Why are fluorescent tube bans lifting IP65 and IP66 LED damp proof luminaire demand?

Damp proof luminaire shipments grow 4.38% a year in the Douglas Insights base case, from 58.6 million units in 2025 to about 90.0 million in 2035. Three forces explain that volume leg: the EU end of T5 and T8 fluorescent tubes, the global Minamata phase-out and energy savings at current electricity tariffs.

The EU tube expiry

Delegated Directive (EU) 2022/284 set 24 August 2023 as the expiry date for the RoHS exemptions covering tri-band T5 tubes at 3 mg of mercury and T8 tubes at 3.5 mg, according to the official text on EUR-Lex. Twin-tube non-corrosive battens in European car parks, wash bays and food plants lost their replacement lamp supply once wholesaler stock ran out. A site that re-lamped every few years now faces a fitting swap, and an IP66 damp proof luminaire is the like-for-like choice for the same mounting points. Douglas Insights attributes 1.41 percentage points of the 4.38-point volume leg to this European replacement wave.

The Minamata phase-out

Parties to the Minamata Convention on Mercury agreed at the fifth Conference of the Parties (COP-5) to phase out all fluorescent lamps for general lighting by 2027, and the amendments entered into force on 25 April 2025. The rule carries the European logic into Asia, Latin America and Africa, where linear fluorescent battens still light many factories and warehouses. We credit 1.68 points of damp proof luminaire volume growth to that global phase-out, the largest single contribution, concentrated in Asia Pacific.

Energy savings at 2026 tariffs

Electricity prices make the swap pay. US commercial customers paid 14.53 cents per kilowatt-hour in July 2026, 3.4% more than a year earlier, according to the Energy Information Administration (EIA), and EU non-household users paid EUR 18.37 per 100 kWh in the second half of 2025 on Eurostat data. A 50 W LEDVANCE IP66 batten delivers 6,100 lumens at up to 123 lumens per watt (lm/W), and Thorn rates its Aquaforce Pro at up to 141 lm/W, against 116 lamp watts for the twin 58 W fluorescent fitting either replaces. Douglas Insights assigns the remaining 1.29 points to energy-led damp proof retrofits, so 1.41 + 1.68 + 1.29 = 4.38 points.

Price adds 0.94% a year on top. Occupancy sensors, emergency battery packs and digital addressable lighting interface (DALI) drivers move into the mix, which lifts the average damp proof luminaire from USD 39.6 to about USD 43.48 by 2035. The two legs compound to the 5.36% revenue CAGR.

Which headwinds slow damp proof batten orders through electrical wholesalers?

Three headwinds remove 1.23 points from damp proof luminaire volume growth and 0.40 points from price growth in the Douglas Insights slower case. Weak stock-and-flow wholesale demand, the 50,000-hour rated life of LED battens and cheap imported fittings cut the 2035 figure to USD 3.34 billion.

Wholesale weakness is the first drag. Signify’s Professional segment sales fell 4.8% to EUR 886 million in the second quarter of 2026, with comparable sales down 2.5% as stock-and-flow channels softened, according to its results of 24 July 2026. Zumtobel Group reported lighting segment revenue 3.7% lower at EUR 832.3 million for its 2025/26 year. Damp proof battens sell largely off those same wholesale shelves, so we remove 0.71 points of volume.

Longevity is the second constraint. LEDVANCE rates its IP66 battens at up to 50,000 hours, so a damp proof luminaire in a single-shift factory burning 2,500 hours a year reaches rated life after 20 years. Once the fluorescent stock is gone, replacement demand thins; we remove 0.52 points of volume for that.

Price competition is the third barrier. A four-pack of 34 W IP65 vapor tight fixtures sells for USD 315.73 at a US home centre, or USD 78.93 each, and imported trade-pack battens undercut branded lines in every region. We take 0.40 points off the damp proof price leg in the slower case, leaving it at 0.54%, while volume falls to 4.38 minus 0.71 minus 0.52 = 3.15%.

Which fittings fall inside the damp proof luminaire scope, from vapor tight battens to bulkheads?

Every new LED fitting rated IP65 or IP66 and sold for damp or dusty interiors falls inside the scope, 58.6 million units in 2025 on our count. Fluorescent fittings, IP54 battens, hazardous-area luminaires, floodlights, loose LED tubes and installation labour sit outside the USD 2.32 billion base.

