On 24 June 2026 the US Consumer Product Safety Commission published a proposed safety standard for lithium ion batteries in e-bikes, e-scooters and other micromobility products, according to the Federal Register notice, and it named the charger as a fire source: 120 of 227 incidents reviewed happened during charging. The receipt is units times price: about 251.6 million dedicated chargers shipped in 2025 at an average realised price of USD 22.46 per unit. The volume leg adds 6.2% a year as cordless tools, e-bikes, electric mopeds and lithium golf carts multiply, and the price leg adds 0.6% a year as certified, higher-power and smarter chargers offset falling component costs. A lithium ion battery charger here is a dedicated unit that charges a removable or pack-level lithium ion battery, and Douglas Insights counts 251.6 million of them in 2025, worth USD 5.7 billion at one decimal. The lithium ion battery charger market covers six applications: Power tool and outdoor equipment chargers, E-bike and e-scooter chargers, Medical and professional equipment chargers, Electric motorcycle and moped chargers, Golf cart, marine and RV chargers, and Drone, robotics and hobby chargers. What did the CPSC’s 24 June 2026 micromobility proposal ask of e-bike and scooter chargers?

The proposal would make e-bikes meet UL 2849, other micromobility products UL 2272 and replaceable packs UL 2271, and Douglas Insights estimates it touches about USD 1.21 billion of 2025 lithium ion battery charger value, the whole e-bike and e-scooter segment. The notice, docket CPSC-2025-0012, counts 39 deaths and 181 injuries in 227 incidents from 2019 to 2023; charging caused 120 incidents and 18 deaths, and aftermarket batteries or chargers another 17 incidents.

Two changes land on chargers. A reverse polarity test checks what happens when a mismatched charger is connected, and a new charge test requires the battery management system to stop charging when a cell runs too hot. Douglas Insights reads the proposal as the end of the generic 42-volt brick: brands will pair each pack with a matched, certified lithium ion battery charger.

Which laws on battery safety, charger matching and energy use reach lithium ion battery chargers?

Four sets of laws reach about 48% of 2025 lithium ion battery charger value directly, the share sold in North America and Europe. In the United States the CPSC proposal follows New York City Local Law 39 of 2023, which since 16 September 2023 has required certified e-bikes, scooters and batteries in the city. Chargers sold in the United States must also meet the Department of Energy efficiency limits in 10 CFR Part 430, which cap the energy used across charging, maintenance and standby.

In Europe, Regulation (EU) 2023/1542 entered into force on 17 August 2023; from 18 February 2027 portable batteries must be removable and replaceable and batteries for light means of transport need a battery passport. Directive (EU) 2022/2380, adopted on 23 November 2022, made USB-C the common port for phones and handheld devices from 28 December 2024; it does not reach the tool or e-bike packs in the lithium ion battery charger market.

What drives lithium ion battery charger shipments past 250 million units a year?

Four forces add about 7.4 points a year to lithium ion battery charger volume, and restraints remove about 1.2 points, leaving 6.2%. Cordless tools and outdoor equipment come first. Mowers, trimmers, blowers and chainsaws are moving from petrol to shared 18-volt to 80-volt packs, and each new platform ships starter kits with chargers. Douglas Insights estimates Power tool and outdoor equipment chargers are worth USD 2.08 billion in 2025, the largest application, and that petrol-to-battery switching in garden equipment adds about 2.3 points a year to volume through 2030.

Two-wheeler electrification is the second driver. India, Vietnam and Indonesia are moving scooters and mopeds from petrol to lithium ion packs, and Chinese electric bicycles are shifting from lead-acid to lithium ion after tighter national safety codes. Douglas Insights estimates Electric motorcycle and moped chargers grow 10.93% a year, the fastest application, from USD 633 million in 2025 to USD 1.79 billion by 2035, adding about 1.6 points a year to units, because every swap from lead-acid to lithium ion needs a new charger with a different charge curve.

E-bike commuting and delivery work are the third driver. Couriers in New York, London, Paris and Jakarta charge daily, and certification after 24 June 2026 pushes them to replace cheap chargers with matched units. Douglas Insights estimates E-bike and e-scooter chargers grow 7.38% a year and add about 1.8 points a year to lithium ion battery charger volume, including roughly one aftermarket replacement for every four new e-bikes sold.

Lead-acid replacement in leisure vehicles is the fourth driver. Golf carts, bass boats, trolling motors and RV house batteries are moving to lithium iron phosphate packs, which need chargers that stop at a set voltage rather than float. Douglas Insights estimates Golf cart, marine and RV chargers grow 8.47% a year from USD 486 million in 2025, adding about 0.9 points a year to volume and more to value, since a golf cart charger sells for USD 250 to USD 600. Medical and professional kits add the last 0.8 points as defence radios, field medical devices and survey instruments move to lithium ion packs with multi-bay chargers.

What holds back lithium ion battery charger sales as tools and bikes share packs?

Shared battery platforms remove about 0.8 points a year from lithium ion battery charger volume. A buyer who owns one 18-volt charger adds bare tools without a new charger, and Douglas Insights estimates bare tools reached about 46% of cordless tool units in North America and Europe in 2025. Every point of bare-tool share cuts roughly 1.1 million chargers from annual shipments.

Component deflation is the second restraint, holding the price leg to 0.6% a year. Gallium nitride transistors and cheaper controllers cut the bill of materials of a 100 W to 500 W charger by about 3% a year, and Chinese contract makers pass most of that on, so like-for-like prices fall about 2.1% a year. Drone, robotics and hobby chargers grow only 4.30% a year because consumer drone sales have plateaued and many small packs now charge over USB-C, removing about 0.4 points of lithium ion battery charger volume.

On 26 July 2024 EnerSys agreed to buy Bren-Tronics for USD 208 million in cash, according to its SEC filing, adding a maker of lithium batteries and charging solutions with about USD 100 million of 2023 revenue.

Only about 54% of cordless tools sold in North America and Europe in 2025 shipped with a charger, Douglas Insights estimates, down from about 71% in 2018. Brands sell one platform of packs across drills, saws, mowers and blowers, so the charger has become a platform purchase rather than a tool purchase. That lowers units per tool but raises price per unit, as brands put rapid, dual-port chargers in starter kits to lock buyers in. The compatibility ledger checks 1,380 aftermarket e-bike, e-scooter and tool chargers listed on marketplaces and retail sites in the United States, the United Kingdom and Germany between January 2025 and June 2026, and records the claimed output voltage, connector, certification mark and listed battery compatibility of each. It shows that 34% of e-bike and e-scooter charger listings named no UL, EN or other test mark, that 11% listed an output voltage outside the rating of at least one battery they claimed to fit, and that 23% used a generic barrel or XLR connector shared across voltages, the mismatch the 24 June 2026 CPSC notice targets. Tool chargers were cleaner, with 9% lacking a mark. Certified listings sold at a median 38% premium. Douglas Insights uses the ledger to set the certified share of lithium ion battery charger aftermarket volume; each 10-point rise in that share adds about 0.15 points a year to base case price growth.
