Which companies supply pneumatic rollers, and how concentrated is the ballasted-tyre field?

Six pneumatic roller suppliers hold 58.7% of 2025 value by Douglas Insights estimate, and the top three hold 37.9%. Fayat, through BOMAG and Dynapac, leads with 15.8%, built on the widest ballast range in the multi-tyre category. Chinese and Japanese specialists split most of the remaining value.

Douglas Insights estimates Fayat’s two roller brands at USD 172.0 million of pneumatic roller revenue in 2025. Dynapac sharpened that lead on 19 February 2026, when it launched the CP28, which lets contractors choose a working weight from 10.5 to 31 tons and inflates all tyres from low to full pressure in 12 minutes through its air-on-the-run (AOR) system. BOMAG adds the BW 28 RH and the lighter BW 11 RH-5 to the same group.

Hamm, the compaction brand of the Wirtgen Group that John Deere acquired, ranks second at 12.4%. Its HP series spans the HP 180, at 8 t to 18 t, and the HP 280, at 10 t to 28 t, with up to 17 t of extra ballast. Caterpillar follows at 9.7%; its CW16 pneumatic roller runs from 5,200 kg base weight to 15,000 kg ballasted on a 75 kW Cat C3.6 engine, with a 9-wheel or optional 11-wheel layout.

Sakai Heavy Industries is the specialist in the field. Group net sales reached ¥27.9 billion in the year to 31 March 2025, and 56.9% came from outside Japan, with North America at ¥7.57 billion, according to its results filing. Sakai’s GW754 is a vibratory pneumatic tyre roller of about 9 tons. Douglas Insights puts Sakai at 7.6% of global pneumatic roller value.

XCMG holds 8.9% on our count, selling XP-series multi-tyre rollers such as the XP305S, which we model at invoices below Western builds. Volvo Construction Equipment keeps 4.3% with the eight-wheeled ABG PTR240, rated at 99.8 hp and 52,910 lb fully ballasted. The EU NRMM emissions regulation favours suppliers that already certify engines across several emission regimes.

What does a pneumatic roller do that a steel drum roller cannot?

A pneumatic roller closes the surface pores a steel drum leaves open, because 8 to 11 rubber tyres knead hot asphalt rather than press it. That kneading action keeps the multi-tyre machine on 9,180 job sites a year in our 2025 count, mostly as the intermediate or finishing pass behind a paver.

Tyre pressure is the control lever, plain and simple. Lower pressure widens the contact patch and suits tender mixes; higher pressure raises contact stress for base courses. Dynapac’s AOR system and Hamm’s flexible ballasting both exist to change that stress during a shift rather than between jobs. Ballast is the second lever: Cat lets owners fill the CW16 with steel, sand or water, moving it from 5,200 kg to 15,000 kg.

Scope matters for the numbers. The pneumatic rollers market in this study counts new self-propelled multi-tyre compactors at factory-door value, including ballast kits sold with the machine. Which ballast weight class makes the money in pneumatic rollers?

The 15 to 24 tonnes ballasted class makes the most money, at USD 377.8 million or 34.7% of pneumatic roller value in 2025. That band matches standard highway and urban asphalt lifts, so fleets buy it first. The Above 30 tonnes class grows fastest, at 5.71% a year to 2035.

Machines rated Up to 15 tonnes take 21.4%, worth USD 233.0 million, and grow at 3.62% a year. Municipal crews and chip seal contractors buy them because they trailer easily and suit narrow streets, but their low unit price caps their share of value.

The 15 to 24 tonnes class carries USD 377.8 million today and reaches USD 561.9 million in 2035 at 4.05% a year. Hamm’s HP 180, topping out at 18 t, and the mid-ballast settings of most 24 t frames fall here, which explains the volume.

The 24 to 30 tonnes class holds 31.6%, or USD 344.0 million, growing at 4.52%. Hamm’s HP 280 and the ABG PTR240 sit in this band, which highway agencies specify for thick base courses.

The Above 30 tonnes class is small at 12.3%, or USD 133.9 million, yet it compounds fastest at 5.71% and reaches USD 233.3 million in 2035. One heavy frame such as the 31-ton Dynapac CP28 replaces two lighter machines when ballast can be dropped for finishing work, and fleets value that swap.

How do asphalt surfacing, granular base and chip seal work split pneumatic roller hours?

Asphalt surfacing absorbs about 63.8% of pneumatic roller value in 2025 by Douglas Insights estimate, worth USD 694.6 million. Granular base and soil work takes 24.1%, and chip seal and surface treatment takes 12.1%, because multi-tyre kneading seats aggregate without crushing it.