Four formats make up the damp proof luminaire base. Integrated LED battens seal the light source inside a polycarbonate housing. LED tube-ready housings take replaceable LED tubes behind a gasketed diffuser. Compact bulkheads and round fittings light stairs, plant rooms and ramps. High-output linear units hang from high ceilings in warehouses. North American buyers call the same product a vapor tight fixture; European wholesalers call it a non-corrosive batten. Integrated LED battens carry USD 1.36 billion and reach USD 2.35 billion in 2035 at 5.62% a year. Contractors prefer them because one sealed damp proof luminaire with through-wiring and push-fit connectors replaces a fluorescent fitting in minutes, with no tube stock to hold.

LED tube-ready housings hold 14.6%, worth USD 338.8 million, and grow only 1.84% a year to USD 406.6 million. Owners who keep a housing and swap tubes defer the full fitting purchase, so the segment shrinks in share as the installed fluorescent base ages out.

Compact bulkheads and round fittings take 17.2%, or USD 399.1 million, rising 5.21% a year to USD 663.3 million. Stairwells, plant rooms and car park ramps need a small damp proof luminaire with a wide beam rather than a 1.5 m batten.

Douglas Insights expects High-output linear damp proof units to more than double, from USD 220.5 million to USD 497.1 million. LEDVANCE offers its Damp Proof Gen 2 at 8,000 and 11,000 lumens for high ceilings, dust and moisture, the specification logistics sheds now ask for.

How do IP65 and IP66 ratings and end uses split damp proof luminaire revenue?

IP66 fittings take 55.2% of 2025 damp proof luminaire revenue, USD 1.28 billion on our model, because food plants, car parks and wash bays specify the higher water rating. Warehouses and cold storage grow fastest among end uses, at 6.41% a year, as chilled logistics space expands.

IP65 units hold 44.8%, or USD 1.04 billion, and grow 4.71% a year to USD 1.65 billion, mostly in dry-dusty factories and garages. IP66 units grow 5.87% a year to USD 2.27 billion; makers such as Thorn and LEDVANCE now quote IP66 as standard on new damp proof ranges, which pulls share upward.

Industrial and manufacturing sites take 31.6%, worth USD 733.3 million, growing 4.83% a year. Warehouses and cold storage hold 27.3%, or USD 633.5 million, and reach USD 1.18 billion; aisle lighting there often runs around the clock, so payback is fastest, a link our Warehouse Automation Market study also tracks. Car parks and garages take 16.9%, or USD 392.2 million, growing 5.29% a year, with ramp and deck retrofits that sit alongside our Automated Parking Systems Market research. Food and beverage processing holds 13.4%, or USD 311.0 million, growing 5.74% on washdown demand. Commercial and public wet areas take 10.8%, or USD 250.6 million, at 4.07% a year.

Where do damp proof luminaires sell, and why does Asia Pacific grow fastest?

Asia Pacific buys the most damp proof luminaires, USD 856.3 million or 36.9% of 2025 value, and grows fastest at 6.63% a year to USD 1.63 billion in 2035. Factory and warehouse fluorescent stock there faces the Minamata 2027 deadline, while local makers hold average prices near USD 26.36 a unit.

Europe carries USD 784.3 million, or 33.8%, and grows 4.12% a year to USD 1.17 billion, the slowest rate, because much of its tube stock was replaced after the 2023 expiry. North America holds USD 454.8 million, or 19.6%, and grows 5.08% to USD 746.5 million on warehouse and cold chain projects, at the highest average price of USD 63.80 a unit.

Latin America takes USD 118.3 million, or 5.1%, rising 5.47% a year to USD 201.5 million as food processors in Brazil and Mexico replace fluorescent battens. Middle East and Africa holds USD 106.9 million, or 4.6%, and compounds at 4.27% to USD 162.5 million; a single Gulf logistics park tender can swing a year’s regional damp proof total by several points on our model.

Who supplies IP66 damp proof luminaires: Signify, LEDVANCE, Opple, TRILUX and Thorn?

Six suppliers hold 35.2% of 2025 damp proof luminaire value by Douglas Insights estimate, and the top three hold 23.9%. Signify leads at 11.4% on professional wholesale reach; LEDVANCE and Opple Lighting follow, while hundreds of Asian assemblers share the remaining 64.8% of a fragmented field.

Douglas Insights puts Signify’s damp proof revenue at USD 264.5 million. Its Professional segment booked EUR 886 million in the second quarter of 2026, and management pointed to strong project sales in the US against weaker stock-and-flow demand, according to the Signify release. That mix favours Signify’s project-specified IP66 lines over commodity battens.

