leads Europe industrial liquid coatings, and where does demand grow fastest?

Germany leads Europe industrial liquid coatings by country, USD 3.72 billion or 24.0% of 2025 value. Poland grows fastest, 4.70% a year to USD 1.72 billion by 2035, as machinery and furniture plants move east.

Country or sub-region Value 2025 Share 2025 Value 2026 CAGR 2026-2035 Value 2035
Germany USD 3.72 billion 24.0% USD 3.82 billion 2.80% USD 4.90 billion
Italy USD 2.09 billion 13.5% USD 2.16 billion 3.10% USD 2.84 billion
France USD 1.70 billion 11.0% USD 1.75 billion 2.80% USD 2.25 billion
United Kingdom USD 1.47 billion 9.5% USD 1.51 billion 2.70% USD 1.92 billion
Spain USD 1.16 billion 7.5% USD 1.20 billion 3.30% USD 1.61 billion
Poland USD 1.08 billion 7.0% USD 1.14 billion 4.70% USD 1.72 billion
Rest of Europe USD 4.26 billion 27.5% USD 4.42 billion 3.70% USD 6.13 billion

Germany leads because it builds the most cars, machine tools and industrial equipment in Europe, so its paint lines consume automotive, general industrial and coil coatings at scale. It grows 2.80% a year, below the market, because automotive is its largest coating customer. Italy, USD 2.09 billion, is second on furniture, wood and agricultural machinery, and grows 3.10% a year.

France, USD 1.70 billion, and the United Kingdom, USD 1.47 billion, grow 2.80% and 2.70% a year, supported by aerospace, naval work and refinish. Spain, USD 1.16 billion, grows 3.30% on vehicle parts and coil. Poland grows fastest as German and Scandinavian manufacturers add capacity there. The Rest of Europe, USD 4.26 billion, includes Türkiye, the Nordics, Benelux and Czechia and grows 3.70% a year on shipyards and offshore wind steel. In the data table the row labelled Global holds the Europe total, USD 15.5 billion in 2025.

Who supplies Europe industrial liquid coatings after the Surventis and AkzoNobel-Axalta deals?

PPG, AkzoNobel and Axalta are the largest suppliers of Europe industrial liquid coatings, together about 25.5% of 2025 value, Douglas Insights estimates; once AkzoNobel and Axalta combine, one group will hold about 16.0%.

Company What the position rests on Estimated share 2025 Estimated value 2025
PPG Industrial, automotive OEM, refinish, packaging and protective coatings 9.5% USD 1.47 billion
AkzoNobel Industrial, coil, packaging, marine, protective and refinish coatings 9.0% USD 1.39 billion
Axalta Refinish, light vehicle and industrial coatings 7.0% USD 1.08 billion
Surventis (formerly BASF Coatings) Automotive OEM, refinish and surface treatment 6.5% USD 1.01 billion
Sherwin-Williams General industrial, wood and coil coatings 5.5% USD 852 million
Hempel Marine, energy and infrastructure coatings 4.5% USD 697 million
Jotun Marine and protective coatings 3.0% USD 465 million
Other suppliers Teknos, Beckers, Kansai Helios, IVM Chemicals, Mankiewicz, Renner and regional formulators 55.0% USD 8.52 billion

AkzoNobel and Axalta announced on 18 November 2025 a merger valuing the combined group at about USD 25 billion of enterprise value with about USD 17 billion of revenue, AkzoNobel shareholders owning 55%, and closing expected in late 2026 to early 2027, according to the filing with the SEC. BASF’s coatings arm had about EUR 3.8 billion of 2024 sales when it agreed the EUR 7.7 billion sale on 10 October 2025, BASF said.

PPG reported 2025 net sales of USD 15.9 billion, with Industrial Coatings at USD 6.52 billion, and said European sales volume growth offset lower index-based pricing in that segment. AkzoNobel’s 2025 revenue was EUR 10.16 billion, down 5%. Below the top seven the market is fragmented: hundreds of regional formulators serve wood, general industrial and refinish customers who value fast colour matching over global scale.

What do Europe industrial liquid coatings cost per kilogram?

Europe industrial liquid coatings sold at an average USD 6.40 per kilogram in 2025, Douglas Insights estimates, from under USD 4 for commodity wood primers to over USD 20 for refinish clearcoats. The average rises 2.20% a year.

Product group Typical buyer Estimated realised price, 2025 Share of 2025 value
Wood primers and topcoats Furniture and joinery plant USD 3.50 to 6.00 per kg 13.0%
General industrial enamels Machinery and appliance maker USD 5.00 to 8.00 per kg 23.0%
Protective epoxy and polyurethane systems Steel fabricator, shipyard USD 7.00 to 11.0 per kg 16.0%
Refinish basecoats and clearcoats Body shop USD 15.0 to 25.0 per kg 15.0%

Technology matters as much as end use. Douglas Insights estimates that waterborne industrial coatings sell at about 10% to 15% above comparable solvent-borne grades per kilogram of product, and that liquid UV coatings cost more per kilogram but need less material per square metre, so a plant converting a line often pays more per kilogram and less per finished part.