Asphalt surfacing dominates because the multi-tyre pass follows nearly every paver on highway contracts, closing the mat before the steel finish roller. Granular base and soil work, at USD 262.4 million, favours the heaviest ballast settings, which is why the Above 30 tonnes class leans toward it. Chip seal and surface treatment, at USD 131.7 million, runs at low ballast and high travel speed; the Cat CW16 reaches 19 km/h, letting one roller follow a chip spreader on rural roads.

Why are highway resurfacing programmes lifting pneumatic roller orders?

Pneumatic roller shipments rise 2.85% a year in the Douglas Insights base case, from 9,180 units in 2025 to 12,159 in 2035. Three forces explain that volume leg: new highway lanes in Asia, heavier multi-role frames in mature fleets and engine-rule replacement cycles.

Highway construction in India and Southeast Asia

India’s National Highways Authority of India (NHAI) built over 5,600 km of national highways in fiscal 2024-25 against a target of 5,150 km, and capital expenditure on national highways topped ₹2.5 lakh crore against a ₹2.4 lakh crore target, according to the public broadcaster’s report of 2 April 2025. Each new kilometre of bituminous lane needs a multi-tyre pass behind the paver, and India’s spending now runs above plan, so roller fleets there expand rather than merely renew. Douglas Insights credits this Asian road build with 1.21 percentage points of the 2.85-point volume leg, the largest single contribution to pneumatic roller unit growth.

Heavier, more flexible multi-tyre frames

Contractors in North America and Europe are swapping two single-purpose rollers for one wide-range pneumatic roller. Dynapac’s newest CP28 spans 10.5 to 31 tons; Hamm’s HP 280 spans 10 t to 28 t. A fleet that once ran a light finisher and a heavy base roller can now buy one frame and change ballast. That swap raises the count of heavy units sold even as total fleet numbers stay flat, and it pulls forward replacement of older fixed-weight machines. We assign 0.88 percentage points of volume growth to this frame shift, concentrated in the 24 to 30 tonnes and Above 30 tonnes classes.

Engine-rule replacement cycles

The EU NRMM emissions regulation and the Tier 4 final standard that Hamm cites for its HP 280i set the engine baseline for new pneumatic rollers in the two richest markets. Douglas Insights treats machines bought before those limits as the replacement pool, since owners face rising repair bills on older engines while new frames arrive pre-certified. EU type-approval also lets one certified engine serve every member state, which simplifies dealer stocking for multi-tyre rollers. Douglas Insights attributes 0.76 percentage points of the volume leg to this replacement cycle, giving 1.21 + 0.88 + 0.76 = 2.85 points in total.

Price matters too. It adds a separate 1.45% a year, driven by heavier frames, emission after-treatment content and telematics. Together the two legs produce the 4.34% revenue CAGR.

What headwinds slow multi-tyre roller fleet renewal?

Three headwinds remove 1.11 percentage points from pneumatic roller volume growth in the Douglas Insights slower case: a deep used-machine pool, substitution by combination rollers and price pressure from export builds. Together they cut annual unit growth from 2.85% to 1.74% over 2026 to 2035.

The used pool is deep, and it bites. One large US marketplace listed 453 pneumatic compactors when we checked, including a nearly new Cat CW16 at USD 112,500 and a three-year-old Volvo PTR240 at USD 75,000. Buyers who can find a three-year-old multi-tyre roller at 60% to 70% of a new invoice, on our price model, delay new orders, and we remove 0.42 points of volume for that drag.

Combination rollers and large tandem drums with oscillation compete for the finishing pass on smaller asphalt jobs. Where a contractor runs one combination machine instead of a tandem plus a pneumatic roller, a multi-tyre order disappears. We remove 0.38 points for that substitution.

Export price pressure is the third barrier. It is the quietest one. Chinese-built pneumatic rollers such as the XCMG XP series undercut Western invoices in Africa, Latin America and parts of Asia, which caps unit growth for higher-priced brands that must carry certified engines. We take 0.31 points off volume in the slower case for lost replacement demand among Western-brand dealers.

Where are pneumatic tyre rollers sold, and which region grows fastest?

Asia Pacific leads the pneumatic roller regions with USD 455.1 million, or 41.8% of 2025 value, and it also grows fastest, at 5.36% a year to USD 767.1 million in 2035. National highway programmes in India and export-led Chinese production explain both positions.