LEDVANCE ranks second at 7.6%. Owned by Chinese LED maker MLS and selling in more than 140 countries, it markets the Damp Proof Gen 2 at 135 lm/W in 1.2 m and 1.5 m lengths with emergency versions, plus trade battens such as the 50 W IP66 unit at 6,100 lumens.

Disclosed revenues anchor the other estimates. Acuity Brands Lighting booked net sales of USD 3.6 billion in fiscal 2025, up 1.1%, according to Acuity, which puts its vapor tight share at 3.8% of global damp proof value. Opple Lighting reported 2025 operating revenue of RMB 6.97 billion, down 1.78%, and Zumtobel Group’s lighting segment brought in EUR 832.3 million in 2025/26; Thorn, its industrial brand, sells the IP66 Aquaforce Pro. TRILUX holds 4.1% with its Oleveon Fit surface-mounted IP66 family, which includes a recycled-material version.

How much does a damp proof batten cost, from USD 78.93 home-centre units to IP66 trade fittings?

Damp proof luminaires realise USD 39.6 on average at factory level in 2025 on our model, inside bands from about USD 9 for Asian trade-pack units to USD 140 for branded IP66 high-output fittings. Douglas Insights estimates that distribution margins add 60% to 110% before a contractor buys.

Shelf prices sit above those bands. A US home centre sells a four-pack of 34 W, 3,600-lumen IP65 vapor tight fixtures for USD 315.73, or USD 78.93 a unit. A UK trade distributor lists the LEDVANCE 50 W IP66 batten, 1.58 m long, at GBP 104.36 before VAT. The gap between those two shelf prices is the gap between commodity and specified damp proof luminaires.

Average realised prices rise 0.94% a year in the base case, to USD 43.48 by 2035. LED chip costs keep falling, but sensors, DALI drivers, emergency packs and IP66 housings raise the content per fitting faster than chips deflate.

How do IEC 60529 ingress codes and mercury rules govern damp proof luminaire sales?

Two rule sets govern damp proof luminaire demand: IEC 60529 defines the IP65 and IP66 codes every fitting is tested against, and mercury rules remove the fluorescent alternative. Douglas Insights estimates 33.8% of 2025 value is sold in Europe, where the tube exemptions have already expired.

The International Electrotechnical Commission (IEC) publishes IEC 60529:1989+AMD1:1999+AMD2:2013, edition 2.2, on degrees of protection provided by enclosures, for equipment rated at no more than 72.5 kV. Every damp proof luminaire claim of IP65 or IP66 rests on that test regime, so third-party test reports are the entry ticket to specified projects.

Mercury rules close the old option. Delegated Directive (EU) 2022/284 entered into force on 16 March 2022 and ended the T5 and T8 tri-band exemptions on 24 August 2023. The Minamata COP-5 amendments, in force from 25 April 2025 according to the Convention secretariat, extend the 2027 fluorescent deadline to every ratifying country. Both rules push damp proof buyers to LED rather than to another fluorescent fitting.

The 2035 damp proof luminaire figure spans USD 3.34 billion to USD 4.48 billion across our three cases, with USD 3.91 billion in the base. The pace of fluorescent removal sets the volume leg; sensor, emergency and IP66 mix sets the price leg.

The slower case keeps European wholesale demand weak, lets enforcement of the Minamata 2027 deadline drift and lets trade-pack imports hold prices down. The faster case assumes Asian and Latin American buyers clear fluorescent battens as quickly as European buyers did after the 24 August 2023 tube expiry, with IP66 and sensor-equipped units taking more of the mix.

Volume dominates the outcome. One extra point of annual damp proof unit growth adds USD 391.4 million to 2035; one point less removes USD 359.0 million. Outside forecasts we read sit between 5.82% and 8.56% a year, with a median of 7.80%; our 5.36% lands 2.44 points under that median because we hold factory price growth to 0.94%.

The matrix takes 116 lamp watts for the twin 58 W IP65 fluorescent fitting, as rated on a UK maker’s datasheet, against 50 W for the LEDVANCE IP66 batten, a saving of 66 W. Tariffs are EUR 0.1837 per kWh for EU non-household users and USD 0.1453 for US commercial users. Installed cost levels of 125 and 165, in local currency, are Douglas Insights assumptions for hardware plus labour. Ballast losses are excluded, so every cell is conservative.

The finding: a continuous cold store in Europe recovers a damp proof luminaire swap in 1.18 to 1.55 years, while a single-shift US site needs 5.21 to 6.88 years. Burn hours matter more than tariff.
