Douglas Insights estimates Last-mile delivery work took 16.8% of 2025 value, about USD 1.21 billion, and that couriers in New York, London, Paris, Jakarta and Sao Paulo add about 1.4 points a year to volume as they replace uncertified bikes with certified folding e-bikes and scooters after rules such as New York City Local Law 39 of 2023. The 20 March 2025 Segway recall pushed courier fleets further toward certified models with sturdier hinges.
Battery cost is the third driver. Lithium-ion cell prices fell by more than a third between 2022 and 2025, so a 10 amp-hour, 48-volt pack that cost about USD 190 in 2022 cost about USD 120 in 2025, Douglas Insights estimates. Brands used the saving to lift a typical mid-range kick scooter from 30 to 50 or more kilometres of range, widening the trips a folding vehicle can replace. Campus and emerging-market adoption is the fourth driver. University students in China, India, Indonesia and Brazil buy entry foldable scooters at USD 180 to USD 300, and Douglas Insights estimates Asia Pacific and Latin America together added about 1.3 million units of foldable electric vehicle market volume between 2023 and 2025. Rising incomes, the same trend that lifts electric cars in the New Energy Vehicles Market report, and cheaper cells add about 1.0 point a year to volume through 2035.
What holds back foldable electric vehicle adoption in cities?
Road-use bans are the main brake: private e-scooters remain illegal on public roads in the United Kingdom and several other countries, and Douglas Insights removes about 0.8 points a year from foldable electric vehicle market volume for markets where buyers cannot legally ride what they buy. GOV.UK guidance on e-scooter trials states that it is against the law to use a privately owned electric scooter on public land, and that rental trial scooters are capped at 15.5 mph.
Battery fires are the second restraint. The New York City Department of Consumer and Worker Protection reported 268 lithium-ion battery fires, 18 deaths and 150 injuries in the city in 2023, and landlords and transit operators have since banned charging or carrying e-bikes and scooters in some flats and trains. Weight is the third restraint. A 25 kilometre-range kick scooter weighs 12 to 15 kilograms, but a folding e-bike with a 500 watt-hour battery weighs 18 to 26 kilograms, too heavy for many riders to carry up stairs. Douglas Insights estimates about 1 in 5 folding e-bike buyers rarely fold the bike after the first month, which limits repeat sales in the foldable electric vehicle market to buyers who actually need portability.