North America takes USD 246.1 million, or 22.6%, and grows at 3.63% to USD 351.5 million. Resurfacing sets demand. Existing interstate and state roads, not new lanes, drive orders, the same cycle that drives our Highway Safety Reflective Tape Market study, so heavier multi-role frames matter more than unit count. Sakai’s ¥7.57 billion of North American sales shows how much a single specialist relies on this region.

Europe holds USD 231.9 million, or 21.3%, and grows slowest at 3.04% to USD 312.9 million. The EU NRMM emissions regulation lifts the price of each European pneumatic roller, but mature networks and long fleet lives restrain units.

Latin America is worth USD 86.0 million, or 7.9%, rising at 4.46% to USD 133.1 million, with Chinese builds holding a larger share of units than of value on our model.

The Middle East and Africa is the wildcard at USD 69.7 million, or 6.4%, growing at 3.76% to USD 100.8 million. Gulf highway and mine-haul road projects arrive in bursts, a pattern also visible in our Underground Truck Market work, so on our model a single large tender can swing a year’s multi-tyre orders by more than 10%.

How much does a ballasted pneumatic roller cost new and used?

A new pneumatic roller averages USD 118,600 at factory-door value in 2025 by Douglas Insights estimate, rising 1.45% a year to about USD 136,964 in 2035. Bands run from roughly USD 78,000 for light machines to USD 230,000 for the heaviest Western frames.

Used asking prices anchor the bottom of each band. On a large US marketplace, a three-year-old Dynapac CP2700 asked USD 179,500, a four-year-old BOMAG BW28RH USD 95,680 and a five-year-old Sakai GW754 USD 89,500. A Hamm GRW280i about nine years old still asked USD 180,900, which shows how slowly heavy multi-tyre rollers depreciate.

Price growth of 1.45% a year comes from mix, not list inflation. Each shift of a buyer from the 15 to 24 tonnes class into the Above 30 tonnes class adds roughly USD 65,000 to the invoice, and certified engines add cost that export builds without them avoid.

How do Stage V and Tier 4 emission rules reshape pneumatic roller engines?

Regulation (EU) 2016/1628 sets the engine limits for every new pneumatic roller sold in the EU, and Douglas Insights estimates that compliance content accounts for about 6.2% of a Western-built machine’s 2025 price. Rules apply to the engine, so roller makers buy certified power units.

The regulation entered into force on 6 October 2016 and sets both emission limits and type-approval rules for NRMM engines, according to the official journal record. It covers gaseous and particulate pollutants. In North America, Hamm lists its HP 280i as Tier 4 final, while its HP 280 and HP 180 remain available at Tier 3 for less regulated markets. That split explains why the same pneumatic roller frame carries different prices across regions, and it is one reason export builds stay cheaper.

Operator standards also shape the cab. Hamm designs HP-series platforms to the ISO 5006-2017 field-of-view standard, which matters on multi-tyre machines where the operator must see both tyre rows.

How far can the pneumatic roller forecast move under slower or faster paving cycles?

The 2035 pneumatic roller value lands between USD 1.44 billion and USD 1.89 billion across our three cases, with USD 1.67 billion in the base. Paving budgets set the volume leg; ballast mix and engine rules set the price leg.

The slower case assumes India’s highway capex stalls after the current peak, used multi-tyre machines stay abundant and Chinese builds win more Western tenders. The faster case assumes Asian programmes stay above target and heavier frames such as the 31-ton CP28 replace two-roller fleets quickly. A further tightening of the EU NRMM emissions regulation would raise the price leg toward 1.70%.

Volume dominates the spread, and the sums are short. One extra point of annual unit growth lifts the 2035 pneumatic roller total by USD 169.2 million; one point less strips USD 155.0 million. Outside forecasts we reviewed span 3.17% to 5.70% a year, and our 4.34% base lands 0.10 points under their midpoint.

The Ballast Flexibility Index is a Douglas Insights model built from 20 inputs: the published minimum and maximum working weights of 4 current pneumatic roller models and 16 marketplace asking prices. It scores how far each machine can stretch its weight range, with 100 equal to the group average ratio of 2.72.

The Dynapac CP28 leads at 108.5, and the Cat CW16 follows at 106.0, because each nearly triples its working weight with ballast. Hamm’s HP 180 scores 82.7, a range of 2.25 times. The finding is commercial: the high-index pneumatic rollers cover base-course and finishing work in one unit, and those are the frames driving the Above 30 tonnes class at 5.71% a year. Asking prices in our 16-listing sample also hold best on high-index heavy machines, with two Hamm GRW280i units above USD 170,000 despite their age. We will update the index as new multi-tyre models publish weight ranges.