Price rises because the mix shifts toward waterborne, BPA-free and long-life systems that cost more per kilogram. Douglas Insights projects USD 6.54 per kilogram in 2026 and USD 7.96 by 2035. Raw materials set the floor: resins, pigments such as titanium dioxide, and solvents account for most of a formulator’s cost, so price indices pass through quickly in contracts with car makers and can makers.

Which EU rules reshape Europe industrial liquid coatings: BPA, titanium dioxide and solvent emissions?

Three EU rule sets shape Europe industrial liquid coatings: the BPA food-contact ban, whose main transition ended on 20 July 2026, the titanium dioxide judgment of 1 August 2025, and solvent emission limits.

Commission Regulation (EU) 2024/3190 bans bisphenol A in food contact materials including can varnishes and coatings; its main transition period ended on 20 July 2026, and metal articles with BPA-based coatings applied only to their exterior may be placed on the market until 20 January 2028, the Food Packaging Forum reported. That forces can makers onto new chemistries and lifts the price of packaging coatings.

The Court of Justice of the European Union dismissed the appeals in case C-71/23 P on 1 August 2025, confirming the annulment of the classification of titanium dioxide powder as a category 2 carcinogen by inhalation under Delegated Regulation (EU) 2020/217, SGS reported. Solvent-based surface treatment above 200 tonnes of solvent a year falls under the best available techniques set by Implementing Decision (EU) 2020/2009, and the revised Industrial Emissions Directive, Directive (EU) 2024/1785, tightens permits further, pushing plants toward waterborne lines.

What if European manufacturing recovers: where does Europe industrial liquid coatings land in 2035?

Europe industrial liquid coatings end 2035 between USD 17.5 billion and USD 25.4 billion across our three cases, around a base of USD 21.3 billion. European car and machinery output sets most of the spread.

Case Volume leg Price per kilogram leg 2035 value
Slower 0.00% 1.20% USD 17.5 billion
Base case 1.00% 2.20% USD 21.3 billion
Faster 1.80% 3.20% USD 25.4 billion

In the slower case European car output keeps sliding, Asian-built vehicles take share and furniture production moves out of Europe. In the faster case defence spending, offshore wind and grid build-out lift protective volumes and car output recovers. One extra point of yearly volume growth adds USD 2.20 billion to 2035 Europe industrial liquid coatings value.

Douglas Exclusive: the Europe Coatings Demand-Shift Ledger

The Europe Coatings Demand-Shift Ledger is a Douglas Insights model, estimated from 11 sourced inputs: 5 company filings and releases, 4 regulatory acts or rulings, 1 industry statistics report and 1 trade report.

Date Event What it moves
1 August 2025 CJEU confirms titanium dioxide classification annulled Pigment labelling cost
10 October 2025 BASF agrees EUR 7.7 billion coatings sale Automotive supplier structure
18 November 2025 AkzoNobel and Axalta agree to merge Refinish and industrial concentration
4 March 2026 Hempel reports Marine up 9.8% organically Protective and marine volume
2 April 2026 ACEA puts EU at 14.6% of global car output Automotive OEM volume
30 June 2026 Surventis completes separation from BASF Automotive supplier structure
20 July 2026 Main BPA transition period ends Packaging coatings price

The finding, a Douglas Insights estimate: automotive OEM coatings hold 17.0% of 2025 Europe industrial liquid coatings value but supply only 8.5% of the USD 5.69 billion that segments add by 2035, while protective and marine plus general industrial hold 39.0% and supply 48.3%. Growth is moving from the car plant to the shipyard and the equipment factory.

How does the methodology turn 2.42 million tonnes into USD 15.5 billion of Europe industrial liquid coatings?

How this report is built

  • Every figure carries a confidence grade in the fact sheet above, and the working model ships with every licence.
  • Seven regional models sum to the global figure, with country tables in the Excel model.
  • The next scheduled review of this study is April 2027.
  • Licence holders receive it as a maintained tab in the Excel model.

Our methodology multiplies 2.42 million tonnes of industrial liquid coatings sold in Europe in 2025 by an average realised USD 6.40 per kilogram to reach USD 15.5 billion. Volume comes from end-use output; price from seven segments.

The model covers 6 countries and 1 sub-region, 7 end-use segments and 3 technologies, and uses 74 data points, 11 sourced and 63 modelled. Arithmetic: 2.42 million tonnes x USD 6.40 per kilogram = USD 15,488 million; 15,488 x (1.0100 x 1.0220)^10 = USD 21,268 million, or USD 21.3 billion. Volume reaches 2.44 million tonnes in 2026 and 2.67 million tonnes in 2035.

Two cross-checks agree. First, our Hempel estimate of USD 697 million is about 40% of its 2025 Marine and Energy and Infrastructure sales of EUR 1.53 billion, consistent with Europe being one of its largest regions. Second, our Surventis estimate of USD 1.01 billion is about a quarter of the EUR 3.8 billion that BASF’s coatings arm sold in 2024, in line with Europe’s share of global car output and refinish demand.
